It is essential to make knowledge explicit in a clear way so that it can last and be passed on for the benefit of future generations. In reference to the establishment of institutional policies on University Social Responsibility (USR) in the institution under study, there are still areas of opportunity, which is why the objective of this work was established as a clear procedure for creating institutional public policies on USR, which will serve to detect needs and propose appropriate policies that will influence or contribute to the development of the various dimensions of USR in the institution. A mixed type of research was used, gathering information from various bibliographical sources and from teachers from different faculties that allowed to validate that the proposed procedure is correct, the approach was qualitative, and observation and dialectics were used as a research technique. The study was carried out by proposing the procedure derived from documentary research, own experience and discussion with teachers who participated in the exercise of drawing up proposals for institutional public policies using the procedure in question to corroborate its effectiveness. The main result of the work was to establish the procedure for the development of institutional policies on USR with their respective techniques and instruments, which will help to develop institutional policies and contribute to the implementation of USR in the institution under study, and in the medium term, to obtain distinctions from national and international organizations in this area.

The Incluir Program influenced institutional policies for the implementation of accessibility actions for people with disabilities in higher education, in all Brazilian states. With financial support from the MEC, Brazilian universities created and/or restructured diversity support units in Federal Institutions of Higher Education and State Institutions of Higher Education. Thus, the objective of this work is to analyze how the current situation is, from the productions of theses and master's thesis, since their publication, to understand how these Higher Education institutions have organized to support the entry and permanence of people with disabilities after this financial contribution and the publications of the inclusion public policies in Brazil. The methodological procedures of this research are qualitative and bibliographic in nature, using content analysis. The results of this investigated period revealed progress in the implementation of public policies, after 2005, with the creation of diversity support units and resources for the inclusion of young people and adults with disabilities, it was also possible to identify the need for teacher formation and for professionals working in these institutions to eliminate the attitudinal and communication barriers located in many higher education institutions.

The problems to establish equitable benefit sharing of Traditional Knowledge (TK) associated with Genetic Resources (GRs) have been one of the main discussions in international negotiations. This chapter analyses how Corporate Social Responsibility (CSR) could contribute to international organizations, national governments, and the private sector protecting TK associated with GRs in indigenous and local communities. This research uses the concept of the United Nations Triple Bottom Line Approach, which promotes balance among economic, environmental, and social imperatives towards sustainable development. This chapter illustrates the responsibility of international organizations by providing legally binding instruments. It also compares different national governments' responses to protect TK associated with GRs. Then, the chapter proposes that Public Private Partnerships (PPPs) could be the key to improving contradictions between legal and voluntary instruments in local communities and national and international governments. The analysis suggests that CSR is coherent with PPPs and might generate environmental, economic, and socio-economic challenges in the private and public sectors.

Introduction. In the context of dynamic and systemic changes, there is a need to find new and / or optimize existing forms of partnership and cooperation between governmental authorities, representatives of the business environment, civil society institutions and individuals. At the same time, experience of foreign countries shows that the social responsibility of the participants of regional development significantly improves the effectiveness of interaction. The purpose of the paper is to justify the specifics of cross-sectoral cooperation in the region on the basis of social responsibility, as well as to identify its effective tools. Results. The author proved the influence of social responsibility of the participants of cross-sectoral cooperation on sustainable regional development, compiled the regulatory framework of countries of Europe and Central Asia in the field of PPP, revealed the specifics of cross-sector partnership in the regions of Ukraine. The study is based on official data from the Ministry for Development of Economy, Trade and Agriculture of Ukraine and international organizations active in the field of PPP. Conclusion. The impetus for establishing cross-sectoral cooperation in the region is the social responsibility of all participants in the dialogue, and one of the effective tools is the PPP. The implementation of PPP projects enables the creation of inclusive, secure, adaptive territories, taking into account the needs of future development and creating equal opportunities for all. However, the analysis shows that there is no systematic and comprehensive approach to the proper use of PPP potential in Ukraine. Therefore, the author substantiated the need to strengthen cross-sectoral cooperation in the region on the basis of social responsibility and taking into account the potential of PPP.

