Household harvesting of wild fish and game contributes to food security in indigenous communities across the Arctic, and in some regions plays an important role in cultural identity of indigenous peoples. The degree to which the state regulates harvesting and restricts distribution of country foods varies widely, however, and this intervention in local economies can affect livelihood opportunities. The paper hypothesizes that where state policy has contributed to harvesting remaining a culturally embedded livelihood strategy, its contribution to the quality of life may influence people to remain in rural communities, despite potentially lower material living standards. Lacking such a cultural linkage, harvesting may become the employer of last resort for people unable to find paying jobs or leave declining communities for a better life elsewhere. The paper examines the association between Survey of Living Conditions in the Arctic (SLiCA) respondents’ intent to remain in their community of residence and household harvesting, cash income from work, and other relevant factors. The results include both similarities and differences for residents of arctic Alaska, arctic Canada, Greenland, and Chukotka. Systematic differences found appear consistent with the hypothesis about the role of household harvesting and state policy toward harvest and distribution of country foods.

Electricity has been a vital force of soclial change. Access to electricity is an inevitable drive to multidmentional transfromation of society. The purpose of this research is to describe the forms of social change that occurs in Punik remote rural communities as a result of the presence of diesel generating electrical power (generator) in 2005. Based on a qualitative conducte in Punik Village of Batu Lanteh Subdistrict of Sumbawa regency, this research found the following conclusions: (a) shifts in the layers of social status, which is based on the extent of the diversity of manifestations and clumps of technology that can have, how expensive, how far the complexity or level of sophistication, how people are able to do and have it , (b) changes in the distribution of roles in the family and society, where the role of the family and society to adapt following the relative availability of resources beyond the normative criteria, namely gender and age, (c) shifts in basis and the orientation of interaction and cooperation of the elements of intimacy that strengthen kinship and altruism shifted into affective neutrality, individual and economy-oriented interests, (d) shift in the tradition, includig a variety of oral tradition that includes the inauguration of the relationship between individuals that is reduced by functions clump technology innovation; other collective traditions are relatively easier stimulus delivered through the entertainment medi; (e) The change of culture, a culture which previously relied on a livelihood, the human role and traditional equipment based technologies manifestation are displaced by electrical function, (f) the changes social events to adapt with electrical availability.Keywords: Diffusion; Electricity; Generator; Innovations; Remote Indigenous Communities; Social Change.

Введение. В статье рассматривается взаимодействие между органами государственной власти, органами власти субъектов Федерации и муниципалитетами посредством исследования роли Ассоциации «Арктические муниципалитеты» при реализации политики в Арктике. Цель работы:проанализировать действенность работы и оценить роль Ассоциации «Арктические муниципалитеты» при реализации государственной политики в Арктическом регионе Российской Федерации. Задачи: проанализировать степень участия Ассоциации при осуществлении государственной политики в Арктической зоне России и предложить конкретные меры по совершенствованию деятельности Ассоциации «Арктические муниципалитеты». Методы: системный и исторический подходы, сравнительный анализ. Результаты: раскрыты цели, задачи и предмет деятельности Ассоциации «Арктические муниципалитеты». Проанализирована активность и действенность работы Ассоциации. Выводы: в круг полномочий Ассоциации не входят вопросы обеспечения экологической безопасности Арктики. Проблемой является отсутствие официальных докладов о проделанной работе в свободном доступе. Автор считает необходимым передать круг вопросов по вопросам обеспечения экологической безопасности в компетенцию органов местного самоуправления в лице Ассоциации, а также привлечь коренные народы Севера к процессу принятия решений на местном уровне путем их представительства в Ассоциации.

AbstractIndigenous communities worldwide have long relied on their environment for survival. Religious and customary beliefs that foster community conservation have not only bound these communities to ecosystems but also assisted in the conservation of species. We provide an example of how religion fosters the conservation of freshwater fishes in India. Since ancient times rural communities in India have revered fish species as symbols of divine power, and offered them protection in pools associated with temples. Such voluntary, informal institutions and arrangements continue to help conserve several freshwater fish species that are otherwise subjected to anthropogenic pressure in open-access areas. However, religious beliefs in India are waning as a result of increased urbanization, modernization of societies and disintegration of rural communities, and the sustainability of existing temple and community fish sanctuaries is questionable. We discuss the role of temple sanctuaries as an informal conservation strategy for freshwater fishes, and discuss the knowledge and policy gaps that need to be addressed for ensuring their future.

The traditional harvest of wild resources carries significant nutritional, economic, and sociocultural values for rural residents in the Arctic, especially for Indigenous subsistence communities. Rural communities in the Alaskan Arctic have expressed concern that aircraft activity from industry, commercial hunting, research, and tourism disrupts their harvest of wildlife, particularly caribou (Rangifer tarandus). However, little research exists on how aircraft impact harvest opportunities. Our objective was to assess the extent of scientific knowledge on aircraft-harvester interaction in the Arctic through a systematic search of the available literature. We found that no peer-reviewed publications addressed the conflict between aircraft and harvesters in the region. Some literature addressed aircraft impacts to subsistence species, but did not discuss how those impacts would affect local harvesters. Most research has been directed towards studying aircraft impacts on wildlife or humans in urbanized areas rather than in rural, subsistence communities. Therefore, we expanded our review to draw from gray literature (e.g., public records, government documents) to synthesize the current state of concern and perceptions on aircraft disturbance to subsistence harvesters. Based on the gray literature, we found that harvester frustrations were primarily directed toward low-flying aircraft and non-local operations. However, an absence of quantitative information on the extent of interaction between aircraft activity and harvesters hinders an objective assessment of the conflict. Mitigating conflict will require research focused on this data gap and may begin with better cooperation among rural communities, aircraft users, and decision-makers.

