At present, the unauthorized occupation of land plots without a building permit, unauthorized seizure or non-compliance with the parameters of the permitted use of land in a number of regions of the country has the most significant problems in the land management system. The research presented in the article clearly shows the types of violations in the field of land legislation in the field of registered cases of unauthorized objects on the example of municipalities of the Krasnodar Territory. The ways of solving the problem of preventing and suppressing the facts of unauthorized construction are proposed.

Significance. Improving quality and availability of palliative care for children with severe refractory diseases is one of the main objectives of the federal and reginal authorities. The efforts are focused on improving quality of patients’ life, increasing satisfaction of patients (their legal representatives) and families with availability of palliative care, that relieves suffering of patients and reduces symptoms of depression. Purpose of the study. To analyze modern forms and methods of palliative care delivery to children with severe refractory diseases. Material and methods. The authors have conducted a content analysis of scientific publications on organization of palliative care delivery to children with severe refractory diseases. A total of 153 publications were analyzed, including 141 foreign publications for the period from 1998 to the second quarter of 2020. A total of 44 publications have been selected for the analytical review including 28 publications from the international Scopus database, 12 – from the Russian scientific citation index database, including 7 publications from the list of VAK journals (Higher Attestation Commission Journals), and 4 - materials of international medical organizations (WHO, WHA, AHA, European Council). Results. Children with severe refractory diseases need specialized medical, psychological and social assistance. Palliative care includes active and comprehensive support for physical, psychological, social and spiritual well-being of these children, relieving their suffering, from diagnosis to outcome, reducing symptoms of depression in their families, ensuring the best quality of life. More than 21 million children worldwide require palliative care every year, ranging from 20 to 120 per 10,000 children around the world. However, palliative care is often discussed in the late stages of the disease, not always resulting in its early initiation, only little more than half the patients in need receive palliative care, there are differences in tools for assessing care results. It is necessary to early initiate palliative care, increase volumes of its provision, increase the number of specialists and institutions involved in palliative care delivery, as well as implement a comprehensive balanced assessment of care results.

Smart buildings and smart cities are not the future perspectives anymore—the smart building integration into a smart city is an actual question for today and tomorrow. Development of smart buildings not only enhances the smart city concept but also promotes positivity to the urban development and national economy, and increases the quality of life of the whole population reacting to global challenges of sustainability. The innovative smart building and smart city technologies enable us to overcome these challenges by being employed through all real estate (RE) project development stages. The Evaluation Framework for Real Estate Development in Smart Cities created by the authors provides the possibility to assess the existing as well as to forecast future RE projects integration into a smart city during the whole life-cycle stage. The practical application of the presented evaluation framework was illustrated by the comparative case study. Based on the created smart building integration into a smart city evaluation framework for real estate development, 10 RE projects in Lithuania and over the world were assessed and rated by selected criteria relevant to different RE development stages. The evaluation results revealed that, especially at the design and construction stages, the existing intelligence of RE projects and/or cities is insufficient. Although real estate projects are technologically advanced as single entities, the integration into smart city networks is limited by interoperability capabilities of the cities or by different strategic goals settled by real estate developers.

Separate sections of the manual are devoted to cartographic signs and methods of image on maps of thematic content, the development of cartographic scales and methods of use of maps in land management and cadastre. Separately, the issues of the functioning of geographical information systems (GIS): their composition, structure, technology for creating thematic maps in the GIS environment. The manual concludes with a section on GIS mapping for real estate cadastre, environmental protection and land monitoring, as well as recommendations on the choice of GIS and requirements for cartographic documentation of real estate cadastre. To identify problems in land management and find ways to solve them, the modern structure of organization of rational land use is considered. The analysis of the digitalization of economy in advanced foreign countries is carried out. It has been determined that in order to implement effective land policy, it is necessary to use modern geoinformation technologies, in particular, introduction of digitalization in the field of land relations regulation. It was revealed that in recent years digital technologies have been actively used in agriculture of the republic on the basis of space monitoring, which makes it possible to determine the areas of agricultural crops, species yield, and weediness of fields. The efficiency of land management based on the creation of information system - a unified state cadastre of real estate for the implementation of the State program "Digital Kazakhstan" is shown. In matters of improving land use, it foresees the creation and implementation of a State cadastre of real estate and national spatial data infrastructure. Currently, a pilot project is being carried out to combine two information systems in order to obtain a unified information system for the real estate cadastre. It was concluded that provision of all types of services in accordance with land legislation must be converted into a digital format, thanks to which the public can get free access to information, the necessary services at a distance (without the obligatory attendance at public service centers), as well as in operational mode of obtaining them. For the efficient and rational use of land and work with real estate, a new structure should be created - the Real Estate Management Agency.
