Policy makers often legitimize bids for major sport events and public funding of elite sports by trickle-down effects, suggesting that hosting events, sporting success, and athlete role models inspire the population to participate themselves in sport and physical activity. According to previous review articles, empirical evidence of trickle-down effects are mixed, with several studies citing marginal or no effect. The purpose of this study is to apply a realist synthesis approach to evaluate under which conditions trickle-down effects occur (i.e., what works for whom under which circumstances?). Using rapid evidence assessment methodology, 58 empirical articles were identified in the search process and critically analyzed through the lens of realist synthesis evaluation. The analysis identified six conditions under which trickle-down effects have occurred: Event leveraging initiatives, capacity of community sport to cater for new participants, live spectating experiences, consumption possibilities on television or other media, and communities housing event venues. The findings have implications for the sustainability of sport policy decisions and public finance, as the likelihood of trickle-down effects increases with integrated planning and sustainable spending related to the above six conditions.

This review will concentrate on the policy perspective that may be of most interest to many readers of this journal. It is also arguably the Achilles heel of the health inequalities literature. According to policy makers, much current research on health inequalities was of little use to policy making, and public health researchers have been criticized for political naivety, for lacking understanding of how policy is made, and for having unrealistic expectations (Petticrew et al., 2004: 815–816). Similarly, Klein (2003) points to the problems of ‘making policy in a fog’. The first two texts under review focus on policy and are written by policy analysts.

Hosting sport events is costly, but the positive impact of hosting sport events has not been studied well. We consider the promotion of physical activity, known as the trickle-down effect, to be a new dimension of this kind of impact. Using exogenous variations in promotion and relegation in the Bundesliga 1, we test the effect of the presence of a Bundesliga 1 club on local non-profit football club membership. Using German city-level annual non-profit sport club membership data from the metropolitan Rhine-Ruhr, we group cities with experience of either promotion or relegation as treatment cities and other cities as the comparison group. Difference-in-difference analyses show that promotion (using a strict definition of promotion) of local professional football clubs increases non-profit football club membership by 14% while relegation does not affect membership. The presence of Bundesliga 1 clubs in a city increases non-profit football club membership by 11%. Falsification tests support the idea that the impact of promotion on membership results in a net increase in membership.

The last 20 years have seen a substantial increase in enrolment in early childhood education and care (ECEC) in several European countries. The expansion of ECEC services inevitably requires new staff. There is however a tension between a rapid growth of services via the creation of low-paid, low-qualified jobs and the aspiration, voiced unanimously by policy makers, to improve the qualification and status of ECEC workers. This paper examines the case of the UK, where ECEC services and public expenditure devoted to them have increased substantially. It uses UK Labour Force Survey data to document changes in the pay and educational qualifications of the early education workforce. Results show how despite a general increase in the qualification level of these workers, their pay remains relatively low. Moreover, pay is found to be mostly related to characteristics of the workplace, and its access to public funding, rather than to the productive characteristics of workers. The paper concludes by arguing that the issue of low pay in ECEC is likely to become more salient in the future, as governments expand services while trying to keep down their costs.

Cities and their respective regions must weigh the merits of hosting major sport events, including the Olympic Games. This paper presents a contingent valuation method estimate of the monetary value of intangible benefits to Germans of hosting the Olympic Summer Games. In a nationwide online survey, 6977 respondents said whether they would support a referendum to host the Games. The survey employed a payment card format containing monthly tax amounts to elicit individual willingness-to-pay for the Games over a five-year period. In the weighted sample, 26% expressed an average willingness-to-pay of €51. Willingness-to-pay varied widely across regions. Around Cologne, the average willingness-to-pay was €100. Interval data hurdle models reveal that policy consequentiality and various intangible benefits increased willingness-to-pay. Aggregate willingness-to-pay over a five-year period amounted to €46 billion which exceeded the estimated costs of the 2024 Summer Games for Hamburg. The findings have implications for policy makers since they show what regions within Germany most support hosting the Games.

