The report reflects the results of the analysis of the state of technical regulation of the design and operation of aspiration systems in woodworking, the presence of problems in ensuring their functional, energy efficiency and safety, the practice of training technical personnel and engineering personnel. The information on the direction of research of the properties of crushed wood, the operation of equipment, the development of technical regulatory legal acts of the Republic of Belarus, the implementation of the results in the educational process. National, foreign regulatory and technical documents and sources of information, materials of conferences held abroad were used.

Currently, without the effective information support of scientific research and the educational process, the innovative development of higher education isn’t possible. But the databases of leading publishers such as Springer Nature, Wiley, Elsevier, Oxford University Press and others are very expensive for universities in developing countries and countries with economies in transition. It is necessary to conduct researches to analyze the demand for digital information resources of publishers to determine the most popular sources for each university. The article is devoted to the results of research on the demand for electronic scientific and educational resources in 63 universities of Uzbekistan, as well as their impact on publication activity. Interviewed more than 1200 respondents from among doctoral students, applicants for academic degrees, teachers and researchers. Based on the results of the survey, the most frequently used sources of information for scientific research, problems they face when writing scientific articles, and information resources they often use are identified. Such researches were conducted in the republic for the first time. The results of the survey made it possible to get a clear picture of the state of information support of universities, to develop recommendations to improve of acquisition funds of academic libraries, on organizing and conducting thematic trainings for doctoral students, teachers, and researchers.

As is well-known, the chemical knowledge is acquired at three levels: the macroscopic and tangible (what can be seen, touched and/or smelt); the sub-microscopic (atoms, molecules, ions and structures) and the representational (symbols, formulae, equations, mathematical manipulation, graphs etc.). In order to acquire real knowledge, all factors involved in the educational process (authors of textbooks, teachers, electronic sources of information and students) should do everything possible to avoid formation of school-made erroneous notions (misconceptions). Reported here are the findings of a study on the presence of students’ misconceptions regarding the three levels of representation in the chemistry teaching in the Republic of Macedonia. As our study showed, many school-made misconceptions are due to the fact that students do not distinguish between the three levels of think-ing/representation.

The article considers the work of the Department of Library-Information Resources (LIR) of the East-Siberian State Institute of Culture (VSGIK), aimed at supporting the reading of young people. The purpose of this article is to reveal the experience of the Department of Library-Information Resources in the implementation framework of the project “Self-realization of young people in the journalistic creativity as the basis of psychological preventive health care”. The authors consider the stages of project implementation: conducting the contest of journalistic materials, publication of miscellany containing the best journalistic works of pupils of secondary schools, distribution of miscellany in school and university libraries of the Republic of Buryatia, implementation of different preventive events with VSGIK students and school pupils basing on the publication materials. The authors characterize the expert evaluation of competition works of pupils of senior school, based on the use of qualitative and quantitative criteria. The contest was held in two categories: “Best analytical materials” and “Best information materials”. The article describes the results of voting in the nomination “Popular vote Winner” in the social network “Vkontakte” on the VSGIK official web page. The authors describe the stage of work associated with publication of miscellany “On the threshold of adulthood: reflections of schoolchildren on literature, creativity and life”, which includes 28 competition works.The article highlights the most interesting works of senior school students, rich in reasoning, reflecting the emotional state of person, empathy for the main characters and clearly expressed life positions. The miscellany received feedback from library staff of the Republic of Buryatia, Irkutsk Region, Trans-Baikal Region, which gave high assessment of the overall level of published materials and emphasized the wide readership of the publication. Based on the feedback of library specialists and school pupils, the article concludes about the main results of the project: there were created interesting creative works containing the authors’ arguments and reference to their own, though small life experience. Students revealed the role of book in their lives and disclosed how the book forms the personality of a person.The authors present the quantitative and qualitative indicators of project performance. Distribution of the miscellany in 368 school libraries of the Republic of Buryatia makes it possible to ensure its wide application in the educational process.

Sustainable development, as a generally accepted concept of modern society, implies the protection of the environment as one of the basic goals. This goal is achieved, among other things, through the use of renewable energy sources and energy efficiency. The improvement of energy efficiency and application of renewable energy sources should be incorporated while preserving the economic interests of the state. In order to harmonize these interests, the state must introduce the policy in the field of energy, which will simultaneously take care of both the environment and the economy. Among the most important instruments of such a policy are legal regulations. The Republic of Serbia has an extensive and thoroughly structured system of regulations in the field of energy efficiency. The mere existence of regulations in this area is not enough. It is only a necessary precondition for their consistent application, as well as control of the application by inspection bodies.

The paper presents the research findings on the behavior of users of the social network Facebook, in the circumstances of a crisis situation and the declaration of the state of emergency. By combining the media content analysis, modified netnographic approach and pseudo-survey techniques, the author seeks to determine the extent and the manner in which the declaration of the state of emergency in the Republic of Srpska has affected its citizens. The results show that the state of emergency has led to a reduction in the number of events reported, creating uniformity in media content and increasing the degree to which the media rely on official sources of information. On the other hand, the audience shows saturation with such content, completely ignoring it or expressing dissatisfaction with the overall situation, most often sarcastically. The analysis of user comments shows that, although value-neutral, the content focused on government activities provoked mostly negative comments, with hate speech and explicit vulgarism, as well as comments ad hominem, although to a lesser extent.

