The paper presents results of the analysis of the Lena River channel deformations near the Yakutsk City over the period exceeding the past 100 years. The data presented enables to conclude that the main trend of the channel development over that period has been a transformation of the adjoint braids pattern into the parallel arms pattern accompanied with directed migration of the main flow line towards the right valley side along the entire studied reach. Such a tendency of channel evolution creates an unfavorable situation for operations of the Yakutsk water industry and transportation facilities. The paper also gives a predictive assessment of the future channel deformations and proposes a set of channel regulation measures aimed at improving the situation.

Abstract The article discusses the ways of improving the method of combined plans for a water body channel reformations analysis on the example of a section of the Oka River. The main disadvantages of the existing classical approach to the analysis of channel processes through the channel surveys separate isobaths’combination are highlighted. A new approach to combining digital models of the river bed relief obtained from the hydrographic surveys results is proposed. Two directions of surface comparison are shown for the subsequent analysis of channel processes. For a qualitative assessment of channel changes, it is proposed to construct a new surface of vertical deformations and visualize it in color gradation or using lines of equal vertical deformations. For a quantitative assessment of channel processes, the use of a cartogram of vertical channel deformations is considered, and the numerical parameters for assessing the stability of the river channel are introduced. For the considered section of the Oka river channel, the main indicators of channel processes were obtained and analyzed using the proposed updated method. Separately, the calculation of the most optimal grid size was performed when constructing a cartogram of vertical channel deformations.

The article considers the conditions of conjugate branches system transformation into parallel-branched channel, which are the most complex morphologically (by the mode of deformations and management) on the example of the Pokrovsko-Yakutsky section of the middle Lena River basin in the 21st century. It may arise from the general increase in the Lena Rivers water content and thawing frozen soils (composing shallow waters and near-shore shallows), as well as from the development of sleeves with unstable channel. At the same time, local conditions encouraged to the formation of a complex single (three-arm) branching at the beginning of the expansion of the valley bottom and the channel below city of Pokrovsk, the preservation of a straight unbranched channel upstream, the channel of the same type below the Tabaga Cape and alternating one-side branching at the end of the site. The modern riverbed reformation after the changes occurred consists in the transgressive displacement of floodplain-island massifs, intensive banks erosion, and the sediment accumulation zones formation. This has led to the significant complications in the river water usage (including water intake and port water areas sedimentation, creation an unfavorable environment in the port approaches area, berths and industrial infrastructure) and to creation of an emergency situation at the coastal infrastructure facilities. The revealed channel deformations regularities on the basis of long-term and modern researches and hydrodynamic modeling allowed to develop and justify the complex scheme of channel processes management, which implementation will allow to reduce or neutralize their adverse or dangerous manifestations.

Introduction. Right understanding is the most live, interesting and, at the same time, the uncertain and changeable area of researches which takes the central place as in the general theory of the right, and gains the increasing value in industry jurisprudence that is connected with its considerable teoretiko-methodological and applied potential which is shown in spheres of lawmaking and law-enforcement activity. Thus, right understanding represents research tools of the subject of knowledge which allow to study all range legal and, the based on them, state phenomena for the purpose of obtaining reliable knowledge of state and legal reality. In this regard integrative approach in right understanding which has rich history of the formation and development is of special interest, allows to perceive the right as integrally complete phenomenon, as much as possible retrieves its regulatory abilities and, provides achievement of criteria of scientific research: comprehensiveness, objectivity, historicism. Materials and Methods. In article an attempt of the analysis of integrative approach in right understanding from a position of history of origin of his ideas and assessment of the current state is made. A result of studying of scientific literature, generalization and comparison of the different points of view fat formulation of author’s determination of category “right understanding” and submission of the evidence-based integrative theory of right understanding which as much as possible conforms to requirements of time and has essential regulatory and guarding potential. Results. In article the category right understanding is comprehensively considered, different integrative theories of right understanding from a position of their origin and development are submitted, the value of modern integrative approach in right understanding is shown, perspectives of its further development are evaluated. Discussion and Conclusion. The author comes to the conclusion about the theoretical and methodological consistency and inevitability of the integrative approach in law understanding, which acts as a scientifically grounded type of legal thinking capable of comprehending the law on a truly scientific basis.

