In the context of democratic reforms in all spheres of public life in the world, the issue of expanding the participation of political parties in local representative bodies is becoming increasingly important. In particular, more than a dozen universal and regional international legal documents state that increasing the role of political parties in local authorities, including representative power, is one of the most important and prerequisites for democratic and legal development at national, regional and international levels. The provisions of the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and other international legal instruments concerning the accession of citizens to political parties and the exercise of their will at the level of power determine the urgency of improving legislation in this area. Scientific researches are being carried out to improve the efficiency of local representative bodies in the world, to introduce new democratic forms of political parties' participation in them. In this regard, the strengthening of political parties' influence in local representative bodies, the widespread use of parliamentary oversight in the implementation of state and regional programs and further improvement of legislation in this area are of great scientific and practical significance in the socio-economic development of the regions.

Understanding the role of political parties is critical to understanding political change in the world today. Political parties often help to translate mass public opinion into government policy-making. Parties also are them-selves rapidly changing. During the last decade many once-dominant parties fell into decline in many parts of the world, while other parties rapidly gained in strength. In short, political parties both shape political change and themselves are affected by social changes.

Abstract In an era where millions of people live elsewhere than their country of birth and many hold multiple nationalities, the questions of who and how represents these people becomes imperative. The traditional manner of representation is through political parties, yet the form in which parties have historically existed is within state bounds. Throughout time, we have witnessed the transition from cadre to cartel parties and through them the changing role of the political party. This article argues that with the vast expansion of the movement of people around the world, which has been influenced by the enlargement of the European Union, by globalisation, migration and most recently by the refugee crisis, political parties are reshaping their structures both domestically and internationally, and we are witnessing the development of a ‘new modus operandi’ of political parties—the party abroad. The party abroad is viewed as a natural evolvement of the functions of domestic political parties in their response to a changing civil society and changing competitive space. The article provides a theory of the party abroad, it discusses how it relates to previous models of political parties and offers a framework based on which we can study it.

Amid the debates as to whether India practises democracy in the true fashion, the stupendous role of the Election Commission of India (ECI) clearly exhibits that India adopts at least a robust electoral democracy. Stringent election codes of conduct are imposed on political parties. The ECI ensures that all Indian citizens eligible for political rights exercise their franchise independently. They are sufficiently empowered to choose their representatives. Since the responsibilities of ensuring free and fair elections are shouldered by the Election Commission, there is no doubt that it holds one of the worthiest roles in shaping Indian democracy. This article seeks to examine the changing role of the ECI in building electoral democracy in the country. Most importantly, the present article attempts to examine the noteworthy measures undertaken by the ECI to bolster the electoral democracy in India in the 21st century.

The place of brand in the system of world economic geopolitics is determined. The causal chain of influence of branding on the formation of the world geoeconomy is traced. The brand is defined as a factor in shaping the system of world economic geopolitics. The scheme of connections between the elements of the system of world economic geopolitics is offered. The time coordinates of the brand functioning in the context of the evolution of the «world order» are determined. The objective strengthening of the influence of branding in the conditions of geophilosophy is substantiated. It is established that the brand provides effective promotion of countries in the world geospace and determines their role in the implementation of world geopolitics and «world order». The object of research is the branding as a factor in shaping the system of world economic geopolitics. The subject of the study is the brand as a tool for managing the economic development of the country. The purpose of this work is to substantiate the place of the brand as a tool for managing the economic development of the country in the system of world economic geopolitics. To achieve this goal were used: system-parametric approach – to the scientific knowledge of brand and geopolitics, which allowed to reveal certain links between these concepts; systematic analysis of the evolution of the «world order», the system of economic geopolitics and branding, which contributed to the definition of the brand as a factor in the formation of the system of economic geopolitics; managerial approach – to the process of brand management, the formation of a «world order», controlling the fair process of distribution of the country's wealth among different segments of the population. The practical significance of the obtained results lies in the possibility of their use to manage the development of branding in Ukraine, which will have positive consequences for changing the role of the country in the world economic geopolitics: from a raw material appendage to an active economic and political actor. Conclusions. The brand, being the bearer of the spiritual component, in the context of the economic factor of formation of both domestic and foreign policy of the country, transmits to the external environment the content of the spiritual sphere of society. Depending on the political course, national interests, economic potential and geographical opportunities, the role of the country in the geopolitical space is formed: subordinate, influential, strategic, leading.

The article addresses the role of global cities in the inflow of foreign direct investment and labour migrants to Europe. Despite the concept of global cities being criticized due to its “west-centricity” it remains widely accepted interpretation of modern urban developments. The authors explore main factors attracting these economic resources to major cities, and identify how the comparative specifics of European global cities affect the usage of these resources. Different approaches to the interaction with labour migrants and FDI lead to diverse results cementing unique roles of global cities in their own countries. Crossexamination of causes, structures and effects of the forementioned factors constitutes the scientific and practical significance of the article. Based on the world‟s leading rankings of global cities the study reveals how each city advances socio-economic strategies in order to maintain their significant roles in inflow of FDI and labour migrants. In order to evaluate the significance of each city we distinguish the most developed and profitable sectors of economy. European urban agglomerations seek to attract highly qualified labour force that is able to contribute to their development. The outcomes of the research is useful for analysis the development of global cities in Russia.

