Information technologies influence a place and competitiveness of the companies on the international scene. Сloud technologies take root practically in all branches of economy both in state and in the private sphere the advanced information technologies. The essence of cloud technologies consists in granting to end users of remote dynamic access to services, computing resources and appendices (including operating systems and infrastructure) on the Internet. The purposes of this work are: the analysis of speed of distribution of cloudy technologies in the Russian Federation and the world; definition of drivers of development and distribution barriers in the Russian market; development prospects of cloud-based technology and proposing measures s for stimulating their development . Survey of representatives of the companies participating of the market of cloud services was conducted for the analysis of the factors influencing distribution of cloud services in Russia. The factors influencing the direction development prospects of cloud-based technology are defined by the factorial analysis of answers of respondents in the SPSS program. Based on the results of the survey, the forecasted values of the development of the cloud services market were made. The infrastructure, economic, marketing factors promoting advance of cloud services in the Russian market are revealed as a result of the conducted research. The factors interfering growth of the market of cloud technologies are legal, social and economic, technological and marketing. Tools were developed for stimulation of distribution of cloud services on the basis of the received results. On the basis of the obtained results, it can be concluded that in order to preserve sustainable development, it is expedient to specialize companies for the production of one type of products or in a particular industry. Also it is recommended to develop products for public sector, providers of cloud services only started mastering this sphere. If other information technologies are usually offered to customers through IT directors, then cloud products should be promoted by addressing directly to directors of companies or other representatives distributing the budget.

The article discusses the most important issues of forming the investment relations in the capital markets. It defines the subjects of those markets, which does not seem possible to do without clarifying the investment relations concept. There is an overview of foreign approaches to the definition of “Investor relations”. To substantiate the need for elaborating relations the authors give an analysis of the investment market development with the involvement of the population and opportunities for investment in the Russian Federation. The necessity for creating the IR-departments of companies as the main communicators with investment markets is also substantiated. The issues of the functionality of the IR departments of companies are considered in detail, the directions of their activities and the requirements for the personnel of those departments are defined.

The article analyzes the dynamics and trends of changes in the number of regional entities of the Russian banking market in comparison with the federal ones. The definition of a regional bank has been clarified, the dynamics of changes in the number of credit institutions by federal districts of the Russian Federation has been identified, and districts have been identified that retain the stability of the presence of regional banks. The results of the banking reform impact (2017) on the bank capital consolidation and the banks separation into two levels are presented. It was concluded that there is a need for a regulatory and legislative definition and support for the credit sector of the regional economy, and competitive areas of business activity of regional banks of the Russian Federation are identified.

Due to the development of information technologies, electronic document flow is actively becoming a part of modern life, and the activity of courts is not an exception. Electronic documents are increasingly considered by courts as evidence in civil cases. Judicial practice faces certain problems when evaluating such evidence due to the insufficiency of legal regulation of such kind of evidence. The article examines the theoretical and practical aspects of the existence of an electronic document as a type of written evidence, attempts to reveal the essence of an electronic document, define its features as compared to a traditional written document, and analyzes the approaches to the definition of the concept of ‘electronic document’, which have developed in Russian legal science. The analysis of the practice in the application of an electronic document as evidence with regard to relevance, admissibility and adequacy is carried out. Certain problems which judges have to face when using an electronic document as evidence have been identified. The authors’ understanding of an electronic document is submitted, the framework of problems and gaps under current civil procedure legislation is defined, and methods of solution are proposed. The need to define an independent type of evidence – electronic evidence is substantiated, with it further being enshrined in the Civil Procedural Code of the Russian Federation, as well as to formalize in legislation the concept of an ‘electronic information medium’.

