The purpose of the article is to reveal the essence of the information and analytical component of the activities of diplomatic institutions. The research methodology is based on a set of general scientific methods of analysis and synthesis, generalisation and systematisation, which made it possible to achieve the goal of the article. The scientific novelty of the findings consists in focusing on the areas of information and analytical activities of diplomatic institutions: collecting and analysing information in the interests of the foreign and domestic policy of the state, which will guarantee it a worthy position in the international arena; providing information support for the country’s foreign and domestic policy. It is noted that a significant increase in the volume of information, in its content diversity, and a large-scale spread of advanced technologies that allow not only transmitting information over vast distances but also quickly processing large amounts of data, require diplomatic institutions to give special treatment to the forms and methods of information and analytical activities. The matter concerns the need to acquire skills in working with information and communication technologies, along with the use of traditional channels for receiving and transmitting information, as well as direct human communication. Each of these channels for obtaining information has its characteristics, which, in turn, highlights the need to choose the optimal possible number of different sources of information, taking into account the essence and nature of the tasks undertaken by a diplomatic institution. Providing the state leadership with high-quality analytical materials requires their compliance with such characteristics as objectivity, reliability, completeness, etc., while proposals and recommendations made by a diplomatic institution should contain a forecast of the further development of the event or situation in the host country and worldwide.

Questions and problems related to new production relations arising from the use of information and communication technologies in the technological processes of agricultural production (point farming, differentiation of information support through the reception, processing, presentation of information about the state of the soil, animals, the environment, etc.) between the object and the subject of management are investigated and analyzed. The system of collecting and wireless transmission of data on the state of the soil by means of mobile and stationary sensors with the subsequent analysis of information for making optimal management decisions in crop production is considered.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

