The article offers a general overview of the legal regulation of scientific cooperation with foreign citizens and foreign organizations in the context of the main legal problems of interaction of Russian scientific bodies with interested foreign subjects. During the work method of analysis, system-structural, formal-legal methods and a method of interpreting the rules of law were used.

В статье рассматриваются некоторые вопросы правовой регламентации и практики проведения первоначальных розыскных мероприятий в отношении осужденных к наказаниям в виде обязательных работ, исправительных работ и ограничения свободы, уклоняющихся от контроля уголовно-исполнительных инспекций, а также исследованы проблемы их осуществления в некоторых территориальных органах Федеральной службы исполнения наказаний. К проблемам организационно-правового характера, связанным с порядком проведения первоначальных розыскных мероприятий в отношении указанных категорий осужденных, следует отнести: формулировку понятия первоначальных розыскных мероприятий; незаконное проведение мероприятий по установлению местонахождения осужденных к лишению права занимать определенные должности или заниматься определенной деятельностью; низкий уровень взаимодействия уголовно-исполнительных инспекций с полицией (по вопросам задержания, доставления в суд, представления интересов инспекций в судах) и судами (по вопросам замены наказания и обязательному личному присутствию осужденных в зале судебного заседания); границы полномочий сотрудников инспекций и полиции по вопросам задержания осужденных, направления представления в суд о заключении осужденного под стражу, их доставления в суд; особенности расчета сроков, установленных для проведения мероприятий; неопределенность сроков подачи в суд представления о замене ограничения свободы другим видом наказания; материальную ответственность осужденных; форму участия осужденных в судебном процессе; особенности сроков исчисления задержания; проведение первоначальных розыскных мероприятий в случае неявки осужденного для постановки на учет; особенности задержания уклоняющихся осужденных в других регионах России, других государствах. Высказываются предложения по совершенствованию российского законодательства и правоприменительной практики. The article discusses some issues of legal regulation and the practice of conducting initial investigative measures in relation for persons sentenced to punishment in the form of compulsory labor, correctional labor and restriction of freedom, evading control of penal inspections and also explores the problems of their implementation in some territorial bodies of the Federal Penal Service. The organizational and legal problems associated with the procedure for conducting initial investigative measures in relation to these categories of convicts include: the wording of the initial investigative measures; illegal measures to establish the whereabouts of persons deprived of their right to occupy certain positions or engage in certain activities; low level of interaction of the penal inspectorates with the police (regarding detention, transfer to court, representing the interests of inspections in the courts) and the courts (regarding the replacement of sentences and the mandatory personal presence of convicts in the courtroom); the boundaries of the powers of inspectorates and police officers in matters of detention of convicts, the direction of submission to the court on the detention of the convicted person, their transfer to court; features of calculating the deadlines set for events; the uncertainty of the deadline for filing with the court the idea of replacing the restriction of freedom with another type of punishment; liability of convicts; the form of participation of convicts in the trial; features of terms of calculation of detention; conducting initial investigative measures in case of non-appearance of the convicted person for registration; features of detention of evading convicts in other regions of Russia and other states. Suggestions are made for improving Russian legislation and law enforcement practice.

Introduction: digitalization is an interdisciplinary problem, but the degree of its mediation by specialists in different fields varies significantly. The modern legal studies of digitalization are often haphazard and superficial. Lawyers are clearly lagging behind modern trends, which can create a number of serious problems in terms of the legal regulation and loss of humanitarian and legal values accumulated by humanity. This situation really creates a number of serious threats to the legal regulation, because technologies are developing, the number of rules associated with their use is increasing, and these rules are written by the experts in the field of digital economy and IT-technologies. The purpose of the study: to summarize the main theoretical and legal problems arising from the widespread introduction of digital technologies in the legal regulation and legal activity. Research objectives: to define the concept of digitalization; to consider the main trends of scientific research on issues related to the largescale spread of digitalization and artificial intelligence technologies; to identify and formulate the main problems of doctrinal and theoretical plan discussed by the legal community in the context of digitalization; to determine the limits of the real impact of new technologies on the social regulation. Methods: the system, structural and functional ones, the methods of analysis and synthesis, expert evaluation. Results: the paper systematizes the main problems of digitalization that concern modern lawyers. The problems of digitalization are divided into general social ones, concerning threats to the development of society as a whole, and special legal ones, concerning the actual change of the legal regulation and law in the era of digitalization. Conclusions: it is not technologies that need the legal regulation, but the relations with the use of technologies do. As for the “horror stories” about AI and total digitalization, most of the problems lie in the sphere of natural intelligence, not artificial one, in the sense that it is necessary to regulate the actions of natural intelligence carriers in the design of artificial intelligence.

