The article is devoted to the anniversary of Ljudmila Jevgenjevna Kirillova, an Udmurt linguist, Honored scientist, Candidate of Philologу. The author focuses on her scientific and creative activity and analyzes her contribution to the development of Udmurt linguistics, in particular considering her publications in onomastics. Her works are in demand not only among the academic community and teachers of higher education, but also of all those who are interested in traditional culture. During her activities she conducted a large number of toponymic and folklore-dialectological expeditions, the geography of which, in addition to the Udmurt Republic, covers the Republic of Tatarstan, the Kirov region. The name of the Udmurt linguist is known not only on a Russian scale, but also outside of it. L. E. Kirillova is a returning participant in international conferences, congresses.

The article is devoted to the anniversary of Irina Murtazovna Nurieva, the prominent ethnomusicologist, Honored scientist, Doctor of Art. The author focuses on her scientific and creative activity and analyzes her contribution to the study of the Udmurt musical and song tradition. During her period of work in the Udmurt Institute of History, Language and Literature UdmFRC UB RAS I. M. Nurieva published five monographs and more than a hundred articles. Her works are in demand not only among the academic community and teachers of higher education, but also of all those who are interested in folk culture. It was established that a high popularity rating of her research was achieved due to the involvement of the rich material from field practices in which she was directly involved During her activities she conducted a large number of expeditions (folklore-dialectological, folklore-ethnographic, folklore-choreographic), the geography of which, in addition to the Udmurt Republic, covers the Republic of Tatarstan, the Republic of Mari El, the Kirov region. The name of the Udmurt ethnomusicologist is known not only on a Russian scale, but also outside of it. I. M. Nurieva is a returning participant in international conferences, congresses.

The article is devoted to the anniversary of Tatyana Gilnyakhmetovna Minniyakhmetova, the prominent ethnologist and Candidate of Historical Sciences, Doctor of Philosophy, Excellence in Public Education of the RSFSR (Moscow, 1987). The author focuses on her formation stages as a researcher, her scientific, popularizing and organizational activities and her contribution to the study of Udmurt traditional culture. During the period of the scientific research T. Minniyakhmetova published eight single author and multi-author monographs and more than two hundred articles in Udmurt traditional culture. Her research works are in demand by the professional academic community and universities, and researchers of the Higher School, and by everyone who is interested in the culture and history of the Udmurt people. She has organized and conducted more than seventy folkloristic-ethnographic and folkloristic-dialectological expeditions, the geography of which in addition to the Trans-Kama region and Udmurt Republic which covers the neighbouring territories of the Volga and Ural area, as well as some regions of Siberia. T. Minniyakhmetova has collected the solid bank of information on ethnography, culture and life of the Udmurts as well as other ethnic groups of the Volga-Ural region. There is the large fund of photographic materials, video and audio recordings in her collection. The name of the Udmurt ethnologist is known not only in Russia, but also outside of the country. The Udmurt origin and her experiences of tendencies of European ethnology allow T. Minniyakhmetova to act both as a researcher who knows ethnic culture from the inside and in the context of the development of modern ethnic processes. Through her scientific and teaching activities, she contributes to the wide popularization of Udmurt ethnography and folklore in the European and global scientific community. According to the traditional concepts of the Udmurts, Tatiana Minniyakhmetova developed anthropological theories on ethnic self-consciousness, concepts of ritual and doubled ritual time, peculiarities of the orientation in space (spacial intimacy and spacial contradiction), real and symbolic boundaries, the concept of clean/pure and unclean/impure, the birth of life and the creation of souls, interactive methods of communication between the living and the dead, methodology of field researches.

