The article outlines a model to analyze the strategies of the Nacional and Colorado parties during the electoral reform of 1996 in Uruguay. Based on the Analytic Narratives (Bates et al, 1998), the author analyzes the strategy of these parties, which consisted in adapting the electoral rules to the party system format. This strategy allowed the reformist parties continue to operate in terms of co-participation within the state level.

Significance His visit is part of a flurry of belated Western diplomacy to secure agreement on reforms, the lack of which has driven Bosnia’s recently escalating crisis. Success would demonstrate Western influence and BiH politicians’ willingness to pull Bosnia back from the brink. Impacts Unilateral withdrawal from legally constituted state-level institutions would amount to partial if not official or legal separation. The main Bosnian Croat party has threatened to leave the state parliament by year-end if there is no agreement on electoral reform. Dodik’s plan, if implemented, could easily lead to conflict drawing in Croatia, Serbia and even Russia, Turkey and other Muslim countries.

This article considers the systemic effects of the electoral reform approved by the centre-right in December 2005, and the factors that led to the crisis of the Prodi government, highlighting the way in which the issue of electoral reform and the likelihood of an electoral referendum contributed decisively to the breakdown of the fragile coalition maintaining the Prodi government in office. The article then analyses the ‘game’ surrounding possible electoral reforms, examining the interweaving of the preferences and vetoes of the various political actors, showing how these were influenced by the strategic aims of each actor and by the process of re-structuring of the party system. Finally, the new configuration of the political supply as it took shape in the run up to the 2008 general election is analysed, showing how this new format derives from the actors’ strategic adaptation to the electoral rules in force, and how the election may signal the end of a period of Italian politics marked by ‘fragmented bipolarity’.

Party system is the important factor in the working of representative form of Government.  India is a democratic state. In the democratic state, political parties are said to be the life – blood of democracies. Modern democracies are indirect in character. They can function with the help of political parties. In the absence of political parties democracy cannot deliver the goods. Well organized political parties constitute the best form of democracy. India has the largest democracy in the world. It introduced universal adult franchise as the basis of voting right in the country. Now the voting age has been lowered down to 18. Most of the Indian voters are not politically matured and they do not have the political education in the proper sense. Political parties in India are classified by the Election Commission of India. It was classified for the allocation of symbol. The Election Commission of India classified parties into three main heads: National parties, State parties and registered (unrecognized) parties. The Regional Political Parties are playing a very significant role in Indian political system, particularly in the post Congress era and in coalition politics. As far as the national level politics is concerned, the regional political parties play a ‘king maker’ role. Whereas, the politics at state level is concerned, the regional political parties have been playing an effective role for working of government machinery. The Assam has also not lagging behind this context. Although the state has produces some small political parties before 1985, but formation of the AGP, BPPF, BPF and the AIUDF playing a very significant role in the politics of Assam. The AGP and the AIUDF not only emerge as an alternative of the Congress party at the state politics but also could able to participate in the national politics. This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.

The entry of a wide range of biotechnological products into the pharmaceutical market calls for rein-forcement of the quality, efficacy and safety standards at the state level. The following general monographs have been elaborated for the first time to be included into the State Pharmacopoeia of the Russian Federation, XIV edition: "Viral safety" and "Reduction of the risk of transmitting animal spongiform encephalopathy via medicinal products". These general monographs were elaborated taking into account the requirements of foreign pharmacopoeias and the WHO recommendations. The present paper summarises the key aspects of the monographs.
