The promotion and dissemination of a government’s basic policy are essential to implement innovative public services to establish sustainable country development and to ensure that the benefits are shared among citizens. This study focused on the MOOCs project in Thailand, and five courses were selected for exploration. Qualitative content analysis and sentiment analysis were applied to understand how information and communications technology in government services was promoted in the courses. These methods also explained the differences in the content of each course. It turned out that the strategy of improving service quality was the most-emphasized strategy in courses with an explanation of positive sentiment. The number of users who received a positive explanation of improving service quality was estimated at 711 and rated as a satisfactory result. The result of the qualitative content analysis was assembled into groups that could reveal the government’s pleiotropic orientation in their work on basic policy. All of these groups are involved in the international criteria for a government’s digital transformation, and other activities have also been highlighted as future challenges. The possibility of using MOOCs for policy promotion and education is suggested to bridge the gap between Thailand and other countries.

The purpose of this article is to verify how museums in Poland deal with the challenge of digital transformation. The proliferation of information and communications technology (ICT) enables the digitization of museum collections and increases their availability to the public. The preservation and popularization of cultural heritage, being an important part of the cultural policy, is a priority for the European Union, resulting in increased funding of digitization initiatives. The study presented in this article is based on a survey performed among a group of leading museums in Poland which are recorded in the State Register of Museums. The results show that museums accept digitization as a crucial element of their activity. 69% of the institutions present some part of their collections online and 94% intend to increase the scope of digitization. However, most institutions share less than 25% of their current collections online despite having a larger part digitized. 83% of museums share their collections exclusively on their own websites or dedicated platforms, and most institutions (62%) observe a positive connection between sharing collections online and the number of physical visits to the museum. The results also show that museums tend to prioritize heritage preservation over collection sharing.

Restaurants are constantly adapting towards customers’ wants and needs. Vegan restaurants have become increasingly popular, particularly in Melbourne, which is one of the fastest growing vegan markets in the world. While there is literature and evidence of restaurant selection factors in general restaurants, there are no specific studies in vegan restaurants. The aim of this study is to determine the customer restaurant selection factors in vegan restaurants by way of a qualitative content analysis of 5 popular Melbourne vegan restaurants with 10 reviews each. This study found that similar to general restaurants that serve meat, vegan restaurants are chosen mainly because of their food quality and service quality. Vegan restaurants must continue to build on the quality of their food and prioritize putting the same amount of focus on service quality, as poor service quality can completely tarnish the entire dining experience.

This study aims to critically examine the content of Law Number 25/2009 concerning Public Service and contribute to highlight four main points of amendment. A decade of law implementation achieved some advancement to public. One of them is the development of various service breakthroughs that fulfilled demand and needs of users. However, public service implementation still faces compliance problems with service standards at all levels  of government. Furthermore, public service has to deal with the integrity problem. This study applies a textual/documentary analysis method and is operationally carried out through qualitative content analysis of the text of Law 25/2009. The study also reveals four other problems that must be responded to the amendment to the law, namely ideology, publicness, leadership, and ethics. The principan of spirituality is an important part of ideology to meet the religious rights of users and providers and encourage to run the integrated  public services. In order to assure dynamics and adaptability to change,  it is necessary to shift the public service leadership approach towards political entrepreneurship. Finally, to minimize the ethical risk of leaders’ policy behavior, the revision must include regulation of public service leaderships ethics. Abstrak Studi ini bertujuan mengkaji secara kritis konten Undang-Undang Nomor 25 Tahun 2009 Tentang Pelayanan Publik (UU 25/2009) dan berkontribusi menuangkan pokok-pokok pikiran perubahannya. Satu dekade pelaksanaan UU 25/2009 mencapai sejumlah kemajuan pelayanan yang bermanfaat bagi publik. Salah satunya melalui lahirnya berbagai terobosan pelayanan publik yang merespon kebutuhan dan permintaan pengguna. Namun, penyelenggaraan pelayanan publik masih menghadapi masalah pemenuhan kepatuhan standar pelayanan publik pada seluruh tingkatan pemerintahan. Selain itu, terdapat problem integritas dalam penyelenggaraan pelayanan publik. Studi ini menggunakan metode analisis tekstual/dokumenter dan secara operasional dilaksanakan melalui analisis isi kualitatif teks UU 25/2009. Studi ini menemukan empat masalah yang harus direspon dalam perubahan UU 25/2009 di luar persoalan kepatuhan terhadap standar dan integritas, yaitu terkait ideologi, derajat/kualitas publik (publicness), kepemimpinan pelayanan publik, dan etika kepemimpinan pelayanan publik. Asas spiritualitas penting agar pelayanan publik memenuhi hak-hak spiritual pengguna dan penyelenggara dan mendorong bekerjanya pelayanan publik yang berintegritas. Demi menjamin publicness, dibutuhkan reorientasi prinsip-prinsip publik dalam penyelenggaraan pelayanan publik yang terikat dengan nilai-nilai Pancasila. Dalam merespon dinamika dan kemampuan adaptasi terhadap perubahan, maka perlu perubahan kepemimpinan pelayanan publik menuju paradigma kewirausahaan politik. Terakhir, guna meminimalisir risiko etis perilaku kebijakan pemimpin, maka revisi harus mencakup pengaturan etika kepemimpinan pelayanan publik. Kata Kunci: ideologi, publicness, kewirausahaan politik, etika, pelayanan publik.