For the solution of engineering problems require increasingly accurate estimates of the hydraulic characteristics of the water streams. To date, it is impossible to consider sufficiently complete theoretical and experimental justification of the main provisions of the theory of turbulence, hydraulic resistance, channel processes. The composition of tasks related to flows in wide channels, turbulence problems are of scientific and practical interest. Various interpretations of the determination of the critical Froude number in wide open water flows based on observations and theoretical transformations are considered. The conditions for the emergence of a critical regime of water flow in an open wide channel are analyzed in order to estimate the critical Froude number and critical depth. Estimates of the critical Froude number for laboratory and field conditions are given. The estimations allow us to consider the proposed approach acceptable for determining the conditions of occurrence of the critical flow regime. The General, physical interpretation of conditions of occurrence of the critical regime of water flow on the basis of phenomenological approach is specified. The results take into account the values of the components of the total specific energy of the section. This shows the estimated calculation. The results obtained theoretically make it possible to compare the above interpretations and determine their applicability, and the results of the analysis can be useful for the estimated calculations of flows in channels and river flows in rigid, undeformable boundaries and with minor channel deformations.

Introduction: the paper investigates migration situation in the country, reasons and prerequisites for migration-related crime, and identifies features of state prevention of migration offenses. Aim: by analyzing current migration situation, to identify problems in the field of migration-related offenses and how to counteract them at the current stage of society development. Methods: general scientific dialectical method of cognition, comparative legal method, empirical methods of description and interpretation; method of interpretation of legal norms. Results: having analyzed manifestations of migration-related crime we determine its signs, internal content, essence, types, and objectivity of existence; this allows us to put forward ways to counteract the current state of this type of crime. Conclusions: when studying how migration offenses are counteracted, we propose a number of measures that can change the existing crime situation in the migration sphere. Among them: strengthening the registration of migrants when passing the state border; increasing the responsibility of an unscrupulous employer who provides work to migrants in violation of current legislation, obliging unscrupulous employers to cover expenses related to the expulsion of illegally located migrants, strengthening the responsibility of the employer; tightening the sanctions of existing legislation for submission of false documents for registration by migrants and for registration based on false documents; strengthening the functional activities of the Federal Migration Service by granting it the right to perform intelligence-gathering activities and interaction with operative units of law enforcement agencies engaged in such activities; determining the priority of external and operative services to identify the facts of illegal stay of migrants in the territory of the metropolis; establishment of a single codified act – the migration code, regulating legal relations arising in the migration sphere. The early and long-term development of promising young athletes is a decisive factor in being internationally competitive in top-level sports. Among the multitude of talent criteria suggested in the literature, motivation plays a prominent role in the area of psychological characteristics. It is recognised in practice and research as a relevant criterion for performance development across all sports. This article provides an overview of the current state of talent research in the field of motivation. First, the most common theories of motivation in competitive sports are described, then different measurement methods and their advantages and disadvantages as well as the predictive value of motivation for athletic performance are discussed. Finally, implications for practice are suggested. It can be summarised that motivation in sport is conceptualised and operationalised in different ways and that the decision for the right measurement instrument depends on the goal of the assessment. To get a comprehensive picture of an athlete’s motivational status, it is useful to assess several aspects of motivation through different methods.

Open innovation holds great potential for improving the efficiency of companies' innovation processes, but also presents substantial risks. A key issue in innovation management is finding the right balance of openness, i.e., determining how open companies should be in their innovation activities. However, academics and business practitioners hold conflicting notions of what constitutes open innovation practice and of how "open innovation companies" are defined. In this paper, we present three in-depth case studies of global R&D-intensive companies, where we find that the firms' perception of their openness differs from their actual situation (as determined by the innovation practices that they apply), and that each company has a different view as to what constitutes open innovation. We claim that resolving conceptual ambiguity and differentiating between openness (as a philosophical aspect) and open innovation (as a way of structuring the innovation process) in research is critical in order to clarify the current state of open innovation research and enable the communication of results to practitioners.

The main area of interest of this paper focuses on the right to strike in public education sector. All the possibilities of limiting the right to strike in this public sector needs to be verified in the context of constitutional provisions and international legal obligations binding the legislator. The possibility of “including” teachers in the Civil Service Corps is being considered in this paper. Under the current state of law, there are no grounds to restrict or prohibit the right to strike in the education sector. The potential subordination of teachers to the rigours binding the Civil Service Corps would require far-reaching adjustments within this institution, stemming from the constitutional provisions that would necessitate these changes.

Clustering into groups is made use of for grouping news given into by comparison way in design for making discovery of person for whom one does work interest. There are two bad points of FCM algorithm, firstly the requirements of no. of clusters C and secondly giving to the first relation matrix. Because of, in relation to these two bad points the FCM algorithm is hard to come to a decision about the right no. of mass, group and this algorithm is unsafe. The strong decision of desirable first stage mass, group is an important hard question, therefore a new expert way called PDFCM algorithm is made, was moving in.
