Due to the different focus of policies in different regions, China’s energy efficiency has been unstable in recent years. The changing focus of policies at the same time has also impacted the energy system, and therefore, it is very important to explore the impact of China’s new energy policy on its oil and gas energy efficiency. The practical significance of this research is to integrate three policy intervention factors: incentive economic policy intervention, government financial intervention, and mandatory policy intervention. Through the regression of the Stochastic Frontier Approach model, the influence of these policy intervention factors on the efficiency evaluation of decision-making units is eliminated. We calculate the environmental pollution index as an undesired output to measure the efficiency of policy intervention in the green economy of China’s oil and gas energy, use Luenberger model to explore total factor productivity, and find the main reasons that affect the productivity of the green energy economy. The results show that China’s oil and gas energy construction is currently in the stage of scale economy, but the heavy dependence of China’s energy consumption on foreign imports leads to difficulties and urgency in the present stage of technological progress. After excluding the factors of policy intervention, China’s overall energy is in a slightly insufficient policy environment, and energy efficiency is in an unbalanced state.

As demand for electricity grows significantly, the main drivers of new capacity are the disposal of older, less efficient fossil fuel units; the near-term prospect of having tax credits for renewable energy; and long-term reductions in capital costs for renewable energy, especially solar photovoltaic. Low natural gas prices and favorable renewable energy costs make natural gas and renewable energy the main sources of new generation capacity by 2050. The main purpose of the scientific article is to cover the main problems of the electricity market of Ukraine, to analyze the process of promotion of green energy, to highlight the cases when the transition to alternative sources is a profitable process, in the context of uncertainty and rising prices for traditional energy sources. The article uses a number of general scientific and specific research methods, including methods of analysis and synthesis, scientific deduction and induction. The practical significance of the research is to develop recommendations for improving the state's regulatory function in the field of alternative energy. The large-scale introduction of non-traditional renewable energy in Ukraine will make a significant step in reducing the country's energy dependency, protecting the environment and creating the conditions for a country to join the European community. The scientific novelty is to study the stimulation of energy production using alternative sources, to study the creation of favorable economic conditions for the construction of alternative energy facilities, the development of a "green" economy and to ensure sustainable development of Ukraine. Conclusions and prospects for further research. In Ukraine, the alternative energy sector is developing slowly, but some structural shifts are noticeable, though far from planned. Many small and medium-sized enterprises have already installed solar panels in order to reduce the cost of production and generate additional profits. Further research requires the search for tools and mechanisms in the RES incentive system, with an assessment of the economic impact of their use, using modeling and forecasting methods and models. The paper aimed to formalise the relationship between the level of Ukrainian energy efficiency from 30 indicators of social, ecological and economic development of the country. The main purpose of the study is to identify the impact and dependence of socio-ecological and economic indicators on the level of energy efficiency using multiple correlation-regression analysis. The systematisation of the analysed results allowed identifying the core directions to overcome the issues of the slow pace of energy efficiency improvement and the development of carbon neutrality of the country. The relevance of this scientific solution to the problem is that the level of energy efficiency is influenced by a large number of socio-ecological and economic factors sometimes independent of each other. The authors analysed the relationship between the level of energy efficiency and socio-ecological and economic indicators of country development. The investigation consisted from the following stages: conducting polynomial-regression analysis of energy efficiency development in Ukraine; development of correlation-regression multiple models of relationships between energy efficiency indicator and socio-ecological-economic indicators; explaining the conclusions and providing recommendations considering the findings. The object of the study was the processes of energy efficiency relationships with 30 indicators of socio-ecological and economic development, namely how much they affect the energy development of the country. The conclusions were theoretical and practical in terms of the impact on the level of energy efficiency of interdisciplinary indicators. The conclusions which proved by the empirical findings allowed identifying weaknesses in the development of the national economy, as well as to improve and increase the energy potential of the country through energy efficiency development strategies due to the studied determinants that have a strong impact on the level of energy efficiency. For the Ukrainian population, there are factors surrounding the choices and preferences one must consider when changing permanent residence. Smart residential areas should be built according to Ukrainian legislation and global innovations, which would reduce administrative dislocations, the load on megalopolises, and negative anthropogenic impacts, and should be based on the increase in energy efficiency and reducing waste. We analyzed the core principles of designing smart residential areas and concluded that constructing cutting-edge residential areas should involve private investments in order to avoid shadow schemes and irrational use of funds (in the Ukraine, the share of the shadow market is more than 50%). Research shows that, as humans inhabit a three-dimensional space, it is possible to predict migration and other permanent residence/behavioral responses, the analysis of which allows controlling migration flows and improves the conditions of Ukraine’s small residential areas based on decarbonization. We conclude that energy saving systems can reduce consumption in a city by 60% and improve Ukraine’s ecosystem. Research also shows that reducing “dislocation”, in terms of population density, by creating open, innovative, eco-friendly environments based on green economy principles, can provide innovative development maps and economic, social, and cultural population growth, decreasing the load on big cities/regional economies, and encourage the restoration of sales markets and production after the COVID-19 pandemic. We developed a model to assess the innovativeness of residential areas, apply alternative methods of energy generation, and analyze the impact of the energy production and consumption market in Europe (with recommendations for the Ukraine). This article estimates energy intensity indicators of the gross domestic product in the Ukraine and in Europe, offering methods to decrease energy dependence and increase energy efficiency in the Ukraine, by adopting alternative energy sources (e.g., biohydrogen out of residues, air, and solar energy), and enhancing environmental legislation.

