Principles and criteria of selection and organisation of learning speech material are shown and analysed for the formation of intercultural foreign language communicative competence among students of a linguistic university. The research is based on intercultural and competency building approaches. Its main methods are a scientifical literature searching in regards to selection and organisation of learning speech material, analysis and synthesis methods of current principles and criteria. The author chooses three principles of selection and organisation of learning speech material for the formation of intercultural foreign language communicative competence – the principle of the intercultural orientation, the functional principle and the principle of cognitive orientation. These principles are divided into universal and variable groups. Each principle is realised in some criteria, which detail it. An important issue in the article is a systematised list of principles and criteria of selection and organisation of learning speech material for the formation of intercultural foreign language communicative competence.

Purpose: The article analyzes the english language in a professional communication environment of Kazakhstani university graduates. Methodology: The author of the article used such research methods as theoretical analysis and synthesis of foreign scientific literature on pedagogy, methods of teaching foreign languages, empirical methods of pedagogical observation, questionnaire survey, statistical processing of received data. Result: Each specialist with higher education should be able to speak a foreign language and to communicate in any professionally significant situations and areas of communication. Today communicative competence is considered as an obligatory component of professional skills of specialists not only humanitarian but also technical profile. It is the communicative competence that helps a University graduate being in constant communication with other people, organizing and directing their activities, to fully realize their professional goals. Applications: This research can be used for the universities, teachers and education students. Novelty/Originality: In this research, the model of the english language in a professional communication environment of Kazakhstani university graduates is presented in a comprehensive and complete manner.

The article considers the problem of updating the linguistic and regional realities in the process of studying a foreign language in an inseparable connection with the study of regional characteristics determined by the national worldview, social and cultural structure. Modern methodological research is based on the linguistic and cultural approach in teaching a foreign language. At the same time, vocabulary with a regional component, regional geographic information that affects the most diverse aspects of the life of the country of the target language, its history, literature, science, art, as well as traditions, customs and customs are distinguished. The linguistic and cultural aspect contributes to the enrichment of the subject-content plan, therefore the authors focus on achieving high-quality results in teaching a foreign language, using the methods of real access to a different culture and its carriers. Аnalysis of linguistic material with high regional and communicative value, significance for the process of teaching a foreign language. Since the main goal of teaching a foreign language is the development of the student's personality in inseparable connection with the teaching of the culture of the country of the target language, contributing to the desire to participate in intercultural communication and to improve independently in the activity being mastered, to use in the learning process the material on the basis of which knowledge about realities, morals, customs is formed, the traditions of the country of the studied language, knowledge and skills of communicative behavior in acts of verbal communication, skills and abilities of verbal and non-verbal behavior, which is included in the content of the national culture. The study used a descriptive method, analysis and synthesis methods. Linguistic and cultural competence of students, the effectiveness of its formation depends on the level of language proficiency. In the educational process, an important element is the activation of the introduction of linguistic and regional realities, since while studying a foreign language, the student gets acquainted with the worldview of a native speaker, which underlies the language code of this language. The authors emphasize that linguistic and regional materials help students to understand the values of the culture of the country of the target language, to develope intercultural competences in the study of a foreign language. The formation of a country- oriented methodology for teaching a foreign language, involving increased attention to the national-cultural semantics of the studied vocabulary and the study of linguistic and cultural texts, provides language acquisition in close connection with a foreign language culture, which includes a variety of cognitive information about history, literature, architecture, life, image life and traditions of the country of the target language.

Resumen: Este trabajo investigativo tiene como objetivo analizar el tratamiento que se le da a la formación y desarrollo de la competencia comunicativa oral en las condiciones actuales en que se emplean modalidades que combinan lo tutorial y lo presencial en la enseñanza aprendizaje del inglés para la carrera de Ingeniería Civil. Bearing in mind that the learners’ speaking skill had become the main goal in learning language, grammatical competence is believed to have a big role within foreign language learners’ language production, especially in spoken form. Moreover, the learners’ grammatical competence is also closely related to the Monitor Hypothesis proposed by Krashen (1982) in which it says that the acquired system will function as monitor or editor to the language production. The students’ monitor performance will vary based on how they make use of their acquired system. They may use it optimally (monitor optimal user), overly (monitor over-user), or they may not use it at all (monitor under-user). Therefore, learners’ grammatical competence has its own role, which is very crucial, within learners’ language production, which is not only to produce the language, but also to monitor the language production itself. Because of this reason, focus on form instruction will give a great impact for students’ grammatical competence within their communicative competence. This paper aims to present ideas about the how crucial the role grammatical competence within learners’ L2 communication.

The issues of the student engagement in science-related activities and the development of students’ language communicative competence are especially relevant in a technical university, where due to the prevailing of the Sciences, the professional communicative competence has become increasingly vital. The goal of this article is to examine how interdisciplinary scientific conferences for students held in foreign languages can foster the foreign language communicative competence of students. In the article, we present the definition and the three basic models of communicative competence. A method of pedagogical observation is used that represents comprehension and analysis of goal-oriented preparation of students for practical scientific conferences. We reveal the fact that interdisciplinary scientific conferences for students held in foreign languages allow educators to foster the foreign language communicative competence of students and deepen their knowledge in professional area, as well as to equip them with research skills since students’ participation in the conferences increases their attention and focus, motivates them to practice critical thinking skills of high level.

During most of the present decade the foreign-language teaching profession in the United States has devoted prodigious efforts to the creation and publication of classroom exercises to develop the learners' ability to communicate. While the resulting diversity of activities bears testimony to the ingenuity of foreign language educators, it also manifests the lack of a coherent system for specifying objectives and creating or selecting appropriate activities for practice. That ubiquitous term “communicative competence” has lacked an operational definition. The concept of functional syllabus design, founded on the identification of the sociolinguistic factors that comprise communication events, suggests some means to fill that void. Once the learners' communication needs have been ascertained, inventories of functions, notions, and keys should be valuable tools for selecting appropriate linguistic exponents and generally determining course content.

The article deals with the issues where linguistic consciousness as a sociolinguistic phenomenon is successfully revealed in FLT, namely, in problematic questions of language learning. It covers the description of linguistic consciousness and some aspects of its influence on the process of development of students’ communicative competence. It is emphasized that the philosophy of lifelong learning has become a widespread phenomenon in modern society. Learning a foreign language can be considered an important means of forming linguistic consciousness and the ability to conduct intercultural dialogues. The correlation of two languages and cultures (Ukrainian and foreign ones) helps to outline their national specific features, which contribute to a deeper understanding of both the foreign and the native language and culture. Any education system is open and fairly stable. As for the methods and learning tools, they can vary depending on the applicable learning concept. The article gives a detailed description of the development of linguistic consciousness of Ukrainian students from different social groups while learning English. So linguistic consciousness is a reflection of the actual language sphere contributes to the development of both communicative and multilingual competences. The main aim of the use of modern educational technologies is to increase the level of the communicative competence and linguistic consciousness in students, their educational achievements, and to improve the quality of language education.
