The article considers modern concepts of spatial development, which determine the theoretical and methodological basis for the development of regional economy, from theories of regional growth, based on production function, to clusters that take into account the heterogeneity of territorial systems, the processes of economy concentration and settling. Studying theoretical concepts of spatial development is necessary for seeking optimal mechanisms for the territorial organization of Russia's northeastern regions, peculiar in monospecification, focal system for organizing production and settling, all typical for the northern economy.

Цель статьи - аргументировать тенденции и возможные направления развития придорожного сервиса как элемента проводимой в России политики пространственного развития, а также факторы, влияющие на его размещение. Проанализированы основные аспекты современного состояния придорожного сервиса как части сферы услуг, а также особенности территориальной организации придорожного сервиса. Аргументировано, что он находится на стыке таких важных и взаимосвязанных видов деятельности как транспорт, торговля, туризм, бытовое и техническое обслуживание, общественное питание. Новизной проведенного исследования можно считать обобщение опыта развития придорожного сектора в России и зарубежных странах, позволившее выявить основные факторы, оказывающие влияние на уровень его развития, а также принципы, которыми необходимо руководствоваться при его размещении. В статье представлены обоснованные показатели, позволяющие оценить существующий и возможный потенциал развития придорожного сервиса на конкретной территории. The purpose of the article is to analyze the trends and possible directions for the development of roadside service as an element of Russia's spatial development policy, as well as factors affecting its placement. The authors investigate the main aspects of the modern state of the roadside service as part of the service sector, as well as the features of the territorial organization of the roadside service. It is argued that it is at the junction of such important and interconnected activities as transport, trade, tourism, household and technical services, public food. The novelty of the study can be considered a generalization of the experience of the development of the roadside sector in Russia and foreign countries, which made it possible to identify the main factors that affect its level of development, as well as the principles that should be guided when placing it. The article presents reasonable indicators that allow you to assess the existing and possible potential for the development of roadside service in a specific territory.

Purpose – Has the Mexican inter-regional growth and convergence experience also occurred within single regions? Using the important southern region of Veracruz, the purpose of this paper is to examine this question over a 48-year period within a single Mexican state. Design/methodology/approach – Growth is examined using a standard two input stochastic production function (SPF) that creates a measure of technical efficiency. Convergence is measured using a convergence equation from the literature but which also included the results from the SPF analysis to incorporate not only initial levels of inputs but also the ability of a municipio to utilize these inputs. Data collection in Mexico and online included a long run database of 149 municipios in Veracruz from 1960 thru 2008. Findings – A stochastic Cobb-Douglas technology is found to fit the long run growth of Veracruz province well. In the 1960s, 2000s and the long run (1960-2008), weak evidence for the municipios in Veracruz appear to be converging with a relatively higher level of technical efficiency resulting in slower growth of industrial labor productivity is found. Some very recent improvement in technical efficiency may be the result of institutional as well as economic reforms finally allowing an exiting of inefficient firms that has kept the levels of municipio industrial technical efficiency stagnant for decades at about 70 percent. Research limitations/implications – Data were limited to 149 municipios because of the need to track long run trends. Data were also limited by the need to use what was available in 1960 in a direct comparison with 2008. The design of the study was to use the technical efficiency index as a proxy for much of the missing data on institutions in the historic period. Panel data were used because the economic census is not done every year plus the turmoil in the Mexican economy in the 1980s thru the end of the 1990s make imputation of missing years at the local level quite difficult. Practical implications – The paper provides a baseline to analyze the long run intra-regional economic growth of other Mexican states which have a large number of municipios. It begins the exciting possibility of looking at Mexican long run growth from the municipio level which has historically played an important role in Mexico. Originality/value – This is the first study to examine long run growth within a Mexican state at the municipio level using both the production function and convergence literature. Results suggest several avenues for further research inside Veracruz and across Mexico.

В статье систематизированы подходы отечественных ученых к исследованиям территориальной организации рекреации и туризма, выполненным на основе геосистемного анализа и классических теоретических моделей; подчеркивается преемственность научных идей отечественной школы социально-экономической и рекреационной географии в области изучения территориальных систем, связь с зарубежными экономгеографическими теориями и концепциями. Делается вывод о том, что актуальность исследований территориальной организации туризма в настоящее время формируется вызовами постиндустриальной эпохи и неразрывно связана с гуманитарными аспектами функционирования рекреационных систем, в т.ч. территориальными и ресурсными противоречиями, порождаемыми развитием рекреации и туризма. The article systematized approaches of domestic scientists to study the territorial organization of recreation and tourism, based on geosystem analysis and classical theoretical models; emphasizes the continuity of scientific ideas of the national school of socio-economic and recreational geography in the study of territorial systems, communication with foreign economy-geographical theories and concepts. It is concluded that the relevance of research on the territorial organization of tourism is currently formed by the challenges of the post-industrial era and is inextricably linked with the humanitarian aspects of the functioning of recreational systems, including territorial and resource contradictions generated by the development of recreation and tourism.

