The state of South Carolina is currently in a multiyear process of updating the State Water Plan, and water demand projections are an important component of that work. Predictions of water demand are inherently uncertain, but perhaps they can benefit from input by a diverse and robust sample of water users. A brief survey regarding water use was distributed to 780 permitted and registered water users in the state, including all water suppliers, industries, and irrigators withdrawing more than 3 million gallons in a month or more than 100,000 gallons in a day. There are 316 responses to 10 quantitative survey items that are summarized, presented, and discussed. Results indicate that most respondents plan to maintain their current levels of water use, consider their withdrawal reports to be accurate within 10%, and believe their current water supplies to be critical to their enterprise. A qualitative review of comments noted on survey responses includes a variety of potential drivers of water demand. The results motivate a discussion of recommendations for future research.

Abstract. This paper presents a water resources management strategy developed by the Brazilian National Water Agency (ANA) to cope with the conflicts between water users in the Verde Grande River basin, located at the southern border of the Brazilian semi-arid region. The basin is dominated by water-demanding fruit irrigation agriculture, which has grown significantly and without adequate water use control, over the last 30 years. The current water demand for irrigation exceeds water availability (understood as a 95 % percentile of the flow duration curve) in a ratio of three to one, meaning that downstream water users are experiencing more frequent water shortages than upstream ones. The management strategy implemented in 2008 has the objective of equalizing risk for all water users and consists of a set of rules designed to restrict water withdrawals according to current river water level (indicative of water availability) and water demand. Under that rule, larger farmers have proportionally larger reductions in water use, preserving small subsistence irrigators. Moreover, dry season streamflow is forecasted at strategic points by the end of every rainy season, providing evaluation of shortage risk. Thus, water users are informed about the forecasts and corresponding restrictions well in advance, allowing for anticipated planning of irrigated areas and practices. In order to enforce restriction rules, water meters were installed in all larger water users and inefficient farmers were obligated to improve their irrigation systems’ performance. Finally, increases in irrigated area are only allowed in the case of annual crops and during months of higher water availability (November to June). The strategy differs from convectional approached based only on water use priority and has been successful in dealing with natural variability of water availability, allowing more water to be used in wet years and managing risk in an isonomic manner during dry years.

The Brazilian Water Resources Policy (Law 9433/1997) establishes participatory and decentralized management, involving civil society, water users and governmental bodies, with the basin committees as the basis of this process. Fifteen years after its implementation, it is possible to perceive accomplishments, but, at the same time, there are some difficulties in regards to the operation of the basin committees in the country. Considering the North Paraíba River Basin – which is completely included in the State of Paraíba, Northeastern Brazil, and presents great social and economic importance for the state – this article analyzes the process of formation, installation and functioning of its Basin Committee (CBH-PB), focusing on its composition, the reasons for the mobilization and demobilization of its members, the intra-relations between segments, and the inter-relations between the CBH-PB and other entities of the State Water Management System (the Water Executive Agency and the State Water Resources Council). The level of decentralization and the quality of participatory management (as it is being performed at the CBH-PB) are discussed and guidelines are suggested in order to allow greater effectiveness to the committee.

Economic development, environmental protection, and public health are critical quality-of-life issues that depend on a reliable supply of water. Increased water demand and climate variability (drought) are two major factors that have the potential to limit future water availability in the state of South Carolina. The development of a comprehensive water-resources management plan for the state is vital for ensuring that an adequate and reliable supply of water will be available to sustain all future uses. The South Carolina Department of Natural Resources (SCDNR) is tasked legislatively with developing water planning and policy initiatives in the state and has initiated a long-term process to update the state water plan, last published in 2004. One of the major recommendations in the 2004 plan was to form River Basin Councils (RBCs) in each of the major river basins in the state for the purpose of water planning. In 2014, SCDNR initiated a multiyear process to develop regional water plans that will serve as the foundation for a new state water plan. A central component of the process was the creation of a Planning Process Advisory Committee (PPAC) for the purpose of developing formal guidelines on the formation of RBCs and the development of river basin plans for the eight designated river basins in the state. The PPAC is composed of a diverse group of stakeholders and includes representation from water utilities, energy utilities, trade organizations, academia, conservation groups, agriculture, and the general public. The work of the PPAC culminated in a report, the South Carolina State Water Planning Framework, which was published in October of 2019. The river basin plans will identify current and future water availability issues and describe a management plan to address these issues to ensure that an adequate and reliable supply of water will be available for future generations. The purpose of this paper is to provide a general overview of the state’s river basin planning process.

Abstract The water resources management model in the state of São Paulo is characterized by the participation of water users from different sectors of the economy within the ambit of River Basin Committees and other organizations of the water management system. The purpose of this article is to present a survey and systematization of the performance of representatives of São Paulo’s agricultural sector in this decentralized and participatory system of water governance. To this end, this article recreates the profile of this sectoral representation in the State Water Resources Council and in the Committees for rural areas with strong agricultural dynamics in the state. The findings of this study reveal significant political and propositional differences between São Paulo’s agriculture and agroindustry sectors. Such differences have to do with the structure and capillarity of the entities that represent these sectors, as well as their divergent concept of management.

