In South Korea, since small forest catchments are located upstream of most river basins, the baseflow from these catchments is important for a clean water supply to downstream areas. Baseflow recession analysis is widely recognized as a valuable tool for estimating the baseflow component of the stream hydrograph. However, few studies have applied this tool to small forest catchments. So, this study was conducted to assess the applicability of the recession analysis methods proposed in previous studies. The data used were long-term rainfall-runoff data from 1982 to 2011 in the Gwangneung coniferous (GC) and deciduous (GD) forest catchment in Gyeonggi-do, South Korea. For the applicability assessment, six recession constant estimation methods, which were used by previous studies, were selected. The recession constants of the GC and GD catchments were calculated, and applicability assessments were conducted by comparing the recession predictions and baseflow separations. As a result, the recession constants for GC and GD were 0.8480 and 0.9235, respectively. This clear difference may be due to the different forest cover in each area. The correlation regression line, AR(1) model, and the Vogel and Kroll method showed lower error rates and appropriate baseflow indexes compared with other methods.

Abstract. The black carbon (BC) and carbon monoxide (CO) emission ratios were estimated and compiled from long-term, harmonized observations of the ΔBC∕ΔCO ratios under conditions unaffected by wet deposition at four sites in East Asia, including two sites in South Korea (Baengnyeong and Gosan) and two sites in Japan (Noto and Fukuoka). Extended spatio-temporal coverage enabled estimation of the full seasonality and elucidation of the emission ratio in North Korea for the first time. The estimated ratios were used to validate the Regional Emission inventory in ASia (REAS) version 2.1 based on six study domains (“East China”, “North China”, “Northeast China”, South Korea, North Korea, and Japan). We found that the ΔBC∕ΔCO ratios from four sites converged into a narrow range (6.2–7.9 ng m−3 ppb−1), suggesting consistency in the results from independent observations and similarity in source profiles over the regions. The BC∕CO ratios from the REAS emission inventory (7.7 ng m−3 ppb−1 for East China – 23.2 ng m−3 ppb−1 for South Korea) were overestimated by factors of 1.1 for East China to 3.0 for South Korea, whereas the ratio for North Korea (3.7 ng m−3 ppb−1 from REAS) was underestimated by a factor of 2.0, most likely due to inaccurate emissions from the road transportation sector. Seasonal variation in the BC∕CO ratio from REAS was found to be the highest in winter (China and North Korea) or summer (South Korea and Japan), whereas the measured ΔBC∕ΔCO ratio was the highest in spring in all source regions, indicating the need for further characterization of the seasonality when creating a bottom-up emission inventory. At levels of administrative districts, overestimation in Seoul, the southwestern regions of South Korea, and Northeast China was noticeable, and underestimation was mainly observed in the western regions in North Korea, including Pyongyang. These diagnoses are useful for identifying regions where revisions in the inventory are necessary, providing guidance for the refinement of BC and CO emission rate estimates over East Asia.

Accurate remote sensing of mountainous forest cover change is important for myriad social and ecological reasons, but is challenged by topographic and illumination conditions that can affect detection of forests. Several topographic illumination correction (TIC) approaches have been developed to mitigate these effects, but existing research has focused mostly on whether TIC improves forest cover classification accuracy and has usually found only marginal gains. However, the beneficial effects of TIC may go well beyond accuracy since TIC promises to improve detection of low illuminated forest cover and thereby normalize measurements of the amount, geographic distribution, and rate of forest cover change regardless of illumination. To assess the effects of TIC on the extent and geographic distribution of forest cover change, in addition to classification accuracy, we mapped forest cover across mountainous Nepal using a 25-year (1992–2016) gap-filled Landsat time series in two ways—with and without TIC (i.e., nonTIC)—and classified annual forest cover using a Random Forest classifier. We found that TIC modestly increased classifier accuracy and produced more conservative estimates of net forest cover change across Nepal (−5.2% from 1992–2016) TIC. TIC also resulted in a more even distribution of forest cover gain across Nepal with 3–5% more net gain and 4–6% more regenerated forest in the least illuminated regions. These results show that TIC helped to normalize forest cover change across varying illumination conditions with particular benefits for detecting mountainous forest cover gain. We encourage the use of TIC for satellite remote sensing detection of long-term mountainous forest cover change.

