This article aims to describe a new paradigm of sustainable community service. The background is the phenomenon is that there is no mutualism symbiosis of various parties and the key actors of empowerment in fulfilling the needs, challenges, and implementation of the community, either directly or indirectly. The method used in this article is literature studies and from various experiences of the author in doing community service. To run and understand the new paradigm of community service, there are at least three models that can be used, namely triple helix, quadruple helix, and quintuple helix. The dynamics of community empowerment require innovations that support sustainable development. The quintuple helix model is relevant for viewing current and future conditions.

This article develops an inter-disciplinary and trans-disciplinary framework of analysis that relates knowledge, innovation and the environment (natural environments) to each other. For that purpose the five-helix structure model of the Quintuple Helix is being introduced. The Triple Helix model, designed by Etzkowitz and Leydesdorff (2000), focuses on the relations of universities, industry and governments. The Quadruple Helix (Carayannis & Campbell, 2009) blends in the perspective of a media-based and culture-based public. The Quintuple Helix finally frames knowledge and innovation in the context of the environment (natural environments). Therefore, the Quintuple Helix can be interpreted as an approach in line with sustainable development and social ecology. “Eco-innovation” and “eco-entrepreneurship” should be processed in such a broader understanding of knowledge and innovation.

Sustainable development for transition economies is an opportunity to accelerate and complete socio-economic transformations and at the same time an additional responsibility in situations of instability and uncertainty. The chances for strengthening sustainability are growing within the organized innovation space, which makes it possible to model scenarios of ecologically oriented development and, with the help of state and international support, to start their implementation. The paper aims to analyze the possibilities and directions of creating eco-industrial parks in a transition economy. It uses an innovative helix model in its triple, quadruple and quintuple variations for functioning and sustainable development of industrial parks in Ukraine. The study adopts a descriptive comparative analysis of data on the planning and implementation of economic, primarily environmentally relevant, activities. Based on the analysis and description of exogenous factors, in particular within GEIPP, a SWOT table on the potential of eco-industrial parks was formed. The directions of development of industrial, technological, and scientific parks in Ukraine are determined using the quintuple helix model on the plane of “knowledge-innovation”, in particular on quadruple helix transition to sustainability through the simultaneous development of socially oriented and environmental activities. Within the legislation, it is proposed to approve a sustainable form of artificially separated innovation parks, namely the “eco-industrial park”. One of the conditions for advanced sustainable development in Ukraine is the creation of a national program to support the transformation of innovation parks into their environmental versions 2.0 and 3.0, as well as investing in greenfield eco-industrial parks.

The assistance in the management of Village-Owned Enterprises aims to provide input on constraints faced by the village government to achieve the management of Village-Owned Enterprises (BUMDes) that have not been optimal. In accordance with law No. 6 of 2014, that villages are given the authority to carry out the administration of government in accordance with the interests of the village community. Village authority has been granted based on village propositions which cover government affairs provided by the district / city that have been submitted to the village. Villages have an obligation to provide governance that aims to prosper their society. In order to achieve this, the Village Original Income (PADes) was also supported to strengthen the village economy, through strengthening BUMDes that sided with the institution in optimizing Village Original Income. Inaccessibility of Village Original Income (PADes) occurs due to the lack of role of BUMDes. It also has an impact on society in strengthening the economy of the community. This is what happened in Penyengat Olak Village, jambi sub-district outside the city of Muaro Jambi district, which caused it to be unable to be independent in various aspects. Therefore, the existence of socialization in community service is expected to provide a better impact and solutions in solving the problems that occur and aim to explore the potential of the village in the context of sustainable community empowerment.

People on the north coast of Cirebon Regency depend on their livelihood from catching sea products. If the weather is terrible, they cannot go to sea, so they do not get income. The community's inability to have a substantial income is the aim of this study, namely how to create productive business groups for fishermen's wives. They help people who can run small-scale businesses to get assistance from academics, industry, and government with the term Triple Helix. The strategy to build the synergy of these three elements is applied through the TEMAN program (Economic Order of the Fishermen's Community) in collaboration between community service in tertiary institutions in partnership with industry in villages around industrial areas through community empowerment efforts, thus forming business groups that produce products in the form of crackers that utilize the remaining processed fish and fat/small crab lemi become a fish paste and crab crackers. The method approach used is descriptive qualitative because it is related to social problems in the community, how to build motivation in the fishermen's wife group to do business so that they can earn even though they are small but sustainable or generic income. The findings from the research on community empowerment strategies based on the TEMAN Program show that access to natural resources, access to community participation, access to markets, and access to information and knowledge proves that community empowerment programs can make small business groups become independent and help economic sustainability.
