The Law Number 22 of 2009 on Traffic and Transportation has given juridical regulation to traffic order. Numerous traffic accidents in the area of police station of Lhokseumawe city from 2016 to 2018 occurred due to the negligence of driver that cause casualties even death. The study aimed to describe the criminal act of traffic accident fatality and the causes in the area of Police Station of Lhokseumawe. The study also attempted to examine the efforts of the traffic police of police station in Lhokseumawe to manage the criminal act of traffic accident fatality and the obstacles. This study used qualitative methods with sociological juridical approach. Data obtained through library research and field research. Data analysis was conducted by using descriptive analysis. Based on the results, it can be concluded that the criminal act of traffic accident fatality in the area of police station in Lhokseumawe is caused by negligence (culpa) of driver and noncompliance with the traffic laws. Majority of the accident is caused by one vehicle overtaking another vehicle. While the efforts to manage violations of traffic law was carried out preventively and repressively by the police station of Lhokseumawe. However, it might not be able to eliminate the violation directly but it can give a warning to the traffic violator. To present an intact image of law to the public, it is suggested that the traffic police of Lhokseumawe city to handle traffic accidents using the strategy of single site (fixing sharp bend), mass action plans (coating the road surface), route action plans (improving traffic signs facilities), and area wide schemes (reducing vehicle speed on specific location), as well as improvements in the internal of police station in Lhokseumawe city. Traffic violations have become a habit of the road user community, so that every time an orderly operation of the traffic on the road is carried out by the authorities, traffic violation cases are still occurring and these violations often cause traffic accidents. The research method used in this research is to use a normative and empirical approach. i.e. conducts library research by researching and collecting library materials that are specifically related to laws and regulations and books relating to law and traffic, as well as field research conducted by observing observations and direct interviews with related objects. The results showed that the forms of traffic violations that occurred were motorists breaking traffic signs, driving not using a complete safety system. Some acts and sanctions for violations which are categorized as traffic violations regulated by Law No. 22 of 2009. Factors handling obstacles to traffic violations in Siantar Traffic Police Station Siantar, namely the human factor (Human Error), the factor of inadequate road infrastructure and facilities causing traffic violations. Efforts to deal with traffic offenses at the Siantar Police Traffic Police Unit are preventive and repressive measures to take action by giving a letter of reprimand or verbally, taking action by giving a ticket.

