The article describes the basic principles of planning and development of urban and rural settlements in the Russian Federation. The authors paid special attention to the functioning of a rural settlement, which should not be considered in isolation from production, but in its composition and in connection with its main means of production - land. The paper contains a brief analysis on improving the complex infrastructure by example of Moscow and Russian regions and proposes the measures to create an effective planning and administration system for the Russian economy.

The article examines the contradictions of the Russian economy in the context of the federal law “On the strategic planning in the Russian Federation”. The contradictory nature of planning on the way to market development is noted. It is emphasized that planning while maintaining the dominance of private capitalist ownership of the means of production does not entirely solve the problem of bringing the economy onto the path of sustainable development.

The purpose of the work was to assess the timing of the transition of the Russian economy and the economy of individual Russian regions to the dominance of the fifth techno-economic paradigm. By constructing econometric models of economic dynamics, the timing of the beginning of the dominance of the fifth technoeconomic paradigm was estimated. The transition to the domination of the fifth techno-economic paradigm in the economy of the country can expected in 2040. The economy of individual regions has already made the transition to the dominance of the fifth techno-economic paradigm. In the economy of a large part of the regions, the transition to the dominance of the fifth techno-economic paradigm can expected in many years and decades. Estimates of the expected timeframe for the transition to the dominance of the fifth techno-economic paradigm obtained on basis of the assumption that the trends of economic development prevailing in 2001–2015 were preserved.

In the context of the modern economic processes development at the regional level, such an aspect as regional competitiveness plays an extremely important role. To quantify the competitiveness of the regions of the Russian Federation, 10 subjects were taken. A comparative analysis was carried out on the basis of 35 indicators divided into 7 blocks depending on factor affiliation. The result of the analysis is the ranking of the considered regions of the Russian Federation in terms of competitiveness.The quantitative analysis carried out in conjunction with a qualitative assessment based on the SWOT analysis allows us to create a relatively clear picture of the competitiveness ratio of individual Russian regions, the main characteristic of which is their rather strong differentiation, due to the geoeconomic features already mentioned above. One can use the successful experience of countries such as Canada, China and Ireland in the formation of directions considered in this paper for increasing the competitiveness of regions.

The features of population settlement in the North of Russia have been highlighted in the article.  The interest and necessity of such research can be explained by the determining role of the North for Russia’s national economy, escalation of various socioeconomic problems in the related region and progressing depopulation of these underpopulated areas. The article reveals the major contradictions in the development of Russia’s northern territories at the present stage. This problem has been studied from two viewpoints.  Firstly, on the basis of the authors’ own methodology the demographic indicators of Russia’s northern territories were compared with the average ones within the Russian Federation. Secondly, we have made an attempt to assess how special the management of these northern territories is in comparison with other Russian regions. According to the results of our research, directions in migration and population resettlement management have been proposed. These directions will contribute to ensuring higher social and economic efficiency of Russia’s northern regions.

The article considers legal aspects of corporate governance in an important sector of the Russian economy - agriculture. The author concentrates his attention on state companies. Today there are much less state agricultural companies then 10 or even 5 years earlier. The most famous are JSC “Rosagroleasing”, JSC “United grain company” and JSC “Head center for reproduction of agricultural animals”. The biggest state agricultural companies are in federal property. Russian regions are owners of agricultural companies too. Every owner (the Russian Federation or Russian regions) establishes its own rules for the functioning of companies. Some regions have special regional laws on governing state companies. Others adopted government resolutions. There is a big difference between legal regulation on corporate governance in state and private agricultural companies in Russia. Sate companies are highly regulated by different kind of legal acts.

The article analyzes the situation with attraction of foreign direct investments (FDI) into the Russian Federation. Sharply increased inflow of international financial resources into national economy has highlighted the problem of definitions, the reasons of this phenomenon and its economic contents. The article considers methodological aspects and economic essence of modern FDI. Special accent is made on the estimation of the situation with their attraction into Russia, FDI structure and effectiveness. The conclusions about basic directions of the increase of their effectiveness in the Russian economy are formulated.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.
