God lavishes Indonesia with natural resources are very abundant, so we are proud to say "what the hell do not we have?". On the other hand, there are still many residents of this country are still far below the poverty line. Naturally, the question arises advanced "what's wrong?". The research method used is qualitative method used descriptive exploratory approach. Approach descriptive exploratory study conducted by the document. Based literature review concluded that there had been "mismanagement" in the management of natural resources (as above), should any sda management policy rests on the principles of good governance which is the organizing principle of good State: 1) Participation, 2)Rule of law, 3) Transparancy, 4) Responsive, 5) Consensus Orientation, 6) Equity, 7) Effectiveness and efficiency, 8) Accountability, 9) Strategic vision.

<p><em>The purpose of this study is to find out and analyze the construction of policies for handling the Covid-19 pandemic based on women and children's welfare and analyze the Government's role in realizing the policy for handling the Covid-19 pandemic. In order to realize the welfare of women and children. This study uses a qualitative method with a normative juridical approach. The results showed that the construction of welfare-based Covid-19 handling policies for women and children must be socialized to women and children. The socialization process to women and children is carried out in a way; love, appreciation, and love between family members. Socializing women and children in making a policy must encourage and enable women and children to collaborate as equal stakeholders in policies to handle Covid-19 during the pandemic. This policy has certain limitations, such as Human Rights, Good Governance, and Morality. Policies with these limitations will produce policies that guarantee freedom for women and children, protection for women and children, welfare for women and children, child development, all of which must be considered in the policy for handling Covid 19.  </em></p><p><em> </em></p>

  Puluhan dari 340 desa di Kabupaten Lebak masih dikatakan tertinggal. Bahkan, 50% desa miskin terbanyak di Provinsi Banten berada di Kabupaten Lebak. Namun, Kabupaten Lebak kini telah berusaha melepas predikat tersebut. Secara bertahap Kabupaten Lebak Banten sudah dua kali menerima penghargaan dalam Kinerja dan Tata kelola pemerintahan yang baik. Tujuan penelitian ini adalah untuk mengetahui good governance dalam tata kelola pemerintahan Kabupaten Lebak di bawah kepemimpinan Iti Octavia. Temuan dalam penelitian ini bahwa tata kelola pemerintahan kabupaten Lebak dipimpin oleh Iti Octavia sudah berjalan dengan baik. Good governance terdiri dari beberapa prinsip, yaitu: partisipasi, penegakan hukum, transparansi, orientasi konsensus, daya tanggap, keadilan, visi strategis, akuntabilitas, efektifitas dan efesiensi, mampu dipenuhi oleh Pemerintah Kabupaten Lebak. Pemenuhan kesembilan prinsip ini membuktikan bahwa Pemkab Lebak memang berhak mendapatkan penghargaan terkait kinerja dan tata kelola pemerintahan yang baik. Paper ini dapat menjadi model dan bahan evaluasi bagi pemerintah lain dalam penerapan prinsip good governance. Untuk penelitian selanjutnya, kajian ini perlu dilakukan melalui pendekatan perbandingan dengan pemerintah lain untuk mengukur keberhasilan penerapan prinsip good governance di ranah pemerintah lokal.   Kata kunci: Good Governance, Pemkab Lebak, dan Kinerja Pemerintah   ABSTRACT   Tens of villages out of 340 villages in Lebak Regency were still said to be lagging behind. In fact, 50% of the poorest villages in Banten Province are in Lebak Regency. However, Lebak Regency has now tried to release the predicate. Gradually, the Lebak Regency of Banten has twice received awards in Performance and Good Governance. The purpose of this study was to determine good governance in governance in the Lebak Regency under the leadership of Iti Octavia. The findings in this study are that the governance of the Lebak district led by Iti Octavia has been going well. Good governance consists of several principles, namely: participation, law enforcement, transparency, consensus orientation, responsiveness, justice, strategic vision, accountability, effectiveness and efficiency, able to be fulfilled by the Lebak Regency Government. Fulfilling these nine principles proves that the Lebak Regency Government is indeed entitled to receive awards related to performance and good governance. This paper can be a model and evaluation material for other governments in applying the principles of good governance. This study needs to be done through a comparative approach with other governments to measure the success of the application of the principles of good governance in the realm of local government.   Keywords: Good Governance, Lebak Regency Government, and Government Performance

This research is motivated by the phenomenon of paradigm shift of budget system from the traditional to performance-based that started sincethe enactment of regional autonomy system. This phenomenon occurs along with the demands of good governance that want higher levels of transparency,accountability, effectiveness and efficiency of budget management. Institutionalization process according to Burns and Scapens (2000) institutional theory takes place through four stages: encoding, enacting, reproduction and institutionalisation. This research aimsto understand the process of institutionalization of performance-based budgeting in Badan Perencanaan Pembangunan Daerah Provinsi Jawa Timur. The method used in this research is qualitative method with exploratory case study approach and data collection was done through interview, observation and documentation.The results showed that the institutional position of Badan Perencanaan Pembangunan Daerah Provinsi Jawa Timur was in the reproduction stage. This is because the organization still using the old routine and habit although there have been a legal regulation in the form of guidelines issued since 2006. These conditions that causing some problemsin the institutionalization of performance-based budgeting process has not run optimally.