Abstrak:Kondisi geometrik jalan yang tidak sesuai dengan standar teknis perencanaan dapat menyebabkan terjadinya kecelakaan lalu lintas. Tikungan SDN 3 Selorejo Kabupaten Blitar merupakan salah satu tikungan yang tidak memenuhi syarat perencanaan geometrik jalan di Indonesia. Penelitian ini menggunakan metode analisis deskriptif kuantitatif. Pengumpulan data dilakukan dengan metode survei lokasi selama 4 hari. Data primer meliputi data volume lalu lintas, kecepatan kendaraan, perlengkapan jalan, pelebaran jalan, dan geometrik jalan. Data sekunder data kecelakaan lalu lintas dan geometrik existing. Hasil penelitian mendapatkan: (1) karakteristik lalu lintas memiliki volume maksimum terjadi pada hari Senin sebesar 17221 smp/hari yang di dominasi oleh kendaraan ringan (LV) sebesar 46,13 persen, kecepatan kendaraan rata-rata sebesar 47,95 km/jam dengan kecepatan tertinggi di dominasi oleh kendaraan bermotor (MC) yang memiliki rata-rata kecepatan sebesar 62,73 km/jam dengan kecepatan tertinggi yang pernah tercatat dalam pengamatan sebesar 87,64 km/jam, dan kepadatan kendaraan tertinggi terjadi pada hari Senin sebesar 32,73 smp/km, (2) kondisi geometrik jalan pada beberapa aspek perencanaan seperti nilai superelevasi existing memiliki nilai sebesar 11,50 persen, sedangkan pada hasil perencanaan diperoleh superelevasi sebesar 9,89 persen, lengkung peralihan existing memiliki panjang 40 meter, sedangkan pada hasil perencanaan diperoleh nilai lengkung peralihan sepanjang 54,56 meter, dan pelebaran jalan existing memiliki lebar jalan sebesar 0,3 meter, sedangkan pada hasil perencanaan diperoleh lebar jalan sebesar 0,7124 meter, (3) faktor-faktor penyebab kecelakaan di dominasi oleh faktor manusia sebesar 57,14 persen dengan sebab kejadian yang sering dialami adalah kecepatan tinggi dan mengantuk, faktor kendaraan sebesar 21,43 persen dengan sebab kejadian yang dialami karena rem blong, muatan berlebih, dan ban pecah, sedangkan pada faktor jalan sebesar 21,43 persen yang selalu disebabkan oleh kemiringan jalan pada tikungan.Kata-kata kunci: Geometrik Jalan, Tikungan, Faktor Kecelakaan, Lalu LintasAbstract: Geometric conditions that are not in accordance with the technical planning standards can cause traffic accidents. SDN 3 Selorejo Bend Blitar Regency is one of the bends that do not meet the geometric planning requirements for roads in Indonesia. This research uses quantitative descriptive analysis method. Data collection was carried out using the location survey method for 4 days. Primary data include data on traffic volume, vehicle speed, road equipment, road widening and road geometry. Secondary data on existing traffic and geometric accident data. The results get: (1) traffic characteristics have a maximum volume occurs on Monday at 17221 pcu / day which is dominated by light vehicles (LV) of 46.13%, the average vehicle speed of 47.95 km / hour with the highest speed is dominated by motorized vehicles (MC) which have an average speed of 62.73 km / hour with the highest speed ever recorded in the observation of 87.64 km / hour, and the highest vehicle density occurs on Monday at 32, 73 smp / km, (2) the geometric condition of the road in some aspects of planning such as the existing superelevation value has a value of 11.50 percent, while the results of the planning obtained superelevation of 9.89 percent, the existing transition curve has a length of 40 meters, while the results planning obtained the value of the transition curve along 54.56 meters, and the widening of the existing road has a road width of 0.3 meters, while the results obtained from the planning of the road of 0.7124 meters, (3) factors that cause accidents are dominated by human factors of 57.14 percent because the events that are often experienced are high speed and sleepy, vehicle factors of 21.43 percent with the causes of events experienced due to brakes blown, overloaded, and broken tires, while the road factor of 21.43 percent which is always caused by the slope of the road at the bend.Keywords: Geometric Road, Bend, Accident Factor, Traffic

In the process of the traffic accidents confirmation, the identification of vehicle speed when accident occurred is often an important basis for accident confirmation. The paper firstly discusses the models of mechanics and solving method for the vehicle front face, rear end, sides face ,slanted side collision based on the theory of collision mechanics ,it describes how to identify the vehicle rate and collision angle based on the model simplification, the theoretical analysis for dealing with the complicated accidents. The common and formulas are studied based on the classical collision mechanics method. The application range, parameters involved in selection and influence of the formulas are analyzed in detail. Finally the program based on C# is developed according to the identified calculation process for vehicle speed of traffic accident. The vehicle speed is obtained by selecting the collision type, entering the relevant accident pattern, inputting the parameters and clicking the command button .The application can store, modify and display results conveniently , improve efficiency on vehicle speed identification effectively and reduce the processing cycle of traffic accident availably.

The groups of participants of the pedestrian and automobile flows, whose actions cause the greatest danger to the occurrence of conflict situations in the zone of unregulated transition, are identified. The factors determining the likelihood of a traffic accident at an unregulated transition are systematized, for which probability estimates of the occurrence of road traffic accidents are calculated. As an estimated parameter, the hazard coefficient of a conflict point of an unregulated transition is proposed, which is determined by the ratio of the probability of a traffic accident in the real-time hourly interval to the average annual probability of a traffic accident reduced to the hourly interval. The dependences of the hazard ratio of an unregulated transition are established on the most significant factors: the speed mode of transport in the area before the transition and the state of the road surface.