This paper investigates the relationship between the bitcoin price and the hashrate by disentangling the effects of the energy efficiency of the bitcoin mining equipment, bitcoin halving, and of structural breaks on the price dynamics. For this purpose, we propose a methodology based on exponential smoothing to model the dynamics of the Bitcoin network energy efficiency. We consider either directly the hashrate or the bitcoin cost-of-production model (CPM) as a proxy for the hashrate, to take any nonlinearity into account. In the first examined subsample (01/08/2016–04/12/2017), the hashrate and the CPMs were never significant, while a significant cointegration relationship was found in the second subsample (11/12/2017–24/02/2020). The empirical evidence shows that it is better to consider the hashrate directly rather than its proxy represented by the CPM when modeling its relationship with the bitcoin price. Moreover, the causality is always unidirectional going from the bitcoin price to the hashrate (or its proxies), with lags ranging from one week up to six weeks later. These findings are consistent with a large literature in energy economics, which showed that oil and gas returns affect the purchase of the drilling rigs with a delay of up to three months, whereas the impact of changes in the rig count on oil and gas returns is limited or not significant.

The development of the energy sector in the United States of America (USA) represents a rivalry between two different approaches, which has intensified under the last three American administrations. The competition of approaches is expressed in the confrontation between supporters of energy based on renewable sources and supporters of traditional energy resources. A comparative analysis of changes in the energy sector, depending on the prevalence of a particular approach to energy development, shows that external conditions play a key role in promoting the energy strategy. The strategy of priority development of “green” energy carried out under Barack Obama could not be realized because of the shale boom. As a result, many companies working with renewable energy sources did not stand up to the competition. The opposite approach of Donald Trump’s focus on developing traditional energy resources to ensure US energy security and to increase jobs has been hit by the COVID-19 pandemic, which has virtually nullified the US administration’s efforts under this approach. The current concept of President J. Biden is aimed at continuing the strategy of Barack Obama for the development of “green” energy in the United States. Proponents of this concept hope for the possibility of its at least partial implementation in the absence of a shale boom. The lifting of the embargo on the export of American oil has led to an increase in oil supplies abroad. As of 2018, the United States has overtaken Saudi Arabia in terms of oil and gas exports, taking a leading position in the global oil market. In 2019-2020, the United States retained the first place in the world in oil production. This article examines the conceptual approaches of American administrations to the issue of energy policy and analyzes the statistical data that characterize the traditional and “clean energy” industries. An important factor is the degree of influence of the US energy policy on global oil prices. To analyze this issue, this research uses curved regression equations to assess the impact of US energy policy on world oil prices under the administrations of Barack Obama and Donald Trump. The results of the correlation show that a more effective interaction between the variables was carried out during the presidency of Barack Obama, when Exports of Crude Oil influenced the price dynamics of oil quotes with an inverse relationship. With the arrival of the Biden administration, the strategy started under Obama in favor of developing clean energy was continued. In the context of the spread of covid-19, the growth of crisis phenomena in the national economy, the growth of production costs in the oil and gas industry, and the fall in the world energy prices, the development of green energy can have a certain effect, given the Biden administration’s approach to energy development. The subsequent actions of the Biden administration may offset Trump’s efforts to develop traditional energy to strengthen the economic potential of the United States and strengthen the position of American companies in the global oil market.