The subject/topic. The article is devoted to the consideration of a new form of tax controlling, its transition to a qualitatively new level with emphasis on the benefits of the remote format of tax controlling in the context of digitalization of economic activity, as well as its impact on improving the work of tax authorities. Goals/objectives. The aim of the work is to disclose the essence of the concepts of «digital economy» and «remote tax controlling» and the advantages of using it to optimize the activities of tax authorities dictated by the trend of the times. Method-ology. The author’s definition of the concept of «digital economy» is given, a comparative analysis of the advantages of full-time and remote forms of tax controlling is developed and presented, the goals of modernizing the tax system are given; the advantages of working in priority areas for identifying the reserves of the tax potential of the country's budget are described. Results. The conclusion is made about the need to optimize the activities of tax authorities. The main advantages of using such a tool as remote tax controlling are highlighted. It was added that such a measure would also be an excellent solution both in order to achieve a balanced and stable territorial budget, and to reduce interregional differences in the level and quality of life of Russians. The paper also discloses a list of information technologies implemented in the activities of the Federal Tax Service of the Russian Federation and de-scribes the benefits of switching to digital accounting methods. Conclusions/significance. The necessity of the transition to the method of remote tax con-trolling is substantiated, which facilitates the work of specialists in particular and regulatory authorities in general. A number of advantages are described when implementing this tool, including temporary savings, and an increase in the reliability and completeness of the data obtained. Application. The remote tax controlling tool considered in the article can be used both to improve the strategies of the executive authorities and to improve control over the implementation of national projects of the Russian Federation.

Сurrent relations of Ukraine with NATO and prospects for their development to develop a common defense and security policy are considered. It is noted that the aggression of the Russian Federation against Ukraine, its illegal annexation of the Autonomous Republic of Crimea, waging a «hybrid war» against it, military intervention in the eastern regions of Ukraine, constant military, political, economic and information pressure from Russia necessitate Ukraine’s search for more effective guarantees. NATO remains the most influential security organization, so political and military cooperation with it is vital for Ukraine. Today, NATO’s European policy focuses mainly on security issues, as well as on enhancing dialogue with both member countries and candidate countries. The definition of modern features of NATO’s European and Euro-Atlantic policy and prospects for the development of Ukraine’s new security policy are relevant. The purpose of this article is to analyze the current relationship between Ukraine and the Alliance and their development prospects. The Concept of Improving Public Awareness of Ukraine’s Cooperation with NATO during 2017–2020 approved by the President of Ukraine on February 21, 2017 in order to increase public support for state policy in the field of Euro-Atlantic integration and the level of trust of Ukrainian citizens in NATO as a key institution in strengthening international security is analyzed. The results of sociological research on Ukraine’s membership in NATO are presented, which reflect the dynamics of public support for Ukraine’s membership in NATO. Based on the analysis of scientific and methodological sources, the article looks at the state of informational and methodological support of students’ independent study. The authors conclude that insufficient attention is being currently paid in Ukraine to the implementation of informational and methodological support of students’ independent study using cloud technologies. It has been determined that independent work as the dominant component of the students’ educational activity in the framework of joining the European educational space requires a new approach to its construction, covering the whole set of innovative aspects. The general problem of education is the reduction of the number of classroom hours and transfer of a significant amount of study material to independent study. Such a situation requires further scientific analysis and the development of specific recommendations in order to improve the independent learning activities. On the basis of the content analysis of scientific articles on the professional training of university students, the directions of improving informational and methodological support of students’ independent study were singled out on the example of the discipline “Modern Information Technologies”. Studies have been conducted among the students regarding their readiness to use the informational and methodological support of independent study and it is determined that it is advisable to use Google cloud services and an educational site with educational materials for independent work. In the article the approaches to introduction of informational and methodological support of students’ independent study are theoretically grounded and a model of informational and methodological support of independent study of university students is developed. Informational and methodological support of students’ independent study is based on the integration of two classifications of independent work (in terms of the type of learning tasks and of educational and cognitive activity) that will be performed in the complex way and will facilitate the formation of university students’ ability to organize and plan and the ability to work independently. For the discipline “Modern Information Technologies” an Internet resource is developed in the form of a site that contains the necessary information for performing independent work. Separately, an electronic calendar for the organization of independent student learning was developed. The integration of calendar elements into the educational site has been carried out in order to ensure the functioning of the informational and methodological support of students’ independent study. The methodological principles of informational and methodological support of students’ independent study were developed, namely the use of cloud service Google Calendar in the course “Modern Information Technologies”.

