CLOUD TECHNOLOGIES IN THE DIGITAL ECONOMY INFRASTRUCTURE OF THE RUSSIAN FEDERATION

Large-scale increase of the companies need in computing resources and inefficiency of existing IT architecture support resulted in the growth of the demand and integration of cloud tech-nologies into corporate business environment. Cloud services are becoming not simply an alternative to the enterprise’s own IT infrastructure but the tool of effective business development allowing to optimize expenses and make it possible to adapt computing resources to the enterprise requirements.

Information technologies influence a place and competitiveness of the companies on the international scene. Сloud technologies take root practically in all branches of economy both in state and in the private sphere the advanced information technologies. The essence of cloud technologies consists in granting to end users of remote dynamic access to services, computing resources and appendices (including operating systems and infrastructure) on the Internet. The purposes of this work are: the analysis of speed of distribution of cloudy technologies in the Russian Federation and the world; definition of drivers of development and distribution barriers in the Russian market; development prospects of cloud-based technology and proposing measures s for stimulating their development . Survey of representatives of the companies participating of the market of cloud services was conducted for the analysis of the factors influencing distribution of cloud services in Russia. The factors influencing the direction development prospects of cloud-based technology are defined by the factorial analysis of answers of respondents in the SPSS program. Based on the results of the survey, the forecasted values of the development of the cloud services market were made. The infrastructure, economic, marketing factors promoting advance of cloud services in the Russian market are revealed as a result of the conducted research. The factors interfering growth of the market of cloud technologies are legal, social and economic, technological and marketing. Tools were developed for stimulation of distribution of cloud services on the basis of the received results. On the basis of the obtained results, it can be concluded that in order to preserve sustainable development, it is expedient to specialize companies for the production of one type of products or in a particular industry. Also it is recommended to develop products for public sector, providers of cloud services only started mastering this sphere. If other information technologies are usually offered to customers through IT directors, then cloud products should be promoted by addressing directly to directors of companies or other representatives distributing the budget.

Analysts’ forecasts point to the prospects for a large-scale global and domestic market of cloud services in demand in various sectors and types of economic activity. The paper analyzes the use of cloud services in the business sector of Russia and the EU countries, taking into account various size groups of enterprises, dynamics and directions of application of cloud technologies, existing barriers. The generalization of European experience is of interest due to the high level of development of small and medium-sized businesses, efforts to create cloud infrastructure, and an extensive system of statistical monitoring for the digitalization development in small, medium and large enterprises. A dynamic increase in the demand for cloud services in the business sector of Russia is revealed. Special attention is paid to the analysis of the main barriers hindering the introduction of cloud technologies in domestic small and medium-sized businesses. The directions for improving statistical observation of digital transformation and the introduction of cloud services in the business sector of Russia are proposed, taking into account international experience. The perspectives of collecting information on various categories of enterprises, the development of surveys on the problems of digitalization and the demand for cloud technologies (while ensuring the representativeness of sample data in regional and industry sections) are shown.

The paper describes composition of stock ownership in Russian companies with particular attention to its concentration and effects on corporate control. Special attention is paid to business integration as important background for ownership consolidation. The paper analyzes intra-corporate relations among main actors of corporate governance and functioning of its internal tools with special focus on Board of Directors’ composition and role. The correlation between the degree of concentration and companies’ performance and modernization activities is also discussed. The research is based on large-scale survey of 822 joint-stock companies in industry and communications conducted in 2005 in 64 regions of the Russian Federation. The survey was organized within the joint Japanese-Russian project that is being implemented by scholars from the State University - Higher School of Economics and Hitotsubashi University.

Nowadays, cloud computing is becoming popular within the business environment. Cloud services is not new, but the evolution of mobility, connectivity, and computing hardware has made it interesting for the business. Cloud services provides a way to increase the capacity or add capabilities dynamically without investing in new IT infrastructure, training new personnel, or licensing new software. Focusing on the consumer product goods (CPG) market with its mainly small and medium-sized companies, we see dramatic changes from the market demands, logistic challenges and price competition. The purpose of this chapter is therefore to present the positioning of cloud services in the CPG industry and to outline an approach that enables a typical company in the CPG industry to link the current capabilities of cloud services this to a business-process-driven evaluation approach to provide a transparency for the decision towards cloud services. The result of the business process investigation underlies assumptions and inductive conclusions.

Cloud computing is gaining ground in the global ICT market and day by day a significant number of Small and Medium Enterprises (SMEs) are adopting cloud services with sole purpose to improve their business environment and become more efficient, competitive and productive. Migrating a business IT infrastructure to the cloud offers reduction on server and storage costs, software maintenance expenditures, network and energy expenses as well as costs associated with disaster recovery. Since the cloud computing model works on a “pay-as-you-go” basis, it provides the option to pay for what is used. Thus, its adoption can offer slow start-up or expansion costs, creating an environment for rapid innovation and development. Into that context, this article presents the Greek side of cloud evolution through two representative case studies, the migration of an IT system of a Greek industry, from an in-house data center to Google Cloud and a study of the “in-house” IT infrastructure of the National Confederation of Hellenic Commerce. Findings from the Greek industry, indicate that the cloud proposal could cost 50%, or 24% less per month (depending on the solution). As far as the National Confederation of Hellenic Commerce is concerned, the article proposes only a new measure of security using Cloud services for reasons that will be discussed at the case study. Both case studies take into account the present costs of the IT system (energy consumption, third party contracts and maintenance) and propose alternatives through cloud migration. Results indicate that cloud computing offers benefits and significant cost savings for both studied cases, showing promising ways for the successful adoption of the cloud.

The new generation of industry, i.e. Industry 4.0, pertains to the processing of immense amounts of data, resulting, among other things, from the large-scale use of microcontrollers to control machines, an increase in the scale of automation, the use of the Internet of Things technology — e.g. in sensors installed at different stages of the production process, the implementation of the digital twin concept, and many other technologies designed to collect data (e.g. GPS or RFID). These data are collected in the enterprise’s variety of resources and databases. These data can be a valuable source of information and knowledge if the right approach to advanced data analysis is adopted, which depends, among other things, on the enterprise’s existing IT infrastructure. This paper sets out to present conclusions formulated on the basis of research consisting in the analysis of multinational manufacturing companies’ existing IT infrastructures. Three basic model solutions of IT architecture occurring in multi-site enterprises were identified, which made it possible to identify the main problems stemming from the IT architecture in place and concerning the analysis of data for the needs of company management. Additionally, this paper discusses the challenges faced by multi-site manufacturing companies. One such activity is the modification and expansion of the company’s IT infrastructure, including the implementation of Big Data and Master Data Management (MDM) solutions. The contribution provided by this paper consists in the analysis of the IT infrastructure in large, multi-site enterprises, which enabled the identification of problems and challenges related to advanced data analysis in this type of companies.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.