Musically-acoustic thesaurus is a complex structure which composition of multiple parts is effectuated by multiple channels of receiving information from the outside and ways of manipulation with it. The manipulation is turning of separate facts into systematic knowledge stored in memory. Musically-acoustic thesaurus of collective and individual consists of two groups with duplex connection which are the knowledge of the world as a sonic phenomenon and of human auditory activity and the experience of absorbing the information received, principles of manipulation with it. They fulfill inherent inclination of individual towards usage of auditory images as a requirement for appearance of musical ones. All the sonorities are bracketed in two groups: extra-musical and musical itself. The latter group consists of musical units of acoustically-sonic environment, having utility, practical significance for a person, allowing orientation in given spacetime. At the same time, they are potentially opened to emotional experiences and aesthetic approach towards them. Acoustically-sonic environment possesses basic traits of organization, being reflected in mind by such characteristics as cyclicity, variability, combinationalism, montage structure, simultaneity, interdependency of shape and background.

The recall referendum – a referendum triggered by citizens seeking to remove elected officials by means of a binding vote – used to be a rare institution, but since the 1990s has spread in different areas of the world. The frequency of its activation has been explained by three sets of sometimes interconnected variables: growing citizen dissatisfaction, institutional design (i.e. ease of activation), and the activity of political parties using the mechanism against their opponents, specially in contexts of low party-system institutionalization. This article proposes an additional variable: the role of electoral management bodies (EMBs) in allowing or preventing recall attempts. The empirical analysis focuses on the Ecuadorian experience, where legal provisions governing recall were introduced in 1998, modified in 2008, and amended in 2011, with a dramatic variation in the frequency of recall activations after each change.

Although the presence of women has been increasing in several parliaments around the world, we still do not know much about the consequences that their presence has for policy representation. Relying on a rich comparative dataset on prospective MPs’ policy preferences in 12 countries and 87 political parties collected between 2006 and 2012 within the Comparative Candidates Survey, this article aims to understand how political parties interplay with prospective MPs’ sex to affect the latter’s policy preferences. Our results show that the descriptive representation of women makes a difference for policy representation, (i) mainly (though not only) when issues that particularly affect women are at stake and (ii) only concerning issues around which political parties do not yet have settled positions (i.e. uncrystallized issues). There are therefore empirical grounds to support an imposed representation of minority groups to deal with issues that are new on the political agenda.

The article describes the phenomenon of identity and its manifestations in a globalized world. An attempt is made to determine the peculiarities of search for cultural archetypes in the context of regional specifics of the world and Ukrainian realities in particular. The deep role of culture in modern modernization processes is pointed out. The main elements of transformational changes in Ukrainian society and the coordinates of the new socio-cultural reality are analyzed. The aim is to analyze the main features of the manifestation of national identity in the globalized world and the role of culture in modern socio-cultural processes of Ukraine and the world. Among the tasks there is a description of the peculiarities of transformational changes in Ukrainian society and the role of culture in modernization transformations.Research methodology. The authors used philosophical-theoretical, historical-comparative methods. Systematization of specific manifestations of cultural phenomena and analysis of elements of social reality were made.Results. The article analyzes the main forms of national identity and their manifestations in socio-cultural transformations in different countries. The peculiarities of the cultural level in carrying out democratic transformations are determined. An idea is proposed that the remote internal cause of sensitivity of the Ukrainian social life towards the various external influences is lack of systemic cultural imperialism, which could serve both as a shield for external influences and as a value axis to avoid a danger of internal centrifugal destruction. Novelty. An attempt is made to show the importance of cultural values and archetypes in the analysis of the preconditions and prospects for the modernization of modern socio-cultural space and the choice of effective activity strategies.The practical significance. The results of the study can be used in the analysis of leading trends in the global world and in solving specific regional problems.

The purpose of the study is to synthesize the principles of gastronomic tourism and justify their application for the purpose of development of tourist innovations, formation of innovative development in the field of gastro tourism. Method. The research uses the following research methods: analysis, comparison, statistical, etc. Results. The article analyzes the main trends of gastronomic tourism in the world and in particular in Ukraine. The most popular gastronomic festivals in Ukraine are explored. The directions of development of innovations in tourism are determined. Scientific novelty. The analysis of gastronomic festivals of Ukraine and modern global tendencies of gastronomic tourism development is carried out. Practical significance. The results of the study can be used in planning the further development of gastronomic tourism in Ukraine and the corresponding adjustment of the policy of tourist innovations.