The article discusses some of the topical theoretical and legal and philosophical and legal problems of lawmaking. According to the author, the efficiency of the application of legislation in the mechanism of legal regulation directly depends on the quality of lawmaking, including its ideological content and scientific elaboration. Based on the works of reputable lawyers of the past and present, the author convincingly proves that the technique of legislative activity determines the effectiveness of the adopted normative legal acts, the totality of which forms a positive law. Guided by the considerations expressed in the article, the author formulates a number of recommendations aimed at improving the legal, technical and substantive aspects of positive law in order to increase the efficiency of legal regulation.

Purpose – The purpose of this paper is to identify the legal problems connected with using the systems of technological interoperability in the society. Design/methodology/approach – In the paper, the compared-legal method was applied. The legislation of Russia and that of European Union (EU) have been compared. Findings – Generalizing about the problems identified in both Russia and the EU, it is possible to conclude that: States have to develop a coordinated, uniform security policy. Public administrations have to implement interoperable services for business and citizens. States have to introduce the required standards. It is necessary to forbid development or creation of any departmental technical specifications by public institutions or departments which are not coordinated with the larger transnational goals. Originality/value – In the paper, the problems that arise in the states (Russia and EU) if they did not take into account the principle of interoperability are revealed. Legal mechanisms directed on permission of arising problems are described.

One of the main sources of providing economic growth of agriculture and maintenance welfare life of population of Uzbekistan is required to develop step-by-step legislation. It regulates legal relations linked with calculations in agriculture and constantly its legal basis by virtue of theory, studies and principles of civil law according to the frames of reforms. The main goal of providing social-economic reforms in agriculture of Uzbekistan is to hardly continue maintaining successful life of country, and apropos of this increasing the size of producing in agriculture which based on competitive market, widening new range of production. Uninterruptedly continuing the strategy of economic reforms directed to provide successfully execution of governmental programs which aimed to develop diversified farm enterprise – studying legal problems of civil legal regulation of social-economic and investments relations play the main role based on calculations of current industry.

The article presents aspects of the legal regulation of international scientific cooperation aimed at the creation and operation of unique scientific installations of the “megascience” class. On the example of scientific projects CERN, ITER and XFEL, the individual features of legal regulation are analyzed: the legal basis, the key provisions of the concluded international agreements, as well as the relationship with the Russian legislation. On the basis of the analysis and generalization, the authors identify the features of legal regulation, which should be taken into account when creating future scientific projects of the “megascience” class.

The relevance of this study is determined by the fact that at present legal regulation of genetic research is not comprehensive and does not provide a complete regulation of social relations in the focus. Оne of the factors hindering the development of genetic technologies is the absence of a basic law On genetic technologies. The purpose of the study . The article is devoted to the analysis of modern legal problems and the search for optimal solutions to the organizational and legal problems of the program for the development of genetic technologies implementation. Materials and methods of research . In order to understand modern approaches to relevant problems of improving the organizational and legal mechanism of the program for the development of genetic technologies implementation associated with environmental and biological risks and threats, a comparison of various methods of legal regulation and management, including dialectical, logical, and predictive methods, as well as the method of system analysis, is carried out. Results. Application of these methods allowed to conduct a comprehensive legal analysis of the current legislation and state strategic planning documents, work out a theoretical and legal basis for the development of the basic law On Genetic Technologies and formulate other proposals to improve the current legislation. The core powers of the National (federal) Bioresource Center, the network of federal and regional centers of genetic technologies, as well as the National Center for Biosafety have been identified and grounded by the authors.

Presented article is the result of study of the issues of legal regulation of forest exploitation in the Russian Federation made by the author. The work substantiates the position according to which the use of forests is a form of realization of the subjective rights of forest management. Forests are the main natural resources of Russia and of the world. Despite the fact that the forests are renewable natural resource, their protection from damage and destruction during use is one of the most important tasks of the forest law. The author concludes that taking into account features of object of legal regulation, in the process of implementation of right for the forest management responsibilities of the right holder are essential. The article also examines the main types of forest use envisaged by the forest legislation of the Russian Federation, as well as legal problems arising in the implementation of forest management by different actors of economic and other activities. The author analyzes a number of subordinate normative legal acts and court decisions to identify legal uncertainties and gaps in the forestry law.
