Traffic congestion is a normal phenomenon associated with transportation on the road at the same time which is hinder motion and need extra time to reach destinations. Congestion is one of the problems involving road. Normally, network congestion occurs on land transport on roads. As demand approaches the capacity of a road or of the intersection along the road, extreme traffic congestion will sets in. When vehicles are fully stopped for periods of time, this is colloquially known as a traffic jam or snarl-up. Traffic congestion can lead to drivers becoming frustrated and engaging in road rage. In this study of developing congestion index for heterogeneous traffic at the road stretch from Navalur to Kelambakkam and Kelambakkam to Navalur, the study initially focuses on the identification of factors affecting traffic congestion, and finding the most vulnerable location for congestion by developing a congestion index based on speed and saturation degree, with these two important approach solution of each area is suggested. To calculate the traffic congestion index, a thorough literature review has been conducted and all the possible parameters are identified. A questionnaire was prepared with relevant factors affection congestion and distributed to the people, who are resident or frequent users. The most significant factors are considered for further study to avoid congestion. Lack of number of lanes, no pedestrian pathway, on road parking, location of toll were found to be the most affecting factors, so we suggest widening of roads, effective parking system , etc. It is also observed that particular area of Padur and Kelambakkam were the main concern of traffic congestion. This is confirmed both practically and theoretically with the help of the survey and the congestion index values.

Purpose This paper aims to predict the traffic and helps to find a solution. Unpredictable traffic leads more vehicles on the road. The result of which is one of the factors that aggravate traffic congestion. Traffic congestion occurs when the available transport resources are less when compared to the number of vehicles that share the resource. As the number of vehicles increases the resources become scarce and congestion is more. Design/methodology/approach The population of the urban areas keeps increasing as the people move toward the cities in search of jobs and a better lifestyle. This leads to an increase in the number of vehicles on the road. However, the transport network, which is accessible to the citizens is less when compared to their demand. Findings The demand for resources is higher than the actual capacity of the roads and the streets. There are some circumstances, which will aggravate traffic congestion. The circumstances can be the road condition (pot holes and road repair), accidents and some natural calamities. Originality/value There is a lot of research being done to predict the traffic and model it to find a solution, which will make the condition better. However, still, it is an open issue. The accuracy of the predictions done is less.

Traffic discipline is an important attitude. Road drivers need to be accustomed to it if they want to reach their destination safely. Drivers need to be disciplined regarding regulation. Jakarta is a densely populated city with the problem of traffic congestion due to its road users who do not comply with regulations. Why are the people of Jakarta not discipline in traffic? What is the solution to make them obey traffic rules? These are main problems discussed in this paper. The research used the normative method, analyzed descriptively, used primary data which was supported by secondary data, and processed qualitatively. Jakarta people are not disciplined in traffic because there is no awareness about the importance of traffic order. As solutions, theremust be a strict law enforcement on the road, and officers must keep providing information to the public on the importance of traffic order. There must be sanction as a deterrent effect for those who are not disciplined in traffic.Keywords: legal compliance; law enforcement; traffic order.

AbstractOn 15 November 2012, at the plenary session of the Central Committee of the Communist Party of China, Xi Jinping was elected the Party' general secretary, whereas he also became the chairman of the influential Central Military Commission. Too eager to wait to be inaugurated as President of the People' Republic of China in March 2013, the new national leader announced that in the following decade he is guided by the main objective of his predecessor Hu Jintao to double the prosperity of the people by the year 2020 and to keep the country' economy stable and growing fast. Unfortunately, it will be difficult for the new leader of China to implement his intentions, since, presumably, the country' new leadership will be from the older generation, hardliners, and, most importantly, politically conservative. But the difficulties lie in carrying out economic reforms because of rampant corruption and shadow banking in the central apparatus and in regions.According to the World Bank' analysis, China has become the world' largest economy. But the large expenditures to military reform and environmental protection are not sufficient for Xi Jinping to accomplish the goal to raise significantly the poor living standards of Chinese people. China has also faced difficulties in complying with the basic principles of its foreign policy, especially after the annexation of Crimea and its incorporation into the Russian Federation by China' strategic partner, Russia. In the past, China has carried out campaigns against “Americanization”, although with no tangible results. Thus, the leaders of today' China are faced with a number of dilemmas.

Traffic lights play such important role in traffic management to control the traffic on the road. Situation at traffic light area is getting worse especially in the event of emergency cases. During traffic congestion, it is difficult for emergency vehicle to cross the road which involves many junctions. This situation leads to unsafe conditions which may cause accident. An Automatic Traffic Light Controller for Emergency Vehicle is designed and developed to help emergency vehicle crossing the road at traffic light junction during emergency situation. This project used Peripheral Interface Controller (PIC) to program a priority-based traffic light controller for emergency vehicle. During emergency cases, emergency vehicle like ambulance can trigger the traffic light signal to change from red to green in order to make clearance for its path automatically. Using Radio Frequency (RF) the traffic light operation will turn back to normal when the ambulance finishes crossing the road. Result showed the design is capable to response within the range of 55 meters. This project was successfully designed, implemented and tested.

