Abstract The fiscal and budget policies developed over the last few years by policy makers emphasize fiscal relaxation measures in order to stimulate economic growth. Expected by employers and employees alike, they sometimes lead to results opposite to those pursued, especially if they do not take into account the particularities of the economic domains concerned and the social realities of the state. Due to the limited and often insufficient financial resources, it is necessary to stimulate those areas considered as generators of growth, and a good example in this sense is the research, development and innovation. In the context of the difficulties of ensuring an optimal level of public funding, it becomes increasingly obvious that legislative changes of fiscal and budgetary nature and how they can be implemented can be both a basis for the sustainability of public finances and for increasing competitiveness and a disturbing factor in the labor market and progress.

Around the world, sustainable development has become a top policy discussion as countries struggle to maintain or enhance economic growth without compromising the future. Nowhere is the issue more pressing than in India, where urban areas and their economies are expected to grow rapidly over the next few decades and where resource use and environmental quality are already raising grave concerns. Sustainable development, economic growth that improves the lives of the people without exhausting the environment or other resources, is especially critical in developing countries, where mass urbanization is taking place at a time when man’s impact on the environment has reached a critical juncture. The study investigates if the present pattern of urban development in India in the creation of mega cities is sustainable. The indicators represent a primary tool to provide guidance for policy makers and to potentially assist in decision-making and monitoring local strategies/plans. The outcome of the study will contribute to the design of policies, tools, and approaches essential for planning to attain the goal of sustainable development and the social cohesion of metropolitan regions.

A remarkable feature of empirical studies is that not many research works investigate the relation between human development and tourism. Although gross domestic product may replace human development to measure economy progress and human well-being in relation to tourism, however, this definition, is narrow, limits to economic side, and ignores the social and cultural factors. To overcome this shortcoming, this study examines the relationship between human development, tourism and economic growth in Malaysia. By using different cointegration approaches, the results indicate that tourism is positively related to human development in the long run. The finding suggests that the known relationship may serve as a guide to policy makers to achieve better development of social and cultural in order to promote the growth.

Many countries across the world have legislated for their constituents to have control over their death. Commonalities and differences can be found in the regulations surrounding the shape and practices of voluntary assisted dying (VAD) and euthanasia, including an individual’s eligibility and access, role of health professions and the reporting. In Australia there have been perennial debates across the country to attempt legislative change in assisting a terminally ill person to control the ending of their life. In 2017, Victoria became the first state to successfully legislate for VAD. In describing the Victorian process that led to the passage of legislation for VAD, this paper examines the social change process. The particular focus of the paper is on the vital role played by a multidisciplinary ministerial advisory panel to develop recommendations for the successful legislation, and is written from their perspective. What is known about the topic? VAD has not been legal in an Australian state until legislation passed in Victoria in 2017. What does this paper add? This paper describes how the legislation was developed, as well as the significant consultative and democratic processes required to get the bill to parliament. What are the implications for practitioners? In documenting this process, policy makers and others will have an understanding of the complexities in developing legislation. This information will be useful for other Australian jurisdictions considering similar legislative changes.