The development of Corporate Social Responsibility (CSR) initiative is formed by several cultural, economic, social, political and institutional factors which have an impact on setting the priorities and advancement of CSR practices. The aim of this study is to assess CSR performance at the country level. In order to achieve this aim, the main drivers and barriers of CSR initiatives were identified and systematized based on literature review. The policies to address these barriers were analysed and discussed. The framework for the assessment of CSR performance was developed based on the analysis and assessment of the quality of political-regulatory, economic and social environment, implemented public policies to promote CSR and successes that were achieved by countries in implementing recommendations for public policy advancement. The indicators from Venture Capital and Private Equity Country Attractiveness Index, CSR policies areas reviews and EU recommendations for the improvement of public policies linked to the CSR were applied for assessing the CSR performance. The empirical analysis and the assessment of CSR performance in the Baltic States was performed based on the developed framework and policy recommendations that were developed for other countries, taking into account the priorities of “The Belt and Road” project that was initiated by the Chinese government and aiming at sustainable development and global risk mitigation.

Different authors report a deep transformation of the classic mission of the University which this article proposes to identify as new paradigms (lifelong learning and learning based competencies), new perspectives (internationalization and employability), and new values (social responsibility and sustainability). Different international organizations account for and promote this trend. In order to delve into the characteristics and scope of the changes, a study has been carried out. It examines documents published in the last 10 years by three international organizations in the field of education: UNESCO, OECD and OEI. To achieve this goal, a systematic document screening process was carried out. The following aprioristic dimensions were identified in the selected materials: lifelong learning, competency-based learning, internationalization, employability, social responsibility and sustainability. In addition, associated emerging themes were sought. The result of the study allows us to provide evidence on the issue and make a useful documentary classification available to continue investigating global trends in the university environment.

ResumoO texto se propõe a discutir a trajetória universitária dos estudantes com deficiência na Universidade Federal de Santa Catarina (UFSC). Tem como objetivo analisar os fatores que influenciam o acesso e a permanência dos estudantes com deficiência na UFSC e as ações desenvolvidas pela Instituição frente às demandas apresentadas por esses estudantes. Procedeu-se com uma breve remontagem das políticas públicas voltadas às pessoas com deficiência, e mais especificamente, as políticas institucionais inclusivas que a UFSC adota. Foram identificados elementos de entrave tanto ao acesso quanto à permanência dos estudantes com deficiência no ensino superior. A efetividade da acessibilidade educacional não é alcançada somente com a garantia de direitos em legislações, o compromisso de todos os atores envolvidos no processo educacional é que contribui para o êxito de uma universidade e uma sociedade inclusivas. O desafio do processo de inclusão educacional é premente, pois a universidade como local de crítica e produção de conhecimento é fortalecida com a presença dos estudantes com deficiência.Palavras-chave: Estudante com deficiência. Permanência. Ensino superior. AbstractThe text proposes to discuss the university trajectory of students with disabilities at the Federal University of Santa Catarina (UFSC). It aims to analyze the factors that influence the access and permanence of students with disabilities in the UFSC and the actions developed by the Institution in response to the demands presented by these students. A brief reassessment of public policies for people with disabilities was made, and more specifically, the inclusive institutional policies adopted by the UFSC. Elements of hindrance were identified both for access and for the permanence of students with disabilities in Higher Education. The challenge of the process of educational inclusion is pressing because the University as a place of criticism and production of knowledge is strengthened with the presence of students with disabilities.Keywords: Students with disabilities. AbstractThis article aims to analyze the current theory of managing the State-owned Enterprises (SOEs) with the use of Single Ownership Entity and to suggest alternative solution, particularly, managing SOEs with Corporate Social Responsibility (CSR).After a thorough review of the literature analyzing the connection between CSR and SOEs, the article states that there are important missing points in the previous research and academic debate: (1) no scholar directly emphasizes CSR as the answer to the problems of SOEs; (2) there is no research conducted on the comparison of Single Ownership Entity and CSR, evaluating their potential positive effects on SOEs; (3) accordingly, academic literature does not discuss the ways and tools of implementation of CSR in SOEs.The article aims to fill this gap and emphasize the links between CSR and SOEs. Due to the challenges, goals and ownership structure of SOEs, CSR is the most suitable corporate governance model for SOEs and its effective implementation is more vital than the execution of recommendations on creating the single ownership entity suggested by international organizations. The research question of the article is to compare managing the SOEs with the use of the CSR model (Alternative Theory) to single ownership mechanism established by OECD (Current Theory) and find out whether CSR is a better solution to the existing problems of SOEs.Finally, the article discusses the institutional context of SOEs based on the examples of the countries of Eastern and Central Europe where the problems regarding SOEs remain remarkable; presents the balance of interests of stakeholders’ in SOEs in connection to Alternative and Current Theories; and combines analysis, research and recommendations of international organizations and academia towards the problems of SOEs.
