SYMBOLIC STRUGGLE FOR POLICY IMPLEMENTATION OF «ACTIVE AGING» IN THE RUSSIAN SOCIAL AND LABOR SPHERE

В статье рассматриваются социальные процессы, сопровождающие реализацию политики «активного долголетия» в российской социальнотрудовой сфере. В первом разделе статьи кратко представляются основы концепции «активного долголетия» и обсуждаются возможные социальные механизмы ее применения. Особое место здесь отводится анализу социальных прав, которые формируют основу для разных моделей развития общественного благосостояния и качества жизни населения. Во втором разделе на базе парадигмы конструктивизма в социальных науках и теории символической власти П. Бурдьё предлагается авторский вариант изучения структур восприятия и оценивания населением реализованных государственных реформ. В третьем разделе представлены результаты эмпирического анализа серии полуструктурированных интервью с основными субъектами социально-трудовой сферы и текстов обращений граждан в органы государственной власти. В заключение интерпретируется символическая борьба вокруг восприятия политики «активного долголетия» в России. Авторы приходят к выводу о том, что ожидается новый всплеск программ социальной помощи пожилым и рост пассивности в их трудовом поведении. The article examines the social processes accompanying implementation of the policy «active aging» in the Russian social and labor spheres. The basic concepts of «active aging» are briefl y introduced and possible social mechanisms of its application are discussed in the first section of the article. Special importance is given to the analysis of social rights which form the basis for different models of the development of public welfare and the population’s quality of life. In the second section, author’s version of studying the perception and assessment structures by the population of the implemented reforms of the State are proposed on the basis of the paradigm of constructivism in the social sciences and the theory of symbolic power by P. Bourdieu. In the third section the results of an empirical analysis of a set of semi-structured interviews with the main subjects of the social and labor spheres and the texts of citizens’ appeals to government bodies are presented. In conclusion, the symbolic struggle around the perception of the «active aging» policy in Russia is interpreted. The authors conclude that a new surge in social assistance programs for the elderly and an increase in passivity in their work behavior are expected.

In the Republic of Serbia, on March 15 th , 2020 Government decided to declare a state of emergency due to the Covid-19 pandemic. One of the measures was a movement ban for people over 65 in urban areas and those over 70 in rural areas. This research should indicate how people over 65 in urban areas have endured this situation, especially in relation to the same population in rural areas, as well as implications of the movement ban on the quality of life of the elderly population. Special importance is given to the rural population engaged in agriculture. A tool of data collection in this research was anonymous survey. Respondents' answers were statistically processed, which led to clear conclusions about the large negative consequences for the elderly population, including the agricultural activities in rural areas. Covid-19 is still present, which opens further questions related to the quality of life of the elderly population, if necessity for similar measures recurs in the future.

This study examines the ways in which the prison service handles food and analyses the uses and meanings of food in prison subculture. Using semi-structured interviews and content analysis, data were collected and analysed from 20 ex-prisoners who were incarcerated in maximum-security prison facilities for a period of three years or more. Our main findings are that, according to the interviewees’ testimonies, (a) the Israel Prison Service (IPS) makes manipulative and abusive use of food in order to perpetuate its power; and (b) food serves as a means to determine the relationship between prisoners and staff, govern social status or rejection in the prison subculture, or pass the time. We have four main conclusions. First, the IPS nutrition policy differentiates and discriminates among prisoners and clearly violates the basic human rights of prisoners, thus suggesting an abuse of power. Second, the IPS’s use of food as a tool for punishing or rewarding introduces and perpetuates inequalities and encourages the illegal prison trade in food and food products. Third, cooking in prison, especially in light of its illegality, constitutes a symbolic expression of resistance to the institution and a meaningful way of coping with boredom. Lastly, food and its possession in prison serve as very powerful tools for constructing and perpetuating exploitation and unequal power relations among prisoners. Although the study suffers from two limitations – the validity of the adolescents’ responses and the small sample size – its findings lead us to propose that an improvement in the food products that are accessible to prisoners and permission to cook in their cells are inexpensive and legitimate means of bettering both the prisoners’ quality of life and the social atmosphere in prison.

Turkey has a rapidly ageing population, the issues of which are new to the country. To date, there is no National Dementia Strategy. The strong tradition of family caregiving in Turkey has perhaps influenced the demand for access to formal care services. Informal care provided by families, which includes living together with the elders and providing the most comfort, is one of the strongest aspects of dementia care in Turkey. Another positive aspect is new legal regulation of the social security system for the elderly. Moreover, there is an increasing awareness of dementia and dementia care, which will hopefully give new impetus to further advancements in dementia care. The future of dementia care in Turkey should ideally include: (1) the development of a National Dementia Strategy, (2) improvement of informal care, including support for caregivers, and (3) an increase in the number, as well as improved quality, of in-hospital geriatric services.