The success of elite sports in Indonesia plays an important role in building and constructing national identity. Along its development, the success of sport is pictured as symbol of national resurrection and sport winner as national icon. Status and power of sports Indonesia among other countries is measured by the country’s success of having achievement in international sport events. Elit sport development are implemented through sport introduction stage, monitoring, fostering, also developing talent and improving achievement (UU SKN No. 3 Tahun 2005). The system of elite sport development in Indonesia which is oriented to: a) build elite’s facility; b) support for athletes; c) provide training and sport science; and d) centered competition opportunity (Pelatnas) in the preparation of international competition. This study explores the sports achievements of Indonesia with the aims of maximizing the policy of elite sport development in Indonesia. The achievements of elite sports are the pride of the country, including obtaining diplomatic recognition, ideological competition and a belief that the success of sports in international level gives benefit for socio-politic in the nation, starting from feeling pleased, optimistic and giving impact economically, especially in relation to organizing elite sports competitions.Keyword: achievement, elite athlete, Indonesia, national identity, sport development

Abstract The fiscal and budget policies developed over the last few years by policy makers emphasize fiscal relaxation measures in order to stimulate economic growth. Expected by employers and employees alike, they sometimes lead to results opposite to those pursued, especially if they do not take into account the particularities of the economic domains concerned and the social realities of the state. Due to the limited and often insufficient financial resources, it is necessary to stimulate those areas considered as generators of growth, and a good example in this sense is the research, development and innovation. In the context of the difficulties of ensuring an optimal level of public funding, it becomes increasingly obvious that legislative changes of fiscal and budgetary nature and how they can be implemented can be both a basis for the sustainability of public finances and for increasing competitiveness and a disturbing factor in the labor market and progress.

Charter schools place competitive pressure on school districts to retain students and public funding. Many districts also have moved to decentralize control of budgets and teacher hiring down to school principals, independent of competitive pressures. But almost no evaluation evidence gauges the effectiveness of charter-like schools, relative to traditional public schools. We find that autonomous pilot schools in Los Angeles enroll more low-income and Spanish-speaking students, compared with traditional schools. Pilot pupils are significantly less likely to exit the school district. But pilot pupils displayed lower test scores in mathematics and fell slightly below traditional students in English-language arts, taking into account prior performance and their propensity to enter pilot schools. We tracked 6,732 students entering pilot high schools between 2008 and 2012, statistically matched in multiple ways with traditional peers from identical sending middle schools. We discuss the advantages of our evaluation strategy and the implications of our findings for education leaders and policy makers.

Background/Context Prior research on Milliken v. Bradley focuses on the failure of this case to implement interdistrict busing in the highly segregated Detroit schools. Much of this work focuses explicitly on desegregation, rather than on equity and addressing individual, systemic, institutional, and organizational challenges that may prevent the advancement and actualization of desegregation to benefit Black students, teachers, and communities. Purpose/Objective In this study, we shed light on the impacts of desegregation on Black students, teachers, and communities. We argue that Brown, Milliken, and associated policies that attempt to address segregation focus mostly on student assignment policies. Our focus instead is on highlighting the underconceptualized microlevel realities of desegregation, which include the losses of cultural and community connections, strong role models, and connections to school. Population/Participants This study draws from interview data collected from three experts in the field of education whose research focuses on school desegregation. The interview participants have written scholarly articles and/or book chapters about desegregation and related influences on/for Black teachers, Black students, and Black communities spanning the PreK–12 and higher education spectrum. Research Design This study employs in-depth qualitative interviewing. Data Collection and Analysis Interviews were conducted by phone and lasted approximately 45 minutes to an hour. Participants in the study were asked questions about the impact of desegregation and education on Black teachers’ experience, self-concept, dedication, and retention; Black students’ experience of schools and school-related success; experience and connection of Black communities; and “next steps” in educating Black students. An interpretive perspective was used to guide the interview analyses in this study. Findings/Results Analysis of the expert interviews reveals the underexplored microlevel losses and harmful effects of desegregation policies and politics on Black children, families, and communities. Conclusions/Recommendations Evidence from these researchers who have studied desegregation suggests that for many Black students and educators, desegregation was unsuccessful— even when there were superficial indicators of success. We suggest that both researchers and policy makers should consider drawing from the potential losses associated with desegregation and focusing on equity, regardless of schooling location and population.
