Globally, studies on migrant teachers have tended to focus on Africa and Asia, while the topic of teacher migration in the Middle East in general, and in the Gulf in particular, has not been examined before. This study examines the status of Arab migrant teachers through both an educational and institutional lens. The research employs a mixed-methods comparative approach to investigate contractual agreements, employment experiences, and social integration of Arab teachers in Qatar and the UAE. The results of the study are consistent with literature on the economic motivation behind migration. Arab migrant teachers come to the Gulf largely in order to make money and, in turn, to be able to provide for their families. In addition to examining the motivations for migration, the study also found that the majority of Arab migrant teachers come to the Gulf with the intention of living and working for significant periods of time. Examining issues such as how the uncertain employment conditions for expatriate Arab teachers manifest in their commitment to teaching, the chapter concludes by providing policy recommendations for improving the conditions and output of Arab migrant teachers in the UAE and Qatar.

The Internet came to China in 1994, and in the past about 20 years, it has penetrated the country's industry andcommercial sectors. Fundamental changes brought by the Internet have been incorporated in the operations oftraditional industry markets. In recent years, China’s cross-border e-commerce has demonstrated an explosive growthmomentum with the open strategy of "Going global strategy and bringing-in", which has become a new engine ofChina's economic development. However, there are still some bottlenecks in the development of China’s cross bordere-commerce. The major one is the mismatch between the traditional business supervision measures and thecontinuous innovative business models. The paper reviews the status of China’s cross-border e-commerce;summarize the policy environment of cross-board e-commerce cooperation in China; analysis the bottlenecks andkey problems in the development of ross-board e-commerce and proposes the policy recommendations for thebottleneck problems.

AbstractDespite the economic benefits of organic farming, the conversion rates to this production method are low. The reasons for this reluctance are largely unknown; however, understanding this behavior is important for policy recommendations. Therefore, we experimentally investigate and compare the investment behavior of organic and conventional hog farmers. We examine whether the investment behavior depends on the organic or conventional farmers’ status quo of their production method. Our results show that farmers are more reluctant to invest in production methods they are not currently using compared with those already in use on their farm. Conventional, more risk-averse farmers, and those farmers holding a university degree, invest later in a hog barn. The results provide evidence that investment decisions depend on the status quo production method of a farmer and, thus, reveal that current subsidy structures may be ineffective in encouraging farmers to invest in production methods they are not currently using on their farms.

To provide policy recommendations for deepening implementation of the national public transport priority strategy, authors analyzed the status quo of China’s urban transport, and pointed out that the deteriorating traffic environment, lack of related laws, unlimited increase of car ownership and improper management system are the main problems severely restraining sustainable development of the urban public transport. Based on research on causes of the problems, authors put forward the relevant policy recommendations, from the view points of law construction, smooth traffic projects, car use guidance and reform of administration system. These policy recommendations are quite necessary and significant to promote sound development of China’s urban public transport.

Research grows as a culture within the realm of an academic institution because of certain research motivators espoused by their stakeholders. The status of research culture in the context of private higher educational institutions (HEIs) in the CALABARZON Region-Philippines remains unexplored. This study ascertained reasons and conditions that motivate HEIs in CALABARZON to engage in research. Three private HEIs in the region served as respondents. Three phases of data gathering were adopted: survey, key informant conversation, and focus group discussion. Results showed that a centralized or institutional research system is a triggering factor for a research culture to grow. A sustainable reward system was also seen as a motivator to do research. The study concluded that research is an academic function that must be managed and nurtured well, a great part of which is the incentive system. Findings were used as basis for policy recommendations to the Commission on Higher Education.   Keywords - Research Management, research motivation, triangulation, descriptive design, CALABARZON Region, Philippines

