The paper considers approaches to standardizing the volumes of accumulation of solid municipal waste in the constituent entities of the Russian Federation. The analysis of normative legal acts, which determine the specific norms of solid municipal waste at the regional level, is carried out. In the work, based on the results of the conducted scientific research, general and particular factors have been identified that take into account the socio-economic characteristics of the region, which govern the regions when determining the accumulation standards. It has been proved that the differentiation of the standards for the accumulation of solid municipal waste, applied in practice, does not lead to an increase in the forecast accuracy, significantly complicating the calculations. Approaches are proposed for optimizing the system for calculating the accumulation rate, taking into account the main socio-economic conditions, which, according to the authors, will have a greater effect on the real volume of accumulation of solid household waste: the unevenness of their formation in natural and climatic zones and geographic conditions, living standards, as well as seasonal characteristics of movement and place of residence of the population at different periods of time. We believe that it is necessary to develop a unified approach to monitoring the standards for the accumulation of solid household waste, based on indicative assessments of each factor with a different degree of their influence. In the future, the proposed approach will make it possible to provide reliable and objective information and to monitor and control the volume of accumulation of solid household waste.

The problem of waste management is acute in the Russian Federation. Not enough attention is paid to the systematic studies of their composition and properties. The purpose of the work is to conduct a comprehensive analysis of data on waste generated, to select models for predicting their mass, composition, and properties, to substantiate the feasibility of using exergetic analysis to assess safety and make informed decisions on the management of solid municipal waste management. To predict the volume of waste generation, the following were used: an integrated autoregression model — a moving average and exponential smoothing models. The study of changes in the composition and properties of the municipal solid waste, the choice of technology and the assessment of safety in waste management were carried out using the exergetic method. Its advantages are determined by the possibility of conducting a comprehensive energy-ecological assessment and determining the fire hazard of waste and the processes of handling them. The application of the Holt-Winters model for predicting the mass of the generated waste is substantiated. The analysis of changes in the morphological composition of waste, their distribution by types of economic activity is carried out. The values of chemical exergy of municipal solid waste are determined, and a forecast of its further growth is constructed. The dependences of chemical exergy on the heat of combustion of waste are found. It is determined that it is advisable to consider chemical exergy as a heat engineering characteristic and an indicator of fire and environmental hazard of waste. It is proved that the exergetic efficiency of the incineration process is higher than that of composting and burial. Transportation of garbage from the large cities by road and rail transport for subsequent disposal and recycling can be considered as a forced temporary measure during the development of the branch of industry and the formation of a waste management culture. For the application of the exergy method in the system for ensuring safety when handling solid municipal waste, a data mining system was developed. It is advisable to use the obtained results for the development of safety requirements for the management of production and consumption waste in the Russian Federation.

In modern conditions, the problem of processing and disposal of household and industrial waste, both for the Russian Federation and most countries of the world, extremely aggravated and requires new approaches to its solution. The purpose of the submitted article is to conduct a comprehensive analysis of the system of supporting investment projects in the Russian Federation in the field of processing and disposal of waste. The methodology of the analysis was based on the assessment of the effectiveness of the measures taken in terms of the management of production and consumption waste in the Russian Federation, including a comprehensive study and generalization of existing support measures in the field of waste management and disposal, including those provided by the public law company for the formation of an integrated system of solid municipal waste management «Russian Environmental Operator». The authors summarized the dynamics of education, disposal, disposal and disposal of production waste and consumption in the Russian Federation in 2010-2020. Investment tools are systematized, which have the right to use a public-legal company for the formation of a comprehensive system for the treatment of solid communal waste "Russian ecological operator". The analysis carried out in the course of the study showed that the sphere of solid municipal waste management in Russia is characterized by the presence of many shortcomings and high risks of the implementation of the federal project «Integrated System of Solid Municipal Waste Management», as well as a low level of attraction of private investments in the industry due to high risks implementation of investment projects in the studied area. Conclusions and analytical generalizations made according to the results of the study can be applied in practice during the substantiation and introduction of optimal mechanisms for the support of investment projects in the field of processing and disposal of waste, taking into account the developed hikes to their typing and specification.

