Micro and Small Enterprises (MSEs) is a general term for business entities that qualify Micro and Small scale enterprises. MSEs can be viewed from various perspectives. In this study, researcher looked at from the point of view of institutional MSEs, which many experts interpreted as a rule of the game. Institutionally, MSEs play an important role in the economy in West Java, in particular of its contribution to the number of business units which reached 99.98%. Based on MSEs significant contribution in terms of number, researcher is interested to know more about the role of MSEs institutional as an economic bodies to the economy: the Labor Absorption, GDP and LPE, which is the goal of this research. Type of this research is  descriptive-explorative which conducted through an inductive approach.The conclusion of this study is that institutional of MSEs in West Java contribute significantly to Labor Absorption (80%), GDP (42.78%) and LPE (2.95%) of West Java LPE 6.59%. This fact demanding the Regional Government of West Java more proactive in empowering MSEs. Based on the data obtained in this study, 54% of institutional of MSEs in West Java got problem. The biggest problem is competition (29.57%). According to the theory used in this study, the best way to build the institutions is to combine the skills, strategy, and coordination, which is done in a equitable ways.

The article analyzes and clarifies the position and role of business households in the system of business entities in the market economy in Vietnam. From its small-scale position, restrictions on the rights to use labor and business locations, current Vietnamese laws have established provisions to ensure equality in legal status, autonomy, and self-responsibility on business transactions of business households. However, the business household is built and managed on the basis of the family, the members of the business household both show blood relation and economic relation. Therefore, the family traditional cultural factors have a huge impact on the internal and business relations of household businesses. The traditional family relationship, and the relationship among the members (of the business household) in the business relations related to asset liability and the development support policy of the State will form the pillar to promote the development of household businesses to become an important and indispensable part of the market economy and international integration in our country currently.

Tax as a source of income for state finance is a manifestation of the community's direct contribution to development goals. The Regional Government of Banyumas Regency on September 10, 2004 proposed the Acquisition of Non-Taxable Tax Objects to the Minister of Finance and based on the Decree of the Head of Regional Office of the Directorate General of Taxation of West Java dated Dec-ember 23, 2004, Kep 14 /WPJ 10/BD05/2004 determine the amount of the acquisition value of non-taxable objects in Banyumas Regency. The problem examined in this paper is The Role of Balancing Funds originating from the Fees for Acquiring Land and Building Rights in financing the administration of regional government in Banyumas Regency; and Factors that influence the receipt of balance funds from the Land and Building Rights Acquisition Fees in Banyumas Regency. The research method used was normative juridical, namely statue approach and conceptual approach then analyzed qualitatively. The cost of acquiring land and building rights (BPHTB) in financing the administration of regional government in Banyumas Regency was still relatively small, and its implementation was also influenced by several factors. Keywords: tax, Customs for Land and Building Rights, locally-generated revenue.

Classical gravity can be described as a relational dynamical system without ever appealing to space–time or its geometry. This description is the so-called shape dynamics description of gravity. The existence of relational first principles from which the shape dynamics description of gravity can be derived is a motivation to consider shape dynamics (rather than general relativity) as the fundamental description of gravity. Adopting this point of view leads to the question: What is the role of space–time in the shape dynamics description of gravity? This question contains many aspects: Compatibility of shape dynamics with the description of gravity in terms of space–time geometry, the role of local Minkowski space, universality of space–time geometry and the nature of quantum particles, which can no longer be assumed to be irreducible representations of the Poincaré group. In this contribution I derive effective space–time structures by considering how matter fluctuations evolve along with shape dynamics. This evolution reveals an “experienced space–time geometry.” This leads (in an idealized approximation) to local Minkowski space and causal relations. The small-scale structure of the emergent geometric picture depends on the specific probes used to experience space–time, which limits the applicability of effective space–time to describe shape dynamics. I conclude with discussing the nature of quantum fluctuations (particles) in shape dynamics and how local Minkowski space–time emerges from the evolution of quantum particles.

Based on the National Spatial Planning and Spatial Planning of West Java Province in 2010, the role of Garut Regency is related to the spatial structure policy of the West Java region which sets two regional categories, namely the main area and the supporting area, in this case the Garut Regency as the central supporting region support economic growth in the main region together with the regions of Sukabumi and Cianjur Regencies. In the Provincial Spatial Planning plan that shows the dominant allocation of economic activity, Garut Regency is allocated for dry land agriculture activities, production forests, plantations, and fisheries. Investment Development Policy in Garut Regency is stipulated in the Regional Regulation of Garut Regency Number 14 of 2012 Regarding Investment Chapter III Direction of Investment Policy in the Region. The purpose of the Garut Regency Regional Investment Performance Evaluation Study is to provide convenience for the Regional Government in this case the Integrated Investment and Licensing Office and various other parties such as the general public, prospective investors in determining the choice of various alternative investment opportunities. the methodology to be carried out in the Garut Regency Investment Performance Evaluation Study, carried out several analyzes. These analyzes can be seen from the potential conditions (natural resources, human resources), supporting infrastructure, policies and economic conditions in the area around the Garut Regency Investment Area.

