Purpose: This study aims to describe gender harmonization in al Mu'āsharah's manuscript by Sheikh Abdul Laṭīf Syakūr. This concept is considered as Syakūr's understanding of gender equality, as one of the 17 goals in Sustainable Development Goals (SDGs), from an Islamic perspective. Methodology: The analysis of this manuscript uses a descriptive-analytic method to bring up the facts in the manuscript which are then analyzed according to the targets and indicators contained in SDGs 5 formulation on gender equality. Main Findings: This research presents the concept of gender relations in al Mu’āsharah leading to Islamic gender equality as an elaboration of rights and obligations between husband and wife. The existence of women in career and the sustainability of education is fairness according to Shakūr. Likewise, in sexual relations, Syakūr stressed the importance of women getting the same thing as men. Through this research, it is found that there is gender harmonization presented by Shakūr in al mu’āsharah with the concept of fastabiqulkhairat as a form of gender relations in an Islamic family towards real gender equality. Implications/Applications: This research provides an overview of the role of gender harmonization in SDG. Novelty/Originality of this study: Gender equality, which is the goal of the SDGs 5 to achieve gender equality and empower all women and girls, has relevance to ancient manuscripts of the archipelago. This study highlights that gender equality can be enjoyed by the people of the archipelago following the evolving culture and customs. Just like the actual gender equality goals of the SDGs, women should be honored and respected, to create a gender equality discourse.

PurposePublic-Private Partnership (PPP) is a common practice in both the public and private sectors. PPP has been an important instrument to achieve Sustainable Development Goals (SDGs) at the national level. However, the role of PPP at the subnational level is often scarcely studied. Using Khulna city of Bangladesh as a case, this paper aims to assess the role of PPP projects in the attainment of SDGs.Design/methodology/approachThe research was conducted in the Central Business District (CBD) of Khulna, on a total of 4.6 kilometers stretches of road medians in the CBD where landscaping was done through the PPP approach. Besides the collection of secondary data from official records, primary data were collected through site visits, field surveys and interviews of PPP project partners.FindingsThe result shows that 89 percent of the respondents (road users) were pleased with the landscaping done on the road medians. Similarly, about 86 percent of the respondents felt more comfortable and safer to use the roads. Well-maintained road medians allow road-crossing at a regular interval which reduces the chance of an accident. The private parties have installed promotional billboards on the road medians and saved BDT 10.82 million a year. The public authority saves the maintenance budget amounting to BDT 23 million a year. The project achieves a triple-win situation. Despite some limitations, this PPP project has taken Khulna a step forward to achieve SDGs.Originality/valueThe findings have policy implications as the PPP project has enhanced the resilience of Khulna by addressing the relevant SDGs.

Abstract: Sustainable Development Goals (SDGs) are designed as the successor of the Millennium Development Goals (MDGs) as the MDGs’ goals have not been achieved by the end of 2015. The SDGs is an action plan for the humankind, the planet, and the prosperity that also aims to strengthen universal peace in a broad freedom. It exists to overcome extreme poverty as the greatest global challenge. The SDGs concept is needed as a new development framework that accommodates all the changes occur after the 2015-MDGs, especially related to the world's changes since 2000 regarding the issue of deflation of natural resources, environmental degradation, crucial climate change, social protection, food and energy security, and a more pro-poor development. MDGs aimed only for the developing countries, while SDGs have a more universal goal. The SDGs is present to replace the MDGs with better goals to face the world future challenge. It has 17 goals and 169 targets that will stimulate actions for the next 15 years, focusing on the significant areas for the humanity and the planet, i.e., the people, planet, prosperity, peace, and partnership. Keywords:     MDGs, SDGs, Social Welfare, Development.