9238 traffic accidents data are collected in rural road of China. Through the data analysis, the main causes of rural road traffic accident are presented. The external environment, the participant features, road features and accident characteristics are involved. The regression analysis in SPSS is applied to find the relationship between the accident features. Overall, the rural road traffic accident was mainly due to in the rural area there are mass travel mode, lower grade roads, poorer safety awareness of traveler and the road is lack of traffic safety facilities and so on.

Tyre imprints on the skin are usually considered to be the result of being run over by a motor vehicle. This article reports a traffic accident in which tyre marks on the victim’s skin were caused by a collision rather than by being run over. The mechanism of the injury in this case is analysed and discussed. A 23-year-old male drove a motorcycle while under the influence of alcohol and collided with a sign pillar on the side of the road. Both the victim and the motorcycle careened into the bottom of a tractor-trailer. No witnesses or surveillance videos could confirm the process of the accident. Because tyre imprints were found on the victim’s skin, traffic police believed that he had been run over during the accident. However, forensic autopsy and analysis of the accident process revealed that the true cause of the imprints was a collision between the victim’s body and a tyre.

Every year we lose many young road users in road traffic accidents. Based on traffic accident data issued by the Indonesian National Police in 2017, the number of casualties was highest in the age group 15-19, with 3,496 minor injuries, 400 seriously injured and 535 deaths. This condition is very alarming considering that student as the nation's next generation lose their future due to the accidents. This figure does not include other traffic violations, not having a driver license, not wearing a helmet, driving opposite the direction, those given ticket and verbal reprimand. To reduce traffic accident for young road user, road safety campaigns were organized in many schools in Jakarta. This activity aims to socialize the road safety program to increase road safety awareness among young road users/students including the dissemination of Law No. 22 of 2009 concerning Road Traffic and Transportation. Another purpose of this program is to accompany school administrators to set up a School Safe Zone (ZoSS), a location on particular roads in the school environment that are time-based speed zone to set the speed of the vehicle. The purpose of this paper is to promote the road safety campaigns strategies by considering various campaign tools.

In this study, road traffic injury (RTI) was defined as any injury resulting from a road traffic accident irrespective of severity and outcome. Road traffic accident (RTA) was defined as any crash on the road involving at least one moving vehicle, irrespective of it resulting in an injury. This could include collision with a vehicle or any non`moving object while driving/riding a vehicle, collision with a moving vehicle while walking/running/standing/ sitting on the road, or fall from a moving vehicle. The burden of road traffic accidents (RTA) is a leading cause of all trauma admissions in hospitals worldwide. Road traffic injuries cause considerable economic losses to victims, their families, and to nations as a whole. These losses arise from the cost of treatment (including rehabilitation and incident investigation) as well as reduced/lost productivity (e.g. in wages) for those killed or disabled by their injuries and for family members who need to take time off work (or school) to care for the injured. Road traffic fatality in the Kingdom of Saudi Arabia (KSA) is the highest, accounts for 4.7% of all mortalities. Road injuries also are reported to be the most serious in this country, with an accident to injury ratio of 8:6. In this study, we try to focus on some causes of the accidents in KSA, so we can implement the prevention plan.

ABSTRACT Objective: to analyze cases of trauma caused by traffic accidents in elderly individuals assisted at a reference municipal emergency hospital in 2010 and 2011. Method: longitudinal retrospective study was developed at an emergency hospital and a Traffic Accidents Repression Station, with 524 elderly individuals. All variables were submitted for descriptive analysis. Risk of involvement in accidents, occurrence of injury and death were determined using relative risk. Results: a statistically significant association was found in accidents with injuries when motorcycles were the vehicle that ran over the individual. Associations were also found between men and the occurrence of accidents, injury and death, mainly among younger elderly individuals. Most of the 524 elderly individuals who suffered an accident were men, married and had elementary school level education. Of these, 78.6% presented with injuries, with the majority of them being pedestrians. Conclusion: among younger elderly individuals, the possibility of death as a result of the injury was 3.4 times higher in 2010.
