The article considers the concepts of “electronic services” and “electronic government”, the basic principles and significance of “electronic government”, analyzes the “Electronic government” and “electronic services” in Azerbaijan. Trends in the development of electronic services, the structure of the state standard for the quality of electronic services are given. Today, with the use of information and communication technologies (ICT), the concept of “electronic services” is widely used (increasing efficiency, simplifying communication between the public and the state). At the same time, electronic services are considered one of the most effective tools to ensure transparency and prevent corruption. The aim of the article is to analyze the concepts of “electronic government” and “electronic services” in Azerbaijan. The development trends of electronic services are described. The author analyzing the most frequently used services identified the main scope of the electronic services provided. This is e-commerce, banking, media and distance education. The main problem in the work of the system of rendering state electronic services is the lack of preparedness of the population for this system. The implementation of the tasks of domestic and foreign policy provides for the creation of the most favorable conditions for the development of electronic services. A clear architecture for the provision of electronic services has been created in Azerbaijan. In this context, government agencies are gradually merging with new services in this architecture. According to the author, a single state of e-government should be a standard for the quality of electronic services and the basis for standardizing state electronic services is the demand for information and technical support for the process of providing electronic services and their quality. At the end of the article, the author gives a structure of quality standards for the state electronic service. According to the author, the development of the quality standards system for state electronic services should be aimed at improving the quality of the provision of state electronic services and optimizing the budget costs of authorized e-government bodies.

This chapter re-interprets the development of electronic participation and electronic government in the context of an alternative ideology. Bringing back the critique of previous chapters about government as a technology, the chapter shows how it is possible to generate new and socially oriented spaces for democratic processes in which technologies are tools for transformation. This requires expanding the concept of citizenship, of the state and of society.

The improvement of control and supervision activities in high-rise construction is an important goal of the state. In the paper, the author considered the initiatives of the state in terms of improving the control activity. He shows the main approaches that will be applied by the state. The application of information and communication technologies in control activities is described in detail. It was noted that the quality of the regulation of various procedures remains a serious issue. At the same time, modern innovations in the field of control should take into account the increasing volumes of data and information about various economic processes.

This article reviews the literature, the main surveys and the international antecedents and the adaptation to national policies to better analyze the primary information on the self-assessment that citizens have about their perception of electronic government. in the city of Tijuana, Baja California, Mexico. Having as main element the use of Information and Communication Technologies (ICTs) whose main objective is to improve the quality of public services of a particular government and the challenges of local governments. In this case, we sought to answer certain questions such as the following: What is the most common procedure? How long does it take to complete a procedure? What population prefers to complete the procedures online and how many prefer to go personally to the offices? Do you know the procedures offered by the local government online? These are some questions that were addressed to users who went to government offices and that through the research project "Analysis and Opportunities in Baja California: Reaches and Opportunities”, With the application of a survey in the months of August to November 2017 in all the municipalities of the entity, an answer was given to them, this time it is intended to analyze the data obtained from the municipality of Tijuana.

The article compares the processes of dissemination of modern information and communication technologies in government bodies in Russia and abroad. It is stated that Russia began the transition to «electronic government» later than the developed countries, in which this process was launched within the framework of large-scale and comprehensive programs for reforming public administration in the 1980s and 1990s. However, to date, there is an alignment in the pace and content of digitalization tasks. At a new stage in this process, the concept of «electronic government» under the influence of such newest phenomena of the emerging information society as methods of analysis of «big data», «artificial intelligence», «Internet of things», «blockchain» is being transformed into the category of «digital government». Achievements and prospects of public administration digitalization are considered on the example of countries with the highest ratings — Denmark, Australia, Republic of Korea, Great Britain, USA and Russia.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

The purpose of this paper is to analyze the integration of Information and Communication Technologies (ICT) in higher education for imparting easily accessible, affordable and quality higher education leading to the uplift of Malaysia. The focus of the paper is on the benefits that ICT integration in education can provide, right from breaking time and distance barriers to facilitating collaboration and knowledge sharing among geographically distributed students. ICT increases the flexibility of delivery of education so that learners can access knowledge anytime and anywhere. It can influence the way students are taught and how they learn as now the processes are learner driven and not by teachers. This in turn would better prepare the learners for lifelong learning as well as to contribute to the industry. We will also analyze if ICT does indeed improve or hinder the quality of learning among higher education students. This paper reports on the changing trends in use of ICTs for instruction in higher education institutions (HEIs) and discusses a mini-case study of how ICTs are being used by lecturers in one university in Malaysia.

The arrival of information and communication technologies is nothing new. The number of people using these technologies and moving in cyberspace is growing, and therefore it is an important role of the state to respond sufficiently to such developments. A fundamental role of the state is to create a stable security system consisting of complex legislation as well as creation of a legislative environment capable of responding flexibly to the growing number of diverse incidents in cyberspace. Sufficient legal regulation consisting of unambiguous determination of competencies and tasks of individual subjects represents the basic pillar for the creation of a stable security system. The role of the state is also to maintain existing and create new partnerships with organizations that are able to provide relevant information and knowledge in the field of cyber security.

The article examines the structure and principle of operation of the electronic office of the taxpayer, its advantages and disadvantages. The object of research is the electronic office of the taxpayer. The purpose of the work is to analyze the work of the electronic office of the taxpayer. Research method - a method of operationalization of concepts, induction and deduction. The interaction of taxpayers and controlling bodies with the use of information and communication technologies is on the way to reforming the state bodies of Ukraine in accordance with the requirements of the European Union. One of the directions of modernization of the information system of the State Tax Service is the introduction of a new electronic service for providing electronic services to taxpayers using the Internet environment and a single web portal of the State Tax Service of Ukraine - a personal electronic office of the taxpayer. The electronic service was developed as part of the «Tax Block» system. The structure of the electronic office of the taxpayer is considered in detail. The advantages of submitting electronic reporting are analyzed and the ways to improve the work of the electronic cabinet are identified. The article explores modern information and telecommunication technologies, which are the basis of information processes in education. The fundamentals of improving the quality of student training from the point of view of the development of a vocational education system are investigated. The authors explore the definition of an innovative educational environment. It is proved that professional IT education is the basis for improving its quality level and has certain advantages over other types of knowledge, providing flexibility due to modern technological features, including the use of QR coding information.
