The article is aimed at defining the theoretical aspects of managing the economic security of the insurance services market of Ukraine, searching for ways to develop special practical recommendations to solve the outlined problem. In the context of transformational changes and globalization metamorphoses, the issue of ensuring a high level of economic security of the insurance services market in Ukraine is one of the priorities. The article discusses the risk factors influencing the provision of a high level of economic security of the insurance services market of Ukraine, analyzes the mechanisms for managing the economic security of the insurance services market. Particular attention is paid to the characterization of models of the State regulation of economic security of the insurance services market of the countries of the world, which helps to form the main emphasis on the state of development of the insurance services market of Ukraine. The practice of developed countries of the world indicates the inadmissibility of such a mechanism for ensuring economic balance as insurance premiums, and the need to focus on the formation of insurance reserves. Based on the practice of the developed countries of the world, it is advisable to summarize the mechanisms for ensuring the economic security of the insurance services market as a single system, monitoring of which will ensure systematic economic development, quick managerial decisions in transformational conditions and attraction of investment funds for long-term strategic planning. In addition, the article draws a parallel between ensuring a high level of economic security of the insurance services market and the development of the Ukrainian economy in the context of a rapid change in external influence factors, involving priority mechanisms for ensuring the long-term investment development of the country. The main directions of improvement of the State regulation of economic security of insurance services market are proposed.

This article is devoted to an overview of the methods and measures by which the governments of economically developed countries of the world ensure, to one degree or another, the security of their budget systems. At the same time, the authors consider the vulnerable aspects of the functioning of their public finance systems, the reasons for the emergence and the ability of the country’s leaders to eliminate negative factors and threats. This aspect is extremely important for ensuring the economic security of the state, since it provides an increase in the level of both economic and national security of the country.

The article deals with topical issues related to the transformation of economic sovereignty in terms of ensuring the external economic security of the state within the framework of membership in international financial and economic organizations. Since the beginning of the XXI century, almost all countries of the world, including Russia, have accelerated the pace of opening their economies. With this initiative, they expected the introduction of a new driving force in the process of domestic economic development and the creation of new market opportunities. States to varying degrees have integrated their domestic economies into the global market. However, for any country, opening the economy to the outside world is not free. The national economy will inevitably be subject to certain costs, which will affect the increase in value and the same time be perceived as weakening the country's «economic sovereignty», namely, the erosion of permanent and exclusive privileges over its economic activity and national resources. The increase in the number of international financial and economic organizations and the expansion of their functions naturally limit the sovereignty of a particular country. The most typical example is the ever broader penetration of the following organizations: the Bank for International Settlements (BIS), the World Bank (WB), the International Monetary Fund (IMF) and the World Trade Organization (WTO) into the internal economic affairs of their members. In the conditions of world economic globalization, many underdeveloped countries are forced to resort to foreign aid and intervention, which, however, will lead to the fact that their governments will be deprived of control over their own economies. In this regard, some scientists predict the loss of economic sovereignty in a form such as neo-colonialism. More importantly, this is the fact that some economically strong countries, such as the United States, for example, taking advantage of this, influence or violate the economic sovereignty of these countries. At the same time, economically developed countries address double standards in economic policy and apply their own self-realized theories, such as «human rights that transcend sovereignty» and «economic integration that outweigh sovereignty», to make weak countries recognize some of their inalienable privileges. However, these countries repeatedly emphasize that they should not accept international economic rules as a sacrifice of weakening and diminishing their own decision-making rights. Thus, we can conclude that the dispute over economic sovereignty is, in fact, a hidden competitive struggle for power in the world arena. In the current context of «economic openness», external economic impacts on individual countries are distributed in an unbalanced manner. From an economic point of view, Russia needs to rethink the understanding of sovereignty as a responsibility for the internal functions and external obligations of the state in the economic sphere, which includes, but is not limited to questions of the state’s external economic security. The development and normative content of the concept of sovereignty as a responsibility to protect in the economic sphere requires the continuation of scientific development, in particular, it concerns the formulation of the internal functions of the state, based on a distributed responsibility approach between: (1) by the state and supranational actors, which are international financial and economic organizations, (2) by civil society and private business, each performing its own role in the global economy. You should also pay attention to the external functions of the state to protect national interests in the foreign economic sphere, taking into account the existing actual inequality between states in terms of the development of economic infrastructure and technologies.


