The current state of civil society in Ukraine is analysed. It is shown that in comparison with the countries of developed democracies, the civil society in Ukraine is weak, unconsolidated, such that it is solely in the process of its formation. It is expressed ones opinion that the intelligentsia is able to unite society and achieve civil harmony in it.The worldview and methodological substantiation of the author's position is post-classical rationality, which, overcoming the subject-object rupture, forms a new idea of the essential forces and functions of the intelligentsia. It turns out that the intelligentsia embodies the best qualities of society, is present in all its spheres and practices, acts as its special unifying and transforming force. It is concluded that the intelligentsia in society plays a unifying role, produces basic values common to all, builds an orderly system of relations at the horizontal level between different social groups and between the power vertical and its institutions and civil society, performs the educational and human role is necessary to build civil society.

The purpose of the article is to provide scientific rationale of the place and role of financial leasing in financial and credit support for investment activities of enterprises. The subject matter of the research includes various aspects of the current state of financial leasing and ways of its advancement in Ukraine. The article provides an analysis of investment activities based on the volume of investments in Ukraine and determines the role of financial leasing as a funding for investment resources of enterprises. The paper also examines the legal and regulatory framework for financial leasing operations and highlights different interpretations of this form of financing as well as its formal indicators. An analysis of statistical data on the financial and credit market provides important insights into trends of financial leasing contracts and the volume of loans issued to corporate borrowers, and thus makes it possible to conclude that there is a lack of leasing operations in business activities of entities. The point is mainly supported by the fact that financial leasing contracts which have been made lately are not widespread enough after the crisis in 2014. The dynamics of changes in the volume of leasing contracts by dates of signing is considered, and it is found that there is a tendency to shortening the duration of financial leasing services. An industry factor of providing financial leasing services is taken into consideration and the main industries where these services are widespread are described. The existing approaches to evaluating the effectiveness of leasing contracts are systematized. The key challenges that hinder the growth of leasing in Ukraine are identified. The research methods used in the article include: analysis, synthesis and abstraction (for forming the rationale and developing the terminological and conceptual framework of the study); comparison, systematization and logical generalization (for examining the concept of financial leasing, its legal regulation and specific features of using in Ukraine); statistical, structural and comparative analysis (for exploring ways of advancement of financial leasing in Ukraine).

This paper will attempt to answer what the current state of contemporary democracy in Mexico is after the return of the Institutional Revolutionary Party (PRI) to the presidency by analysing the role of Civil Society, Political Society and the Rule of Law from 2012 to 2018. This paper will also explore if the party’s return was indeed a step backwards in the process of Mexican democratisation, or whether it was simply another step on a long road in which the various political parties alternate power. In 2018, Mexico elected its new president for the next consecutive 6 years along with a fair number of congressional seats and local gubernatorial posts, an election that again put Mexican democracy through a difficult test.

This chapter provides a picture of the uses to which judicial torture was put after 1660. It also reconsiders Hume's ‘vestige of barbarity’: the role of judicial torture in late seventeenth-century Scotland. It first explores the practice of judicial torture in its broader legal, political, and philosophical contexts before turning to consider three specific instances wherein torture was sanctioned. The first concerns the torture in 1676 of the Covenanting preacher, James Mitchell, following his alleged attempt to assassinate the head of the established church, Archbishop James Sharp of St Andrews. The second investigates the torture of William Spence and William Carstares in 1684 on suspicion of treasonable attempts to foment an Anglo-Scottish rebellion against Charles II's authority, and the final case addresses the torture in 1690 of an English political agitator, Henry Neville Payne, in connection with Anglo-Scottish Jacobite intrigues being concerted against the government of William and Mary. Moreover, it describes the role of judicial torture within a domestic Scottish context. It is noted that if judicial torture is regarded as ‘an engine of state, not of law’, primarily deployed to protect civil society, rather than to punish known crimes, then some chilling contemporary parallels emerge.

The article is devoted to the study of methodological issues related to the current state of functioning of civil society. In this vein, the author analyzed current trends in the development of global civil society on the example of such a union of people as the institution of entrepreneurship in the context of implementing the concept of sustainable development. It is proved that the role of sustainable economic development is necessary for the health and longevity of any civil society. This requires a symbiotic relationship between the economic and social component of the functioning of civil society.

