The aim of this study is to reveal the views of the practitioners regarding the measurement and evaluation sub-system of distance education applications in higher education. 11 faculty members working at Akdeniz University, determined with an easily accessible sampling of purposeful sampling methods, participated in this study in which qualitative research method was used. The research is in case study design, one of the qualitative research designs. Therefore, to collect data, a semi-structured interview form was prepared and an interview technique was used in the study. The data were analyzed by the content analysis technique. All the data obtained in the study were coded. Various themes and sub-themes suitable for these themes were determined by the purpose of the research, percentages and frequencies related to the sub-themes were calculated. When the findings are evaluated in the context of education management and the use of educational technologies, it was observed that the problems encountered in measurement and evaluation system in distance education in higher education are the lack of technological infrastructure, the safety of exams, failure to provide equal opportunities. As a result, opinions about an effective measurement and evaluation system have been put forward by the practitioners.

The purpose of this research is to evaluate the views of university students with disabilities, regarding the distance education process. The data collection tool of this qualitative research carried out in a phenomenological design is a semi-structured interview form developed by the researcher, which aims to get the opinions of the disabled students studying at the university on the distance education process. The study group of the research consists of 30 students with visual, hearing and orthopedic disabilities who are studying at various universities in the cities of Almaty, Nur-Sultan, Aktobe and Karaganda in Kazakhstan, and have agreed to participate in the research voluntarily. As a result of the research, it was revealed that university students with disabilities found distance education inadequate in terms of teacher-learner, learner-learner, learner-content and learner-technology relations in line with the answers they gave in the semi-structured interview form. Improving teacher and peer relations in the distance education process of disabled university students, reorganizing the educational content and creating the technological infrastructure suitable for their needs are among the important tasks of the education approach of contemporary higher education. Социальная, культурная и образовательная конкурентоспособность находятся под влиянием образовательных технологий, которые положительно влияют на стиль, продолжительность и метод обучения в высших учебных заведениях. Дистанционное образование возможно применять и как полноценную самодостаточную форму, и как дополнение к классическому обучению в аудиториях. Автор рассматривает в статье дистанционную форму обучения как альтернативу традиционной форме преподавания в вузах на время периодов самоизоляции (пандемии, сезонные карантины), а также как дополнение к традиционным формам обучения. Анализируются проблемные и положительные аспекты применения данной формы. Указаны возможные форматы обучения в условиях дистанционного образования. Выделены сильные и слабые стороны использования некоторых технологий. Technologies alter the way of living and work of a person. The Internet world network makes it easier to quickly access useful information. Social, cultural and educational competitiveness are influenced by educational technologies that positively influence the style, duration and method of education in higher education institutions. Distance education can be used as a full-fledged self-sufficient form, or as a Supplement to classical training in classrooms. The author considers distance learning as an alternative to the traditional form of teaching in higher education institutions during periods of self-isolation (pandemics, seasonal quarantines), as well as as an addition to traditional forms of education. The problem and positive aspects of using this form are analyzed. Possible formats of training in the conditions of distance education are specified. The strengths and weaknesses of the use of certain technologies are highlighted.

This chapter intends to determine the existing status of distance education at higher education level in Turkey. Recently, there are various institutions in Turkey which provide distance education such as distance education research and application centers, information departments, continuing education centers, head of IT departments etc. However, little is known about their administrative related structuring. This chapter provides a qualitative research which aims to answer following issues: (1) to determine the existing distance learning programs and compulsory joint courses being provided in distance mode, (2) to identify varying titles given to the institutions or units which provide compulsory joint courses or programs in higher education, (3) to determine the LMSs used to provide distance education, (4) to determine e-learning activities in distance education institutions, (5) to identify the roles of administrative staff in distance education institutions.

Abstract The objective of this study was to investigate professors' perceptions about their experiences in the teaching-learning process of nursing care in relation to dying. This is a descriptive-exploratory, qualitative research, delimited by data saturation, was carried out with 11 nursing professors from three higher education institutions. Data collection involved the drawing-text theme technique and a semi-structured interview. Analysis used the technique of collective subject discourse. The results identified three categories: How I would like to take care in the context of finitude - my challenge; Challenging fragilities in the teaching of nurses in the context of care concerned with death and dying; Strategies to compensate or promote more substantial nurse training related to care in finitude. We conclude that the graduation of the nurses studied did not satisfactorily develop the necessary skills and abilities to deal with human death and dying. This study infers the need of permanent education to support transformations in this area.

The objective of this study is to investigate the role of agile teams in the service delivery of Saudi higher education amid the COVID-19 crisis. The qualitative design of this study allows for an open-ended data collection instrument defined by a semi-structured interview process and thematic data analysis. The study employs a purposive strategy to sampling whereby direct engagements are administered between the author and individual participants. The study therefore analyzes data inductively and reports results where codes are defined, patterns are identified, and themes are generated. The first theme is that the future of Saudi higher education is learner-focused. The second theme is that the value of agile teams increases in the level of operational complexity of distance education. The Fourth theme is that the COVID-19 crisis is leaving a permanent impact on the way higher education is delivered. The fifth theme is that the agility features of adaptability and responsiveness are highly desirable in Saudi higher education settings. The sixth theme is the great potential for agile teams in the delivery of distance education is to enhance learners’ labor market competitiveness while augmenting their sense of responsible citizenship. The study implies that agile teams have great potential in the service delivery of Saudi higher education.