Turkey has a high level of competitiveness and prerequisites for reaching the leading positions on the world stage of tourist services. It is a result of the effective state tourism policy, which ensures the stable functioning of the organized national market of the tourism industry. Therefore, the analysis of the state regulation of the tourism sphere based on the experience of Turkey is relevant and can contribute to the overcoming of the disadvantages and to the development of strong and unique aspects of tourism national market.The subject of research of the article is the state regulation of tourism in Turkey, which can become an example for the development of tourism in Ukraine. The goal is the analysis of the state regulation of the tourism sphere in Turkey and the development of proposals for improving the state tourism management policy in Ukraine. The objectives are to research the tourism development and the state regulation in Turkey and Ukraine, to determine the possibilities of adaptation of the Turkish Republic experience in practice of the domestic tourism. General scientific methods are used, such as system analysis – to determine the peculiarities of the state regulation of tourism in the Republic of Turkey and in Ukraine, comparative analysis– to characterize the recreational resources, tourism infrastructure, statistical analysis– to review the dynamics and patterns of the tourism development in Turkey and Ukraine.The following results were obtained: on the basis of the analysis the problem aspects and the priority orientations for the reorganization of mechanism of the state tourism regulation in Ukraine based on the experience of Turkey were identified. Conclusions: the experience of the state regulation of the tourism sphere in Turkey should be used as recommendations for determination of the modernized strategy of Ukraine in the world tourist market.

The national security of the state depends on the level of economic security of the country. Therefore, the concept of national security of developed countries IS paid special attention to the issue of economic security. The economic security of a country depends on its social, economic, financial, political, environmental and epidemiological situation. To assess the existing social, economic, financial, political, environmental and epidemiological situation, they use a system of indicators that represent the situation.The Covid-19 infection detected in December 2019 in Wuhan, China, has had a negative impact on economic stability and development along with the social situation in all countries of the world. International financial institutions forecast that the growth of the world economy and the recession will decrease even more than the 2008 financial and economic crisis.In order to prevent the negative consequences of the pandemic, Uzbekistan, like many countries around the world, has imposed socio-economic and administrative restrictions. These restrictions have a negative impact on living standards, incomes, the state budget and the economic situation. The decline in economic activity of the economic sector and the population also undermines the economic security of the country. For this reason, the authors have developed recommendations for economic security in the context of Covid-19 infection.

Introduction. The level of shadowing of the economy in Ukraine remains one of the highest in the world and is a threat to its economic security and macroeconomic stability, investment attractiveness, etc. The dynamics of change in the main indicators of the functioning of the shadow economy indicates a low level of effectiveness of existing mechanisms to prevent the implementation of shadow operations. The existing institutional component of this mechanism does not fully form the preconditions for reducing the share of the shadow sector of the economy and therefore does not encourage businesses to withdraw their funds from the shadows. The high level of corruption and bureaucracy in the country has a negative impact on the efficiency of economic entities and thus creates the preconditions for the revision of existing instruments of state regulation of the economy. Purpose. Research of efficiency of functioning of separate institutional components of the mechanism of counteraction to shadowing of national economy and definition of the most priority measures of prevention of the state by shadow schemes of withdrawal of incomes. Results. The results of the study identified the main reasons for the high level of shadowing of the national economy, threats, and barriers to counteracting the participation of economic entities in the shadow schemes of capital withdrawal. The analysis of the main vectors of state influence on economic entities is carried out. Their efficiency has been evaluated. It is established that Ukraine occupies one of the last places in the world in the vast majority of indicators. Analysis of individual components of the indicator of ease of doing business in Ukraine showed a significant duration of procedures for reporting and payment of taxes, processing of documents for export/import, a significant cost of processing documents for export/import. The results of the study showed that one of the components that have a significant impact on economic entities is the high level of corruption in the country, low efficiency of corruption control procedures, low efficiency of government, etc. The necessity of development and application of a set of measures aimed at improving the quality of the institutional component of the mechanism of de-shadowing of the economy is proved.

