Kebijakan pemerintah dalam pembentukan smart city di Kota Surabaya merupakan perwujudan dari pelaksanaan program e-government. Dengan adanya inovasi daerah ini nantinya bertujuan untuk meningkatkan kinerja pemerintah daerah. Sasaran dari inovasi daerah tersebut harus diarahkan untuk mempercepat terwujudnya kesejahteraan pada masyarakat dengan meningkatkan kualitas pelayanan publik. Tujuan penelitian ini yakni untuk mengetahui perbedaan potensi masing-masing daerah akan mempengaruhi mulai dari mana konsep smart city itu akan di bangun, baik itu dari perbedaan faktor sumber daya alam, maupun sumber daya manusianya. Metode penelitian ini menggunakan jenis penelitian kualitatif deskriptif dengan menggunakan pendekatan studi literature. Adapun indikator dalam menentukan keberhasilan kebijakan Pemkot Surabaya dalam mewujudkan smart city dikaji dengan menggunakan teori implementasi Edward III. Hasil penelitian melalui 4 kajian konsep implementasi dari Edward III tersebut Pemerintah Kota Surabaya dalam melakukan implementasi kebijakan sudah bisa dikatakan berhasil, keberhasilan implementasi kebijakan Pemerintah Kota Surabaya dapat dibuktikan Pemkot Surabaya melalui upaya yang dilakukan dalam mewujudkan Smart Government, Smart Economy, Smart Environment, Smart Living, Smart People, dan Smart Mobility.

ABSTRAKANALISIS KOTA JAKARTA SEBAGAI SMART CITY DAN PENGGUNAAN TEKNOLOGI INFORMASI DAN KOMUNIKASI MENUJU MASYARAKAT MADANI. Penelitian ini bertujuan untuk menganalisa dan mendeskripsikan perkembangan Jakarta Smart Cityter masuk keunggulan-keunggulan dan kekurangan dari  Jakarta Smart City yang dikaitkan dengan penggunaan teknologi informasi dan komunikasi untuk menuju masyarakat madani setelah berjalan empat tahun lebih. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan analisa deskriptif. Penelitian ini menggunakan teknik analisa deskritif dari data yang telah dikumpulkan. Teknik pengumpulan data  menggunakan data sekunder  yaitu dari web site Jakarta Smart City Go. Id dan data primer melalui wawancara langsung dengan nara sumber yaitu divisi Jakarta Smart City (JSC). Hasil penelitian menunjukkan bahwa pelaksanaan komponen-komponen Jakarta Smart City seperti smart mobility, smart government, smart economy, smart environment, smart living dan smart people sudah berjalan baik serta sangat terintegrasi dengan penggunaan teknologi informasi. Demokrasi, toleransi, pluralisme juga sudah terlihat, keadilan sosial sedang diwujudkan dengan adanya perhatian Pemprov DKI terhadap rakyatnya. Begitu pula dengan berdirinya lembaga swadaya masyarakat, pers, dan partai politik bahwa setiap warga Jakarta berhak menyalurkan aspirasinya. Dari hasil penelitian dapat disimpulkan perkembangan Jakarta Smart City yang sekarang sudah baik, hubungan dengan penggunaan Teknologi Informasi sangat erat, sedangkan kekurangan dari Jakarta Smart City yaitu perkembangan inovasi teknologi informasi lebih cepat dibandingkan dengan regulasi artinya jika ada inovasi teknologi yang terkini belum bisa langsung dijalankan, harus melalui sistem regulasi anggaran. Tatanan Masyarakat Madani di kota Jakarta sudah terlihat dengan tandai banyaknya pembangunan wilayah publik yang luas serta bebas berpolitik tanpa adanya tekanan. Pemerintah, swasta dan masyarakat sudah terjalin kerjasama dalam pembangunan Jakarta yang lebih inovatif dan transparan. Kata Kunci : Smart City, Teknologi Informasi dan Komunikasi, Masyarakat Madani

One of the efforts to improve the quality of urban environment is smart environment concept that has become one of six of smart city indicators such as smart government, smart economy, smart people, smart mobility, and smart living. Smart environment means an environment that provides comfort, resources, physical and nonphysical beauty, and visual for the people, also students in their schools. This research aimed to apply the concept of smart trash bin in schools. This smart trash bin that detects rubbish based on rubbish group (plastic and metal). In addition, the smart trash bin has a function as education for the students as well. It has explanation about knowledge and how to use the trash bin so the students have awareness to keep environment clean and beauty. The research used Research and Development method from Borg and Gall model. The target of this research was the students in elementary school. The final result of this smart trash bin was a feasibility test product. There will be a test for the students using questionnaire. So that this smart trash bin is effective to improve the knowledge of students about rubbish.