Resumo: A população idosa tem aumentado em âmbito mundial, particularmente no Rio Grande do Sul. Atualmente grande parte desses indivíduos precisa de algum tipo de ajuda para realizar tarefas simples do dia-a-dia. O presente estudo objetivou conhecer os senti mentos do idoso em relação à possibilidade de dependência física, identificando as atividades realizadas para evitá-la ou retardá-la. A pesquisa descritiva com enfoque qualitativo contou com a participação de 10 idosas frequentadoras do Programa Maior Idade, em São Leopoldo, que não possuíam dependência física e tinham mais de 68 anos de idade. Os dados foram coletados por meio de entrevista semi-estruturada e interpretados pela análise de conteúdo contido nas falas das pesquisadas. Os resultados mostraram que a possibilidade de dependência física acarreta sentimentos de frustração e inutilidade, levando ao afastamento do convívio social, enquanto que a independência leva a sensação de autonomia e satisfação pela vida. Atividade física, lazer e cuidados com a alimentação foram citados como responsáveis pela sensação de bem-estar e por evitar ou retardar a dependência física.Conclui-se que a dependência física gera diminuição na qualidade de vida do idoso e pode ser evitada ou reduzida através da adoção de um estilo de vida saudável. Palavras-chave: Idoso Fragilizado; Qualidade de Vida; Estilo de Vida. Abstract:  The elderly population has increased worldwide, particularly in Rio Grande do Sul. Nowadays most of the elderly need some help to do simple daily activities. This study aimed to know the old people's feelings about the perspective specially of physical dependency, identifying the activities accomplished to avoid it or postpone it. The descriptive research comprised a qualitative investigation with 10 seniors, that were 68 years old or older. They are users of the Maior Idade Program, in São Leopoldo. The collected data are analyzed in accordance with speeches in semi structured interviews. Physical activity, leisure and also nutritional care were cited as responsible for the sensation of welfare and avoid or postpone the physical dependency. The study concludes that physical dependency decreases the elderly life quality and it can be avoided or  postponed through adoption of a healthier life style. From the perspective of adult education, the engagement of older people in developing relationships with other people is related to their learning and creating their identities. The research conducted in the areas of various countries shows a relationship between a social participation of seniors and their well-being. Moreover, participation in rich social networks, composed of many people, coincides with a high quality of life. The article focuses on senior citizens functioning in restricted networks (less numerous social networks, consisting of several people).The study is to serve three purposes: firstly, to identify determinants of a subjective assessment of own life of senior citizens living in restricted networks; secondly, to analyse a relationship between seniors’ subjective, general assessment of life and their opinion on what determines a successful and happy life; thirdly, to analyse the relationship between seniors’ subjective, general assessment of life and the ways they handle problematic situations. The analysis has been conducted on the basis of the data collected in 2013, available to the general public on www.diagnoza.com. The data was collected within the Social Diagnosis (Diagnoza społeczna) project. The objective of the Social Diagnosis is an investigation of the conditions and quality of life in Poland. It is based on panel research. A questionnaire has been used as a research tool. The article presents information regarding 5623 individuals, aged 60+functioning in restricted social networks in Poland. The Mann-Whitney U test and the two proportions test helped to analyse the differences between variable distributions. The results show that a poor social life of the elderly does not have to be linked with a feeling of loneliness. The group of individuals with a high level of general satisfaction is more satisfied with a relationship with the family (especially children) than the group with a low level of life satisfaction. The analysis confirms that good relationships with family and friends are an important predictor of life satisfaction of the elderly. Health is considered to be a condition of a successful life by seniors with a high level of life satisfaction, as well as relationships with close family members: with children and a spouse. This group of respondents shows more confidence in other people, by whom they feel loved and confided in. In difficult situations people with a high level of life satisfaction turn to others for help, but they also act themselves. Seniors with a low level of satisfaction differ from the previous group in these terms. These are people who do not feel confided in by others and they also hardly ever turn to others for help. In difficult situations they are more often passive. In conclusion, the author highlights the significance of informal learning occurring in families to enhance older people’s quality of life. It is important, especially in case of poorly educated persons with low incomes who often function in small social networks. The purpose of this descriptive research was to study the factors that influence the quality of life (QOL) and longevity of the elderly in Thailand. The sample was made up of 280 elderly people in Phrae province, Thailand. The research found that (1) the QOL of the elderly in Phrae province was overall at a good level of 66.30%, (2) the factors that have significant influence on the QOL of the elderly at the p value = .01 are healing and exercise factors which are able to jointly predict the QOL of the elderly in Phrae Province by 12.2% (R2 = .122), and (3) from the structured interviews of 10 elderly people aged 80 years and older, it was found that diet, exercise, stress reduction, and healing are factors that allow the elderly to live for an average of 80 years which is above the average age of Thai people (the average age for men is 71.8 years old and for women is 78.6 years old).