The introduction of information and communications technology (ICT) in pedagogical universities of Ukraine has considerably optimized the professor’s preparation for different forms of in-class teaching. The aim of this research is to characterize the range of media resources used during the preparation of the teaching foreign languages methodology course at high-specialized school and universities of Ukraine. The predominant method used to check the effectiveness of ICT was content analysis. The method of psychological experiment served to study the link between ICT and the students’ emotional sphere. An anonymous poll has discovered a considerable number of students showing a positive attitude to online instruments and using those resources very frequently or almost every day.

The closure of schools because of the COVID-19 pandemic created a challenge for families and teachers in supporting children’s remote schooling. This study investigates parents’ perspectives on their accommodation to the rapid change to remote schooling from the point of view of sustainable education. The study was conducted at the beginning of the COVID-19 pandemic in spring 2020 via an online questionnaire for parents, to which 316 voluntary participants responded. Data were analyzed using a theory-driven content analysis. According to the results, parents were worried about the learning and wellbeing of their children as well as management of daily life and use of information and communications technology (ICT). The results show the importance of schools and teachers as well as networks in supporting family resilience during rapid changes. Families’ individual needs should be acknowledged and met in a sustainable way to support children’s learning in changing settings, including remote schooling.

Objective: Describe variation in sentiment of tweets using race-related terms and identify themes characterizing the social climate related to race. Methods: We applied a Stochastic Gradient Descent Classifier to conduct sentiment analysis of 1,249,653 US tweets using race-related terms from 2015–2016. To evaluate accuracy, manual labels were compared against computer labels for a random subset of 6600 tweets. We conducted qualitative content analysis on a random sample of 2100 tweets. Results: Agreement between computer labels and manual labels was 74%. Tweets referencing Middle Eastern groups (12.5%) or Blacks (13.8%) had the lowest positive sentiment compared to tweets referencing Asians (17.7%) and Hispanics (17.5%). Qualitative content analysis revealed most tweets were represented by the categories: negative sentiment (45%), positive sentiment such as pride in culture (25%), and navigating relationships (15%). While all tweets use one or more race-related terms, negative sentiment tweets which were not derogatory or whose central topic was not about race were common. Conclusion: This study harnesses relatively untapped social media data to develop a novel area-level measure of social context (sentiment scores) and highlights some of the challenges in doing this work. New approaches to measuring the social environment may enhance research on social context and health.

The smart city is a concept that began to take shape at the end of the last century, emerging as a consequence of the real evolution of urban requirements. Whilst in bygone eras the need arose to equip cities with elements such as security, public health services, and public adornment, which were primordial for development of said cities, nowadays the—increasingly demanding—citizenry calls for a type of services related to the introduction of information and communications technology (ICT), aside from the cities' own evolution, as well as growth of the social and environmental capital. A smart city could be defined as a city which uses information and communications technology to ensure that both its critical infrastructure and the public services and components it offers are more interactive and efficient and that citizens can become more aware of them.

This study aimed at providing an overview of research themes and collaborations in the digital transformation scholarship. The methods of co-word analysis, co-author analysis, and network analysis were employed to network-analyze the keywords, countries, and institutions of 2820 research articles published on the digital transformation topic and indexed by the Web of Science database. Our main results indicated that researchers have mostly focused on three aspects of the digital transformation phenomenon including Technological and Industrial View, Organizational and Managerial View, and Global and Social View. Also, it was realized that Technology, Sustainability, Big Data, Information and Communications Technology, Innovation, Industry 4.0, Artificial Intelligence, Business Model, Social Media, and Digitization are the most recurring themes in this field of research. Besides, Small and Medium-Sized Enterprises, Blockchain, Machine Learning, Knowledge Management, and Sustainable Development were respectively identified as the five hottest issues in the digital transformation scholarship. The contribution of our study highlights that European countries and specially the institutions of northern Europe have had better performance in the research collaborations in digital transformation.
