This research was set out to assess whether ‘demographic dividend’ is a far-fetched dream for most countries in Sub Saharan Africa. To achieve this aim, the research draws from a wide range of secondary sources, including data from publications as well as past research and evidence gathered from this study shows that the Sub-Saharan Africa (SSA) region is still at the early stage of demographic transition thereby lagging when compared to other regions. The research concluded by aligning with the position that achieving demographic dividend may be a far-fetch dream for most countries in the Sub Saharan African region. Some policy recommendations were made with key emphasis on education, dulling out of modern and safe contraception, bridging the gap of gender inequality and investing in social amenities.

The importance of renewable energy such as small hydropower for sustainable power generation in relation to its capacity to contribute towards alleviating acute shortage of rural electricity supply in the sub-Saharan African region has been discussed. A relatively comprehensive small hydropower technology review has been presented. Rural electricity supply scenario in the region has been presented and, in general, the region has very low electricity access levels coupled with various challenges. Small hydropower technology has been discussed as one of the promising decentralised power generation system for rural electricity supply in the region. Despite challenges in data acquisition, this paper has shown that the SSA has significant hydropower resources, but the level of installation is very low. Challenges hampering SHP technology development in the region have been identified and discussed, such as those concerning technology, climate change, finance, and policy. This is basically a paper where the authors consulted a wide range of literature including journals, conference proceedings, and reports as well as expert knowledge in the area. It is hoped that this paper contributes to the information base on SHP technology which is quite lacking in the region.

Improvement of antiretroviral therapy (ART) regimen switching practices and implementation of pretreatment drug resistance (PDR) testing are two potential approaches to improve health outcomes for children living with HIV. We developed a microsimulation model of disease progression and treatment focused on children with perinatally acquired HIV in sub-Saharan Africa who initiate ART at 3 years of age. We evaluated the cost-effectiveness of diagnostic-based strategies (improved switching and PDR testing), over a 10-year time horizon, in settings without and with pediatric dolutegravir (DTG) availability as first-line ART. The improved switching strategy increases the probability of switching to second-line ART when virologic failure is diagnosed through viral load testing. The PDR testing strategy involves a one-time PDR test prior to ART initiation to guide choice of initial regimen. When DTG is not available, PDR testing is dominated by the improved switching strategy, which has an incremental cost-effectiveness ratio (ICER) of USD 579/life-year gained (LY), relative to the status quo. If DTG is available, improved switching has a similar ICER (USD 591/LY) relative to the DTGstatus quo. Even when substantial financial investment is needed to achieve improved regimen switching practices, the improved switching strategy still has the potential to be cost-effective in a wide range of sub-Saharan African countries. Our analysis highlights the importance of strengthening existing laboratory monitoring systems to improve the health of children living with HIV.

The International Institute of Tropical Agriculture (IITA) has applied the concept of ‘circular bioeconomy’ to design solutions to address the degradation of natural resources, nutrient-depleted farming systems, hunger, and poverty in sub-Saharan Africa (SSA). Over the past decade, IITA has implemented ten circular bioeconomy focused research for development (R4D) interventions in several countries in the region. This article aims to assess the contributions of IITA’s circular bioeconomy focused innovations towards economic, social, and environmental outcomes using the outcome tracking approach, and identify areas for strengthening existing circular bioeconomy R4D interventions using the gap analysis method. Data used for the study came from secondary sources available in the public domain. Results indicate that IITA’s circular bioeconomy interventions led to ten technological innovations (bio-products) that translated into five economic, social, and environmental outcomes, including crop productivity, food security, resource use efficiency, job creation, and reduction in greenhouse gas emissions. Our gap analysis identified eight gaps leading to a portfolio of five actions needed to enhance the role of circular bioeconomy in SSA. The results showcase the utility of integrating a circular bioeconomy approach in R4D work, especially how using such an approach can lead to significant economic, social, and environmental outcomes. The evidence presented can help inform the development of a framework to guide circular bioeconomy R4D at IITA and other research institutes working in SSA. Generating a body of evidence on what works, including the institutional factors that create enabling environments for circular bioeconomy approaches to thrive, is necessary for governments and donors to support circular bioeconomy research that will help solve some of the most pressing challenges in SSA as populations grow and generate more waste, thus exacerbating a changing climate using the linear economy model.

Cassava makes an important contribution to improving food security and rural incomes in sub-Saharan Africa, as it is tolerant of drought and poor soil and its cultivation does not require much labour. However, the fresh roots are bulky and perishable and need to be processed before they can be marketed; processing also removes the cyanogens which make many varieties poisonous in their raw form. Cassava roots are turned into granules, flours, pastes and chips, with a wide range of flavours and appearances for different areas and markets. Many different processing techniques are used, some of which make intensive use of fuelwood while others require a plentiful water supply. These requirements, as well as the need for a good transport and marketing infrastructure, limit the expansion of cassava production in sub-Saharan Africa, but technical solutions are being found.