The content-typological characteristics of import substitution are considered, in particular, taking into account the regional specificity and focus on the economic security of the state. Protective and liberal views on import substitution policies are highlighted. It is concluded that the regional policy of import substitution is a separate integral direction of the state policy, which is implemented with the purpose of overcoming systemic risks and threats of import dependence of the interregional and local markets, and is implemented using a set of mechanisms, tools and measures available, most acceptable and effective at the regional level. A significant role is assigned to the generalization of the world experience of the state regulation of import substitution; this is especially important in the context of the formation and implementation of state policy in Ukraine in this area. The results of the analysis confirm the high level of import dependence of Ukraine’s domestic market and pronounced trends towards increasing dependence and growing threats to the economic security of the state. Assessments are made and features of import dependence by regions are identified; this shows excessive territorial-spatial differentiation and high criticality of the scale and trends of intra-regional consumption of imported goods in Ukraine. A high level of import dependence is inherent in all regions of the state, since the share of imports in domestic consumption has exceeded the critical value in 13 regions and the average share over the country – in six regions. The share of imports in domestic consumption was within the optimal value in three regions only. The systemic nature of the problem of import substitution involves the need to strategize the state policy in this area, in particular, taking into account regional peculiarities. Based on the preliminary grouping of the regions of Ukraine by the characteristics of import dependence and potential for counteraction, the authors propose strategic decisions on the state regulation of counteraction to import dependence, development of the domestic market, and strengthening of economic security of the regions as a prerequisite for ensuring the country’s economic security.

The article is devoted to the definition of the essential characteristics of economic security of private enterprises and its main components; it is proposed to expand the main structural elements of the system of economic security of private enterprises. The main functional objectives of economic security are: ensuring the high financial efficiency of work, financial stability and independence of private enterprises on a industry scale; ensuring technological independence and achieving the high competitiveness of the technical potential of small business enterprises; achievement of high efficiency of management; achievement of a high level of personnel qualification and its intellectual potential; Minimizing the devastating impact of the results of industrial and economic activity on the state of the environment; qualitative legal protection of all aspects of the activity of private enterprises, etc. It is proposed to consider the system of economic security of private enterprises as an integral set of subjects and objects of security, an environment that ensures their interaction and purposeful activity in the internal and external environment in relation to countering threats, protection of economic interests and, in general, creation of safe conditions for functioning at the planned level indicators. Attention is drawn to European experience and standards in the field of business security, but to take into account the fact that private enterprises of Ukraine are forced to operate in more difficult and dangerous conditions than in developed countries, therefore, during the period of the current stage of reforms in the sphere of private entrepreneurship, it is recommended to introduce normative and legal base which would fine-tune the peculiarities of functioning of private enterprises and create favourable conditions for the emergence of the economic crisis in order to create a reserve of strength in the event of unforeseen circumstances, as private enterprises are a significant component of the economic security of the state.

The economy in general and agriculture in particular around the world have experienced a number of exogenous factors in recent years. Forecast estimates of agri-food markets provide guidance for development under different scenarios, including taking into account external and internal shocks, which makes it possible to form a flexible policy to support agricultural production at the state and regional levels. High-quality forecasts allow private businesses to make investments and conduct operational activities, taking into account possible risks. In this regard, the relevance of developing a methodology for forecasting the market of agri-food products has significantly increased. The methodology based on modern methods and models includes an analysis of the state of the world and national market in the context of regions, the structure of producers for the previous long-term period, including an assessment of the main trends, factors, and measures of state regulation.