This study analyzed partner volatility (new, old, revocation partners) and country-specific signal effects (United States (US), Taiwan, Japan, and South Korea) for Apple iPhone parts suppliers from 2007 to 2018. Mid- to long-term stock price movements were also analyzed to define trading patterns by investor type. The results using logit regression analysis revealed that new partners and revocation partners each have a signaling effect perceived as positive and negative information in the short term, and the excess returns by country showed a positive signaling effect in the order of the US, Taiwan, South Korea, and Japan. The findings also suggest that the change in the new partners’ stock price after the preannouncement of new products was useful investment information. Moreover, information asymmetry was found between individual investors, institutions, and foreigners. Results indicate that new partner selection in the smartphone market impacts corporate value and serves as useful investment information.

We explore the factors behind the long-term erosion of National Social Dialogue Institutions (NSDIs) to provide insights about the conditions for their revitalization. By applying policy analysis insights into the industrial relations field, we argue that limited policy effectiveness goes a long way towards explaining the erosion experienced by many NSDIs worldwide in recent years. Drawing on a global survey and on case studies of NSDIs in Brazil, Italy and South Korea, we show that these institutions’ policy effectiveness crucially depends on combinations of their problem-solving capacity, an encompassing mandate to deal with relevant socioeconomic issues and an enabling environment that grants the inclusion of social dialogue into decision making. With regard to rekindling their role, the article provides substantial evidence that two sub-dimensions of effectiveness are key: enjoying political support and having an ‘effective mandate’ as opposed to relying on just a formal remit to deal with socioeconomic issues of interest.

The net primary productivity (NPP) of a forest is an important indicator of its potential for the provision of ecosystem services such as timber, carbon, and biodiversity. However, accurately and consistently quantifying global forest NPP remains a challenge in practice. We converted carbon stock changes using the Global Forest Resources Assessment (FRA) data and carbon losses associated with disturbances and timber removals into an NPP equivalent measurement (FRA NPP*) and compared it with the NPP derived from the MODIS satellite data (MOD17 NPP) for the world’s forests. We found statistically significant differences between the two NPP estimates, with the FRA NPP* being lower than the MOD17 NPP; the differences were correlated with forest cover, normalized difference vegetation index (NDVI), and GDP per capita in countries, and may also stem from the NPP estimation methods and scopes. While the former explicitly accounts for carbon losses associated with timber removals and disturbances, the latter better reflects the principles of photosynthesis. The discrepancies between the two NPP estimates increase in countries with a low income or low forest cover, calling for enhancing their forest resource assessment capacity. By identifying the discrepancies and underlying factors, we also provide new insights into the relationships between the MOD17 NPP and global forest carbon stock estimates, motivating and guiding future research to improve the robustness of quantifying global forest NPP and carbon sequestration potential.

AbstractAccurate and reliable testing reports play an important role in the prevention, diagnosis, treatment and prognosis of disease. However, little is known about the appropriateness of laboratory testing reporting in China. This national survey takes clinical biochemistry as an example to investigate the state of reporting appropriateness in our country.An electronic questionnaire was sent to 1209 laboratories. The participants were asked to retrospectively evaluate the error rates of the following quality indicators: report template integrity, report content filling integrity, report delay, report recall, non-conformities between instrument and laboratory information system (LIS) data, non-conformities between report and request, report notification error, and report modification. Mann-Whitney and Kruskal-Wallis tests were used to identify the potential impacts of reporting appropriateness.A total of 662 of the 1209 laboratories (55%) submitted the survey results, with three returning incomplete data. For the integrity of the report, only 31% of the laboratories had a complete report template that contained all of 21 elements. In addition, the overall error rate of content filling integrity was 45.9% for 19,770 pieces of reports. The overall σ-values of other six quality indicators were all >4, and no significant difference was found among different departments. Group comparison suggested that reporting electronically had a better performance.The laboratory reporting system in China needs to improve, particularly the integrity of the report. Strengthening information technology will not only promote reporting appropriateness, but also guarantee accurate, standardized and traceable data collection and long-term monitoring.