In modern conditions clusters are considered as an effective tool for achieving sustainable economic growth in the regional economy. Their successful development is a decisive condition for creating a new management model based on the priority of innovative production renewal. In this regard, the creation of high-tech and efficient clusters should become the main direction of strategic management of territorial development by the state authorities of the Russian Federation subjects. However, the solution of this task is impossible without the development of an appropriate methodology and techniques for assessing the effectiveness of the regional economy clustering, which could be used in the development of cluster initiatives and preparation of state programs for regional cluster development. The article highlights the main results of the research carried out under the RFBR grant «Effectiveness of cluster spatial development of the region in conditions of transition to an innovative economy» No 16-12-59011 in 2016-2017. Theoretical and methodological grounds for developing a multi-criterial approach to assessing the cluster effectiveness of the regional economic space have been formulated. Interpretation and distinctive features of the cluster as a self-developing system are given. Configuration of the effectiveness criteria for cluster spatial development of the economy is proposed, which is a primary visualization of the cluster criterial efficiency model. Description of the criterial and indicative approach to the analysis of the effectiveness of regional economy cluster development is given and an integral indicator is proposed for its evaluation. Methodology for assessing the Regional cluster index was tested in nine regions of the Russian Federation, which territorial clusters were officially registered in the Register of industrial clusters 2016 of the Ministry of Industry and Trade of the Russian Federation. Results of the survey can be of interest to representatives of the government bodies at various levels, heads of specialized cluster structures, enterprises and organizations that are members of clusters.

In the last four years steps are being taken in the Russian Federation to organize the spatial development of its territory. The distribution of the urban population of Russia by types of settlements has been analyzed. The main problems of the territorial organization of the population have been identified. The negative aspects of the spatial development of Russia have been noted and, in this regard, the goals, directions and mechanisms of the strategy of spatial development of the Russian Federation for the period up to 2025 have been considered.

The diversity of cities, their systems and networks has greatly contributed to solving the problems of urban development and enhancing their role in the spatial development of the country. The article aims to show the need for diversity of cities, especially important for Russia due to its inherent differentiation, as the needs of cities of a certain type and category and the conditions of their formation and functioning. This makes the achievement of urban diversity one of the key goals of the state urban policy, ensuring the improvement of the territorial organization of Russia and its parts and improving the efficiency of its economy. The work is based on statistical data characterizing the dynamics of cities and their distribution over the territory; published works on geographical urban studies and socioeconomic development of Russia and its regions; on author’s experience in research of the cities and agglomerations, participation in the state examination of national economic projects, master plans of the large cities, territorial planning at country and regional levels. Historical, cartographic, statistical, comparative-geographical, typological, conceptual design methods are used. Multi-aspect consideration of the theme allowed to draw conclusions useful for successful state urban policy.

Spatial saturation of a city of consumer product and services leads to the formation of territorial systems of servicing, where service spheres is interacting actively, to complement each other and competing for the consumer. This process covers all of residential area, it differentiats between areas of the city, stands out the centers and complexes of service. They performs only regional function in some urban areas, but there are centers of educational, medical and merchant services citywide and regional significance. It was allocated areas by the nature of the service of the population, security of services, comfort conditions for people’s lives with consideration the complex development social infrastructure and provision of public services in territory of Saransk city. These areas has relatively high complexity of territorial organization of social infrastructure and high endowment the population of services combined with a satisfactory level of comfort of people living conditions; with average complexity of the territorial organization of social infrastructure and high complexity of population services in combination with a low level of comfort of living conditions (influenced by industrial enterprises and highways); with relatively low complexity of territorial organization of social infrastructure and low complexity of population services in combination with a satisfactory level of comfort of living conditions - the private sector of one-story buildings, old buildings. Area has the average complexity of the territorial organization social infrastructure and average endowment of the population services in combination with a satisfactory level of comfort of living conditions for residential peripheral districts of Saransk city. The average complexity of the territorial organization social infrastructure and average endowment of population services in combination with a low level of comfort of living conditions determines to the districts remote from the centre of the city and located in the former industrial plants. The existence of these areas confirms concentric development model spatial structure of Saransk city.
