This scientific article is devoted to the analysis of theoretical principles, legislation, scientific positions on improving the priorities and mechanisms of monetary policy in the national financial security system. The purpose of the study is to strengthen the process of national financial security. The subject of the study is to identify key points in the national financial security system and the implementation of theoretical and methodological principles, as well as scientific and practical recommendations for the implementation of mechanisms to improve monetary policy. The conceptual provisions of monetary policy and its provisions in the national system of economic and financial security are formulated. The authors substantiate that today the financial systems of individual countries, as well as other sectors of the economy, are improving and progressing in the context of globalization, the spread of IT technologies and general computerization; Electronic cryptocurrency replaces traditional money issued by the state. It is substantiated that over the last year the cryptocurrency has won the interest not only of people, but of entire states, which have begun to actively introduce this currency into their daily circulation. This means of payment is already gaining momentum in use in developed countries. The focus is on the analysis of the concept of "blockchain". The article states that today Ukraine is among the ten countries in the world in the number of bitcoin nodes in the global bitcoin network, the leader in the number of bitcoin businessmen. The study summarizes the methods, tools and means of state regulation in the monetary sphere in order to strengthen the financial security of the state. The conceptual basis for the formation and implementation of monetary policy has been developed. The authors conclude that the strategic vector of movement for Ukraine is the need to adopt a specialized legislative act "On cryptocurrency circulation in Ukraine" in order to create conditions for the introduction of network segmentation technologies, which in the long run will reduce globalization and further develop cryptocurrency market infrastructure.

Ensuring public administration of national security is currently gaining extreme significance as seen from the perspective of geopolitical transformations. The addressed issue is particularly relevant and calls for a thorough and systematic research, in view of the global economic crisis, the fight against the COVID-19 pandemic and the global geopolitical transformations and threats that have swept over the world during the recent decade. Despite the sound regulatory framework for public administration in the field of national security and the existing mechanisms of state regulation therein, the effectiveness of public administration in protecting national interests and ensuring the security of individuals, society and the state from external and internal threats requires further enquiry. That said, public administration of national security encompasses the mechanisms to ensure the safeguarding of vital interests of man and citizen, society and the state, and accordingly the sustainable development of society, prompt detection, prevention and neutralization of real and potential threats to national interests. The purpose of the article is to substantiate the features of financial risks of the budget component of financial security of Ukraine on the example of the analysis of expenditures for individual security-forming sectors. Research methods. A monographic method was used to review scientific publications of researchers and the regulatory framework on budget security, empirical, systemic and comparative analyzes and synthesis for monitoring indicators and sub-indices of financial and budget security, a graphical method to reflect the dynamics of the studied indicators, a statistical method to identify the integration of risks, abstract logical for theoretical generalizations and conclusions. Research results. Financial risks for the sphere of budget security are classified. The dynamics of the integrated index of economic security and subindex of financial security, and in its structure, budgetary security is analyzed; operational budget expenditures and expenditures on the food and national security sectors. The directions based on which the types of budget security are regulated are determined: focus on achieving the strategic goal; the need to guarantee the priority of budget expenditures for specific industries in the context of political, economic, artificial and global crises; for economic sectors - compliance with the balance of the industry's contribution to GDP and the share of its funding from the State Budget. Scientific novelty. The definition of financial risks of budget security as threats to organizational, regulatory, and administrative measures for the formation of state budget revenues and expenditures has been further developed. The analysis of financial security sub-indices for the current period is in-depth. The connection between financial and budgetary security has been established. The dependences of the dynamics and efficiency of budget expenditures on individual security-forming industries are studied. Methodological support of budget security analysis processes and approaches to the effectiveness of state regulation has been improved. Practical significance. Improvement of the grouping of financial risks, methodical approaches to the definition of directions of the state regulation of decrease in the level of financial risks in the field of budgetary safety is offered. The study presents the results of the implementation of the State Program for the Development of the Regions of the Republic of Kazakhstan until 2020. In the face of modern challenges, it becomes critically important to increase the self-sufficiency of the economy of the Republic of Kazakhstan on the basis of regional development. In order to comply with and take into account national interests, it will be important to launch the adopted State Program for the Development of Regions by 2025. State regulation of territorial development is aimed at disclosing the industrial potential of individual regions and