Safety of people and traffic police on road and the provision of prompt and appropriate treatment of injured persons in road accident are urgent concerns. The nine recommendations accordingly made are 1) Considering anyone who informs about or brings to the hospitals the accident victims as innocent until proved otherwise, 2) Annual payment by all vehicle owners (as per the cost of vehicles) to generate treatment fund for any road accident injured patients in the free general (not paying or private or extended health service) outdoor or emergency clinics or ward of the public hospitals irrespective of anyone’ fault in the accident (insurance or other agencies may be assigned to handle the amount deposited and reimbursement of the payments to the hospitals), 3) Implementation of helmet wearing by motorcycle riders and pillion riders in motorcycles, 4) Stricter fine for hazardous traffic offenses, 5) Drivers of the larger vehicles should not automatically be held responsible for any accidents involving other smaller vehicles (to prevent smaller vehicles and motorcycles to drive recklessly), 6) Drivers should not be just held responsible to bear health expenses of injured patients (which is much more than the compensation required in the event of death of injured persons); this is to encourage drivers to take injured persons immediately to hospitals and prevent inclination to allow their deaths indirectly or directly; the drivers should be proportionately fined or punished as per the traffic regulations if they are found to be negligent, 7) Safe and visible platform for the traffic police to stay on the road, 8) Provision of cost-effective respirators for traffic police and traffic supervisors, and 9) Compensation for occupational hazards to the traffic police and field traffic supervisors by distributing to them adequate proportion (e.g. one-third to one-half) of the fund collected by stricter fine paid for the hazardous traffic offences. Provision of various allowances, including for hazards, and benefits is a common practice in the country. Compensation for the occupational hazards of the traffic police provides incentives to and motivates them to remain vigilant about hazardous traffic offenses day and night everywhere and, thus, is essential for the safety of the people.

India’s intended nationally determined contribution emission which is safe, smart and sustainable green transportation network. Azadpur Mandi which is known for the biggest selling place of fruits and vegetable in Delhi is becoming a place of very heavy traffic area zone. People who are living nearby and the people coming to Azadpur Mandi facing a lot of traffic and also because of no proper direction hinted there people are not able to reach their destination on time. This paper assesses urban traffic congestions and its impact on the daily life of stakeholders and also advocates some possible solutions. In this research found results the number of vehicles has increased in the last ten to fifteen years. The total number of categorised vehicle has also increased. Azadpur Mandi has impacted the land value of the surroundings. The road infrastructure is not sufficient to cater to the traffic volume of this area. The number of lanes in this area is less. This paper outlines the problems of traffic congestion in Asia’s largest sabji (Vegetable) Mandi by using statistical tools. There are very few parking lots inside and outside of the Mandi. This paper investigates the goal 11 of Sustainable Development Goals (SDGs). Goal 11 says to make cities safe, resilience, sustainable. According to the Delhi Traffic police, Azadpur is one of the most accident-prone hotspots of Delhi.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

In this paper, the analyses of traffic evolution on the road network of a roundabout having three entrances and three exiting legs are conducted from macroscopic point of view. The road networks of roundabouts are modeled as a merging and diverging types 1×2 and 2×1 junctions. To study traffic evolution at junction, two cases have been considered, namely, demand and supply limited cases. In each case, detailed mathematical analysis and numerical tests have been presented. The analysis in the case of demand limited showed that rarefaction wave fills the portion of the road network in time. In the contrary, in supply limited case, traffic congestion occurs at merging junctions and shock wave propagating back results in reducing the performance of a roundabout to control traffic dynamics. Also, we illustrate density and flux profiles versus space discretization at different time steps via numerical simulation with the help of Godunov scheme.

The stability of the photovoltaic (PV) modules is critical when deployed in a non-ideal environment. Among the different factors, temperature and humidity are the two major factors affecting PV stability, making them significant causes of its degradation in terms of optoelectric and materials properties. Nowadays, with the increase in PV installation (here, we are only taking account of c-Si-based PV modules) to generate green electricity, effective space utilization is an important issue. Recently, people have been considering deploying PV modules on the road to utilize the space available on highways (roadways). This raises several new issues in the deployment of PV modules. However, issues related to temperature and humidity retain the same importance. Normally, these stability tests are performed in a damp-heat (DH) stress-testing chamber in an accelerated condition at 85 °C and 85% relative humidity (RH). In this work, c-Si PV modules were fixed over a concrete slab to prepare a PV interacted block, which can be used to build concrete-based roads. The performance of this PV on the concrete slab was tested in a DH stress-testing chamber in an accelerated condition at 85 °C and 85% RH for 4000 h. For the comparison, a PV module without concrete was also evaluated. The degradation of the PV modules was characterized using the electroluminescence scanning technique. After 2500 h of exposure to the DH conditions, the performance retention of the PV modules mounted on the concrete was 93.2%, which was nearly 5% higher than the module without the concrete slab.

This study was conducted in Malaysia, where motorcycle traffic accidents represent a high percentage of fatality among overall traffic accidents. Studies have shown that risk perception and positive outcome of risky riding behavior have a significant impact on a rider’s decision making. Therefore, this study is targeted at further understanding of Malaysian motorcyclists within the locality of their home country. A questionnaire survey was conducted to gather motorcycle rider’s information, together with their perception of the three factors mentioned above. A reliability test of the findings was analyzed using Cronbach’s Alpha, while a PCA analysis was conducted to determine the linear combinations that have maximum variance. Subsequently, a statistical model was constructed based on the latent variables’ relations, the relation between the latent variables and observed variables, and also the hypothesis model. The model confirms that the positive affect of the risky behavior has a significant positive relationship with motorcyclists’ risk behavior (estimate coefficient = 1.016). Findings in the model also show that older motorcyclists are less likely to take part in risky riding behavior while riding on the road, with an estimate coefficient of −0.037 and a negative relationship with positive affect (estimate coefficient = −0.032).