Pepper is one of the spice crops that contribute to improving the Indonesian economy. Pepper cultivation is carried out on a small scale to a large scale. Pepper propagation by cutting is considered quite effective and efficient. Politeknik Negeri Lampung has been develop the Pepper Nursery Unit since 2007. This unit runs a business in the production of climbing pepper seedling, shrub pepper seedling, and pepper nursery training. The aim of this program is to support the mission of Politeknik Negeri Lampung in preparing itself to face college campus autonomy through the acquisition of revenue from established business units, accelerating the process of developing an entrepreneurial cultural system in the campus environment, providing competency development opportunities for staff and students, and increasing the role of the Politeknik Negeri Lampung for the community, especially in agriculture. The impact of this program is the availability of hight quality pepper seedling, increasing income generating Politeknik Negeri Lampung, establishment of the Pepper Nursery Unit and training service, improving the skills of Politeknik Negeri Lampung students in pepper nursery, developing entrepreneurial potential for students and staff, as well as increasing the role of Lampung State Polytechnic in community service activities.Keywords—Campus entrepreuneurship, estate crop, nursery business.

El sureste de Madrid ha sido recientemente incorporado en la agenda política regional como oportunidad para el reequilibrio turístico del territorio. El objetivo de este trabajo es evaluar el papel de los 6 principales programas acometidos desde su capacidad para generar adhesión entre los agentes locales y articulación de la red de gestión pública del turismo. El resultado del análisis refleja la realidad de unas relaciones intracomarcales débiles y polarizadas por el gobierno regional, así como un sector económico diversificado (que dificulta la adhesión del sector privado a los programas). Solo algunos atisbos de cooperación en “la periferia de la periferia” emergen como efectos positivos de tales programas. Se llama la atención hacia las limitaciones en la construcción de un destino rural de base comarcal en territorios periféricos bajo influencia metropolitana. The southeast of Madrid has recently been incorporated into the regional political agenda as an opportunity for the tourist rebalancing of the territory. The objective of this work is to evaluate the role of the 6 main programs undertaken from the point of view of their capacity to generate articulation in this destination. The result of the analysis reflects the reality of weak relationships at the intra-regional level that are polarized by the regional government, as well as a diversified economic sector (which hinders the engagement of the private sector to public programs). Only a few glimpses of cooperation in “the periphery of the periphery” emerge as positive effects of such programs. Attention is drawn to the limitations in the construction of a rural destination with a regional base in peripheral territories under metropolitan influence.

The role of stakeholders is critical in addressing challenges with or problems in small-scale sports events. The purpose of this study is to investigate the perceptions of the event stakeholders toward sports events, with a particular focus on the role of residents in a tourist destination. The goal is to understand their perceptions with respect to different topics and in particular to the sustainable development of the tourist destination. This case study focuses on the World Junior Alpine Ski Championships 2019 in Trentino Val di Fassa—Italy (JWC2019). Applying a mixed methodology, the study analyzes the stakeholders during the sports event (quantitative method) and the point of view of the residents in their stakeholder role after the sports event (qualitative method). The main findings of this study show that residents differ from tourists and other stakeholders in terms of their perception of the event and its strengths. But when it comes to the perceptions regarding the territory, the groups of stakeholders analyzed do not seem to have systematically different opinions. Some paradoxes do, however, emerge with respect to the residents’ awareness of their role as stakeholders and the implications of the event with respect to sustainability and how such an event may underpin a concept of sustainable development for the territory as a whole.

<p>This research aimed to examine and analyze the effect of Muslim religiosity and innovation capability on firm survival. Also, this research investigated the moderation role of environmental uncertainty on the effect of Muslim religiosity and innovation capability on firm survival. The study was conducted during the covid-19 pandemic. The analysis unit of this research was the owners of processed food small enterprises fostered by the regional government of Bantul Regency, Yogyakarta. The number of respondents involved in this research was 120 Muslim entrepreneurs. Data were collected using closed questionnaires distributed online, than processed using SEM-WarpPLS. The results showed that the Muslim religiosity and innovation capability significantly affected firm survival. Environmental uncertainty significantly weakened the effect of innovation capability on firm survival. However, environmental uncertainty insignificantly weakened the effect of Muslim religiosity on firm survival. These research results indicate the importance of religious formation for small entrepreneurs in this crisis time. Innovation is also important in increasing the firm survival of small companies during the covid-19 pandemic. </p>

This article investigates the problem of issues related to the position of business ombudsman and the role of this important institution from a practical point of view. In today's economic environment, the need to create adequate means to support entrepreneurship and eliminate the negative manifestations of abuse by the tax authorities is becoming increasingly apparent. Given the positive experience of the world's leading countries, the purpose of establishing an institution of business ombudsman in Ukraine is to promote the transparency of public authorities, including tax authorities, as well as business entities under their management, prevention of unfair (dishonest) behavior of business entities engaged in business in Ukraine. The article describes in detail the various activities and powers of this body, in particular in the field of protection of taxpayers' rights. In tax disputes, the business ombudsman has the opportunity to consider complaints from business entities against decisions, actions or omissions of tax authorities and their officials, as well as to participate in the consideration of tax authorities' complaints of taxpayers. The article states that the characteristic of the business ombudsman's activity is that complaints from private business are accepted only against illegal actions of state bodies. It is concluded that the most "popular" subjects of complaints from taxpayers to the business ombudsman are various types of tax issues, actions of law enforcement agencies, prosecutors, state regulators, customs, the Ministry of Justice of Ukraine, local authorities and more. Additionally, the article stipulates the expediency of establishing a Business Ombudsman Council and describes the powers of this body.

The effective management of micro and small enterprises, including their human resources, is important from the point of view of their development in a turbulent environment. Business advisory services are one of the methods of development of managers as well as employees. The aim of the paper is to discuss the importance and specificity of human resources in micro and small businesses and to determine the impact of business advisory services on shaping the business knowledge of the managers and employees of these companies. The role of the capacity to absorb business advice–related knowledge in this process is also indicated. The study was based on the results of the research carried out by the author. The research was representative of the sector of micro and small innovative companies in Poland benefiting from business advisory services.
