Cultural heritage is recognized as a driver and enabler for sustainable development, and its role within the circular economy and circular cities is gaining attention. Its adaptive reuse plays a significant role in this while prolonging the heritage lifespan, preserving the values associated with heritage assets, and creating shared values. The adoption and implementation of the adaptive reuse of cultural heritage practices present challenges at multiple levels. This research aims to identify these challenges and propose solutions to overcome them, considering the post-industrial port city of Rijeka, Croatia, as a case study. The adaptive reuse of cultural heritage practices was assessed through a stakeholder engagement workshop performing a multi-scale analysis using the Historic Urban Landscape approach as an assessment framework. Forty-nine themes were identified by content analysis of the challenges and solutions identified by stakeholders involved in adaptive reuse practices and decision-making in the city. The five most mentioned themes refer to aspects relating to participation, capacity, regulatory systems, economics-finance, and knowledge. These findings provide evidence of challenges for policy- and decision-makers to be addressed in policy-making. Solutions are also suggested to facilitate the adaptive reuse of cultural heritage in the city of Rijeka and similar contexts, such as introducing policies to support participatory decision-making whose absence is a barrier.

As destination of choice for many short-term study abroad programs, Berlin offers students of German language, culture and history a number of sites richly layered with significance. The complexities of these sites and the competing narratives that surround them are difficult for students to grasp in a condensed period of time. Using approaches from the spatial humanities, this article offers a case study for enhancing student learning through the creation of digital maps and itineraries in a campus-based course for subsequent use during a three-week program in Berlin. In particular, the concept of deep mapping is discussed as a means of augmenting understanding of the city and its history from a narrative across time to a narrative across the physical space of the city. As itineraries, these course-based projects were replicated on site. In moving from the digital environment to the urban landscape, this article concludes by noting meanings uncovered and narratives formed as we moved through the physical space of the city.

Cultural heritage drives and enables sustainable urban development. The adaptive reuse of cultural heritage creates values while prolonging the lifespan of heritage. Similarly, circular economy creates value while extending the useful life of materials and elements through their reuse. Existing studies on adaptive reuse challenges seldom focus on cultural heritage properties, and they are often identified through the engagement of a limited variety of stakeholders, as compared to the actors normally involved in adaptive reuse. Filling this gap, this paper provides a preliminary baseline of challenges faced by the city of Amsterdam from the perspective of various involved stakeholders, and suggests solutions to address them. The participants represented the public, private, knowledge, and third sectors. The methods used were the following: for data collection, a multidisciplinary workshop using the steps of the Historic Urban Landscape approach as an assessment framework applied to multiple scales on adaptive reuse, and for data analysis, manifest content analysis. The results expanded the range of challenges and solutions reported by previous literature on the adaptive reuse of cultural heritage in content and scale by identifying 61 themes—e.g., knowledge and civic engagement. Tools and stakeholders were also identified. These findings provide a reference for future practice, policymaking, and decision-making, facilitating the adaptive reuse of cultural heritage to capitalize on its potential for sustainable development and circular economy.

A new movement in urban environmental policy, the circular economy (CE), aims to change how Europeans consume and produce materials and energy. Cities are taking up the CE challenge. This research inquires whether the infant CE programs in European cities include cultural heritage and adaptive reuse of cultural heritage (ARCH) buildings. ARCH buildings exemplify the central principal of the CE, which is a temporally long service life with multiple uses for several generations of users. In addition, culture and cultural heritage buildings are established drivers of socioeconomic development, urban landscape, and identity. Hypothetically, cultural heritage and adaptive reuse of cultural heritage (ARCH) buildings should be prominently included in European cities’ CE programs, particularly those cities that are highly ranked on the 2019 European Cultural and Creative Cities Monitor (Monitor). To test this hypothesis, this study creates a novel dataset that profiles the existing circular city plans of 190 European cities included in the Monitor’s ranking. Contrary to the hypothesis, just seven percent of cities in the dataset include cultural heritage. European cities are missing an opportunity to achieve their CE goals and preserve their unique identities as embodied in the built environment.

