Based on the National Spatial Planning and Spatial Planning of West Java Province in 2010, the role of Garut Regency is related to the spatial structure policy of the West Java region which sets two regional categories, namely the main area and the supporting area, in this case the Garut Regency as the central supporting region support economic growth in the main region together with the regions of Sukabumi and Cianjur Regencies. In the Provincial Spatial Planning plan that shows the dominant allocation of economic activity, Garut Regency is allocated for dry land agriculture activities, production forests, plantations, and fisheries. Investment Development Policy in Garut Regency is stipulated in the Regional Regulation of Garut Regency Number 14 of 2012 Regarding Investment Chapter III Direction of Investment Policy in the Region. The purpose of the Garut Regency Regional Investment Performance Evaluation Study is to provide convenience for the Regional Government in this case the Integrated Investment and Licensing Office and various other parties such as the general public, prospective investors in determining the choice of various alternative investment opportunities. the methodology to be carried out in the Garut Regency Investment Performance Evaluation Study, carried out several analyzes. These analyzes can be seen from the potential conditions (natural resources, human resources), supporting infrastructure, policies and economic conditions in the area around the Garut Regency Investment Area.

Tax as a source of income for state finance is a manifestation of the community's direct contribution to development goals. The Regional Government of Banyumas Regency on September 10, 2004 proposed the Acquisition of Non-Taxable Tax Objects to the Minister of Finance and based on the Decree of the Head of Regional Office of the Directorate General of Taxation of West Java dated Dec-ember 23, 2004, Kep 14 /WPJ 10/BD05/2004 determine the amount of the acquisition value of non-taxable objects in Banyumas Regency. The problem examined in this paper is The Role of Balancing Funds originating from the Fees for Acquiring Land and Building Rights in financing the administration of regional government in Banyumas Regency; and Factors that influence the receipt of balance funds from the Land and Building Rights Acquisition Fees in Banyumas Regency. The research method used was normative juridical, namely statue approach and conceptual approach then analyzed qualitatively. The cost of acquiring land and building rights (BPHTB) in financing the administration of regional government in Banyumas Regency was still relatively small, and its implementation was also influenced by several factors. Keywords: tax, Customs for Land and Building Rights, locally-generated revenue.

Micro and Small Enterprises (MSEs) is a general term for business entities that qualify Micro and Small scale enterprises. MSEs can be viewed from various perspectives. In this study, researcher looked at from the point of view of institutional MSEs, which many experts interpreted as a rule of the game. Institutionally, MSEs play an important role in the economy in West Java, in particular of its contribution to the number of business units which reached 99.98%. Based on MSEs significant contribution in terms of number, researcher is interested to know more about the role of MSEs institutional as an economic bodies to the economy: the Labor Absorption, GDP and LPE, which is the goal of this research. Type of this research is  descriptive-explorative which conducted through an inductive approach.The conclusion of this study is that institutional of MSEs in West Java contribute significantly to Labor Absorption (80%), GDP (42.78%) and LPE (2.95%) of West Java LPE 6.59%. This fact demanding the Regional Government of West Java more proactive in empowering MSEs. Based on the data obtained in this study, 54% of institutional of MSEs in West Java got problem. The biggest problem is competition (29.57%). According to the theory used in this study, the best way to build the institutions is to combine the skills, strategy, and coordination, which is done in a equitable ways.

The purpose of this research is: 1) To know and analyze about enclaving on the cultivation rights title as a land source for low-income people housing development, 2) To know and analyze the role of the regional government in spatial planning organizing on cultivation rights title of the enclave of the land as a land source for low-income people housing development.This research use normative legal research method with qualitative approach. The results of this research is: 1) enclaving on the prolongation or renewal of the cultivation rights title can be used as a land source for the housing development for low-incomwe people, with a terms that its still concerned with the suitability and design on the spatial planning in that area, 2) regional governments as the representatives of the state in the regions authorized in planning, utilizing and controlling spatial in their regions, especially on the regional spatial planning policies, granting licenses, and giving punishment to anyone who violating the regional regulations. enclaving on the cultivation rights title as a land source for low-income people housing development must suitable with the spatial allocation that allows housing / flats to be built.

The Role of the Forestry Subsector in the Regional Development of West Java Province: Input-Output and Clustering Approach West Java Province has a problem to balance economic growth, population welfare, and environmental sustainability. Land requirements to support economic activities have caused land conversion and land use misalignment that are not in line with their function and carrying capacity. This research is aimed to analyze the role of the forestry subsector within the regional economy, how the alignments between forest area use and spatial planning, and to analyze regional typology based on environment carrying capacity based on ecosystem services. Research methods used in this research include Input-Output Analysis, Spatial Analysis, Principal Component Analysis (PCA), and Spatial Clustering Analysis. Results of the alignment analysis between land use/land cover and spatial planning showed that about 20.8% or 167,473 ha of forest area experienced land use/land cover changes. Results of the Input-Output analysis showed that the role of the forestry subsector in using outputs from other sectors and providing outputs for other sectors were low. West Java Province can be divided into 4 clusters: center of paddy production, regions that are dominated by forest, densely populated regions, and drought-prone regions.

This article aims to explain how the development of coastal waters and small islands management problems in Indonesia after the issue of Law No. 1 of 2014 and Law No. 23 of 2014, this paper uses normative juridical approach, where normative juridical research is research which uses primary data as main data in research. The results show that the development of management of coastal waters and small islands in Indonesia experience changes, especially when the issue of Law No. 1 of 2014 and Law No. 23 of 2014, these changes brought a new problem which include the loss of regional authority over management coastal waters, small islands, overlapping arrangements regarding Spatial Planning and Zoning Plans for Coastal Areas and Small Islands (RZWPPK), and Management and Utilization of marine resources is possible to be managed by foreign parties. So that the conclusions obtained is there is need to redesign the role of the city regional government in the management of coastal waters and small islands, removing the obligation of the local government to determine Spatial Planning and Zoning Plans for Coastal and Small Islands (RZWPPK) and protect and empower coastal communities in the management of coastal waters and small islands.

The reporting of comprehensive income is becoming increasingly important. After the introduction of Other Comprehensive Income (OCI) reporting, as required by the 2007 IAS 1-revised, the IASB is currently seeking inputs from investors on the usefulness of unrealized gains and losses and on the role of comprehensive income. This circumstance is of particular relevance in code law countries, as local pre-IFRS accounting models influence financial statement preparers and users. This study aims at investigating the role played by unrealized gains and losses reporting on users' decision process, by examining the impact of OCI on the Italian listed companies RoE ratio and by surveying a sample of financial analysts, also content analysing their formal reports. The results show that the reporting of comprehensive income does not affect the financial statement users' decision process, although it statistically affects Italian listed entities' performance.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis

Distributed database management systems manage a huge amount of data as well as large and increasingly growing number of users through different types of queries. Therefore, efficient methods for accessing these data volumes will be required to provide a high and an acceptable level of system performance.  Data in these systems are varying in terms of types from texts to images, audios and videos that must be available through an optimized level of replication. Distributed database systems have many parameters like data distribution degree, operation mode and the number of sites and replication. These parameters have played a major role in any performance evaluation study. This paper investigates the main parameters that may affect the system performance, which may help with configuring the distributed database system for enhancing the overall system performance.