Abstract Background: Non timber forest products (NTFPs) greatly contribute to livelihood, development, and poverty alleviation of indigenous and rural communities across the tropics. We also assumed that the fringe communities inhabiting Jaldapara National Park (JNP) of Indian eastern sub-Himalayan region largely rely on the NTFPs for their livelihood due to its remote and isolated location with no physical infrastructure and facilities. Methodology: Multistage sampling technique was used for the study. The sample size was 205 households selected randomly from a sample frame of 10 villages. Descriptive statistics was employed to analyze and summarize the data. Results: A total of 146 NTFP species was documented. The communities in our study area also relied on their NTFP collection/harvest for food, medicine, firewood, animal fodder, and other socio-cultural items for household use and cash income. Income from NTFPs contributed on an average 45 % of the total annual household income of the sampled households.Conclusion: NTFPs provided a natural insurance to households especially during the periods of scarcity. Focused interventions with technical and financial support are recommended to uplift the livelihood of the forest fringe indigenous communities in JNP.

This study is related to the practice of slavery happened in indigenous communities in North Borneo since under the rule of the Sultanate of Sulu and Brunei. The aim of this study to see how slavery is considered as a unique practice and the slave role in daily life, including the type of slaves and relationship between the slave and their owners. This study will use information about slavery in North Borneo which are available from various sources such as diary, Official records of British North Borneo Chartered Company (BNBCC), Reports, News paper, Microfilm, books and articles. Slavery in North Borneo basically influenced by the role of datu’s and pengiran of the Sulu Sultanate and Brunei which sparked demand for slaves. This causes a form of slavery that occurred in the indigenous tribes such as Suluk, Bajau, Iranun, Dusun and Murut. The practice of slavery grow rapidly along with pirate activities which are intertwined with the slave trading in the Borneo sea. However, before settling by James Brooke in Sarawak and BNBCC in North Borneo, the abolition of slavery activities was implemented. Kajian ini bertujuan untuk melihat bagaimana amalan perhambaan dianggap sebagai sebuah amalan yang unik dan peranan golongan hamba tersebut dalam kehidupan harian termasuklah jenis hamba dan bentuk hubungan di antara hamba itu sendiri dan pemilik hamba. Kajian ini akan menggunakan maklumat mengenai perhambaan di Borneo Utara yang boleh didapati daripada pelbagai sumber seperti catatan diari pegawai British, rekod-rekod Syarikat Berpiagam Borneo Utara British (SBBUB), laporan, akhbar, Mikrofilem, Buku-buku dan Artikel yang telah dihasilkan oleh sarjana awal. Perhambaan di Borneo Utara pada dasarnya banyak dipengaruhi oleh peranan pembesar daripada Kesultanan Sulu dan Brunei yang mencetuskan permintaan terhadap hamba. Hal tersebut menyebabkan wujud perhambaan yang berlaku dalam suku peribumi seperti Suluk, Bajau, Iranun, Dusun dan Murut. Amalan ini berkembang pesat bersama dengan aktiviti perlanunan yang saling berkait dengan perdagangan hamba di sekitar perairan Borneo. Namun demikian, menjelang pertapakan James Brooke di Sarawak serta SBBUB di Borneo Utara, penghapusan aktiviti perhambaan ini telah dijalankan. Rural economies in developing countries are often characterized by credit constraints. Although few attempts have been made to understand the trends and patterns of male out-migration from Uttar Pradesh (UP), there is dearth of literature on the linkage between credit accessibility and male migration in rural Uttar Pradesh. The present study tries to fill this gap. The objective of this study is to assess the role of credit accessibility in determining rural male migration. A primary survey of 370 households was conducted in six villages of Jaunpur district in Uttar Pradesh. Simple statistical tools and a binary logistic regression model were used for analyzing the data. The result of the empirical analysis shows that various sources of credit and accessibility to them play a very important role in male migration in rural Uttar Pradesh. The study also found that the relationship between credit constraints and migration varies across various social groups in UP.

Food insecurity in Indigenous communities in Canada continue to gain increasing attention among scholars, community practitioners, and policy makers. Meanwhile, the role and importance of Indigenous foods, associated knowledges, and perspectives of Indigenous peoples (Council of Canadian Academies, 2014) that highlight community voices in food security still remain under-represented and under-studied in this discourse. University of Winnipeg (UW) researchers and Fisher River Cree Nation (FRCN) representatives began an action research partnership to explore Indigenous knowledges associated with food cultivation, production, and consumption practices within the community since 2012. The participatory, place-based, and collaborative case study involved 17 oral history interviews with knowledge keepers of FRCN. The goal was to understand their perspectives of and challenges to community food security, and to explore the potential role of Indigenous food knowledges in meeting community food security needs. In particular, the role of land-based Indigenous foods in meeting community food security through restoration of health, cultural values, identity, and self-determination were emphasized by the knowledge keepers—a vision that supports Indigenous food sovereignty. The restorative potential of Indigenous food sovereignty in empowering individuals and communities is well-acknowledged. It can nurture sacred relationships and actions to renew and strengthen relationships to the community’s own Indigenous land-based foods, previously weakened by colonialism, globalization, and neoliberal policies.