territories of the Republic of Kazakhstan. Taking into account the processes of regionalization taking place in the economy, the prerequisites for the formation of a regional structure of industrial production are considered in the work. The results of the implementation of the State Program for 2015-2019 were considered and problematic issues requiring changes in regional policy were formulated. The article deals with topical issues of defining the essence of the categories of «state regulation», «public administration», «mechanisms of public administration», «mechanisms of state regulation», including in the sphere of economic security. It is established that the system of public administration has a managerial influence form and exercises through the appropriate mechanism. The concepts of «mechanisms of public administration» and «mechanisms of state regulation» are delimited. It is established that the object of public administration is public relations, systems; the subject of state regulation are human activities and economic relations. It is proved that the key difference between «government» and «state regulation» is the interests of those subject groups that these processes provide. Taking into account the specifics of the current political and economic situation in the country, the state of the security and defense sector, the situation with the temporarily occupied territories of Ukraine has improved the definition of mechanisms of state regulation in this area, in particular organizational, legal, economic, social, information and security: organizational mechanism. The key principles of economic security are identified, among which are: the rule of law while ensuring economic security; maintaining the balance of economic interests of the individual, family, society, state; mutual responsibility of individual, family, society, state for ensuring economic security; timeliness and adequacy of measures to prevent threats and protect national economic interests; the priority of contractual (peaceful) measures in resolving both internal and external economic conflicts; integration of national economic security with international economic security. The author noted that the above list of economic security principles is not exhaustive, so the system is complemented by the following principles: targeted consistency (approval of short, medium and long-term plans at the state, regional and local levels in the process of policy-making by the public administration bodies in the specified sphere taking into account the state of affairs in the field of economic security of the country, the priority and hierarchical subordination of the goals in the specified sphere in order to achieve the desired results and to achieve state policy on the basis of efficiency and quality development of the state), security and defense orientation (combination of defense and realization of national interests and processes of state regulation of the sphere of security and defense, strategic planning of actions with the purpose of effective streamlining in a certain sphere and adjustment of the system of vital security), criterion threats to the field of economic security (pursuing public policy in the defined field based on defined criteria, based on a system of indicators c indicating the predictive, qualitative and quantitative values that would reflect the situation in the state, determining the qualitative characteristics and effectiveness of public policy in the field of economic security, taking into account the strategic direction of socio-economic development of the state); competences of non-state actors for ensuring economic security (establishing effective interaction of civic institutions societies with state authorities, local self-government bodies, legal entities and individuals in the part of active participation in the implementation of policy in a certain field); openness and consistency of the policy of counteracting the threats to the national interests of Ukraine in the field of economic security (ensuring unimpeded access of citizens, public institutions and other subjects of economic security to information on the investigated sphere, efficiency, legitimacy and transparency of state-administrative decisions in a certain sphere). It is determined that in order to protect the national interests in the sphere of economic security and to effectively implement the mechanisms of state regulation of counteraction to threats in the specified sphere, the levers of ensuring the economic security of Ukraine in the conditions of external aggression and globalization transformations should be rationally applied. These levers include: organizational, legal, socio-economic and political-diplomatic.

To solve the problem of information security management the method was proposed that allows determining the degree of importance of confidential documents of the organization. The urgency of the proposed algorithm was substantiated taking into account the requirements of the legislation of the Russian Federation in the sphere of information security. The stages prior to the formation of the list of confidential documents of the organization were described. A review of the main documents of the legal and regulatory framework was carried out including documents relating to the state regulation of relations in the sphere of information security. The classes of protected information for the accessing categories were considered. The criteria changes of the value of information in the process of time were represented. The algorithm of formation of the list of confidential documents of the organization based on the properties of information was offered. The algorithm is based on an expert method of pair comparison of alternatives. The result of the use of this method is a number of confidential documents, ranked in descending order of importance. For each document the weighting factor of importance can be calculated. The verification stage of the degree of expert consistency was included in the methodology to eliminate the use of erroneous expert data. The application of the methodology is illustrated by a calculated example.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.