The cities are expanding rapidly all over the world. India has also experienced this phenomenon and has continued the pace of growth. The recent trends in spatial growth of the cities are a new phenomenon in Indian urban landscape. The cities in India are witnessing development with the help of private developers for the last couple of decades. Being private properties these are by nature of exercising control have gates and boundaries. In scholarly literature these are called as Gated Community/Gated Development. Authors have argued them from various perspectives of anthropology, law, management and sociology etc. but very little has been discussed about their planning and morphology. Although, the rise of Gated Development is majorly attributed to the sense of fear and need for security, yet architects and urban designers, and even sociologist stress upon other methods to make the neighbourhoods secured. Hence the security aspects are not made part of the research here. The aspects of how these gated development impacts the perception of neighbourhood by residents is not touched upon. The paper discusses the distinction between the gated and non-gated neighbourhoods and also how residents perceive their neighbourhoods at large. For explaining this phenomenon, three neighbourhoods in the city of Gurugram in Haryana state in India have been identified as case study. These are identified on the basis of different morphological images that are identified. Space syntax and space cognition through sketch mapping is used for the analysis of the three neighbourhoods. The paper suggest that the continuity and connectivity of any spatial configuration is of utmost importance to make neighbourhood environment worthy of living life more socially connected.

Climate change will impact cities’ infrastructure and urban dwellers, who often show differentiated capacity to cope with climate-related hazards. The Shared Socioeconomic Pathways (SSPs) are part of an emerging research field which uses global socioeconomic and climate scenarios, developed by the climate change research community, to explore how different socioeconomic pathways will influence future society’s ability to cope with climate change. While the SSPs have been extensively used at the global scale, their use at the local and urban scale has remained rare, as they first need to be contextualized and extended for the particular place of interest. In this study, we present and apply a method to develop multi-scale extended SSPs at the city and neighborhood scale. Using Boston, Massachusetts, as a case study, we combined scenario matching, experts’ elicitation, and participatory processes to contextualize and make the global SSPs relevant at the urban scale. We subsequently employed the extended SSPs to explore future neighborhood-level vulnerability to extreme heat under multiple plausible socioeconomic trajectories, highlighting the usefulness of extended SSPs in informing future vulnerability assessments. The large differences in outcomes hint at the enormous potential of risk reduction that social and urban planning policies could trigger in the next decades.

<p class="Abstracttext-VITRUVIOCxSpFirst">Often in the past, the great disasters (environmental calamities, earthquakes, epidemics) activated unexpressed energies, triggering transformations of the built environment, able to give rise unexpected conditions of economic, cultural and social development. The fragility of settlement systems in the face of unexpected threats brings out the need for a new planning, changing our gaze on the city.</p><p class="Abstracttext-VITRUVIOCxSpMiddle">The new framework of needs drawn by the pandemic and the renewed sensitivity towards the combination of health – sustainability, rekindle the spotlight on inner areas. These emerged as "reservoirs of resilience", areas to look at, in order to reach an eco-systemic balance.</p><p class="Abstracttext-VITRUVIOCxSpMiddle">The aim of the paper is to return an experience of adaptive reuse of the Historical Urban Landscape in an inner area of Southern Italy, where the needs of health and safety of the community are integrated with the transmission of the built heritage to future generations. The goal is the promotion of inclusive prosperity scenarios, towards the so-called "new normality".</p><p class="Abstracttext-VITRUVIOCxSpLast">Starting from an in-depth literature review on the cases of pandemics in history and the strategies implemented, the research identifies health security requirements at the scale of the Historical Urban Landscape and design solutions aimed at reactivating lost synergies between communities and places.</p>

