Analysis of the state and development prospects of the ICT market in Russia

Over the past decades, the information and communication technology (ICT) sector has become one of the fastest growing segments of the world economy, maintaining the reputation of an industry subject to dynamic, continuous and dramatic changes. The significant expansion of international trade in ICT products is becoming an important trend in the global economy as a whole. Taking into account the fact that the policy of the Russian Federation in the field of ICT is taking shape at a qualitatively new economic, political and social levels, in the context of scientific and technological changes, our state has every chance of getting high positions in the ratings of the leading countries of the world innovation system. However, as a result of market reforms in Russia, special features of development have emerged that differ both from the old Soviet system and from the new one borrowed from Western countries. This was manifested in the deterioration of the values of certain indicators, for example, characterizing the outflow of highly qualified specialists. In addition to the above, active integration into globalization processes requires Russia to have its own advanced technologies as a significant factor in ensuring competitive advantages. The supply of domestic modern technologies in the world market determines not only the dynamics of world trade, but also the level of development of the state itself. As a result, in order to solve the set task of establishing the production of high-tech products for subsequent import substitution and further entering the world market, it is necessary to determine promising directions and competitive advantages of Russia by identifying the features of the domestic ICT market.

The world experience of implementation of import substitution strategy is being studied; reveals the essence of the main models; Identify those aspects that will prove useful in modern Russian conditions. The development of import-substituting industries according to the intra-oriented strategy is carried out in order to develop exclusively the domestic market of the country. From the point of view of the national economy, this strategy leads to the preservation of the backlog, primarily in the field of technological and scientific-technical cooperation and prevents the emergence of industries in the economy-locomotives that can ensure the world level of progress. The use of this model of import substitution has become a determining trend in the development of the so-called new industrial countries (NIS).The intra-oriented strategy of import substitution plays a stimulating role in creating a diversified national economy, expanding the production of important goods on its own. The conceptual basis for the implementation of this strategy was the theory of the peripheral economy, developed by a group of Latin American scientists headed by the Executive Secretary of the UN Economic Commission. According to this concept, the demand for products. The use of the designated model of import substitution has become a trend of development of the so-called new industrial countries of Latin America. Another option for the implementation of import substitution policy can be a strategy of foreign-oriented import substitution, which is characterized by the achievement of structural changes in the economy through the replacement of imported components and parts in export products. Implementation of import-substituting policy, according to this model, involves the development of production of national goods on a sufficiently large domestic market, followed by their promotion on the world market.

Purposeful and reasonable state vision of the long-term tourism development strategy determines the success of a country in the world market of tourist services. Many countries have officially approved program documents that clearly outline the main goals and objectives of the state policy in the sphere of tourism, highlighting the resource potential, recreational infrastructure and preferred consumer markets, but there may be no idea of respecting the interests of domestic consumers. The maintenance of local tourism infrastructure is becoming an increasingly important prerequisite for the country’s competitiveness, as mass tourism is now replaced by individual travels. The article is aimed at studying the dependencies between the main macroeconomic indicators of the tourism industry, assessing the efficiency of foreign trade. The correlation-regression and cluster analysis has been used in order to confirm or refute the hypothesis if the effectiveness of the state support of the national tourism industry is dependent on the stable functioning of the domestic tourism market, e.g. stimulation of travels by residents. Based on the main macroeconomic indicators of the tourism industry for 136 countries of the world and overview of some national tourism development program, the analysis output has rejected the direct correlation between the support of the domestic market and export potential of the national tourism industry, but has proved the significance of the inner consumer power during the periods of downturns in the global economy for strengthening the country’s export potential.

The article investigates the process of formation of competitive advantages in the context of transformation of the structure of the national economy. One of the main priorities of economic policy of modern countries is to build a competitive, socially oriented economy that can successfully integrate into the world economic space. To ensure sustainable development and counter negative external influences, strategies are developed and implemented aimed at creating competitive advantages and, consequently, increasing the country's international competitiveness. The issue of transforming the structure of the national economy is urgent, as the level of lagging behind the development of the domestic economy from neighboring countries is similar and the country's raw material specialization is consolidating in the world market, which in turn preserves low living standards. Indicators of economic development show that without radical changes in economic policy, the lag in the development of the Ukrainian economy will only increase. The formation of competitive advantages in the context of the modern structure of the economy inherent for a large European country should be based on the economic specialization of the country in industries and activities that create greater added value, such as processing industry, chemical, engineering, IT, green energy, pharmaceuticals and other high-tech industries, industries of higher technological modes. The role of public-private partnership in the formation of effective economic policy aimed at forming the competitive advantages of the national economy is important.

