The article presents the features of psychological and pedagogical support in the conditions of integrated learning. The role of a teacher - psychologist in the design and organization of psychological and pedagogical support of the educational process is considered. The main directions of psychological and pedagogical support for the development of professional competence of a teacher, the specifics of his creative activity are formulated. The main conditions for the effectiveness of programs of psychological and pedagogical support are considered. At the present stage of development in the Republic of Kazakhstan, there are deep socio-economic transformations that require new approaches to the system of vocational education. The First President of the Republic of Kazakhstan Elbasy N. A. Nazarbayev pays attention to the development of science and education in the program "100 concrete steps" in five institutional reforms. Special emphasis is placed on improving the competitiveness of graduates and the growth of the educational sector. The article considers the theoretical features of the priority tasks of higher education, strengthening the resource base, expanding the practical component of scientific and educational activities, investments in the preservation and development of human capital, which is the main priority of the State program for the development of education of the Republic of Kazakhstan for 2011 – 2020. The paper describes the need for specialists who can productively organize interaction and relationship in the "person-to-person" system. In these conditions, the problems of training specialists in the so-called "helping professions" (psychologists, social workers, etc.) become urgent. The article describes the current socio-economic situation in Kazakhstan, which also determines the order for specialists of this profile who have the qualities and skills of activity in this field, which requires the modernization of training students in the relevant specialties of the higher education system. Both domestic and foreign experts are increasingly calling the XXI century the century of "man". The article considers that in modern socio-economic conditions, the problem of developing creative abilities remains one of the most important problems of human society. It is particularly relevant in modern society, because education as a resource of science, technology and art is undergoing radical changes today, due to the need for continuous adaptation to rapidly changing dynamic socio-economic conditions. In addition, the paper describes the fact that this is due to the constantly increasing volume of information, which is forced to operate a modern specialist in any field, and the process of integrating the Sciences, which requires a person not only extensive knowledge, but also a higher creative level of thinking development.

We present the results of educational and methodical work during the implementation of activities on the issues of teaching Russian in a multi-ethnic environment in the Republic of Dagestan. The issues of identifying intercultural competence as a result and criterion of the education quality in a multi-ethnic educational process are considered. We also define the need for expanding the linguodidactic base for the intercultural competence development in teaching Russian through the inclusion of teaching materials with the national and cultural component. The specific practical examples (use of interactive educational technologies: the method of projects, case-study, web-quest) demonstrate ways of organizing educational activities aimed at the development of in-tercultural competence. The relevance of this study is confirmed by the presence of contradictions between the needs of modern society in effective intercultural interaction, highly qualified teach-ing staff, the requirements of regulatory documents and the insufficient level of potential use in the process of learning Russian in a multi-ethnic audience. Particular attention is paid to the methods of demonstrating students’ own national identity in a multi-ethnic environment and presenting native culture through the Russian language, issues of improving the professional competence of Russian teachers required for teaching in a multilingual environment and defining intercultural competence.

The relevance of the issue of developing the digital competence of future teachers in higher education is obvious, as technological progress is developing at an extremely rapid pace, and digitalisation has already penetrated into all spheres of life, including the education system. The purpose of the study is to compare the approaches of state educational policy to the development of digital competence of future teachers in China and Ukraine. To obtain new results, the following theoretical methods were used in the study: analysis of pedagogical literature, regulations, online platforms, educational sites, systematisation, and generalisation of research, organisation of training courses for future teachers – to compare different approaches to digital competence of future teachers. It is noted that digital competence is key in lifelong learning, as well as one of the components of a teacher's professional competence, according to the Standard Standard for Primary School Teachers, General Secondary Education Teachersб and Primary Education Teachers. The concept of digital competence is defined and it is substantiated that its significance changes in accordance with the development of digital modern society. The national educational policy of Ukraine and the People's Republic of China is analysed, in particular the regulatory base, which regulates the development of digital competence in the countries. It has been found that the problem of digital competence is relevant in both countries, in particular in China, where its solution is more progressive, due to powerful resource opportunities. An example of the content of academic disciplines, namely “Digital Training Tools”, “Cybersecurity”, “Media Education” (Ukraine), “Fundamentals of Computer Use”, “Use of Multimedia Technology” (PRC), their place in the educational process, hours on study, form of control of educational and cognitive activities, etc. These disciplines are aimed at developing the digital competence of future teachers in higher education institutions of Ukraine and China. It is noted that further research will relate to the study and analysis of national educational policy of the European Union on the development of digital competence, in particular in the training of future teachers

The most important characteristic feature of the current stage of development of higher education in Ukraine is integration processes that reflect, on the one hand, substantive and structural changes within the education system, and on the other hand, the processes of interaction between education and the production sphere. The priorities of state policy and the concept of innovative development in the field of education indicate the necessity to form a wide range of mechanisms for cooperation between business and educational institutions. In the educational standard of higher education in specialty it is noted that the future specialist must be ready for the following activities: production and technological activities, project activities, research activities, organizational and management activities. Specific types of professional activity, for which a specialist is mainly prepared, are determined by higher educational institutions in cooperation with students, teachers, and employers' associations. With such an essential range of requirements for future specialists, there is a need for qualitative changes in the content and organization of training. In modern social and economic conditions, the activities of higher education institutions that train specialists for the food industry are associated with solving a number of problems: the imperfection of the mechanisms of social partnership between educational institutions and employers; insufficient practical orientation in the training of qualified personnel for a particular enterprise; inconsistency of the educational and resource base of educational institutions. As a result of the search for effective forms of organizing of the educational process for solving the tasks set before education, the introduction of elements of dual education in the educational process seems to be expedient, promising, and of current interest

