Traffic violations have become a habit of the road user community, so that every time an orderly operation of the traffic on the road is carried out by the authorities, traffic violation cases are still occurring and these violations often cause traffic accidents. The research method used in this research is to use a normative and empirical approach. i.e. conducts library research by researching and collecting library materials that are specifically related to laws and regulations and books relating to law and traffic, as well as field research conducted by observing observations and direct interviews with related objects. The results showed that the forms of traffic violations that occurred were motorists breaking traffic signs, driving not using a complete safety system. Some acts and sanctions for violations which are categorized as traffic violations regulated by Law No. 22 of 2009. Factors handling obstacles to traffic violations in Siantar Traffic Police Station Siantar, namely the human factor (Human Error), the factor of inadequate road infrastructure and facilities causing traffic violations. Efforts to deal with traffic offenses at the Siantar Police Traffic Police Unit are preventive and repressive measures to take action by giving a letter of reprimand or verbally, taking action by giving a ticket.

History Traffic in Indonesia can not be separated from the development of the world Automotive technology, which originated from the discovery of the engine with petroleum fuels. In the days of the Dutch East Indies government then ruled Indonesia started bringing vehicles wheel 4 and wheel 2 to Indonesia, causing traffic activity. And when the car and motorcycle multiply causing many problems - the problems of traffic, such as traffic violations and accidents. This study aims to determine how is the implementation of the action by infringing traffic by a speeding ticket in the jurisdiction of Police in Semarang; How can the impact of infringing on a traffic enforcement with a ticket to the number of traffic accidents in the jurisdiction of Police in Semarang; and What constraints in action by infringing traffic by a speeding ticket in the jurisdiction of Semarang Police and how the solutions to overcome them.The method used by the author in this study is juridical empirical or sociological jurisdiction. The city of Surabaya is one of the major cities in Indonesia and is the capital of East Java Province, with a total population of 2,765,487 based on the Surabaya City Statistics Center 2018. With increasing population, ownership of private vehicles and activities on the highway will also increase. more dense and certainly can cause traffic accidents. The purpose of this research was to find out the characteristics of road users and the effect of the level of accidents on the road Dr. Ir. H. Soekarno Surabaya. The factors reviewed from this study are the characteristics of road users based on Age, Profession, Driver Factors, Vehicle Factors and Road Infrastructure Factors. To find out whether Dr. Ir. H. Soekarno is a road with a Black Spot area, so the Accident Rate method is used for this study to determine the accident rate based on the Black Spot area. From the results of accident analysis based on the characteristics of the road user Dr. Ir. H. Soekarno, the highest factor as the main cause of traffic accidents is caused by Drivers with speeding conditions and vulnerable drivers aged 16-30 years. And based on the accident rate method get the highest yield of 12.74 accidents / km. Year and included in the black spot area with an accident rate >1.0. The number of traffic violations and traffic accident victims on the road Dr. Ir. H. Soekarno during 2018 there were 61 traffic accidents which resulted in 7 casualties died, 7 accident victims suffered serious injuries and 73 accident victims suffered minor injuries.

Safety on the road is an important consideration for every road user. There are various kinds of traffic signs that are can be employed, all of which are intended to discipline road users and improve their safety. However, Indonesian drivers frequently ignore these safety signs. This is particularly significant given the growing volume of vehicles in Indonesia – and as the number of vehicles has increased so has the number of accidents. Indonesia face a serious problem  of high number of death caused by traffic accidents. All this time human error or human negligence are considered as the cause of traffic accidents. The aim ot this study is to analyze the factors of causes and the dynamics of the traffic accidents from the drivers’ cognitive factor. Four wheel vehicles drivers and motorcyclist who were the prepetrators of traffic accidents were interviewed. Result of this study shows that negligence in recognizing situations as well as in making decision while driving becomes dominant factors in human error. The implication of this study is to re-evaluate the policy of driving license requirements, and the socialization program about safety on the road. Tingginya angka kematian akibat kecelakaan di jalan raya merupakan masalah serius yang dihadapi oleh Indonesia. Selama ini human error atau kelalaian manusia seringkali ditunjuk sebagai penyebab terjadinya kecelakaan lalu lintas. Penelitian ini bertujuan untuk menganalisis faktor penyebab dan dinamika terjadinya kecelakaan lalu lintas ditinjau dari faktor kognitif yang ada pada diri pengemudi/pengendara. Wawancara dilakukan terhadap pengemudi kendaraan roda empat dan pengendara sepeda motor yang berperan sebagai pelaku terjadinya kecelakaan lalu lintas. Hasil penelitian menunjukkan bahwa kelalaian dalam mengenali situasi dan kelalaian dalam membuat keputusan bertindak dalam mengemudi/mengendara menjadi faktor dominan dalam human error. Implikasi dari peneltian ini adalah dapat dikembangkannya kebijakan bagi persyaratan perolehan Surat Ijin Mengemudi dan program sosialisasi keselamatan di jalan raya.