The article examines the structure and principle of operation of the electronic office of the taxpayer, its advantages and disadvantages. The object of research is the electronic office of the taxpayer. The purpose of the work is to analyze the work of the electronic office of the taxpayer. Research method - a method of operationalization of concepts, induction and deduction. The interaction of taxpayers and controlling bodies with the use of information and communication technologies is on the way to reforming the state bodies of Ukraine in accordance with the requirements of the European Union. One of the directions of modernization of the information system of the State Tax Service is the introduction of a new electronic service for providing electronic services to taxpayers using the Internet environment and a single web portal of the State Tax Service of Ukraine - a personal electronic office of the taxpayer. The electronic service was developed as part of the «Tax Block» system. The structure of the electronic office of the taxpayer is considered in detail. The advantages of submitting electronic reporting are analyzed and the ways to improve the work of the electronic cabinet are identified. Trata-se de um artigo de revisão, que busca estudar o contexto neotecnicista mais recente, apresentado agora sob a forma de um processo de ensino e aprendizagem centrado nos resultados, em que se propõe a mesma racionalidade técnica dos anos setenta, para assim garantir a efciência e a produtividade na educação. Fazendo um resgate da história da educação brasileira, já na década de setenta, a confguração do discurso pedagógico estava atrelada aos princípios de racionalidade, efciência e produtividade. A pedagogia tecnicista estruturava o processo educativo em uma perspectiva operacional. Reportando-se ao momento atual, ao se examinar as políticas educacionais se encontra a ideia do neotecnicismo atrelada às avaliações de larga escala, com base nos conceitos de efciência, de produtividade e de qualidade total. Nesse contexto, a estratégia parece ser a incorporação das tecnologias na educação no primado da dimensão técnica. Em outras palavras, o neotecnicismo pedagógico se faz presente nas atuais políticas educacionais, que enfatizam o critério da qualidade com base na utilização das tecnologias como estratégia de adequação da educação escolar à sociedade da informação. A pesquisa é bibliográfca com aportes em artigos científcos e documentos ofciais. O estudo conclui que o paradigma neotecnicista poderá trazer novas formas de racionalização do sistema educativo, especialmente, através de concepções educacionais ancoradas no discurso da qualidade total na educação.Palavras-chave: Políticas Educacionais. Tecnologias de Informação e Comunicação.AbstractThis is a review article that seeks to study the latest neotechnical context, now presented in the form of a teaching and centered learning results, which proposes the same technical rationality of the seventies in order to ensure the efciency and productivity in education. Making a rescue of the history of Brazilian education, already in the seventies, the confguration of the pedagogical discourse was associated with the principles of rationality, efciency and productivity. The technicist pedagogy structured the educational process in an operational perspective. Referring to the present moment, as the educational policies are examined is the idea of linked neotechnicism to the large-scale assessments based on the concepts of efciency, productivity and overall quality. In this context, the strategy seems to be the incorporation of technology in education in the primacy of the technical dimension. In other words, the pedagogical neotechnicism is present in the current educational policies that emphasize the quality criteria based on the use of technology as a strategy of adaptation of education to the information society. The research is literature with contributions in scientifc papers and ofcial documents . The study concludes that the neotechnical paradigm can bring new ways of streamlining the education system, especially through educational conceptions anchored in total quality discourse in education.Keywords: Educational Policies. Scientific discussion of the problems of transformation of the legal foundations of state institutes of scientific and educational institutions under the influence of the development of information and communication technologies (ICT) and innovative thinking of people is extremely relevant and complex at the same time. Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. The availability of breastfeeding support resources, including those provided by Baby-Friendly Hospitals, International Board Certified Lactation Consultants, breastfeeding counselors and educators, and volunteer-based mother-to-mother support organizations, such as La Leche League, are critically important for influencing breastfeeding initiation and continuation for the mother-child dyad. In addition, the emergence of community support options via information and communication technologies such as Skype and Facetime, social media (e.g., Facebook), and telelactation providers are providing mothers with a new range of support options that can help bridge geographic barriers to traditional community support. However, telelactation services that use information and communication technologies to connect breastfeeding mothers to remotely located breastfeeding experts require reliable, affordable, high-quality broadband connections to facilitate interaction between mothers and their support resources. The purpose of this paper is to explore the complex spatial landscape of virtual and face-to-face breastfeeding support options for mothers in the state of Ohio (U.S.), identifying barriers to support. Using a range of spatial and network analytics, the results suggest that a divide is emerging. While urban areas in Ohio benefit from both a density of face-to-face breastfeeding support resources and robust broadband options for engaging in telelactation, many rural areas of the state are lacking access to both. Policy implications and several potential strategies for mitigating these inequities are discussed.

Educational change, particularly change involving the adoption of educational innovations, is a complex process. In Malaysia, the significant role of information and communication technologies (ICTs) in promoting digital education is reflected in the national ICT in education policy. Nevertheless, studies in the Malaysian educational context have shown that the policy implementation resulted in varying degrees of success. Through a discourse analysis approach, this paper aims to examine the evaluation studies on large scale initiatives introduced to digitize the Malaysian education system, from the Smart Schools programme to the incorporation of the Frog Virtual Learning Environment in classroom. The rationale behind these top-down initiatives and how they affected the stakeholders at the micro level, namely, teachers and students, are reviewed and analysed. The analysis informs our understanding of the factors that contribute to the successful and unsuccessful implementation of these initiatives and guide the planning of future policies.

International assessments such as the trends in international math and science study (TIMSS), the program for international student assessment (PISA), and the international computer and information literacy study (ICILS) have traditionally relied on paper and pencil administration. These assessments are rapidly transforming into or have been developed as computer-based tests due to advances in information and communication technologies of the past decade. These computer-based assessments will eventually make traditional paper and pencil assessments obsolete. Specifically, international and other large-scale assessments can benefit from the use of automatic item generation (AIG) and/or computer adaptive testing (CAT) to enhance and strengthen test security and validity, as well as reduce costs over the course of multiple test administrations, encourage student engagement, and efficiently measure students' abilities.