The study is devoted to the strategies of European automobile TNCs, as well as the specifics of their entry into the markets of various countries and regions. The current state of the global automobile industry is characterized, the reasons for changes in the qualitative parameters of the industry are analyzed, and the factors that contributed to territorial shifts are investigated. Country, sectoral and corporate factors influencing the choice of investment and non-investment methods of entering new markets by automobile TNCs are presented, a study of the degree of their influence on decision-making by companies is carried out. The transformations that have occurred in the structure of car production by European TNCs as a result of the process of internationalization are analyzed. The features of the Russian market development by European automobile TNCs are highlighted, special attention is paid to changes in their strategies and prospects for activities in Russia. The publication is intended for Agencies working on Russia's automobile industry development programs, as well as for researchers, higher education professors, postgraduates, students, and anyone interested in the current trends in the automobile industry.

The problems that arose in connection with the transition of society to the digital (electronic) stage of development are considered. The new pedagogy and its area of didactics should be aimed at the formation of a new subject of society, which requires new approaches and methods of teaching. The history of the emergence and formation of didactics-from the pre – scientific stage to the digital one in the form of e-didactics-is discussed. The analysis of the main distinctive features of didactics at different stages of development is given. The main attention is paid to the tools of new information technologies – web technologies, given the characteristics of generations of web technologies. The basic concepts of the new pedagogy are presented: web technology, cloud services, cloud technologies, online technologies. Examples of using cloud technologies for the implementation of various learning objectives are given.

Now the process of information and communica-tion technologies introduction in the activity of public authorities goes beyond the framework of some infor-matization programs and projects and becomes a driv-ing transformation force of both the organization of public authorities work, and approaches to execute state functions in general. At the same time there is lack of systemacity and integral regulation of using information technologies in public administrative activity, uncertainty and discrepancy of some provisions of the legislation, lack of the uniform concept of "the electronic government". Using a generalization method, comparative and formal-logical approaches, the article attempts to represent a complex attitude towards the problem of "electronic government" formation in the Russian Fed-eration as one of possible instruments of increasing public administration efficiency. Studying a definition of "the electronic government" has allowed to formu-late an author's interpretation of this term, to systemat-ize and generalize its functioning principles, and also to plan the possible directions of solving the organiza-tional and legal problems connected with the develop-ment of this concept in the Russian Federation.

The article is aimed at examining the main microeconomic factors of the development of hospitality sector enterprises in the region in the context of changes. The definition of regional micro-environment of the enterprises in the hospitality sector is provided; the main factors of economic development of enterprises of the industry are systematized. On the basis of the carried out analysis the peculiarities, tendencies and problems of development of hotel business enterprises in Zakarpattya region are defined. The main microeconomic factors that form the situation of the regional market of hotel services are examined. The peculiarities of micro-environment of hotel business in the region are defined, among which: insufficient level of use of the existing natural, resource and tourist potential of the territory; increased competition in the market; development of both the «shadow» and «gray» markets of hotel services, especially in the conditions of restrictive measures; reducing the number of foreign tourists; insufficient level of development of various forms of tourism, which limits the possibilities of hotels to expand services. The methods of adaptation of hospitality sector enterprises for survival and development in new macro- and microeconomic conditions are proposed, which include in the first instance: the formation of an effective security system for guests; researching target audiences and focusing services on their needs; intensification of development of various forms of tourism in the region, in particular therapeutic, ecological, educational, children’s, and development of appropriate hotel products; intensification of innovation activity and introduction of information technologies. Further researches will focus on the development of methodological approaches to the assessment of the micro-environment of hospitality sector enterprises and their use for the formation of a regional strategy for tourism development and hotel-restaurant business in the region.