The object of the study is directly the energy efficiency of apartment buildings, as well as its increase in the course of major repairs and construction of apartment buildings. The article also discusses measures to improve the energy efficiency of apartment blocks. The purpose of the study is to analyze the state of management of energy efficient construction and repair of apartment building, mainly using the example of the Republic of Tatarstan.

The article describes the results of the study of information needs of students in the formation of the electronic educational environment of the Kazan State Institute of Culture.  The study aims to solve the following problems: identify and evaluate the attitude of students to the use of new information technologies in the educational process; define the range of sources of information used by students; to evaluate the degree and effectiveness of using various elements of the electronic educational environment of the institute. The methodological base of the study was a systematic approach as a direction of the methodology of scientific knowledge, which is based on the consideration of the object of study as a system. This study uses empirical research methods, in particular survey and comparison methods, as well as analysis of publications and regulatory documents. Studying the information needs of students to optimize their information support system, intensify their activities in mastering the basic educational program and improve the quality of training of future specialists.

The urgency of this problem is that in Ukraine the issue of digitalization of information support of the fiscal space becomes widespread when the country is faced with the problem of lack of funds in the budget to perform its functions. The article highlights the relevance of information and analytical support for the functioning of tax authorities in Ukraine at different levels of government. Considerable attention is paid to the processes of digitalization of tax services and the prospects of their monitoring are substantiated. The role and specific features of the information potential of tax administrations of foreign countries are studied. The essential and institutional determinants of information support of the activity of tax bodies at the state and territorial levels are determined. The main sources of information support of tax authorities at the state and regional levels are grouped. It has been established that the practice of collecting financial information from the resources of information portals and social networks has recently become popular, but this aspect requires thorough monitoring and verification, as well as anticipation of probable risks. It is proved that an important element for the study is electronic document management as an object of activity of the State Tax Service of Ukraine. In modern conditions, the interests of stakeholders are growing in terms of efficiency, convenience and clarity of the information received, and on the part of the state and its tax authorities – timely and comprehensive information to taxpayers. The main sources of information support of tax authorities in Ukraine and Germany are systematized. Emphasis is placed on the need to develop electronic document management at all stages of the budget and tax process. Diagnosis of the possibilities of the electronic office of the taxpayer in terms of modular components (general information, personal information and information monitoring modular blocks) is conducted. The features of electronic tax information of local governments. The socio-economic and fiscal effects of increasing (innovation) of information State Tax Service of Ukraine are determinate.

Introduction. The article is of relevance due to the ongoing processes of digitalization of the economy of the Russian Federation and the increasing demands on the digital competence of society. The purpose of this paper is to review the factors causing the digital divide and characterize the role of the education system in bridging the digital divide of the population (using the example of the Republic of Bashkortostan). Materials and Methods. Data from the Territorial Statistics Service and other open sources of information were used as the materials for the theoretical part of the study. The experimental part of the study was based on testing of students of the Bashkir State Agrarian University conducted by the author in order to determine their level of digital competence. The research methods employed included collection, systematization and analysis of data. Results. The study has analyzed the quantitative and qualitative indicators of the digital divide in the Republic of Bashkortostan. The main factors causing the digital divide in the Republic have been identified: those associated with the differentiation of the population according to territorial characteristics as well as to economic and social criteria. It has been shown that the problem of the digital divide of rural and urban areas is of great relevance for the Republic of Bashkortostan. The role of vocational education in overcoming digital inequality has been substantiated; the growth of the university students’ level of digital competence as a result of their training has been estimated. Discussion and Conclusion. The issue of bridging the digital divide is a comprehensive one and can be solved only by consolidating the efforts of all members of the society to create a unified digital environment, with the support from regional authorities and involvement of federal government resources. The results are of practical importance for teachers of information technology, as well as for representatives of regional IT-structures. Further areas of study of the problem of the digital divide are associated with the identification of new ways of forming and developing digital competence in the educational process.

The purpose of the article is to reveal the essence of the information and analytical component of the activities of diplomatic institutions. The research methodology is based on a set of general scientific methods of analysis and synthesis, generalisation and systematisation, which made it possible to achieve the goal of the article. The scientific novelty of the findings consists in focusing on the areas of information and analytical activities of diplomatic institutions: collecting and analysing information in the interests of the foreign and domestic policy of the state, which will guarantee it a worthy position in the international arena; providing information support for the country’s foreign and domestic policy. It is noted that a significant increase in the volume of information, in its content diversity, and a large-scale spread of advanced technologies that allow not only transmitting information over vast distances but also quickly processing large amounts of data, require diplomatic institutions to give special treatment to the forms and methods of information and analytical activities. The matter concerns the need to acquire skills in working with information and communication technologies, along with the use of traditional channels for receiving and transmitting information, as well as direct human communication. Each of these channels for obtaining information has its characteristics, which, in turn, highlights the need to choose the optimal possible number of different sources of information, taking into account the essence and nature of the tasks undertaken by a diplomatic institution. Providing the state leadership with high-quality analytical materials requires their compliance with such characteristics as objectivity, reliability, completeness, etc., while proposals and recommendations made by a diplomatic institution should contain a forecast of the further development of the event or situation in the host country and worldwide.
