Party system is the important factor in the working of representative form of Government.  India is a democratic state. In the democratic state, political parties are said to be the life – blood of democracies. Modern democracies are indirect in character. They can function with the help of political parties. In the absence of political parties democracy cannot deliver the goods. Well organized political parties constitute the best form of democracy. India has the largest democracy in the world. It introduced universal adult franchise as the basis of voting right in the country. Now the voting age has been lowered down to 18. Most of the Indian voters are not politically matured and they do not have the political education in the proper sense. Political parties in India are classified by the Election Commission of India. It was classified for the allocation of symbol. The Election Commission of India classified parties into three main heads: National parties, State parties and registered (unrecognized) parties. The Regional Political Parties are playing a very significant role in Indian political system, particularly in the post Congress era and in coalition politics. As far as the national level politics is concerned, the regional political parties play a ‘king maker’ role. Whereas, the politics at state level is concerned, the regional political parties have been playing an effective role for working of government machinery. The Assam has also not lagging behind this context. Although the state has produces some small political parties before 1985, but formation of the AGP, BPPF, BPF and the AIUDF playing a very significant role in the politics of Assam. The AGP and the AIUDF not only emerge as an alternative of the Congress party at the state politics but also could able to participate in the national politics. AbstractGoverning in multilevel settings has become a prominent research field in comparative political science. This article asks if German state parties adopt similar ideological positions and coalition strategies to the parties on the federal stage. The results of a content analysis of state and federal election manifestos show that German political parties on the state level indeed adopt different programmatic positions to the federal parties'. Government formation on the state level, however, is not only influenced by the state parties' programmatic viewpoints, but also by the predominant patterns of coalition politics at the federal level.

The parties as networks approach has become a critical component of understanding American political parties. Research on it has so far mainly focused on variation in the placement of candidates within a network at the national level. This is in part due to a lack of data on state-level party networks. In this article, I fill that gap by developing state party networks for 47 states from 2000 to 2016 using candidate donation data. To do this, I introduce a backboning network analysis method not yet used in political science to infer relationships among donors at the state level. Finally, I validate these state networks and then show how parties have varied across states and over time. The networks developed here will be made publicly available for future research. Being able to quantify variation in party network structure will be important for understanding variation in party–policy linkages at the state level.

Participation of women in the electoral process of India as contestants has been very abysmal since the inception of the electoral process of the country. Present study has been conceived in view of the demands raised by various political parties and different women organizations about introducing and passing of women’s reservation bill in the parliament so as to secure at least 33 % seats for women candidates across the country. In the present study attempt has been made to see how far women candidates have been given representation by national and state level political parties during all the general elections held in India since independence. The other areas covered in the study include the distribution of political parties during all the general elections held, female candidate fielded by parties in proportion to male candidates, their success rate, votes secured, forfeited deposits etc. the study is purely based on secondary data, retrieved from the official website of the Election Commission of India on October 21, 2013. The multiparty system in India has somewhere become the areas of concern, which in fact has heralded an era of coalition politics in country, where the number has grown exponentially and as of now more than 2000 political parties stand registered with the Election commission of India. On average mere 6.90 % women candidates have been chosen to parliament during each general election, while as on average 4.49 % women contestants have been fielded in each general election. Scenario of state political parties is more worrisome and in case of independent contestants the situation is quite displeasing.

Antimicrobial stewardship programs (ASPs) are critically important for combating the emergence of antimicrobial resistance. Despite this, there are no regulatory requirements at a national level, which makes initiatives at the state level critical. The objectives of this study were to identify existing antimicrobial stewardship practices, characterize barriers to antimicrobial stewardship implementation in acute care hospitals throughout Massachusetts, and evaluate the impact on these hospitals of a state-sponsored educational conference on antimicrobial stewardship.In September 2011, a state-sponsored educational program entitled “Building Stewardship: A Team Approach Enhancing Antibiotic Stewardship in Acute Care Hospitals” was offered to interested practitioners from throughout the state. The program consisted of 2 audio conferences, reading materials, and a 1-day conference consisting of lectures focusing on the importance of ASPs, strategies for implementation, improvement strategies for existing programs, and panel discussions highlighting successful practices. Smaller breakout sessions focused on operational issues, including understanding of pharmacodynamics, business models, and electronic surveillance.