New Mexico, like most western U.S. states, relies on the legal assumptions of prior appropriation to sort out historical water rights in space and in time. Early in the twentieth century, the state redefined water as owned by the public, but access rights to water were assigned as private property rights. Water rights adjudications are designed to identify water users throughout the state and quantify their water allocation. This process fundamentally rescaled water as an object and a property and was at odds with existing local water cultures and definitions of water. Local and indigenous water sovereigns contested the state’s reading of water as property, and adjudication dragged on for decades in valleys where local interests wanted water to remain with their lands.

Abstract Managing water demand by reducing water consumption and improving water use efficiency has become essential for ensuring water security. This research aimed to identify the primary determinants of household water consumption in an Australian Indigenous community to develop evidence-based water demand management policies and strategies that might be implemented by the water service provider. A behavior change framework was applied to investigate the opportunity, ability, and motivational determinants affecting household water consumption and conservation in an Australian Indigenous community. The lack of water conservation knowledge and skills of high water users could be barriers to saving water. Low water users have positive attitudes towards water conservation and a higher level of awareness about their own water use. While there is a lack of a belief that water shortages will occur, low water users do have concerns of vulnerability to droughts, and that could be a driver for their sense of obligation to engage in water conservation practices. The research recommended communication messages and tools to address identified barriers to enabling positive changes to water use behaviors, which have wider applications in remote Australian Indigenous communities.

An update of the State Water Plan is underway in South Carolina. The purpose of the State Water Plan is to develop a water resources policy for South Carolina. A significant portion of the State Water Plan update is to include stakeholders into the planning process. Clemson University continues to facilitate the stakeholder engagement components of the steps to an updated water plan. This research is pertinent to the Groundwater Availability Assessment phase of the State Water Planning process. Overall, stakeholders were interested in all identified groundwater areas of interest in South Carolina. Additionally, they intended to be involved in the entire stakeholder process for groundwater and became more informed on the Groundwater Availability Assessment. Stakeholders agreed that groundwater modeling provided useful information for users in the state and thought the Groundwater Availability Assessment was important for water resources management. Nuances in stakeholder types and registered or permitted users versus nonregistered or nonpermitted users provide important details beyond general results. Moving forward, there are some more mixed results of the stakeholder engagement meetings that are important for planning and decision-making. The groundwater assessment meeting results had general agreement about the appropriateness of the scope, but had less certainty than other questions. Stakeholders generally identified the need for the allocation of additional resources for the planning process. Additionally, mixed results highlight the differences surrounding perceptions of the need for statewide permitting of groundwater resources. This exploratory research is important to water management in South Carolina because it assesses buy-in from those interested in or affected by water resource recommendations forthcoming at the end of the State Water Plan update.

In semi-arid and arid regions, high water demand can lead water scarcity, and in other areas causes rapid depletion of water tables. One reason behind the over extractions and higher demand is the inefficient use of water</p><p>Water use efficiency has been a matter of concern to diverse scholars, water managers, and policymakers, as it affects the well-being of society and the economic growth of countries. In many countries, it becomes a priority policy; indeed, increasing water use efficiency is one of the pillars of sustainable development goals (SDG 6.4.1.).However, the slow progress of water efficiency remains, due to the water demand is likely to rise still higher, especially for many developing countries where the degradation of natural resources is critical, economic growth is slow, and there are not strong institutions for coordinate actions. </p><p>Across the spectrum of water users, there are a variety of contextual and psychological factors behind water use inefficiency. Researchers have identified the importance of associated these factors in influencing user's behaviour. The contextual factors investigated are social, economic, environmental, and institutional, and assessments focus on study causes of the water inefficiency, and what are the perceptions and attitudes of water users to adopt water-saving practices, and regulations.  Yet, none of these studies consider a holistic view of these factors in shaping water use behaviour.</p><p>The understanding of water inefficiency requires, firstly exploration of connections between factors. Second, understanding how these influence the human behaviour of stakeholders and the decisions that they make as water users or water managers. A comprehensive assessment of these factors and their relationships is needed to provide insights on the causalities of over-extraction, the interdependence between stakeholders, and water use inefficiency. In this regard, a holistic view of a framework that incorporates the effects of know-how, linkages between stakeholders, such as water users, water managers, and institutions on water use efficiency, is absent.</p><p>This paper aims to study the gaps in our understanding of human water behaviour underlying water use efficiency from socio-cultural, economic, psychological, and institutional factors. This research proposes a conceptual model that connects contextual and behavioural factors and represents the prior causal- effect relationships between water users and institutions.</p><p> </p>