The subject of this paper is the operationalization of the concept of ?smart? city in all dimensions - characteristics (smart people, smart economy, smart living, smart management, smart mobility and smart environment), on the example of cities in Serbia. The aim is to explain the use of the concept of ?smart? city for the purpose of ranking of middle-sized cities in Serbia, modeled by the use of this concept in the ranking of European middle-sized cities. This goal will be realized by a comparison of indicators used for ranking cities in Europe and Serbia, as well as a detailed overview of selected indicators and their use in the ranking of cities in Serbia. One should bear in mind that the concept of ?smart? city is treated as the ideal type, in relation to which it should be estimated how and in what way medium-sized cities in Serbia are far from this ideal type. The contribution of this paper is twofold - in theoretical terms, within the framework of sociology, for the first time a discussion on the concept of ?smart? city opens, and in practical terms, this concept is operationalized for the first time for the purpose of ranking mediumsized cities in Serbia. In this way the multidisciplinary concept is being introduced in the domestic sociology of space and sociology of public policy.

Liberalisme menyambut baik cara yang paling memungkinkan bagi aktor non-negara (pemerintah nasional) untuk terlibat dalam urusan luar negeri. Duchacek dan Soldatos menekankan tesis ini dalam artikelnya masing-masing tentang peran kuat negara federal yang terlibat dalam urusan luar negeri. Penelitian ini merupakan bagian dari implementasi kerjasama smart city melalui kemitraan sister city antara kota Bandung - Seoul dimana Pemerintah Kota Bandung dipandang sebagai aktor daerah yang memiliki peluang untuk melaksanakan praktek paradiplomasi sebagai salah satu bentuk kegiatan yang berkaitan dengan politik luar negeri. Fokus penelitian pada advokasi kebijakan selama kerjasama tahun 2016-2019. Penelitian ini menggunakan metode studi pustaka untuk memperoleh semua data sekunder yang terdiri dari berita, laporan, dokumen penting lainnya yang diolah secara kualitatif untuk menghasilkan penjelasan penjelasan. Penelitian ini sampai pada kesimpulan realisasi paradiplomasi selama kerjasama dan kolaborasi kebijakan antara dua kota membantu mewujudkan pemerintahan yang efisien dan inovatif (Smart City). Kerja sama Smart City diwujudkan dalam kemitraan Sister City dalam membangun Smart LBEG: Smart Living, Smart Branding, Smart Environment dan Smart Government.

This study discusses the communication strategy carried out by Blora Regency Government in the program of the Ministry of Communication and Information, namely Gerakan Menuju Smart City 2018. There are two statements in this research is how the communication strategy carried out by Blora Regency Government towards smart city and the factors that are driving and inhibiting it.The results obtained from Gerakan Menuju 100 Smart City program in Blora Regency are based on a predetermined policy in the form of the RPJMD and the Decree of the Regent. Then proceed with analyzing problems related to city problems to create the concept of smart city that requires 3 elements namely structure, infrastructure and superstructure. The targets for this program are all OPD’s and the Blora community. The use of various media for socialization which then its implementation refers to the 2018 smart city master plan and ends with monitoring and evaluation every 2 times a year. There are 6 dimensions of the concept of smart city along with several activities in it that are used in Blora Regency, namely smart governance, smart branding, smart economy, smart living, smart society and smart environment

Sustainable city is a city that designed by considering the impact on the environment, inhabited by population with a number and behavior that requires minimal support for energy, water and food from the outside, and produces less CO2, gas, air and water pollution. Moreover the national government envisions Indonesia2030which shallimplement the smart city towards sustainable development.Especially in Sleman Regency, the government is committed to make Sleman Regency as a Smart Regency in 2021. It could be shown in the vision of Sleman Regency which is The realization of a more prosperous Sleman community, Independent, Cultured and Integratede-governmentsystem to the Smart Regency in 2021”. This paper would like to analyze how the Sleman Regency implement the Smart city concept, and does the smart city concept can achive the sustainability city. The research uses the qualitative approach with in-deepth interview in examining the data, also the literature review. The result in this study reveals the following: firstly, from 2016-2019 Sleman regency has several applications to support the smart city implementation such as One Data of UMKM, Home Creative Sleman, Lapor Sleman app, Sleman Smart app, online tax app, e-patient, sleman emergency service, and Sleman smart room. Second, there are many elements in smart cities that are very important for smart government, smart life, smart economy, smart society, and smart environment. However, in supporting to support the realization of smart cities, not all aspects must be implemented properly to achieve a managed city, components related to smart environment cannot be implemented properly in Sleman Regency. There are still many problems regarding environmental problems such as the development of the construction of hotels and apartments that do not heed the environment, incrasing the populations, the limitations of green open space.