Research objective — to create model of obtaining competitive advantages the hi-tech companies. The method of the qualitative and comparative analysis which allows to receive a set of successful and unsuccessful configurations – combinations of factors which bring is chosen or don't lead to desirable result. The model is urged to promote formation of steady competitive advantage — a stable fast conclusion of a large number of qualitative and demanded innovations to the world market. Two successful scenarios for the sector companies "Electronics and technical providing" are revealed. If the company functions in various branches, it needs to concentrate on increase of liquidity and business combination by acquisition affiliated and creations of joint ventures in the macroregion. Managers of the hi-tech companies of the developed countries can use the developed model during the developing and correction of strategy, and also at adoption of administrative decisions. The separate specified factors and were considered earlier in literature, their association in the specified scenario models for obtaining competitive advantages is new development.

The article is a comprehensive study of the concept, key determinants and features of the formation of the knowledge economy in modern conditions. The contextual characteristics of the concept of “knowledge” are given in accordance with the methodological approaches used. The role of knowledge in the formation of a new type of economy, which has become a qualitatively new stage in the development of modern society, is shown. The key provisions of the concept of knowledge economy are characterized. The evolution of the concepts and definitions of the knowledge economy is analyzed and its key essential features are highlighted. It is concluded that the knowledge economy can be considered in a broad and narrow sense. In a broad sense, the knowledge economy is understood as a type of economic organization of society in which knowledge is the key resource and it transforms the entire structure of the economy, the quality of other resources, the nature and technology of production, the entire system of production relations, the volumes and characteristics of the results produced. In the narrow sense, the knowledge economy is understood as the sphere of economic activity directly involved in the production and dissemination of knowledge. The analysis made it possible to highlight the global megatrends of the transition of countries to the knowledge economy, each of which is influenced by the main vectors of the development of science and technology. Including the increase in international trade in high-tech goods and high-tech services; the growth of international migration of highly qualified personnel in the context of an intensified struggle for talents and competencies; development of national higher education systems in the context of globalization of the world market of educational services, etc. It is shown that the transition to a knowledge economy also generates new trends in the development of national economies. Despite the significant differentiation of countries, the direction of development of individual components of the knowledge economy is more or less universal and reflects global trends. The author drew attention to the need for further development of the concept of the knowledge economy, due to radical changes in the technological basis of the modern economy; demographic structural shifts, changes in the human lifestyle; the need to solve management tasks at various levels in the new conditions; growth and complexity of the structure of human needs.

ABSTRACTShare of Indonesia's export value of natural rubber in the international market is almost always below Thailand, which is one of the competiting countries. The others countries began to become a threat to Indonesia because their exports share of natural rubber showed an increasing. This indicates that there is intense competition in the international market. As a country with the largest plantation area in the world, Indonesia should be superior. But this can be an opportunity to be able to compete in the world market so it is important to be managed more deeply so that it can create competitive advantages that can increase competitiveness. This study aims to determine the position of the competitiveness of natural rubber exports for the three countries of ITRC in the international market. The analytical method used is dynamic RCA. The results showed that all products of natural rubber coded HS 400110, 400121, 400122, 400129 and 400130 were experiencing a decline in growth in the export share of the three countries of ITRC : Indonesia, Thailand and Malaysia, but the market demand conditions for these products were declining in that time period.

The purpose of the publication is to assess the world experience of post-industrial development and deindustrialization in the economies of both developed and developing countries. The importance of the crisis of the post-industrial paradigm for the development of the world economy, the application of this experience in the process of import substitution and the unfolding reindustrialization in Russia is noted. The analysis of the world experience of post-industrial development and deindustrialization of the economy, its macro-regional features is carried out in the context of maintaining and developing Russia's economic security. The author's understanding of the problems and prospects of the development of import substitution and reindustrialization processes in the world is proposed. Import substitution is considered as part of the strategy of economic development and ensuring the national security of the country. It is proposed to build recommendations for improving the policy of import substitution and reindustrialization carried out by Russia, taking into account the author's developments.
