This scientific article is devoted to the analysis of theoretical principles, legislation, scientific positions on improving the priorities and mechanisms of monetary policy in the national financial security system. The purpose of the study is to strengthen the process of national financial security. The subject of the study is to identify key points in the national financial security system and the implementation of theoretical and methodological principles, as well as scientific and practical recommendations for the implementation of mechanisms to improve monetary policy. The conceptual provisions of monetary policy and its provisions in the national system of economic and financial security are formulated. The authors substantiate that today the financial systems of individual countries, as well as other sectors of the economy, are improving and progressing in the context of globalization, the spread of IT technologies and general computerization; Electronic cryptocurrency replaces traditional money issued by the state. It is substantiated that over the last year the cryptocurrency has won the interest not only of people, but of entire states, which have begun to actively introduce this currency into their daily circulation. This means of payment is already gaining momentum in use in developed countries. The focus is on the analysis of the concept of "blockchain". The article states that today Ukraine is among the ten countries in the world in the number of bitcoin nodes in the global bitcoin network, the leader in the number of bitcoin businessmen. The study summarizes the methods, tools and means of state regulation in the monetary sphere in order to strengthen the financial security of the state. The conceptual basis for the formation and implementation of monetary policy has been developed. The authors conclude that the strategic vector of movement for Ukraine is the need to adopt a specialized legislative act "On cryptocurrency circulation in Ukraine" in order to create conditions for the introduction of network segmentation technologies, which in the long run will reduce globalization and further develop cryptocurrency market infrastructure.

The problems of development and implementation of state regulatory policy in agriculture of Ukraine are considered. An attempt is being made to bring it closer to the principles applied in economic of developed countries. Such an approximation for all years of reforms was carried out without taking into account the initial stages of the formation of market relations in Ukraine. The release of levers of state regulatory influence without a prevailing market regulation mechanism only intensified the problems. In economically developed countries, market relations have been developing for a long time in an evolutionary way in conjunction with state regulation of the agrarian economy to solve problems that have arisen from time to time. The quantitative relations characteristic of economically mature systems cannot be extended to the domestic economic system. An indication of the blind spread of approaches to the state regulatory policy of Ukraine that characterize quantitative ratios in mature economic systems is the implementation of monetary policy. A prerequisite for monetary policy and appropriate macroeconomic analysis is the balance of the economy, in which the need for a certain amount of money is formed. Such an approach is acceptable for sustainable market systems, where certain trends and patterns are formed, but it cannot be applied for economies where market trends are only emerging. Therefore, the monetary policy in agriculture could not provide the expected results. Proposed commonly accepted in foreign publications factors that determine the need for state regulation of agriculture, taking into account the state of the domestic agricultural sector to complement such as the creation of identical starting conditions, activation of entrepreneurial activity. Without this, in Ukraine, high-growth entities of a holding type of a large size are formed at a high pace. They use the most advanced technical equipment, involve narrow-profile specialists, they form large commodity batches, which can enter the foreign markets without intermediaries. All agroholdings, however, deprive rural inhabitants of the opportunity to create farms, increase unemployment and social problems in villages. Objective competitive advantages of domestic agriculture, which are determined by fertile black earth, are used by a limited number of persons.

Inefficiency of the customs regulation system, imperfection of the existing system of monitoring of export-import operations, low level of observance of budgetary discipline, shadow economy requires updating of methodical approaches to improvement of the customs control system. The purpose of the article is to form strategic initiatives for the development of customs control in the financial security system of the state with the using of GAP-analysis tools. The methodological basis of the study is the use of methods of analysis and synthesis, comparison, methodological tools of GAP-analysis. The object of the study is the patterns of development of the customs control mechanism in the system of financial security of the state. The subject of the study is the methodological principles of customs control in the system of financial security of the state. The purpose of the GAP analysis of customs control in the financial security system is to identify potential sources of increased customs duties to the budget under the influence of the external environment. The information base for the calculation of GAP-gaps is the amount of customs duties collected by the State Tax Service to the consolidated budget, and the targets set by the Law of Ukraine “On State Budget”. The methodical approach to identifying, assessing and eliminating strategic gaps as an object of customs control, during the study of financial security, has been improved on the basis of GAP-analysis tools. In contrast to the existing approaches, in this case the value of the calculated GAP-gaps between the planned and actually received amounts of customs revenues to the state budget is defined as a control indicator. The author's approach proposed in the article provides an assessment of the causes of strategic gaps and allows to form strategic initiatives for the development of customs control in the system of financial security of the state, related to the structure of its mechanism.