Electronic waste (e-waste) is a growing health and environmental concern in developing countries. In the sub-Saharan African region e-waste is considered a crisis with no end in sight yet; there is lack of structures and regulations to manage the problem. In this article, we discuss the potential of Health Impact Assessment (HIA) in addressing the health, environmental, and social impacts of e-waste in sub-Saharan Africa. We draw from environmental policy, environmental communication, global health policy, and health communication to argue that managing e-waste could be framed as ongoing HIA where all the steps of HIA are performed on a rolling basis with input from local communities. Further, we suggest that HIA should be infused into recycling legislation to help streamline the practice in order to make it safe for health and the environment and to maximize the economic benefits.

Comparative Area Studies (CAS) offers a template to bring the Global South back into the foreground of social science inquiry. CAS urges researchers to grapple directly with empirical variations derived from across the seemingly different global regions. CAS offers three comparative modes: intra-regional, cross-regional, and trans-regional. A number of scholars have used CAS’s comparative rubrics, even without knowing about the wider CAS agenda and program. CAS unsettles assumptions about discrete, fixed “regional” or civilizational blocks as well as about nomothetic theory-building aimed at universal or general laws. At the same time, CAS engages in the idea of medium-range theory-building, focusing empirical rigor and induction in order to create concepts and analyses that are portable yet contextualized. These macro-historical theories must be attentive to spatial and temporal variation in the social world. Claims of universalism are suspect. For the study of the Global South, in particular, CAS provides a path for aggregating and leveraging the wide range of observations and interpretations area specialists have to offer on regions as diverse as South Asia, the Middle East, Latin America, and sub-Saharan Africa. CAS thus changes the division of labor within social science to allow greater input for scholarship derived from and originating in the developing world.

This study addresses the question of financial development and institutional quality influence on the environmental sustainability of some 13 countries from the sub-Saharan Africa. Relying upon pooled mean group (PMG) for panel data, we provide evidence which suggest that both financial development and institutional quality are statistically significant determinants of per capita carbon dioxide emissions in the region. More specifically, we found that without healthy institutions and sound financial system sub-Saharan African countries might not avoid environmental degradation experienced by advanced nations during their early stage of economic progress. Our results also support the EKC hypothesis in the region.  In addition, the paper also shows that more openness to FDI inflows is good for the environment across the SSA. These findings suggest the need for institutional and financial service reform that supports robust environmental conservation.

<p>Drought Early Warning Systems (DEWS) and Drought Monitoring Systems (DMS) are the principal tools used to tackle drought at an early stage and reduce the possibility of harm or loss. They are based on the use of drought indicators attributed to either : meteorological, agricultural and hydrological drought. This means that it is mostly hydro-climatic variables that are used to determine the onset, end and severity of a drought.  Drought impacts are rarely continuously monitored or even not included in DEWS and DMS. In this configuration, the likelihood of experiencing impacts is linearly linked to the severity of climatic features only. The aim of our study is to question the direct linkage between the delivery of hydro-climatic information and the detection of drought impacts and their severity. We reviewed scientific literature on drought drivers and impacts and analyzed how these two compare. We conducted a bibliometric analysis based on 4000+ scientific studies sorted by geographic area in which selected (i) drought indicators and (ii) impacts of drought were mentioned. Our review points toward an attachment to a conceptual view of drought by the main and broader use of meteorological (computed and remotely sensed) drought indicators. Studies reporting impacts related to food and water securities are more localized, respectively in Sub-Saharan Africa and Australasia. This mismatch suggests a tendency to translate hydroclimatic indicators of drought directly into impacts while neglecting relevant local contextual information. With the aim of sharpening the information provided by DEWS and DMS, we argue in favor of an additional consideration of drought indicators oriented towards the SDGs.</p>

While empowerment of the youth in Ghana could enable them to make a more meaningful contribution to the economy, a myriad of challenges faces the youth during their transition from school into the employment sector and limits the realisation of their full potential. As a result, the recent and significant increase in the size of the youth population in Ghana cannot justifiably be romanticised as an obvious stepping stone towards the realisation of a demographic dividend. In this study, qualitative and quantitative research methods were deployed to carry out a cross-sectional survey that enabled a detailed exploration of the main challenges and opportunities facing the youth in Ghana. Some of the options for enabling greater youth empowerment in the country were also identified. The study established that unemployment, skills limitations, lack of access to finance, and poorly coordinated institutional structures for implementing youth empowerment policies and programmes are major barriers to youth empowerment in Ghana. We conclude that there is a need for more targeted interventions that address these challenges and leverage any evident opportunities available for increased youth empowerment before Ghana can confidently expect to reap a demographic dividend.
