Organic agriculture, based on natural production technologies, obtains a great potential for reversing humanity to a healthy diet and living in harmony with nature by improving the state of the ecosystem. The share of organic food products in the market of the developed countries is already quite high; and various institutional systems of the industry have been introduced and are being improved in the leading countries of the world. Domestic agribusiness is currently lagging behind in these matters, but the situation should be significantly changed by the adopted law and state standard regulating the requirements for the organic sector. In this regard, an objective need arose to substantiate the capabilities and the resource potential of the Saratov region in this sphere. Within the framework of the presented research, an interdisciplinary fundamental platform to develop the theory of the organic food products market was formed. As a result, the elements of the scientific methodology (theories, principles, factors, methods) of its functioning were identified, which made it possible to substantiate the potential capacity of the regional consumer market for organic food. The calculation was made taking into account the rational norms of food consumption that meet modern requirements for a healthy diet, the heterogeneity of consumer preferences, the price gap for the main conventional and organic products in retail and the dispersion of prices for the latter, the implementation of state policy to protect and improve the health of certain population groups. This study is intended for the state management bodies of the agro-industrial sector, the leadership of agricultural, processing and marketing enterprises, the structures of wholesale and retail food products trade and branch research institutions.

Theoretical methods of studying the study and analysis of philosophical, pedagogical and psychological literature were used to identify the state of the problem of formation of inclusive educational environ-ment in science, as well as its importance in the prepara-tion of students of social and pedagogical profile; synthe-sis, induction, deduction, generalization and systematiza-tion of existing scientific research results in order to de-termine the state of development of the problem and per-spective directions of its solution. Theoretical methods of studying the study and analy-sis of philosophical, pedagogical and psychological litera-ture were used to identify the state of the problem of formation of inclusive educational environment in science, as well as its importance in the preparation of students of social and pedagogical profile; synthesis, induction, de-duction, generalization and systematization of existing scientific research results in order to determine the state of development of the problem and perspective directions of its solution. It is established that SWOT analysis is a universal strategic planning technique aimed at finding the new opportunities and identifying the potential risks to effectively define the research object. Strengths of in-clusive educational environment are identified, such as implementation of democratic foundations of public order, existence of barrier-free physical and psychological envi-ronment, elimination of discriminatory manifestations and social stereotypes, emergence of new vectors of teachers’ professional development, cohesion of parental communi-ty, etc. Among the weaknesses are the substantive, func-tional and organizational aspects that determine the activities of socio-pedagogical profile. Possibilities of inclu-sive educational environment are discovered, which in-clude the preparation of social community for acceptance of people with special educational needs, emergence of experimental education institutions, mass media involve-ment in the work on formation of positive image of inclu-sive education, etc. The threats and obstacles to the for-mation of an effective inclusive educational environment are characterized, such as the lack of an adapted domes-tic model of the organization of inclusive education, the lack of a legal framework regulating all Based on the SWOT analysis, strategies for the effec-tive development of an inclusive educational environment were identified, for instance 1) a strategy of using strengths aimed at finding internal reserves, 2) a strategy of using strengths to overcome threats, 3) a strategy of using opportunities to overcome weaknesses, 4) a strate-gy for weakness elimination and threat prevention. It is emphasized that each of the identified strategies is im-plemented through the interaction between specialists of socio-pedagogical profile who are the subjects of inclusive education practice, whose level of professional training will significantly influence the problems of forming an effective inclusive education environment.

The scientific article is devoted to the study and comprehensive analysis of the peculiarities of the regulatory and legal foundations of the formation and development of local self-government in ukrainian territories. Taking into account the doctrinal study, it was stated that the formation and transformation of the regulatory and legal framework for the development of local self-government in the Ukrainian territories (the first half of the 18th mid-19th centuries) was combined with the fact that any bodies and officials entrusted with the functions of city administration were supposed to act in the interests of strengthening the existing system, improving the legal position of states prevailing in society. The establishment of various organizational forms of local self-government was also aimed at developing more flexible forms of local governance. Moreover, they functioned under the control and permanent guardianship of central state bodies and governors. In fact, this development led to the gradual integration of local authorities into the mechanism of the state. Only the degree of legal consolidation of powers by controlling authorities changed, which, in fact, had a rather negative effect on the independence of local governments, and, as a result, significantly reduced the effectiveness of their activities. But this influence of administration bodies had another, positive role, for example, educational influence arising from the cooperation of public institutions of self-government with institutions of administration, was especially noticeable on the example of peasants who went from indifference and unwillingness to participate in self-government to actively upholding their interests through active and purposeful participation. Thus, to the degree of independence of local self-government, the readiness of the population to independently solve issues of local importance plays an important role. The further development of capitalist relations after the abolition of serfdom, the growth of cities forced the authorities to make concessions in the field of urban self-government, which was reflected in further state-management reforms in the field of local self-government. It emphasized that considering the historical aspect of the development of domestic local self-government and public administration, it is necessary to take into account the following: on the part of the state there was a rather gradual authorization or assumption of the existence of local self-government in general. This is due to the fact that in each historical period, state authorities admit the presence of “ordinary” forms of self-government, since they fulfill the tasks set by the state. One of the factors determining the degree of freedom in the activities of local self-government and the existence of this phenomenon in general is the fact that at different stages the state and society have different goals and objectives, therefore, the most optimal system of social management develops from this.

Abstract: The author has undertaken to classify the legal instruments of environmental protection of in a health resort municipality (a spa commune) in Poland, regarding the aspect of their impacting the state of protection of natural environment. A spa commune has at its disposal a catalogue of its own tasks, which is complemented by those connected with maintaining medicinal functions of the spa and with meeting the requirements of the environment. The analysis of the content of regulations of law on environmental protection allows concluding that in relation to spas there are no – in principle – separate legal norms which regulate questions connected with protection of environment. While identifying the legal instruments of environmental protection, it was necessary to take into account a few normative areas, on the basis of which the following groups of instruments were distinguished: regulatory and “police” type, planning, control and financial. In the study, some selected legal and comparative aspects were also taken into consideration.