The demographic aging of population typical for many countries requires much more financial and material resources to meet the needs of the post-working-age population. For the Republic of Belarus, the problem of population aging is highly relevant for the share of the elderly grows annually. The article focuses on the social-demographic characteristics and quality of life of the older generation in Belarus. The article is based on the data of the National Statistical Committee of the Republic of Belarus and the results of the sociological research “Belarus: Family, Stability of Family Relations, and Birth Rate in the Changing Social-Economic Conditions” conducted within the international research program “Generation and Gender”. The authors present a sociological-statistical approach to the analysis of the key characteristics of the elderly’s life in contemporary Belarus, which combines the information resources of sociology and statistics. The authors consider the general statistical data on the population aging and the elderly’s features and the sociological indicators revealing the perception of life at the older age. The assessment of the older generation’s life is presented as a set of indicators of the quality of life, which includes both objective statistical data and estimates of the older people’s satisfaction with various aspects of their life. For the first time in Belarus the quality of life of the 60-69- and 70-79-year-old cohorts is studied not only through statistical data but also taking into account their own assessments of various aspects of their lives, which allows to identify the most relevant issues for the social programs aimed at meeting the needs of the older generation.

Objetivo: Identificar las representaciones sociales de las trabajadoras sexuales travestis sobre la calidad de vida. Material y Método: Estudio cualitativo, descriptivo, exploratorio, basado en la Teoría de las Representaciones Sociales, desarrollado con siete travestis trabajadoras sexuales. La producción de los datos se llevó a cabo con entrevistas semiestructuradas y posteriormente se transcribieron, validaron y analizaron a partir del Análisis de contenido temático.Resultados: Surgieron tres clases: 1) Acceso a la salud como principio de calidad de vida; 2) El apoyo de las organizaciones no gubernamentales en la visibilidad y respeto a las demandas de las personas trans y 3) Los vínculos sociales como herramienta útil en el sentido de la calidad de vida.Consideraciones finales: Las representaciones se ubican en la necesidad de acceso a servicios de salud libres de prejuicios; el apoyo de las organizaciones no gubernamentales en el reconocimiento de sus potencialidades y singularidades mediante el establecimiento de vínculos afectivos, solidarios, leales y de confianza, y en el establecimiento de lazos sociales producidos con vecinos y amigos para afrontar las dificultades vividas cotidianamente. Objective: To identify the social representations of transvestite sex professionals regarding quality of life.Material and Method: A qualitative, descriptive, exploratory study, anchored in the Theory of Social Representations, developed with seven professional transvestites of sex. The data production was carried out with semi-structured interviews and later transcribed, validated and analyzed from the Thematic Content Analysis.Results: Three categories emerged: 1) Access to health as a principle to quality of life; 2) Support of non-governmental organizations in the visibility and respect to the demands of the trans population and 3) Social ties as a propositional tool in the meaning of quality of life.Final considerations: The representations are located in the need to access health services free of prejudice; in the support of non-governmental organizations in the recognition of their potentialities and singularities, establishing affective bonds of support, loyalty and trust; and in the establishment of social bonds produced with neighbors and friends to face the difficulties experienced daily. Objetivo: identificar as representações sociais de travestis profissionais do sexo sobre qualidade de vida. Material e Método: Estudo qualitativo, descritivo, exploratório, ancorado na Teoria das Representações Sociais, desenvolvido com sete travestis profissionais do sexo. A produção dos dados foi realizada com entrevistas semiestruturadas e posteriormente transcritas, validadas e analisadas a partir da Análise de Conteúdo Temática. Resultados: Emergiram-se três categorias: 1) O acesso à saúde como princípio à qualidade de vida; 2) Apoio das organizações não governamentais na visibilidade e respeito às demandas das pessoas trans e 3) Os laços sociais como ferramenta propositiva no significado da qualidade de vida.Considerações finais: As representações estão situadas na necessidade de acesso aos serviços de saúde livre de preconceitos; no apoio das organizações não governamentais no reconhecimento de suas potencialidades e singularidades estabelecendo vínculos afetivos, de apoio, lealdade e confiança; e no estabelecimento dos laços sociais produzidos com vizinhos e amigos para o enfrentamento das dificuldades vivenciadas diariamente.