The current stage of development of society is characterized by the development of scientific and technological progress, the emergence of various innovative processes that affect the course of development of all spheres of life, including higher education. With the emergence of a competency-based approach and a corresponding change in educational goals, higher education institutions, fulfilling the requirements of the Federal state educational standards, should use innovative educational technologies in the preparation of students to form their professional competence. The purpose of the article is to consider the experience of implementing educational technologies as a tool for developing students' independence. The independence of the student is an integral part of the development of his competence. The article presents an examination of the concepts of “independence” and “educational technology” from various points of view. The dependence of independence on the use of innovative educational technologies in the educational process is traced. The stages of the process of organizing students' independent work using innovative educational technologies are highlighted. The presented study on identifying students' level of independence when studying the discipline “Teaching Technologies of the Teachers of the Past” allows us to conclude that students are more successful with the active implementation of educational technologies, since they make the process more active and creative, make the interaction process more efficient. The study was conducted over two years (in 2018 and 2019). We checked the level of independence of students before the introduction of innovative technologies in the study of the discipline "Technology of teaching teachers of the past" and after. The more often educational technologies are used in the educational process, the more students get used to independent work, the better it becomes. The use of educational technologies allows the formation of a highly educated competent specialist who independently and creatively solves professional problems.

Purpose of the study. The digital turn in higher education and pedagogical technologies requires the use of a variety of teaching approaches and methods. The quarantine period in connection with the COVID-19 pandemic caused the need for a radical transformation of the higher education system, its new paradigm in a modern digital society. In such conditions, it becomes necessary to form a digital educational environment and many countries, including the Republic of Uzbekistan, have faced this task. Students need to develop skills in working with information, in particular, the use of information and communication technologies in the process of solving cognitive tasks and performing creative tasks in cognitive and educational activities. All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

The article investigates the phenomenon of professional training of the future engineer-teacher of food profile for the formation of sanitary and hygienic culture in professional activity. The structural components are highlighted and their content is analysed: motivational, cognitive (knowledge of conceptual and terminological culture, awareness of methods and means of forming a professional sanitary and hygienic culture of a food engineer-teacher, etc.), activity (ability to organize and form a sanitary and hygienic culture; ability to increase students’ level of sanitary and hygienic culture, etc.).The current stage of development of the higher education system places high demands on the professional and personal qualities of a scientific and pedagogical worker. Implementation of the main tasks of the National Strategy for Education Development in Ukraine requires further improvement of higher education institutions, in particular: introduction of a multi-level education system compatible with the European one; ensuring the fairness and transparency of entrance examinations; creation of innovative structures in higher education institutions; development of international cooperation in the field of education and science; reorientation of the higher education system to the development of competencies specific to the number of specializations during practice and further additional education.Society places new demands on the future engineer-teacher of food profile, who must have deep moral values, a clear civic position, a system of values and beliefs, be ready for creative development and self-improvement and carry out professional activities at a high level. Therefore, in addition to the formation of a harmoniously developed personality, it is necessary to pay attention to the formation of professional competence of the future specialist in the food industry. This need can be realized through the introduction of conceptual approaches to vocational training, retraining and advanced training of teachers for the system of vocational education, the main of which are updating the goals and content of vocational engineering and pedagogical education based on activity approach and personal orientation, updating the competency paradigm taking into account the international experience for the integration of the educational space in accordance with European requirements. Worked out is the analyzes of development of the Kazakhstan system of standardization of higher education on the example of several generations of state educational standards. Their features are examined in structural terms, as well as in terms of the requirements for the compulsory minimum of the educational content, the level of preparedness of graduates and learning outcomes. The dynamics of transformations in the context of expansion of universities academic freedoms, the ratio of compulsory and university components of educational programs is shown. The role of educational and methodological associations of universities of the Republic of Kazakhstan in the development of the regulatory and legal support of the educational process is emphasized. The relevance of introducing the competence-based approach in higher education on the basis of combining educational and professional standards is noted. It is shown that inconsistent and hasty reforms, uncompetitive level of teachers’ remuneration, expanding bureaucratization, underdeveloped quality assurance culture do not contribute to the successful modernization of higher education.

The academic competence of cadets is the basis for the formation of professional and social-personal competence of a specialist. Academic competence is a set of skills to independently obtain, process and apply knowledge in the field of jurisprudence, as well as to study and explain from a theoretical point of view the phenomena associated with the implementation of law enforcement. The specifics of training in higher education institutions of the Ministry of Internal Affairs predetermines the need for a systematic organization of activities to develop the academic competence of cadets. The article describes the stages of designing the educational process, taking into account the stages of professionalization of cadets in the learning process.

Article is devoted to consideration of questions of transformation of a modern role of the teacher of high school which changes and supplements a substantial basis of its professional competence and demands reconsideration and acceptance of new concepts. The role and the functions of the teacher connected with problems of education of youth in educational space of high school that promotes formation of communicative skills and social intelligence of competitors of higher education which of objects of influence become its subjects is characterised. It is defined that consulting preceptorship of group carries out adviser – the key subject of the socially-humanitarian influence which functions essentially differ from functions of the curator in traditional understanding. Socially-humanitarian functions and roles of adviser of groups of competitors of higher education are presented, socially-humanitarian directions and forms of its work. Status definition in educational process of an institution of higher education of student's advisers is proved, the purpose of their activity, the primary goals and functions. The conclusion, concerning modern development of the Ukrainian higher school, its European orientation which demands from teachers of performance of a certain number of roles – not as instructors and a source of knowledge and as couch, facilitator, the tutor, the moderator, the mentor and adviser of an individual educational trajectory of competitors of higher education is drawn.