The level of social harmony in society and the development of democracy depends to a large extent on the level of development of parties, their ideological and political orientation, methods and means of action. The purpose of the article is to study the party system of Ukraine and directions of its development, which is extremely complex and controversial. The methods. The research has led to the use of such scientific search methods as a system that allowed the party system of Ukraine to be considered as a holistic organism, and the historical and political method proved to be very effective in analyzing the historical preconditions and peculiarities of the formation of the party system. The results. The incompetent, colonial past and the associated cruel national oppression, terror, famine, and violent Russification caused the contradictory and dramatic nature of modernization, the actual absence of social groups and their leaders interested in it, and the relatively passive reaction of society to the challenges of history. Officials have been nominated by mafia clans, who were supposed to protect their interests and pursue their policies. Political struggle in the state took place not between influential political parties, but between territorial-regional clans. The party system of Ukraine after the Maidan and the beginning of the war on the Donbass were undergoing significant changes. On the political scene, new parties emerged in the course of the protests and after their completion — «Petro Poroshenko Bloc», «People’s Front», «Self-help»), which to some extent became spokespeople for not regional, but national interests. Pro-European direction is the main feature of the leading political parties that have formed a coalition in the Verkhovna Rada of Ukraine. Conclusion. The party system of Ukraine as a result of social processes is at the beginning of a new stage in its development, an important feature of which is the increase in the influence of society (direct and indirect) on the political life of the state. Obviously, there is a demand from the public for the emergence of new politicians, new leaders and new political forces that citizens would like to see first and foremost speakers and defenders of their interests.

Drawing on interview data from reading policy actors in California, Michigan, and Texas, this study applied Kingdon's (1984, 1995) multiple streams model to explain how the issue of reading became prominent on the agenda of state governments during the latter half of the 1990s. A combination of factors influenced the status of a state's reading policy agenda, including feedback from parents, teachers, and business groups; student achievement data; political pressure from the state administration; regional and national interest; a pervasive belief that reading is a building block for student success; and a widespread perception that the decline in reading achievement was symbolic of the failure of public schools. In addition, governors promoted reading to high agenda prominence by influencing which issues were placed on the decision agenda (agenda setting) and which alternatives were given serious attention (alternative specification). Finally, the findings suggest that the applicability of Kingdon's national-level model to the state level may depend on both the issue being examined and the participation of the state executive branch.

There are few Chapters of the Federal Republic'S History that could be written without a prominent reference to the Christian Democratic Union (CDU). Since 1949 Christian Democratic chancellors have led German governments for no less than 37 years. Even when in opposition, the Christian Democrats - composed at the national level of the CDU and the Bavarian Christian Social Union (CSU)1 - constituted more often than not the strongest parliamentary party group (Fraktion) in the Bundestag, such as after the federal elections of 1969, 1976 and 1980. Also at state level and in the Bundesrat, which represents the individual states (L-nder) in the national decision-making process, the Christian Democrats quite often held a dominant position justifying occasional remarks of a ‘CDU/CSU bias’ within the German party system.

Crime does not stand still and evolves with humanity. With the development of technologies, new types of crimes have appeared and, accordingly, new threats that today challenge not only an individual, but entire states, creating risks of harm not only to the economic sector, but to military and national security in general. At the same time, it is important that cybercrime in the field of military security can cause harm to the entire defense complex of the country, leaving the state defenseless against other threats which is unacceptable in order to preserve the sovereignty and the independence of the young democratic state. In this connection, it is necessary to recognize cybercrime at the state level as a threat that could cause harm to military security.


Significance Control of state legislatures is vital to the process of electoral redistricting, triggered by the 2020 census, which will last for the next ten years. Several states also voted on questions of drug policy and the minimum wage; such changes often percolate to the national level. Impacts Democrats will find it difficult to unify their message given divisions between progressives and centrists. State-level politics will influence national politics, such as California de facto setting US emissions policy. Republican state governments will litigate Democratic federal measures, such as reintroducing environmental regulations. Democrats will try to deepen their engagement with state organisations, but positive results will take time.