Scientists can and should critically examine the dynamics of, and biases within, their own fields. However, AlShebli and colleagues’ (2020) publication neither advances scientific knowledge nor makes empirically justified recommendations in their recent analysis of the citation rates of 3 million unique senior-junior scientist co-author pairs. The authors assess how ostensible markers of career success and the assumed gender of senior co-authors predict junior co-authors’ subsequent citation rates and find that women who publish with women are less likely to be cited. On the basis of these findings, they suggest that both senior and junior women should avoid working with, or being mentored by, other women. Based on correlational and unidimensional data, AlShebli et al. further offer policy recommendations for increasing diversity in science. In this brief commentary, we first explain methodological problems limiting the validity of the findings, then highlight significant conceptual concerns that undermine the conclusions drawn, and conclude by noting the lack of novelty in what the data do (if accurate) suggest about women’s careers in sciences.

<p>Program pembangunan perikanan tangkap dalam upaya meningkatkan kesejahteraan harus mencerminkan juga upaya menjaga kelestarian sumberdayanya. Penelitian ini bertujuan untuk mengetahui status alat penangkap ikan berdasarkan kategori penangkapan yang bertanggung Jawab.  Penelitian dilakukan di Kabupaten Tanah Laut.</p><p> Penelitian dilakukan dengan metode observasi berdasarkan dan wawancara.  Analisis data dilakukan secara deskriptif.  Hasil penelitian menunjukan bahwa alat penangkap ikan yang termasuk kategori bertanggung jawab yaitu rawai dan set gillnet; kategori kurang bertanggung jawab yaitu encircling gillnet, drift gillnet, trammel net, purse seine dan beach siene. Sedangkan  kategori tidak bertanggung jawab yaitu skimming net dan mini trawl.  Rekomendasi kebijakan dapat dilakukan dengan cara pengendalian jumlah alat tangkap, penutupan daerah penangkapan dan penguatan kesadaran pemangku kepentingan.  Dengan demikian pengelolaan sumberdaya perikanan dalam rangka pembangunan berkelanjutan dapat dilaksanakan.</p><p>Fisheries development programs in an effort to improve the well-being should also reflect an effort to preserve its resources . This study aims to determine the status of fishing gear base on categoryResponsibility Fisheries. The study was conducted in Tanah Lautdistrict . Research carried out by the method of observation and interview based . The data were analyzed descriptively . The results showed that the fishing gears base on responsible category are longline and set gillnet; less responsible category are encircling gillnet, drift gillnet, trammel net, purse seine and beach siene. While the not responsible categories are Skimming net andMini Trawl . Policy recommendations can be done by controlling the amount of fishing gear, fishing area closures and strengthening stakeholder awareness. Thus the management of fishery resources in the context of sustainable development can be implemented</p>

AbstractIn this article, I evaluate the status of law and economics in Japan from 1990 to 2016. Through the literature review, we can see distinctive features that did not exist in 1990: the establishment of the Japan Law and Economics Association, change in methodologies, increase in empirical research, expansion of research fields, and influencing policies and statutes in the real world. I then conduct case studies about how law and economics research in Japan offers policy recommendations. I present two examples: repeal of protection of short-term leases and establishment of fixed-term building leases. Finally, I explore the outlook of the next stage of law and economics in Japan. More emphasis on empirical research and more English publications on law and economics in Japan are important to move to the next stage.

Public-Private Partnership (PPP) is an effective investment channel for government to provide public services. PPPs have the advantage of transferring some project risk to the private sector. They also imply that the public sector should establish appropriate laws and regulations to enable government departments to effectively avoid the emergence of new fiscal risks, which may affect the sustainability of fiscal budgets. This paper expounds the fiscal risks implied by PPP projects in China and the status of government guarantees in various forms of PPP projects; chance-constrained goal-programming (CCGP) is used to simulate government project selection under budget and risk control constraints. The analysis takes fiscal space, the expected costs and benefits of government guarantees, and the possibility of excess government subsidies into consideration. Constrained by fiscal risk minimization and budget limitations, PPP projects with government guarantees can maximize social-economic net present value and simultaneously optimize welfare. The paper also puts forward corresponding policy recommendations based on the research findings.
