This study aims to implement the implementation of village financial management and the implementation of the principles of good governance. With the increasing number of Village Funds accompanied by good village government governance in managing Village Funds by looking at 9 principles, namely the principle of rule of law, the principle of participation, the principle of transparency, the principle of responsiveness, the principle of consensus, the principle of effectiveness and efficiency, the principle of justice, the principle of accountability, strategic vision principle. This type of research is a qualitative descriptive research using normative juridical research methods. Research data collection techniques using literature studies and field studies. Based on theresults of this study and in accordance with the Legislation document and the answers given by the respondents to the researcher, that there is a discrepancy between Government Regulation Number 60 of 2014 and Regent's Regulation Number 2 of 2020 regarding the amount of Village Funds given to each village, in addition to that the level of community participation in the supervision of village fund management. However, in planning, the community is actively involved in village Musrenbang activities, and community participation is also seen in the implementation of village development.

This study aims to determine community participation in the development of village facilities and infrastructure in Nagari Ladang Panjang, Pasaman Regency. This community partipation is seen from how the community responds to conditions in the long field area, such as community participation in the development of village facilities and infrastructure. The research method used in this study is a qualitative descriptive research method that describes phenomena that actually occur in the field. The data source obtained through the interview process with informants and documents related to research. Data collection techniques are by means of observation, documentation and interviews. The data analysis technique used is an interactive analysis technique which consists of three components, namely data reduction, data presentation, and conclusion drawing. The results showed that community participation in the development of village facilities and infrastructure in Nagari Ladang Panjang was still lacking. In the construction of the new village guardian's office, for example, the community was reluctant to give away their land for free, even though in the end the village was able to convince the community to donate their land to build a new Nagari guardian office. In addition, not many people are willing to attend the deliberations for village development organized by the nagari government, this indicates a lack of public awareness or participation in village development in Nagari Ladang Panjang. Therefore, there is a need for approaches and counseling by the village government to the community on the importance of community participation in village development in Nagari Ladang Panjang

Health is one of the basic needs of society. Through the health office, Temanggung needs to be transmitted with a budget that has been established. The purpose of this study discusses the effectiveness and efficiency analysis of the direct expenditure budget and the indirect expenditure on the regional device unit of Temanggung District Health Office in 2017-2019. This method of research is qualitative descriptive research. The result of this research is the level of efficiency in the health office of Temanggung District from 2017 to 2019 has been efficient, which is under 60% and the level of effectiveness in the capacity of 90% which means that financial management of the budget is well-realized.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.

The purpose of this thesis is to determine and assess the implementation of Principle To recognize the importance of Good Governance in Financial Management System in Indonesia. Research in the writing of this law is to use the method of normative legal writing with properties that provide exposure deskrepsi study or overview of the implementation of Principles of Good Governance in Financial Management System In Indonesia and find How to Achieve Financial Management To Become Principles of Good Governance .. The law Primary use is legal action that the Minister of Home Affairs Number 21 Year 2011 concerning the Second Amendment of the Regulation of the Minister of Home Affairs Number 13 Year 2006 on guidelines for financial management, and secondary legal materials in the form of books and literature. After all the ingredients of the literature and research material collected then the materials are then processed and analyzed.According to this thesis and research results show that: First, the minimal prerequisites for achieving good governance is transparency, accountability, participation, legal empowerment, effectiveness and efficiency, and fairness. Second, implementation has Good Governance in Local Financial Management of renewal has always done.

The research objective was to determine and describe how the participation and role of the community around Lake Tondano to preserve Lake Tondano from the silting process. To get accurate data, there are several ways to collect data which are often called data collection techniques, including (1) Interview, (2) Observation, (3) Documentation study. This research uses qualitative methods with qualitative descriptive analysis, namely by collecting, managing, presenting, and describing the research results as they are. Based on the results of the research, it is known that the form of community participation in the rehabilitation of Lake Tondano includes: (a) Community participation in the South Tondano sub-district is actively planting replacement trees around the lake, making terraces in the hills around the lake, continuous socialization to the community around the lake, and The community no longer throws plastic waste into waterways, either sewers or rivers, so that the lake ecosystem is maintained. Another participation is that the local community is also obliged to provide information to the sub-district or village government if there are people who try to destroy the forest carelessly around the lake and people who deliberately dump plastic waste on a large scale into waterways in the form of ditches and rivers. Also, the local community has followed government regulations regarding the preservation of Lake Tondano; (b) Other types of participation contributed by the community in South Tondano sub-district, including; a) participation of ideas or ideas, b) participation of personnel, c) participation of assets, d) participation of skills and skills and e) social participation. Forms of community participation in the environmental conservation of Lake Tondano are in the form of; a) active participation, b) passive participation.

The results of this research can be concluaded that: 1. Lack of community participation to participate in village fund management planning, this is due to the lack of motivation of the community to participate in the deliberations. Then there was a delay in submitting a draft village regulation that had been agreed to be evaluated. 2. In the implementation, administration, reporting and accountability of village fund management in accordance with PERMENDAGRI Number 113 of 2014, it shows that the principles of participation in management, orderly and disciplined principles, principles of transparency and accountability principles have been carried out properly.The suggestion from this research is that the village government should develop a participatory concept and foster a sense of community motivation by providing education seminars on managing village funds and leading to the implementation of village governance. Then the village government should pay more attention to the applicable regulations in managing village finances in order to realize Good Governance.

This study aimed to find out how community participation in the Village Fund program in Kemang Manis Village in the Four Lawang District in 2016 and the factors that supported and blocked community participation in the village fund program in Kemang Manis Village. The method used was qualitative so that the data obtained through interviews, observation and study of documentation and qualitative descriptive analysis techniques. The results showed that at the decision making stage, the participation of the Kemang Manis village community in the Village Fund Program in 2016 was still low because the data synchronization activities were not carried out, only the village elite community and workers as well as grant providers, were invited, attended, gave opinions, and approve the results of the meeting's decision. At the implementation stage (community participation) was quite good, it appeared in the crowded community who registered themselves as candidates for village infrastructure activities, following the work briefing and direction from the village government. At the time of implementation the community brought their own carpentry equipment, donated food and drinks, and received wages or daily work incentives, and participants of community empowerment activities received transport money. The stages of the utilization of benefits (benefits) the community felt the benefits of the results of village development. Roads could be passed by 4-wheeled vehicles, making it easier to transport agricultural produce, residents began to build houses because roads were available and land values ​​had also increased. The community had not yet been involved in the monitoring, supervision and evaluation stages, because in the planning stages of the Village RPJM and Village RKP documents the community involvement is still low. At the stage of implementation of village development the community was involved as an implementer, but the procurement and financial management and administration activities were carried out by the village government. There were no complaints from the public and information disclosure regarding the new Village Fund in the form of a Village Infrastructure development project board.

With the preparation of the village financial management model according to the Undang-Undang No. 2 of 2014 and the Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014, it will facilitate the village government in managing the Village Fund Budget which is given specifically to Liliboi village, West Leihitu District, Central Maluku Regency and Rutong village, South Leitimur District Ambon City. The village medium term development plan, which was initiated through the village Musrembang forum up to the principles of transparent, accountable, participatory financial management, and carried out in an orderly discipline and the budget is the basis for implementation of village financial management. The results achieved were the absorption of village funds for the field of community empowerment, enjoyed by the people of both villages. To achieve the target, the study was designed with a qualitative approach, i.e. the data collected was not in the form of figures, but rather came from interviews, questionnaires, and other official documents. The research design in this study is descriptive research.