Kabupaten Kutai Kartanegara di provinsi Kalimantan Timur adalah salah satu dari 25 kabupaten/kota yang mendapat kesempatan untuk mulai mengembangkan Gerakan 100 Smart City yang dicanangkan pada Smart City Summit 2017 di Makassar. Rencana Pembangunan Jangka Menengah Daerah (RJPMD) 2016-2021 kemudian memuat perencanaan pembangunan Samrt City yang disepakati dengan istilah Smart Regency Kutai Kartanegara dengan visi terwujudnya masyarakat kabupaten Kutai Kartanegara yang cerdas dengan sektor pertanian dan pariwisata sebagai penggerak utama yang didukung oleh teknologi informasi. Tujuan penelitian ini adalah untuk menyusun analisis Smart Regency Kutai Kartanegara. Metode analisis Smart Regency Kutai Kartanegara disusun dengan menggunakan pendekatan kerangka kerja Citiasia. Model Citiasia mempromosikan kemajuan bangsa dengan menyediakan solusi kota pintar yang menggabungkan model yang akurat dan kuat dengan dukungan teknologi canggih dan mudah digunakan. Terdapat enam aspek cerdas yang akan dianalisis dan dibangun, yaitu smart governance, smart branding, smart economy, smart living, smart society, dan smart environment.  Penelitian menghasilkan dokumen analisis Smart Regency yang telah dilengkapi dengan analisis gap antar aspek cerdas, analisis pembangunan Smart Regency, sasaran, arah kebijakan, dan analisis kesiapan daerah.

The word “Smart Cities” is the new buzzword in every corner of the world. Many countries across the continents are trying to plant new smart cities or in the conversion process of existing cities. Bali (Indonesia) also seems to be in a conversion process of its Brown Field Cities. This research manuscript attempts to explore the Bali (Island) as a Smart Island regarding Smart Environment, Smart Economy, Smart Governance, Smart Mobility, Smart Living and Smart People dimensional perspective. This research manuscript has adopted a triangulation method for thematic narration since the study is qualitative and case study. The study explored that still Bali/Balinese cities is/are still baby stepping of smart cities plantations. There needs to be lot of work has to be done to become Smart Bali Island. The findings will help the Bali government to understand how far they could become full-fledged Smart Island by providing the Quality of Life to citizens and economic development of Bali

Purpose The purpose of this paper is to analyze the research trends in smart cities (SCs) in order to demonstrate the most and the least active fields, researchers, institutions, frontier active centers/authors and funding institutions, as well as drawing the map of the most active countries in this scope. Design/methodology/approach Bibliometric data of 4,696 scientific works were collected from Web of Science, one of the most authentic bibliometric databases, within 1970–2018. The data were analyzed using scientometrics and content analysis methods and visualized by tables, charts and atlases. Findings The results showed an increasing trend in these studies mostly published as conference papers during 48 years. In this period, 0.6 percent of the papers got more than ten citations. Highly cited fields in the area of SCs were orderly smart IT infrastructure, smart government, smart environment, smart mobility, smart energy, smart economy and smart citizen. The geographic atlas of SC studies showed that the frontier countries in SCs were China, Spain and Italy, orderly. China’s main focus was on smart infrastructure while Spain’s focus was smart citizens and smart energy. Italy’s studies were mostly concentrated on smart government, smart mobility and smart environment. In general, it can be concluded that “smart IT infrastructure” was the most noted among the other components of SCs. Originality/value The scientometrics of SC literature has been conducted for the first time.

Nowadays, the concept of the smart city has been a monumental issue. There are many factors of a smart city to be accomplished by the governments. One of the notable factors is the smart environment. The governments must make the policies that fully support the green city life. Instead of replicating the smart city concept, Banyuwangi Regency has gone up into the spotlight as a smart village innovator in Indonesia. In 2017, the Regent has finished Blimbingsari Airport terminal, a terminal with the green concept. The green airport is a main gate for the domestic and international tourists, supporting eco-tourism. The airport is also the example of the smart mobility implementation. Any government policy will always need the publication of mass media. By using content analysis, we identify what media talk about the green airport. The media ignore the smart village topic related to the airport, choosing to focus on the tourism and its architecture. They talk positively about the green airport but need to be directed to the smart village grand design. However, when time files, the leader changes, we urge the vision stays.
