The article deals with the topical issues of the formation of market status-ness of environmental diplomacy in the context of identifying its transparency features in the field of international economic relations, communicative mobility development and interactive dialogue, information security and global partnership between countries. The international aspect of transparency may be presented in modulation of different countries interests, integration associations, international institutions, non-governmental organizations, corporations, business and social movements. International cooperation requires new initiatives, mutual understanding, consolidation and engagement of diplomacy forces of environmental assistance. The specificity of diplomacy information support involves the approval of safety imperatives, environmental compatibility, reclusiveness and prognostics in applying convergent technologies. Conducting of complex analysis with regard to openness, intensity and capacity of environmental diplomacy agents to publicity is specified by new trends and counter-trends in the flows ofnformation arrays and imitation influences. It is proved that present day content of environmental diplomacy acquires approbation in the market, international recognition and public support.

At its seventeenth session, held in New York from March 30 through April 30, 1954, the Economic and Social Council elected Juan Cooke (Argentina), president and Sir Douglas Copland (Australia) and Jiri Nosek (Czechoslovakia) first and second vice-presidents respectively. The Council approved an agenda of 24 items; three items on the provisional agenda were deferred to the eighteenth session: the organization and operation of the Council and its commissions, the election of members of the Council Committee on Non-Governmental Organizations, and the removal of obstacles to international trade and means of developing international economic relations.

Astroturf lobbying refers to the simulation of grassroots support for or against a public policy. The objective of this tactic is for private interests to pretend they have public support for their cause. However, omitting to disclose the real sponsor of a message renders the communication unauthentic and undermines democratic and pluralist values. This article seeks to develop a method to detect astroturf movements based on emphasis framing analysis. The hypothesis is that astroturf groups employ different frames than genuine grassroots movements to comply with the private interests they truly represent. The results of the case study on the shale gas exploration debate in the United States show that astroturf groups used frames that differed significantly from authentic non-governmental organizations, which allowed their detection.

Yksityisen ja julkisen vastuun raja vanhushoivassa on häilyvä. Julkisen vallan vastuut on määritelty laeilla, mutta niitä siirretään erilaisin sopimuksin yrityksille, järjestöille ja perheille eli yksityisille toimijoille. Tällainen sopimuksiin perustuva julkisen ja yksityisen hoivan sekamuoto on omaishoidon tuki. Tarkastelen omaishoidon tukea saavien hoivaajien ja hoivan tarvitsijoiden markkinapalveluiden käyttöä omaishoidon viranomaisten kertomana. Tavoitteena on pohtia sitä, millaisina omaishoitajat kuvataan hoivapalveluiden kuluttajina. Kunta on yhä enemmän yksityisiin palveluihin ohjaaja ja yhä vähemmän palveluiden tarjoaja ja tuottaja. Näin ollen omaishoitaja tai hoivan tarvitsija on markkinapalvelujen hankkija, julkisella tuella tai ilman. Omaishoitajilla ja hoivan tarvitsijoilla ei ole käytännössä mahdollisuutta jättäytyä palveluiden ulkopuolelle, ja vaihtoehdot joista valita, ovat hyvin rajatut. Lopputuloksena on vastuullistetut hyvinvointivaltiokansalaiset, joilla on hyvin vähän mahdollisuuksia valita ja vaikuttaa palveluiden tarjoajiin, määrään ja laatuun. Kun palveluiden sijaan tarjotaan verovähennyksiä ja palveluseteleitä, jotka kattavat yleensä vain pienen osan palveluiden aiheuttamista kustannuksista, on vaarana, että taloudellinen eriarvoisuus lisääntyy. Responsibilized informal carers in the markets of care The boundary between public and private responsibility in elder care is volatile. The responsibilities of public actors are crafted in laws but with various agreements, these responsibilities are transferred to private actors, such as enterprises, non-governmental organizations and families. Informal care allowance is this kind of a hybrid type of care, a mix of public and private in care. In this study, I analyze the use of market-based services of those carers and those in need of care, who are receiving informal care allowance. The point of view is of those who administer informal care allowance. The aim is to evaluate what kind of consumers these administrators portray informal carers to be. Municipalities focus increasingly nowadays on steering individuals into services instead of providing them. As a result, informal carers are more than before, those who purchase services, with or without public support. In practice, informal carers and those in need of care have to use services while the choices in relation to services are scant. This makes carers and those in need of care responsibilized welfare state citizens who have very few possibilities to choose and influence the amount and quality of services. When individuals are offered, instead of services, vouchers and tax rebates, that only cover a small part of costs, there is a risk that economic inequalities increase.