Introduction. The growing interest in energy efficiency and energy dependence of countries stimulates the scientific community to explore and analyze the main determinants that influence changes in relevant processes. In particular, the generally accepted Sustainable Development Goals by 2030 include seven goals focused on available energy resources and energy efficiency through the development of green energy and clean technologies. In addition, in 2019, the EU and Ukraine began implementing the «European Green Agreement», which aimed to transition to a carbon-neutral economy and increase energy efficiency.The aim of the study is to analyze the impact of key determinants on energy efficiency policy of the national economy in the context of integration of the European Green Agreement.Research methods. It is necessary to note the main tools that were involved in the bibliometric analysis: databases Scopus and Web of Science (to analyze the trends of publishing activities); VOSviewer (to visualize the results of meta-analysis). The study used the Granger causality test to verify hypothesis on the casual relationships between the selected indicators. Data from the following databases were used: Eurostat, Ukrstat and the European Environment Agency.Results. The obtained results confirmed the bidirectional causality between energy efficiency and renewable energy, as well as the unidirectional causality between greenhouse gas emissions and energy efficiency.Perspectives. Requires further research on the developing of effective instruments for activating the green investment market.

This paper proposes methodological approaches to assessing the impact of renewable energy and energy efficiency development on emerging economies’ energy security. It is suggested to supplement the current methodology for assessing energy security with the decoupling index of the renewable energy financial burden on the state budget, the energy efficiency decoupling index, the households’ energy poverty indicator, the index of capacity development for balancing electricity generation volumes, and the energy fluctuations indicator. These indices provide a comprehensive assessment of energy security under the latest challenges. Thus, the COVID-19 pandemic in the Ukrainian energy sector led to the “green and coal paradox”, when the government decided to keep green electricity generation but limit nuclear generation. It required increased flexible capacities (thermal generation) and led to a rise in electricity prices and environmental pollution. Forecasting energy fluctuations with Butterworth filters allows minimizing the risks of maximum peak loads on the grid and timely prevention of emergencies. The energy fluctuations within the 20% range guarantee energy security and optimal energy companies’ operation. It is proposed to smooth out energy consumption fluctuations through green energy development, smart grids formation, energy efficiency improvements, and energy capacities balancing to ensure energy and economic sustainability.

Even if in Europe the costs of the transition to a green economy are reflected in the final consumer’s bills and in the prices of finished products - an effect already felt in the Community - the necessity to clean up the economy cannot be disputed. However, Europeans need to determine if the priority is to give up conventional energy or to develop the green energy production, because it is becoming increasingly clear that the two objectives cannot be achieved simultaneously without affecting the purchasing power of Europeans. Within this context, the study involves: a) the statistical analysis of the impact of the conventional energy overtaxation and the renewable energy subsidization on the average price charged by suppliers for final consumers on the Romanian market in the first three quarters of 2021 and b) to identify the correlation coefficient between the spot price for energy on the Romanian market and the share of renewable energy in the national mix for the same period. The objective of the research is to assess the costs paid by the final consumers within the context of the energy transition and the production capacity of renewable sources that must be added to the National Energy System for their amortization. The results show the importance of the Black Sea basin in the regional energy equation and its potential to become a point of attraction for European energy investments.

In this paper we argue that a rise in energy efficiency can help in improving both economic and environmental scenarios. We estimate the impact of energy efficiency on economy, looking at employment and polluting emissions. To show this, we assess the analytical utility of the IPAT and ImPACT models presenting here a new developed identity named Augmented ImPACT.