Traffic accidents are one of the world's leading deaths, with an estimated seventh death cause by 2030. Road traffic accidents have become common in all over the world. Traffic accidents result in a great loss to individual and communities. While unknown and unacknowledged pandemics such as RTC mortality are frequently overlooked globally, without help, the developing countries will face increasing challenges in the coming decades. Globally, around 1.2million are passed away with the traffic accidents on the road and 20 million are affected with the injuries. The most critical aspect of road safety is the safety of all road users. There are numerous ways to discipline a road user and improve their safety. Saudi Arabia is one of the countries with many traffic incidents worldwide. There are many studies have been documented in the Saudi Arabia with the traffic accidents. The aim of this review was to document the prevalence of traffic accidents in Saudi Arabia. The maximum number of accidents in the kingdom has been reported. However, more studies were therefore documented through the region wide. Compared to foreign figures of 8:1, Saudi Arabia has an accident/ injury ratio of 8:6. Accident to death rates in 1993 were 283:1 in the USA and in 1995 they were 32:1 in Saudi Arabia. This review concludes the incidence rates of traffic accidents is high in the Saudi Arabia.

A traffic accident is a tragedy or accident that occurs on the road involving a motorized or heavy vehicle with other road users or without a vehicle. This incident caused the victim to suffer physical, health and material losses. Traffic accidents occur due to several factors such as human error or inadequate road conditions. Even traffic jams can also lead to traffic accidents. The problem of driving and road safety needs to be considered to reduce the number of traffic accidents that occur. This study was conducted to determine the factors that cause accidents, especially those caused by road conditions and traffic performance. The method used in the field observation research and using data on the number of accidents in 2018–2020 located on Jalan Raya Ngaliyan which was taken from the accident data of the West Semarang Police Traffic Unit. The level of road performance on Jalan Tanjakan Silayur Semarang City, at peak hours in the morning and non-peak hours during the day category C and at peak hours in the afternoon category E. Damage to the flexible pavement surface on Jalan Tanjakan Silayur is dominated by the type of damage cracks, grooves, and bleeding. One of the factors that caused the accident was because the traffic signs were not optimal on the Jalan Tanjakan Silayur section.

In the article the authors consider general social and special-criminological measures of prevention of criminal offenses in the field of road safety. It is pointed out that, for the most part, such criminal offenses are the result of criminally unlawful negligence and arrogance. Therefore, it cannot be said that the lion's share is committed by drivers with direct intent in order to obtain socially dangerous consequences. There are still cases caused by traffic violations by pedestrians, which significantly complicates the forecasting of such illegal acts, and therefore the timely creation of precautionary measures. The author points out that conditionally all the reasons related to the violation of traffic rules can be divided into: 1) the reasons due to the negligent attitude of the driver to perform their duties on the road (intoxication, loss of attention, etc.); 2) the reasons caused by careless attitude of pedestrians to traffic rules; 3) the reasons caused by the careless attitude of employees of service centers of the Ministry of Internal Affairs to performance of the duties. Thus, the main unifying factor is the negligence of the subjects involved in the organization of traffic. It is concluded that a number of criminological strategies for the prevention of criminal offenses in the field of traffic have been successfully implemented in our country. However, most of these strategies do not meet the requirements and realities of today, and therefore the criminological picture of traffic accidents remains consistently negative. This indicates the need to revise general social and special criminological measures and means of prevention, which will not only reduce the number of such socially dangerous acts, but also improve the general criminal law and criminological statistics.

The Law Number 22 of 2009 on Traffic and Transportation has given juridical regulation to traffic order. Numerous traffic accidents in the area of police station of Lhokseumawe city from 2016 to 2018 occurred due to the negligence of driver that cause casualties even death. The study aimed to describe the criminal act of traffic accident fatality and the causes in the area of Police Station of Lhokseumawe. The study also attempted to examine the efforts of the traffic police of police station in Lhokseumawe to manage the criminal act of traffic accident fatality and the obstacles. This study used qualitative methods with sociological juridical approach. Data obtained through library research and field research. Data analysis was conducted by using descriptive analysis. Based on the results, it can be concluded that the criminal act of traffic accident fatality in the area of police station in Lhokseumawe is caused by negligence (culpa) of driver and noncompliance with the traffic laws. Majority of the accident is caused by one vehicle overtaking another vehicle. While the efforts to manage violations of traffic law was carried out preventively and repressively by the police station of Lhokseumawe. However, it might not be able to eliminate the violation directly but it can give a warning to the traffic violator. To present an intact image of law to the public, it is suggested that the traffic police of Lhokseumawe city to handle traffic accidents using the strategy of single site (fixing sharp bend), mass action plans (coating the road surface), route action plans (improving traffic signs facilities), and area wide schemes (reducing vehicle speed on specific location), as well as improvements in the internal of police station in Lhokseumawe city.