The current state of research on the placebo effect is considered. The task is set to develop the idea of the role of positive expectation in the mechanism of placebo implementation. A number of assumptions concerning the nature of placebo and approaches to its study are put forward. Consideration of the effect in its linear structure can contribute to the study of the nature of the placebo. It is useful to understand this phenomenon as consisting of a stage of psychological triggering and a stage of psychosomatic and physiological implementation. In turn, it is useful to consider the first of them as consisting of a preliminary stage of forming a positive (or negative – with nocebo) expectation, confidence in a certain effect of a placebo agent, and the stage of actually triggering a placebo. When implementing the placebo effect, the active expectation of a certain internal process and its result activates the mechanism of auto-suggestion, within which the expected is realized. The placebo is triggered by the implementation of one of the types of autosuggestion process, which does not presuppose any purposeful actions of the subject, for example, orders addressed to the unconscious. A significant part of the studies of the placebo effect nature can be carried out within the framework of the study of the mechanisms and patterns of this way of autosuggestion, which is triggered by the confident active expectation of the subject in the onset of certain internal changes. It is clear that such studies can be carried out in contexts other than those of placebo and nocebo implementation, for example, neutral in relation to the physical and emotional state and make their conduct not burdened with ethical problems. Which, of course, can significantly contribute to the intensification of the study of the placebo nature. It is concluded that the proposed concept develops the thesis about the necessary role of positive expectation in the implementation of the placebo effect, explaining the role of expectation in the mechanism of its launch. Understanding the mechanism of the placebo effect as a mechanism for self-suggestion will significantly simplify the conditions for experimental studies of placebo patterns and creates a context for further research.

A critical review presents the stages of formation, development, and current state of nanoionics in Russia and the world. Nanoionics is considered as a developing information system; its history is analyzed in terms of dynamic information theory and in the frame of strategic innovation management. The second part of the review presents in the brief form a panoramic view of nanoionics development abroad. An extended definition of the scientific direction of "nanoionics" is given. Since the foreign literature on the subject of the review is extensive, the results of works in which the term "nanoionics" appears in the title, annotations, and keywords are mainly considered. More detailed analysis is given of the works that have seriously influenced the development of nanoionics and will determine its future. The development of nanoionic devices with memory function, Li-ion batteries, and fuel cells is considered. The important role of the creation of stable interface boundaries in nanoionic devices (on which electrochemical reactions take place) is emphasized. New areas of research such as nanoarchitectonics and iontronics are critically analyzed. On a comparative basis, a scheme for the correct introduction of the new scientific term is proposed.

This chapter is mainly concerned with providing a concise synopsis of the state of civil society in Turkey and an overview of the decision-making processes at civil society organizations (CSOs) by combining data from various empirical studies. The chapter begins with a discussion of the roots of weak civil society in Turkey followed by an illustration of the current state of civil society as a space. The chapter will then examine policy analysis practices in CSOs with a focus on prevalent decision making structures and the role of external funds in addition to agenda setting and evaluation processes. The chapter concludes by arguing that CSOs in Turkey are still yet to become effective implementers of policy analysis tools.

Cultural policies, understood as acts of intervention, not only from the State, but also from social groups and institutions, trigger devices that highlight the complexity of the cultural system and power relationships. These acts, developed in a participatory manner, can contribute to the global re-politicization of collective life.Regarding Brazil, we can assert the search for common spaces has grown in importance under president Luiz Inácio Lula da Silva's administration (2003–2010), when cultural policies suffered a significant change with the implementation of an inclusive and participatory model. This led to sectorial policies and the creation of public spaces for the representation of civil society. The field of dance took an active role in this process through its associations and regional forums, leading to the creation of a Dance Sectorial Collegiate and a Dance Federal Plan.Despite some progress that has been made, cultural policies in Brazil are still under the strong influence of a neoliberal approach, which centers its efforts in economic development with a focus on public funding to culture and the creation of funding laws. A participative construction of public policy for dance would be based on agreements between civil society and government, going beyond the financing of arts through grants. The area of dance in Brazil needs structuring programs and actions that would collaborate with the organizational and productive modes of people and groups that are working to develop the area. Thus, this paper discusses cultural policies of dance by pointing out the consequences of “fast-cult” dance production and identifies spaces of resistance and micro-politics, generated by Brazilian artists who are seeking sustainable development and collaborative modes of production in dance.

In recent years we have observed the global awareness of threats posed by unrestrained and irresponsible growth gaining ground. Hence, continuous searches for sustainable solutions which enable to put in place measures that promote global, national, and local efficiency seem to make sense.This paper aims to examine and assess the current state of affairs and proposes directions for the development of sustainable and socially responsible project-related activities. It explains how the idea of social responsibility emerged as a natural consequence of the evolution of an organisation with respect to sustainable development. Against the background of these notions we define the place and role of project management in socially responsible development and discuss different views on the subject presented by authors from different countries. Theoretical considerations are supplemented with the discussion of the findings of own surveys focused on the role and relevance of social responsibility in project management in organisations active in this field in Poland. It was an exploratory study, the first of its kind in Poland.

Innovative technologies and the emergence of virtual communities create new types of transactions and the accounting methods that go beyond the current state of knowledge in economics and existing legal solutions. These virtual communities create and distribute their own medium of payment for the exchange of goods and services, thereby providing a means of payment in which emissions or circulation central monetary authorities are not involved. The reasons behind  the emergence of cryptocurrencies are not only the shortcomings of the traditional currency system which was unable to face numerous crises, but also the development of the Internet for which cryptocurrencies can prove to be a better suited form of money. Unfortunately, they stir much legal controversy with the effect that their users are exposed to significant legal and economic risk.Therefore, the subject of research presented in the article is to analyze the economic substance of Bitcoin. The main objective in this area is to assess the role of Bitcoin in terms of capacity to serve as money.