This article is concerning on researching the crimes against the elective franchise as the crimes within the transnational nature, which are committed by the usage of information technologies. Different approaches to determine crimes against electoral rights of citizens have been described. Significant differences in number of offenses recorded by the Department of Information Support and Coordination of Police, crimes detected by the National police of Ukraine, as well as in the number of initiated criminal proceedings and number of criminal proceedings referred to the court have been highlighted. The types of unauthorized interference into the database of the State Register of Voters have been pointed. The impact of new voting technologies in increasing number of crimes against the elective franchise has been stressed. The external and internal subjects of crimes against the elective rights of citizens committed by usage of information technologies have been specified. Certain difficulties and problems, an overcoming of which requires a comprehensive approach, have been disclosed. In particular, blanket nature of statutory regulations, lack of well-established investigative and judicial practice, the needs in cooperation among different law enforcement agencies, including international engagement, involvements non-governmental organizations, etc.

During the period 2010–2011, when the At Home project was conducted, a questionnaire was sent to 420 non-governmental organization (NGO) key managers in six Canadian cities to enquire about their collaboration with public services and their perspective on the services for homeless people with serious mental illness (SMI). NGOs constituted a dense network of collaboration among themselves. With regard to public services, housing and shelters were two services that NGOs had frequent contact with, followed by the healthcare addiction sectors and, to a lesser extent, social service and the justice sectors. Education and employment were both located in the network periphery. In general, NGOs viewed housing availability and accessibility to health services as largely unsatisfactory. They called for better public support, coordination, and funding.

Atlikome kompleksinę vadovų komandos efektyvumą lemiančių veiksnių analizę, taikydami Pradinių sąlygų - grupės procesų - rezultatų (J. E. McGrath) modelį. Tyrimui pasirinkome P. Vinai, G. Hjelm modelį ir jo pagrindu parengtą pusiau struktūruoto interviu metodą. Modelis apibūdina vadovų komandos kontroliuojamus ir nulemiamus organizacijos funkcionavimo aspektus: tikslus, veiklą ir rezultatus, išteklius, raidą, vadovavimą, įtaką, ryšius su "išore"(klientais, rėmėjais, kitomis organizacijomis). Tyrime dalyvavo 17 nevyriausybinių ne pelno organizacijų vadovų komandų, iš viso - 56 tiriamieji.Nustatėme, jog organizacijos efektyvumas reikšmingai susijęs su šiais pradinių sąlygų ir grupės procesų kintamaisiais- finansine priklausomybe, narių aktyvumu, ryšiais su rėmėjais ir valdžios atstovais, strategija, tikslais, administravimu, komunikacija. Nustatėme vadovų komandos veiklą apibūdinančius šešis faktorius: I. kryptingos veiklos, II. komunikacijos, III. įsisąmonintos kompetencijos, IV. planingos veiklos / ekonominių problemų sprendimo, V. išorinės orientacijos, VI. struktūros. Šie veiksniai nebuvo nustatyti per ankstesnius mums žinomus tyrimus. Išskyrėme kintamuosius, leidžiančius prognozuoti komandos efektyvumą, tai ryšiai su kitomis nevyriausybinėmis organizacijomis (pradinių sąlygų kintamasis), strategija, tikslai ir komunikacija (grupės procesų kintamieji). We applied Input-process-output concept (J. E. McGrath) and P. Vinai, G. Hjelm model. P. Vinai, G. Hjelm's model describes the aspects of organizational functioning that are controlled and influenced by top management team: objectives, performance-output, resources, development and change, management, influence, external relations. In our research 17 top management teams from non-profit non-governmental organizations were assessed. According to our research data following input and process variables related with team effectiveness were determined: financial dependence, activity of members, external relations with sponsors, authorities, strategy, goals, administration and communication. Six factors describing team functioning were defined: I. Purposeful action, II. Communication, III. Conscious competence, IV. Planned activities versus resolution of financial problems, V. External orientation, VI. Structure. Regression analysis allowed to determine variables predicting team effectiveness - they are relations with other organizations (input variable), strategy, goals and communication (group processes).