In the conditions of rapid changes in the modern market environment, it is extremely important for agricultural enterprises to respond in a timely manner to threats to their financial security. Therefore, economic diagnostics is of significant methodological importance, and makes it possible to learn about economic problems and interpret the results of enterprises activity that have certain deviations from the norm or the state required for the enterprise. The subject of the study is a set of theoretical, methodological and practical aspects of diagnosing the state of financial security of enterprises. The purpose of the article is to diagnose the state of financial security of agricultural enterprises on the basis of the proposed methodological approach and to substantiate proposals for its improvement. The methodological basis of the diagnostics used in the study was: methods of theoretical generalizations, financial analysis, scoring method, analysis of dynamics and structure, linear programming. The article reveals the tasks and areas of management of Ukrainian agricultural enterprises with an emphasis on the protection of their specific financial interests – ensuring liquidity, solvency, financial stability, autonomy and others. For research purposes all Ukrainian agricultural enterprises were classified on the size of the net income. The system of indicators for diagnostics of financial security of the agricultural enterprises was offered. The basic structural elements of the mechanism of financial security management were substantiated. According to the diagnosis results, it was found that the state of financial security of large enterprises in 2018-2019 has deteriorated and it has had a negative impact on their solvency. Instead, the financial security of small and medium-sized enterprises has improved. Based on the experience of developed countries, proposals for public policy instruments to promote financial security of agricultural enterprises were proposed.

This paper investigates the effect of a change in life expectancy (i.e., longevity) on fertility in a standard OLG economy. The main result is that, in contrast with other papers, an increase in the longevity rate may increase the fertility rate as well. It is shown that such a result holds when the cost of rearing children in terms of goods and services (rather than in terms of forgone wages) matters. In particular, such a result depends on the relative “strength” of the capital in the technology as compared with the “strength” of the parsimony. Moreover it is shown, again in contrast with other papers, that with an unfunded social security system it is more likely that a longer life may increase the fertility. The latter result is even more likely in the presence of child subsidy policies, which are widespread in developed countries. In conclusion, we argue that in countries having a population with a high longevity, a high capital share, a large unfunded social security, and child subsidy policies (such as Italy), a further increase of longevity may increase fertility in the long run and thus partially alleviate the peril of the so-called “demographic bomb.”

The article is aimed at defining the theoretical aspects of managing the economic security of the insurance services market of Ukraine, searching for ways to develop special practical recommendations to solve the outlined problem. In the context of transformational changes and globalization metamorphoses, the issue of ensuring a high level of economic security of the insurance services market in Ukraine is one of the priorities. The article discusses the risk factors influencing the provision of a high level of economic security of the insurance services market of Ukraine, analyzes the mechanisms for managing the economic security of the insurance services market. Particular attention is paid to the characterization of models of the State regulation of economic security of the insurance services market of the countries of the world, which helps to form the main emphasis on the state of development of the insurance services market of Ukraine. The practice of developed countries of the world indicates the inadmissibility of such a mechanism for ensuring economic balance as insurance premiums, and the need to focus on the formation of insurance reserves. Based on the practice of the developed countries of the world, it is advisable to summarize the mechanisms for ensuring the economic security of the insurance services market as a single system, monitoring of which will ensure systematic economic development, quick managerial decisions in transformational conditions and attraction of investment funds for long-term strategic planning. In addition, the article draws a parallel between ensuring a high level of economic security of the insurance services market and the development of the Ukrainian economy in the context of a rapid change in external influence factors, involving priority mechanisms for ensuring the long-term investment development of the country. The main directions of improvement of the State regulation of economic security of insurance services market are proposed.

The scientific article deals with the directions of improvement of the process of development and implementation of state targeted programs for protecting the natural environment in Ukraine. In particular, state targeted programs of environmental protection in Ukraine are the subject of this research. Methodology. A set of scientific research methods is used to realize the goals and tasks defined in the scientific article. Namely, the comparative method was used to compare the foreign experience of developed countries in the field of state programming of environmental protection and its adaptation to the conditions of Ukraine; to compare indicators that determine the level of development and implementation of state target programs of environmental protection in Ukraine; economic and statistical method used to investigate the state and trends of the development of the state programming system in Ukraine, to identify the main problems and obstacles related to its functioning; graphic interpretation method made it possible to visualize the principal scheme of management of domestic state target programs of environmental protection; the method of theoretical analysis, systemic and analytical methods, method of generalization, methods of grouping contributed to the identification of the main directions of improvement of the processes of development and implementation of state targeted programs for the protection of the natural environment in Ukraine. Information and reference base of scientific research consists of laws and other legal regulations of Ukraine on environmental protection issues, international documents, analytical and statistical materials of the State Statistics Service of Ukraine, reports on the implementation of State target programs for 2010–2016, scientific works of domestic scientists, periodicals, results of the authors’ personal observations. Practical implementation. The authors have summarized their research results on the possibility of using the schematic model of managing the state targeted environmental protection program in Ukraine for the aspects related to creation and functioning of the Coordination Council, led by the program manager. The above mentioned Coordination Council is an advisory (collegial) body that operates on a voluntary basis. It is also substantiated that for Ukraine worthy of attention is the experience of the European Union countries, which radically changed the system of state management of environmental protection, and revised the balance of competence of different levels of government, through systematic improvement and alignment of the mechanisms of environmental management with international legal, normative-methodical and institutional basis of ecological management and ecological safety. The scientific value of research results. In the form of directions for improving the process of development and implementation of state targeted programs for the protection of the natural environment in Ukraine, a set of key recommendations has been proposed for improving the efficiency of functioning of the system of domestic state programming for natural environment protection.