Purpose This study aims to assess the extent to which sustainable development practices are prevalent at the College of Open and Distance Learning (CODL), St. Mary’s University, Ethiopia. The assessment focused on identifying the college’s inclusion of the sustainable development agenda in its policy statements, various functions and practices. Design/methodology/approach The study adopted a mixed-method approach and used a case study in its design. Data were generated from a standard survey questionnaire, adopted from the unit-based sustainability assessment tool (Togo and Lotz-Sisitka, 2009), a semi-structured interview and documentary evidence. Findings The findings revealed that CODL has limited involvement in sustainability issues despite relevant policy directions set at national and institutional levels. Current engagement patterns are limited to teaching, course provision and a few areas of operations and management while a serious gap has been noted as regard the two core functional areas of research and community service which happen to be neglected. Research limitations/implications This study was based on a single CODL, albeit an institution with a long history of offering distance education in Ethiopia. Despite its contribution to an understanding of how sustainability issues are addressed in the context of Africa in general and Ethiopia in particular, the generalizability of the findings to other similar institutions is limited. Originality/value There is very little research in Africa as regard the involvement of higher education institutions in promoting the issues of sustainability in general and distance education providers in particular. In addition to addressing this gap, the study suggests the need for distance education institutions to improve their mapping strategies and respond to the greater concerns of sustainable development.

As with any new program, the chance of failure runs high and distance education, in comparison with the longevity of traditional education, is considered relatively new. Still, distance education appears to be here to stay. In fact, a 2000 market survey found that over 94% of all colleges were either offering or planning to offer distance education courses (Twigg, 2001). With this much interest and popularity, the need for policies to regulate distance education program practices should be recognized by all participating institutions of higher education (Czubaj, 2001). While students appear to be more focused on the conveniences that distance education provides, universities are more attentive to the need for offering a valid learning alternative. Higher education enrollments have shown upward movement and this has, to a degree, been attributed to the adult learners’ interest in, and availability of, distance education (Boettcher, as cited by Worley, 2000). Change in the enrollment demographics and the offering of distance education programs stimulates the need for new decisions by academic administrators for quality and accreditation purposes (Shea, Motiwalla, & Lewis, 2001; Tricker, Rangecroft, Long, & Gilroy, 2001). One of the first steps toward ensuring success of distance education programs is identifying the requirements of all those involved. Student needs are to receive a quality education; faculty needs are to have at their disposal (and to use) the knowledge and means to provide this education; and institution needs are to assess that students receive a quality education and to provide faculty with the resources for student educational needs to be met. One of the problems that could harm distance learning or prevent it from being all that it can be is the lack of a good evaluation system. The focus of this article will be to identify and describe, from the literature, the components of an effective evaluation system. Armed with this information, administrators will be able to make better program decisions.

The 21st century is envisaged to be an era of the highest growth of the higher education (HE) system with multiple qualitative and developmental changes. Namely, public universities are faced with numerous challenges: reduction of public funding, public accountability, cost efficiency, digitization, marketization, social corporate responsibility, and competition. In order to cope with these changes, governments have been implementing new strategies with the aim to improve the economic efficiency of HE systems and achieve optimal utilization of public resources. Hence, there is a growing demand for the measurement, management and reporting of university performances. Based on the developed conceptual framework of integral performance measurement and evaluation system of universities in Serbia, this chapter provides a framework for intellectual capital (IC) reporting system according to the needs, characteristics, organization, and functions of the Serbian public universities.

Mevlana Exchange Program is a program that helps to exchange students and academics between the Turkish universities and foreign higher education institutes in Turkey and other countries. The aim of this study is to determine the views and recommendations of exchange students Adiyaman University, who went to Morocco within the scope of Mevlana Exchange Program. This study has been designed to be a case study which is patterned on a basis of qualitative research. Within the research, the opinions of the participants were gathered with a ‘structured interview form’ which was developed by the researcher through taking expert’s opinion. The research is limited with the pieces of information that were provided by the students who went to Morocco. The vast majority of students who have gone to the country in question have expressed that they were not satisfied with the services, such as health, alimentation, sheltering and security and experienced huge problems. The purpose of this research study was to investigate if and how digital technologies could be used to support a triad-approach for student assessment in higher education. This triad-approach consisted of self-reflection, peer feedback, and instructor assessment practices in a pre-service teacher education course at a Canadian university. Through online surveys, journal postings, and post-course interviews the study participants indicated that digital technologies could be used to effectively support such a triad-approach only if students were more actively involved in the assessment process and the course instructor placed a greater emphasis on formative assessment practices. Le but de cette recherche était d’étudier dans quelle mesure les technologies numériques pouvaient être utilisées pour soutenir une approche triadique de l’évaluation des étudiants universitaires. Cette approche tripartite consistait dans l’autoréflexion, la rétroaction par les pairs et les pratiques d’évaluation de l’enseignant dans un cours de formation des futurs enseignants au sein d’une université canadienne. À l’aide de sondages en ligne, d’annonces de journaux et d’entrevues post-formation, les participants à l’étude ont indiqué que les technologies numériques pouvaient être utilisées pour soutenir efficacement une telle approche triadique, à condition que les étudiants soient impliqués plus activement dans le processus d’évaluation et que l’enseignant mette davantage l’accent sur les pratiques d’évaluation formative.