Batik, which is rich in symbols and philosophies for the Indonesian people, has now been recognized by UNESCO as a Representative List of the Intangible Cultural Heritage of Humanity. The beginning of the emergence of batik in Indonesia is in the city of Solo, and comes from the Pajang kingdom 400 years ago. With the passage of time, batik continues to grow and produces various variations and innovations, from raw materials to the drawn motifs. However, it is very unfortunate that not all of the previous heritage batik can be maintained. Recently, there has been a batik museum created by individuals or institutions, but in the design, some interior elements are less than optimal in their arrangement. So they don't affect the batik stored or on display. In this research, focus of the discussion is on standardization which discusses spatial planning, facilities, collections, lighting, ventilation, acoustics and museum security, which are combined with local wisdom of Surakarta architecture, so that the data becomes a batik museum with character and can preserve the stored batik. This research uses a case study of the Surakarta batik museum, and the final results of this study can be used as a guide for designing a museum with fabric materials in it.

Assessments of the relationship among law, innovation, and economic growth often begin with one or more propositions of law or law practice and predict how changes might affect innovation or business practice. This approach is problematic when applied to questions of regional economic development, because historic and contemporary local conditions vary considerably. This paper takes a different tack. It takes a snapshot of one recovering post-industrial economy, in Pittsburgh, Pennsylvania, USA. For most of the 20th century, Pittsburgh's steelmakers were leading examples worldwide of American economic prowess. Pittsburgh was so vibrant with industry that a late 19th century travel writer called Pittsburgh "hell with the lid taken off," and he meant that as a compliment. In the early 1980s, however, Pittsburgh's steel economy collapsed, a victim of changing worldwide demand for steel and the industry's inflexible commitment to a large-scale integrated production model. As the steel industry collapsed, the Pittsburgh region collapsed, too. Unemployment in some parts of the Pittsburgh region peaked at 20%. More than 100,000 manufacturing jobs disappeared. Tens of thousands of residents moved away annually. Over the last 30 years, Pittsburgh has slowly recovered, building a new economy that balances limited manufacturing with a broad range of high quality services. In 2009, President Barack Obama took note of the region's rebirth by selecting the city to host a summit of the Group of 20 (G-20) finance ministers. The paper describes the characteristics of Pittsburgh today and measures the state of its renewal. It considers the extent, if any, to which law and the legal system have contributed to Pittsburgh's modern success, and it identifies lessons that this Pittsburgh case study might offer for other recovering and transitioning post-industrial regions.

AbstractThree hundred sixty–degree (360°) immersive video applications for Head Mounted Display (HMD) devices offer great potential in providing engaging forms of experiential media solutions especially in Cultural Heritage education. Design challenges emerge though by this new kind of immersive media due to the 2D form of resources used for their construction, the lack of depth, the limited interaction and the need to address the sense of presence. In addition, the use of Virtual Reality (VR) headsets often causes nausea, or motion sickness effects imposing further implications in moderate motion design tasks. This paper introduces a methodological categorisation of tasks and techniques for the design of 360° immersive video applications. Following the design approach presented, a testbed application has been created as an immersive interactive virtual tour at the historical centre of the city of Rethymno in Crete, Greece, which has undergone user trials. Based on the analysis of the results of this study, a set of design guidelines for the implementation of 360° immersive video virtual tours is proposed.

The aim of this article is to provide a dedicated approach to the realisation of a CityGML model for the valorisation and the conservation of existing cultural heritage. In particular, for the ancient city of Taranto (Italy), several levels of details (LODs) have been built. CityGML models in LOD1 for the most representative periods were realised, which were characterised by urban changes from the mid-1800s until today. To achieve this aim, great importance was devoted to the process of integration of the different file formats. A geographic information system (GIS) approach has been put in place for the construction of the CityGML model in LOD1. In addition, the study also focused on the realisation of a CityGML model in LOD3 of a bridge of a particular historical and architectural interest, called “Ponte di Porta Napoli”, also situated in the city of Taranto. In the latter case, the CityGML model was realised starting from the geomatics survey. Therefore, the project structured in this way represents an important tool for the sharing of (georeferenced) territorial information. The CityGML models represent a valid support for spatial planning processes and measures for the protection, monitoring and conservation of urban elements.