The results of the implementation of EU policy in the field of social protection and social security are multidimensional particularly in the aspects of income and living standards, access to qualitative health care, education and work opportunities. Social integration is an instrument for achievement of these results especially promoting employment and poverty alleviation as well as monitoring the progress made in social protection. The aim of the paper is to study the process of social integration in the field of the promotion for social unity, gender equality and equal opportunities for all segments of the population (children, youth, retirees, disabled people) through flexible and effective social protection systems and social security policies. Systematic and evolutionary approaches, methods of observation, comparison, generalization and extrapolation were used in the study. The tools of social integration of people with disabilities to ensure their access to lifelong learning and employment are considered as they are the most vulnerable in society. The necessity of social integration and development of civic responsibility of youth is studied in order to realize the unity of goals, objectives and national priorities at different levels of economic and social development of society. This is especially important in the context of financial disproportion and significant social and economic differentiation of both the population and regions. A comprehensive approach to the development of major state programs and public welfare programs is inherent in a socially oriented and human-centered market economy. In the process of financing public welfare, the main goals of public policy implementation should be a support of welfare of both individuals and households; overcoming poverty; increase of economic efficiency of functioning of all processes of social integration. The modern economic theories of public welfare and human capital were also used. It is proved that in order to implement social integration successfully it is necessary: to improve the financial mechanism and normative base aimed at creating an effective system of targeted social payments; to provide implementation of a set of measures for the development and improvement of social services for the poor; to develop and implement measures for the prevention of disability and social integration of the disabled; to involve non-governmental organizations, associations and individuals in solution of social problems. SummaryThe shift towards a rights-based approach to health which has taken place over the past decade has strengthened the role of civil society and their organizations in raising and claiming the entitlements of different social groups. It has become obvious that non-governmental organizations (NGOs) are central to any successful multi-stakeholder partnership, and they have become more recognized as key actors in health policy and programme development and implementation. There is a broad spectrum of NGOs active in the area of mental health in Europe which aim to empower people with mental health problems and their families, give them a voice in health policy development and implementation and in service design and delivery, to raise awareness and fight stigma and discrimination, and foster implementation of obligations set by internationally agreed mental health policy documents. With the endorsement of the Mental Health Action Plan 2013-2020 (20) and the European Mental Health Action Plan (19) stakeholders agree to strengthen capacity of service user and family advocacy groups and to secure their participation as partners in activities for mental health promotion, disorder prevention and improving mental health services.

The paper explores the challenges faced today, in a context of severe economic crisis, by immigrant associations (ΙΜΑs) and Non-Governmental Organizations (NGOs) in Greece. The data analysed here was collected between October 2009 and February 2010 and incorporates references to all recorded migration-related social actors operating in Greece. The paper takes into account such indicators as legal form, objectives, financial capacity and geographical range of activity, concluding with a typology of civil society actors dealing with migration issues. This study aims at informing the migration policymaking and migrant integration processes. By a spatial hot-spot clustering of IMAs and NGOs, we also illustrate the concentration patterns of civil society actors in Greece.