Jabon District is one of the sub-districts in Sidoarjo Regency which is still facing the problem of high stunting cases. Many factors can cause stunting, low access to nutritious food, vitamins, poor parenting, and low health awareness. The impact arising from stunting is the low quality of human resources, because Not only does it inhibit physical growth (stunted/stunted), but also inhibits brain development and low-thinking ability, thereby inhibiting future demographic bonuses. To overcome this, good governance actors (government, private sector, community) are needed in its implementation. These actors, namely the government of the Sidoarjo Regency Health Service and the Jabon Health Center are collaborating with other actors from the private sector (Perusahaan Gas Negara) and the community (Umsida). This study aims to determine the implementation of the principles of good governance in tackling stunting in Jabon District, Sidoarjo Regency. There are 8 principles of good governance according to UNDP, namely: 1. participation, 2. rule of law, 3. transparency, 4. responsiveness, 5. oriented to consensus, 6. justice, 7. effectiveness and efficiency, 8. accountability, 9. strategic vision. The type of research used is descriptive qualitative. The result of this research is that the implementation of principles of good governance has been implemented although there are still some principles that are not optimal. The conclusion of the implementation of the principles of good governance according to UNDP has been implemented and is still ongoing, but the resulting impact has not been maximally felt.

This study aims to describe and explore the connectivity of the concept of good governance in various sets of existing government theories, and contextualized in the process of policy formulation in the regions. The method used is literature study. This study found a very strong logical relationship between various theories of government and the theory of good governance. The concept of Good Governance is a derivative or part of the theory of governance, which emphasizes efforts to build governance based on community participation, rule of law, transparency, caring for stakeholders, oriented to consensus, equality, effectiveness and efficiency, accountability, and strategic vision. The prerequisites for the successful implementation of good governance include: participatory policy formulation, optimal regional institutional capacity, and transformative leadership in applying the principles of good governance.   Keywords: Good Governance; Regional autonomy; Regional Policy

This study aims to implement the implementation of village financial management and the implementation of the principles of good governance. With the increasing number of Village Funds accompanied by good village government governance in managing Village Funds by looking at 9 principles, namely the principle of rule of law, the principle of participation, the principle of transparency, the principle of responsiveness, the principle of consensus, the principle of effectiveness and efficiency, the principle of justice, the principle of accountability, strategic vision principle. This type of research is a qualitative descriptive research using normative juridical research methods. Research data collection techniques using literature studies and field studies. Based on theresults of this study and in accordance with the Legislation document and the answers given by the respondents to the researcher, that there is a discrepancy between Government Regulation Number 60 of 2014 and Regent's Regulation Number 2 of 2020 regarding the amount of Village Funds given to each village, in addition to that the level of community participation in the supervision of village fund management. However, in planning, the community is actively involved in village Musrenbang activities, and community participation is also seen in the implementation of village development.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

The twenty-first century is being touted as the Asian century. With its stable economy, good governance, education system, and above all the abundant natural resources, will Australia to take its place in the global economy by becoming more entrepreneurial and accelerating its rate of growth, or will it get infected with the so-called Dutch disease? It has been successful in managing trade ties with fast-developing economies like China and India as well as developed countries like the United States. It has participated in the growth of China by providing iron ore and coal. Because it is a low-risk country, it has enabled inflow of large foreign capital investments. A lot will depend on its capability and willingness to invest the capital available in entrepreneurial ventures, its ability to capture the full value chain of natural resources, and to export the finished products instead of raw materials, while building a robust manufacturing sector.

Maritime security in the Indo-Pacific region is strategically important to not only the surrounding states, but also those with an interest in its good governance, to support safe passage and natural resources extraction. Criminal threats, such as maritime piracy and illegal fishing, enabled by corruption and the potential for terrorism, undermine regional maritime security and therefore, there is incentive for states to respond cooperatively to secure the region. Drawing on broken windows crime theory, implicitly supporting the continuation of criminal threats within the region may enables exiting crimes to proliferate. With varying legal and political frameworks and interests across the Indo-Pacific region, achieving cooperation and harmonisation in response to regional maritime-based criminal threats can be challenging. As such, to respond to criminal threats that undermine maritime security, this article argues that from a criminological perspective, aligning states through existing international law enables cooperative regional responses. Indeed, given the prevalence of corruption within the region enabling serious criminal threats, harmonising through existing counter-corruption architecture may be a suitable platform to build from.

There is a prevalent assumption in South Africa that Parliament is guided by the ideals of democracy, accountability, transparency and accessibility. However, there are still gaps and challenges as far as theoversight role of Parliament is concerned, despite the presence of committees that have been established to oversee the executive and relevant structures of government, government activities and public finances. There is widespread maladministration and misuse of government expenditure in government departments. This paper investigates the oversight role of parliamentary committees to determine their relative influence on accountability and democracy in the execution of functions by public functionaries. The aim of the paper is to provide an understanding into inherent problems in the oversight role of Parliament in the democratic dispensation in South Africa, which seems not to have been given serious attention in the academia, considering the pivotal role Parliament plays in the lives of citizens of the country. These oversight committees have selectively held Senior Executives or Ministers accountable for their ineffectiveness, misuse of government expenditure and maladministration. This could be attributed to the fact that oversight in South Africa does not seem to be properly understood and implemented as it should be. Moreover, the influence of the majoritarian authority of the ruling party in committees seems to be colluding with the executive. Failure to take action against cases of omission brings questions on the effectiveness and efficiency of the oversight role of Parliament. The adverse consequence is the delay in the provision of good quality services to poor communities. This paper employed the theoretical approach as a method of data collection. Conclusions have been drawn that the shortcomings of the parliamentary committees compromise accountability and good governance in service delivery.