Urban traffic congestion is one of the urban diseases that needs to be solved urgently. Research has already found that a few road segments can significantly influence the overall operation of the road network. Traditional congestion mitigation strategies mainly focus on the topological structure and the transport performance of each single key road segment. However, the propagation characteristics of congestion indicate that the interaction between road segments and the correlation between travel speed and traffic volume should also be considered. The definition is proposed for “key road cluster” as a group of road segments with strong correlation and spatial compactness. A methodology is proposed to identify key road clusters in the network and understand the operating characteristics of key road clusters. Considering the correlation between travel speed and traffic volume, a unidirectional-weighted correlation network is constructed. The community detection algorithm is applied to partition road segments into key road clusters. Three indexes are used to evaluate and describe the characteristic of these road clusters, including sensitivity, importance, and IS. A case study is carried out using taxi GPS data of Shanghai, China, from May 1 to 17, 2019. A total of 44 key road clusters are identified in the road network. According to their spatial distribution patterns, these key road clusters can be classified into three types—along with network skeletons, around transportation hubs, and near bridges. The methodology unveils the mechanism of congestion formation and propagation, which can offer significant support for traffic management.

Truck flow plays a vital role in urban traffic congestion and has a significant influence on cities. In this study, we develop a novel model for solving regional logistics network (RLN) design problems considering the traffic status of the background transportation network. The models determine not only the facility location, initial distribution planning, roadway construction, and expansion decisions but also offer an optimal solution to the logistics network service level and truck-type selections. We first analyze the relationship between the urban transportation network and the RLN design problem using real truck data and traffic flow status in a typical city. Then, we develop the uncover degree function (UDF), which reflects the service degree of the RLN and formulates based on an impedance function. Subsequently, the integrated logistics network design models are proposed. We model the RLN design problem as a minimal cost problem and design double-layer Lagrangian relaxation heuristics algorithms to solve the model problems. Through experiments with data from the six-node problem and Sioux-Falls network, the effectiveness of the models and algorithms is verified. This study contributes to the planning of regional logistics networks while mitigating traffic congestion caused by truck flow.

With the increasingly serious problem of urban traffic congestion, more attention is focused on the Park and Ride (P&R) schemes based on urban transportation demand (TDM) management. The P&R locating research, as an important part of the scheme, plays an important role to strengthen the transportation management. On the basis of identifying all the potential P&R locations, and from the macroscopic perspective of urban transportation network, this paper establishes a model of P&R locating in order to minimize their construction costs as well as the total transportation costs. Example analysis is finally carried out with the help of Lingo software, thus testifying the validity of this research.

Rapid development of urbanization and automation has resulted in serious urban traffic congestion and air pollution problems in many Chinese cities recently. As a traffic demand management strategy, congestion pricing is acknowledged to be effective in alleviating the traffic congestion and improving the efficiency of traffic system. This paper proposes an urban traffic congestion pricing model based on the consideration of transportation network efficiency and environment effects. First, the congestion pricing problem under multimode (i.e., car mode and bus mode) urban traffic network condition is investigated. Second, a traffic congestion pricing model based on bilevel programming is formulated for a dual-mode urban transportation network, in which the delay and emission of vehicles are considered. Third, an improved mathematical algorithm combining successive average method with the genetic algorithm is proposed to solve the bilevel programming problem. Finally, a numerical experiment based on a hypothetical network is performed to validate the proposed congestion pricing model and algorithm.

With the continuous development of economy, the number of motor vehicles has increased sharply, and urban traffic congestion has become more and more frequent. Urban traffic congestion has become one of the important reasons that hinder the continuous development of major cities. In order to better solve the problem of urban traffic congestion, it is more urgent to build urban intelligent transportation system. The technology related to Internet of things is becoming more and more mature, which has become a new idea of collecting traffic information, providing convenience for traffic, and injecting vitality into the study of intelligent transportation layout. The traffic system in the city or the main traffic intersection, through the traffic guidance layout road, provides the traffic instruction for the passenger on the highway network, enables the driver to choose the suitable driving road, can provide the travel guidance service for the driver, adjusts the flow distribution, and improves the traffic condition. This paper describes the research status of intelligent transportation layout and uses the basic theory of compressed sensing and information interaction technology to carry out data fusion and reconstruction algorithm in intelligent transportation. Finally, the application of compressed sensing in intelligent transportation layout is summarized to realize data collection in intelligent transportation network. In this paper, compressed sensing theory is applied to the data acquisition of intelligent transportation network to reduce the amount of data and improve the effective data acquisition. The reconstruction algorithm is used to realize the data reconstruction to ensure the accuracy and stability of signal reconstruction and the accuracy of network transmission information.
