Disease cases throughout Indonesia has increased as seen from the Indeks Pembangunan Masyarakat (IPKM). Globalization has the effect of increasing human mobility across provinces, thus accelerating the process of spreading epidemics that could pose a threat for Indonesia. The speed of action from government is needed to reducing the level if outbreaks of the disease. For this reason, accuracy from the government is needed to solving this problem. The data were taken from data disease cases in 2015 which consisted of 34 provinces in Indonesia based on the Central Statistics Agency in Indonesian. In K-Means clustering, determining of K-value is needed because it affects in convergence results. To solve this problem, this research analyzes three methods of K-Value, there are Silhouette, Elbow, and Gap Statistics Methods.The result of testing three methods of determining K-value obtained execution times on Silhouette 13.09s, Elbow 14.76s, and Gap Statistics 20.28s. So, choosing Silhouette method produces 2 optimal clusters, there are low cluster level (C1) and high cluster level (C2). The correlation matrix to understand the relationship between each disease is performed and a value of 0.88 is obtained there is the strong linear correlation between Pneumonia and Pulmonary TB. Then, modeling the relationship between these two variables by fitting linear equations. The results of C1 cluster based on disease cases were obtained 32 provinces and for C2 cluster were 2 provinces there areWest Java and East Java. Based on the results of the clustering can be input to the Indonesian government to tackle disease cases in all provinces in Indonesia

Human mobility has been started since time immemorial, the activities carried out by a variety of purposes, among others, to find food, looking for a better place to live, flee from the invasion of other people and so on. In the mobility often brings the goods or not carrying goods. Therefore diperluhkan tool as a means of transportation. This article describes how to build a partnership between government, business and society in the public transport sector. The method used is: a method literature. Aspects of efficiency resulting from the development of transport in order to increase total factor productivity, a major factor to determine the extent of the relationship between transport and the economy. This is the basis for determining whether an increase in the supply of transport can provide something that is meaningful to increased competition or increased economic growth, social and environmental sustainability. Problems funding needs huge investments for the development of the transport sector can be overcome if the funds were handed over to private sector development as an owner of capital, while the government as a component of regulators should be bold and assertive in policy-making that comes from the community.

Soil fertility determines a plant's development process that guarantees food sufficiency and the security of lives and properties through bumper harvests. The fertility of soil varies according to regions, thereby determining the type of crops to be planted. However, there is no repository or any source of information about the fertility of the soil in any region in Nigeria especially the Northwest of the country. The only available information is soil samples with their attributes which gives little or no information to the average farmer. This has affected crop yield in all the regions, more particularly the Northwest region, thus resulting in lower food production.  Therefore, this study is aimed at classifying soil data based on their fertility in the Northwest region of Nigeria using R programming. Data were obtained from the department of soil science from Ahmadu Bello University, Zaria. The data contain 400 soil samples containing 13 attributes. The relationship between soil attributes was observed based on the data. K-means clustering algorithm was employed in analyzing soil fertility clusters. Four clusters were identified with cluster 1 having the highest fertility, followed by 2 and the fertility decreases with an increasing number of clusters. The identification of the most fertile clusters will guide farmers on where best to concentrate on when planting their crops in order to improve productivity and crop yield.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.

The article examines the relationship between Western Russianism (Zapadnorusizm) and Byelorussian nationalism. Byelorussian nationalism is much younger than Western Russianism, finally shaping only in the end of the 19th century. Before 1917 revolution Byelorussian nationalism could not compete with Western Russianism. The national policy of the Bolsheviks contributed to the decline of Western Russianism and helped Byelorussian nationalism to gain stronger positions. However, Byelorussian nationalists actively cooperated with the occupation authorities during the Great Patriotic war. That caused distinctly negative attitude of Byelorussians towards the movement and collaborators. Currently, Byelorussian nationalism is supported both by the opposition and by the government. Western Russianism has no political representation, but is supported by the majority of Byelorussian population.

This article aims to explore the relationship between the Ministry of Home Affairs (Kemendagri) and the Ministry of Villages (Kemendes) from theconstitutional law and state administrative law point of view.The second concerns of this research is the disharmony and problem between the two ministries.From the constitutional law point of view, it turns out that what the Ministry of Home Affairs is doing, is closer to the object of its discussion. The method used in this research is normative legal research bycomparingthe constitutional law and state administrative law to obtain clarity regarding the Ministry of Home Affairs and Ministry of Village. The result shows that the Ministry of Village approached the science of state administrative law, namely to revive or give spirits to the village. Disharmonization began to exist since the inception of the Ministry of Village. The root of disharmony itself was the improper application of constitutional foundations in the formation of the Village Law. It would be better if the government reassess the constitutional foundation for the village.

Blockchain technology is the most cutting-edge technology in the field of financial technology, which has attracted extensive attention from governments, financial institutions and investors of various countries. Blockchain and finance, as an interdisciplinary, cross-technology and cross-field topic, has certain limitations in both theory and application. Based on the bibliometrics data of Web of Science, this paper conducts data mining on 759 papers related to blockchain technology in the financial field by means of co-word analysis, bi-clustering algorithm and strategic coordinate analysis, so as to explore hot topics in this field and predict the future development trend. The experimental results found ten research topics in the field of blockchain combined with finance, including blockchain crowdfunding, Fintech, encryption currency, consensus mechanism, the Internet of Things, digital financial, medical insurance, supply chain finance, intelligent contract and financial innovation. Among them, blockchain crowdfunding, Fintech, encryption currency and supply chain finance are the key research directions in this research field. Finally, this paper also analyzes the opportunities and risks of blockchain development in the financial field and puts forward targeted suggestions for the government and financial institutions.

This article aims to build a network for the exchange of knowledge between the government and production, community and university sectors for sustainable local development. To achieve this, the authors relied on the concepts of sustainable local development, social capital, the relationship between sectors or intersectorality, networks and interdisciplinary and transdisciplinary knowledge. Regarding the methodology, the abductive method was used. Under a documentary design, the research techniques were a content analysis of theoretical documents and the deductive inference technique. The construction of a knowledge exchange network for sustainable local development stands out as the result. It is concluded that knowledge networks for sustainable local development have positive implications in the establishment of alliances and links between the sectors that make up society.

Abstract Four chronicles written by Alberto Blest Gana between April and May 1862 in the newspaper La voz de Chile, months before the publication of his novel Mariluán, shed light on the close relationship between his production as chronicler and writer. Among the various faits divers discussed in the columns, the issue of a Mapuche delegation’s arrival in Santiago to hold a parlamento with the government about border disputes arises. The oscillating attitude of the chronicler in the face of otherness and his prejudiced comments, which are at the same time full of doubts and perplexities, serve as an incentive for his composing a utopian fiction. This article aims to examine the connections in the relationship between Blest Gana chronicler and novelist to expand the reading possibilities of Mariluán.

Abstract The paper analyzes the relations between the government and Civil Society Organizations (CSOs) during the COVID-19 pandemic in Israel. The paper presents the inconsistent policy of the government, which has been influenced by various interest groups and the very limited financial support allocated to CSOs during the health, economic and social crisis. The paper describes the government’s alienated attitude toward the CSOs as well as the reasons for that behavior. Special attention is devoted to the government’s misunderstanding of the mission and roles of CSOs in modern society, especially at times of crisis and national disasters. The paper also analyzes the organizational and strategic behavior of CSOs toward the government, which has also contributed to the alienated attitude of the government toward them. I argue that relations between CSOs and the government should be based on more trust, mutuality, and understanding on the part of both actors in order to change power-dependence relations, and that there is a need to establish more cross-sectoral partnerships for the benefit of citizens.