In the modern world, the issues of solid municipal waste disposal, as part of the problem of environmental protection, are quite acute These problems are relevant for Russia and for many other world powers. The Russian Federation is one of the most polluted countries in the world, which negatively affects the quality of life and the health of the population of its regions. The annual increase in the volume of municipal solid waste is part of the man-made impact of man on the natural environment. To make strategic decisions on this issue, it is necessary to understand the policy of MSW management, so the authors in the article consider the values of tariffs for MSW management in one of the major regions of Russia - the Vologda Region. The data of tariffs of the Vologda region approved for 2021 are given. The structure of the average tariffs of the Russian Federation and the Vologda Region is analyzed. On the basis of regional regulations, a sample of data on the costs of disposal and transportation of MSW for some districts of the Vologda region is given: Velikoustugski, Totemski, Mezhdurechensky, Babushkinsky area, Belozersky districts. The average values of tariffs for the treatment of MSW for Russia and other countries are given: the USA, Canada, Germany, France and Finland. In addition to tariffs, the authors conducted a study on the distribution of MSW by type of disposal: disposal, incineration and recycling The article discusses the values of tariffs for the treatment of solid municipal waste and their disposal. In conclusion, the authors express concern about insufficient funds for innovations in the field of MSW processing/ recycling.

The research involves analysis of the macroeconomic indicators of the activities of regional solid municipal waste operator in the Lipetsk region, identifying the most attractive areas for operating as a regional solid municipal waste operator developing proposals to improve the financial condition of one of the regional operators on the example of LLC RMK. The authors compare and analyze the economic parameters of the activities of regional solid municipal waste operators in the Lipetsk region. The main reasons for the decrease in the profitability of regional solid municipal waste operators are identified, the main tasks of reforming the waste management sector in the Russian Federation are formulated, measures are proposed to increase the financial stability and economic attractiveness of the regional operator.

The article analyzes the regional specifics of solid municipal waste management in the Arctic zone of the Russian Federation. The relevance of the topic is determined by the need to analyze the regional specifics of solid municipal waste management within the framework of the federal project "Integrated System of Solid Municipal Waste Management", included in the national project "Ecology". First of all, this request will allow us to achieve the most effective management decisions in the field of regulatory regulation and the introduction of mechanisms for economic regulation of MSW management activities, as well as to contribute the creation of an effective management system, and the development of infrastructure for MSW management. The statistical analysis of formation indicators, processing and utilization of MSW waste in the structure by region is presented in this paper. The factors determining the specificity of MSW handling in the Arctic regions are defined. The expert survey made it possible to identify the main problems of implementing the garbage reform in the Arctic in general and in inner regions in particular. The main methods in this study were: semi-formal telephone interviews with representatives of environmental organizations and associations (18 informants), as well as collecting and analysis of statistical indicators of the MSW handling in the Arctic regions.

Justification of the rational management of solid municipal waste is an urgent problem for our country. This situation is due to the presence of a large amount of waste generated annually, which, as a rule, is stored uncontrolled in landfills, dumps and is less recyclable. In this regard, the study analyzes the current state of legislation in the field of solid municipal waste management in the Russian Federation, as well as the experience of waste management abroad and highlights its main features. The possibility of using the resource approach is estimated by the example of calculating the cost of waste disposal and recycling, energy utilization technologies. As a result, the propused structure of such on approach which is new and promising for the development of management processes and implementation of recycling need generated by municipal waste. Besides, as a practical management tool, the article offers indicators that should be used as a basis for a methodological approach to calculating the resource potential of solid municipal waste and calculating the tariff for reclamation of disturbed land, which will increase the socio-economic efficiency of waste management.

This article presents an analysis of the changes that have occurred in one of the most important state documents - the Food Security Doctrine of the Russian Federation. Criticism of this document can be traced in many scientific works: some experts attribute the Doctrine only to a program document, while others expect it to be implement and control, i.e. much more in practice. An assessment of the significance and essence of such a document as the doctrine as a whole made it possible to determine its place both in the system of public administration and the degree of its significance in the regulatory field. Based on the findings, an attempt was made to analyze changes in the new Doctrine of Food Security of the Russian Federation, approved by Decree of the President of Russia No. 20 of 01.21.2020. Structural changes in the new Doctrine are highlighted, as well as a critical assessment of the features of all its main sections. The greatest changes were revealed in the state food security assessment system, and it was also determined that the new version of the Doctrine has a greater social bias. If there are positive changes, some omissions of the most important areas of agri-food policy have been identified, which, despite their absence or insufficient reflection in the Doctrine, can be presented and decided at the level of subsequent documents, but only if the Doctrine in practice will be a fundamental document of public administration and regulatory framework.

Based on the example of flood warning data provided by EFAS for the territory of Northwestern Administration for Hydrometeorology and Environmental Monitoring in 2018-2020, the structure of the systematized issues of the EFAS portal is analyzed. The issues determine a feedback for the year-round monitoring of the accuracy of flood forecasting using the LISFLOOD base model, as well as its calibration. Several most important feedback sections are highlighted, that allow improving significantly a procedure for the quantitative and qualitative differentiated assessment of short- and medium-range flood forecasts. Using the results of the numerical analysis, a general description of the EFAS flood warning system quality and the prospects for the participation of the Russian Federation in it are given.