The article presents the features of psychological and pedagogical support in the conditions of integrated learning. The role of a teacher - psychologist in the design and organization of psychological and pedagogical support of the educational process is considered. The main directions of psychological and pedagogical support for the development of professional competence of a teacher, the specifics of his creative activity are formulated. The main conditions for the effectiveness of programs of psychological and pedagogical support are considered. At the present stage of development in the Republic of Kazakhstan, there are deep socio-economic transformations that require new approaches to the system of vocational education. The First President of the Republic of Kazakhstan Elbasy N. A. Nazarbayev pays attention to the development of science and education in the program "100 concrete steps" in five institutional reforms. Special emphasis is placed on improving the competitiveness of graduates and the growth of the educational sector. The article considers the theoretical features of the priority tasks of higher education, strengthening the resource base, expanding the practical component of scientific and educational activities, investments in the preservation and development of human capital, which is the main priority of the State program for the development of education of the Republic of Kazakhstan for 2011 – 2020. The paper describes the need for specialists who can productively organize interaction and relationship in the "person-to-person" system. In these conditions, the problems of training specialists in the so-called "helping professions" (psychologists, social workers, etc.) become urgent. The article describes the current socio-economic situation in Kazakhstan, which also determines the order for specialists of this profile who have the qualities and skills of activity in this field, which requires the modernization of training students in the relevant specialties of the higher education system. Both domestic and foreign experts are increasingly calling the XXI century the century of "man". The article considers that in modern socio-economic conditions, the problem of developing creative abilities remains one of the most important problems of human society. It is particularly relevant in modern society, because education as a resource of science, technology and art is undergoing radical changes today, due to the need for continuous adaptation to rapidly changing dynamic socio-economic conditions. In addition, the paper describes the fact that this is due to the constantly increasing volume of information, which is forced to operate a modern specialist in any field, and the process of integrating the Sciences, which requires a person not only extensive knowledge, but also a higher creative level of thinking development.

Aware of the fact that autonomy is an important prerequisite for educational institutions to be able to perform their tasks, in this paper we explore and analyze one of the most interesting cases from the jurisprudence of the Court of Justice of the European Union in this area. Namely, the European Commission initiated proceedings against the Republic of Hungary for violating the rights of the European Union. The focus is on the Law on Higher Education of that member state, which has caused sharp controversies within the academic community in the countries of the European Economic Area, but also in third countries. Although the work is mostly dedicated to the free movement of services in the field of higher education, we inevitably explore the relationship between European Union law and legal instruments of the World Trade Organization (WTO), as well as the views of the Court of Justice regarding their interpretation. The case we are discussing is also important for the status of countries aspiring to become members of the European organization, since the European Parliament adopted a recommendation to include in the Copenhagen criteria for accession the defense and protection of academic freedom and institutional autonomy in order to prevent their endangerment in member states.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The Latvian language as a foreign language (LATS) is learned both in Latvia and abroad. It can be done in higher education institutions, as well as in different courses and self-directed learning. Outside Latvia, there are many countries and higher education institutions where it is possible to acquire LATS. In some higher education institutions, the Latvian language has been taught since the beginning of the 20th century. The oldest LATS teaching traditions are in North America, Germany, Sweden, Lithuania and Australia. In some universities, such as Stockholm University, Masaryk University, Saint Petersburg State University, etc., academically strong study programs in Baltic Studies were established. Over time, study programs have been closed for various reasons, at most leaving the Latvian language as an optional course. At some universities, the Latvian language course has been discontinued. Although in some higher education institutions outside Latvia LATS could be acquired starting from the beginning of the 20th century, the most significant interest in the Latvian language was after the restoration of independence of the Republic of Latvia. Then many higher education institutions in Europe established Latvian language and culture study programs. This interest was related to the geopolitical situation. People tried to get to know the post-Soviet countries through the language. When Latvia joined the European Union, interest in the Latvian language decreased in Europe. Nowadays, interest in the Latvian language has increased in Asia, especially in China. In Asia, it is possible to acquire the Latvian language in China and Japan. There are established different Latvian language bachelor programs in universities of China while in Japan the Latvian language is taught for somebody interested in Latvian culture and traditions more than in the Latvian language.

This study investigated perceptions of organizational change management among executive coaches working with British higher-education leaders and factors that make leaders effective when managing change. This basic qualitative research used semi-structured interviews with eight executive coaches selected through purposeful sampling. As main challenges to efficient, inclusive change management, participants mentioned leaders’ lack of a strategic vision or plan, lack of leadership and future leader development programs, and lack of clarity in decision-making. They recognized that leaders’ academic and professional profiles are positively viewed and said that, with coaching and support in leadership and strategic planning, these people can inspire the academic community and promote positive change. Additional emphasis was given to the role of coaching in the development of key soft skills (honesty, responsibility, resiliency, creativity, proactivity, and empathy, among others), which are necessary for effective change management and leadership in higher education. The paper’s implications have two aspects. First, the lessons of the actual explicit content of the coaches’ observations (challenges to efficient change management and views of leaders); second, the implications of these observations (how coaching can help and what leaders need).
