Currently, the economic modernization effective directions issue in countries with developed economies, including countries exporting oil and gas, is topical. Some examples of the modernization model in these countries have already taken shape. One example, despite the local conditions difficulties and uniqueness, was the modernization model of the United Arab Emirates (UAE). The starting conditions for the development of which were based on raw materials exports narrow base. An economic modernization the history and mechanism analysis in the UAE shows that here in the formation of the process strengths of economic modernization, the creation of infrastructure, both production and transport, commercial, service, and technological, played a crucial role. In the UAE, an effective contribution of infrastructure has been achieved by clearly linking the strategic areas of increasing the competitiveness of the country's economy with the priorities of infrastructure development. This allowed the UAE to acquire new factors of competitiveness. In the past thirty years, the United Arab Emirates non oil sector's contribution to GDP has been rising, the rise of a number of advantages of the industry, such as real estate, trade, tourism, construction, finance, shipping, processing industries. This led to the prosperity of the UAE economic market. UAE has a stable political environment and security community, and keep a good relationship with the major countries. Although the UAE is involved in some areas of conflict, but it has no impact on the overall situation. It has a wealth of oil and gas resources, is one of the most affluent countries in the region and the world, of which the government develop a comprehensive development strategy and efforts to develop non oil and gas industry.Although UAE has the most diversified economy in the GCC, the UAE's economy remains extremely reliant on petroleum(oil). With the exception of Dubai, most of the UAE is dependent on oil revenues. Petroleum and natural gascontinue to play a central role in the economy, especially in Abu Dhabi. More than 85% of the UAE's economy was based on the oil exports in 2009. While Abu Dhabi and other UAE emirates have remained relatively conservative in their approach to diversification, Dubai, which has far smaller oil reserves, was bolder in its diversification policy. In 2011, oil exports accounted for 77% of the UAE's state budget.The United Arab Emirates attaches great importance to infrastructure construction, and regard it as the basis of economic and social development. Since 70s, the UAE government has invested heavily in the construction of infrastructures, so as to create a favorable environment for foreign capital to enter Dubai. The United Arab Emirates as the most important financial and traffic center of the area, perfect legal system, has clean government and a good investment environment. Although affected by the 2009 Dubai debt crisis and the 2014 international oil prices and other unfavorable factors, but the overall economy is still maintained growth momentum. As an important hub in the Middle East, and the ancient maritime Silk Road of the important station, United Arab Emirates has "The Belt and Road" strategic prospects. In the context of oil prices, the United Arab Emirates non oil economic development is still strong, the development of infrastructure gets maintain stable growth, and investment risk is low.

The relevance of this study is due to the low rate of development of the downstream sectors of Russian oil companies. Against a background of the sale of significant volumes of oil and gas raw materials, Russia lags behind world leaders in the production and consumption of petrochemical and chemical products, with their share in the gross domestic product of the country being only 1.1%. Connected to this is the issue of substantiating strategies of development for the downstream sectors of Russian oil companies, which requires detailed research. In this light, it is necessary to take into account current trends in the worldwide demand on petroleum products and also the opportunities and competitive advantages of Russian oil and gas companies in the creation and development of refineries with a consideration of modern technological, environmental, social and market criteria. The paper tests hypotheses about modernisation as a process of increasing efficiency in the development of the industry as a whole. The results of the study show that the planned pace of development in the industry by means of modernisation proves to be insufficient and requires additional investments in innovative development and new construction. The value of the research lies in the modelling of modernisation strategy options by the example of a large oil company, the estimation of results by the criteria of world average indices of technological efficiency of production and the analysis of these results by state indicators of branch development. The theoretical significance of the research lies in the possibility of using this research approach as an analogue.

Recently construction companies and real state of SMEs sector of Dubai, reported that they have a combine shortfall of skilled staff of up to 500,000.  In addition to that, recently tourism industry of UAE, one of the most dominating service sectors also reported the severe shortage of qualified hospitality staffs. The shortage of workforce in the industry is one of the major causes of unfair distribution of work load and also an unjust compensation and reward system in the overall industry.  The supply and demand of workforces is also one of the crucial predictor factors for job satisfaction and may lead to quit their job or to migration.While examining the various factors that may affect employee’s intention to leave, many research findings confirmed that job satisfaction caused the highest variance on to leaving intention.  To get the deeper analysis of the job satisfaction and its impact on employee’s intention to leave, many researchers argued that there were many facets of job satisfaction that may cause the leaving intentions and therefore job satisfaction has been considered a variables composed of multiple factors. It is evident that there are many studies had been conducted to examine the relationship between job satisfaction and employees leaving intentions. However, not many studies on the same line have been fully addressed in small and medium size firms in UAE working setting and also most of the studies sampling strategies had focused in industries in developed economies.  Therefore, it is believed to be a gap in the literature in the context of the job satisfaction and intent to leave in SMEs.

Subject. Under rapid changes in the external economic environment, new forms and methods of State regulation of oil and gas industries, especially, improving the taxation and tax regulation instruments become relevant. Objectives. The study aims to provide an original interpretation of methods of improving the tax administration of major taxpayers in the oil and gas sector applied at the present stage. Methods. I employ normative and holistic approaches to examine taxation efficiency in the oil and gas sector, general scientific and special methods of scientific cognition, i.e. retrospective, system analysis, observation, classification, instrumental methods of grouping, sampling, comparison and synthesis, as well as evolutionary and dynamic analysis. Results. I consider basic problems and solutions in the sphere of tax administration of major taxpayers of Russian oil and gas industries. The paper offers a package of measures and recommendations aimed at improving the efficiency of tax regulation, underpins the applied approach to tax administration of organizations operating in the oil and gas sector. Conclusions and Relevance. Our country needs a comprehensive program for tax administration of the entire technological cycle: from upstream operations to full-scale import substitution of consumer goods.

The Belt and Road Initiative is an initiative to revive the ancient Silk Road, through networks of land and sea roads, oil and gas pipelines, electric power lines, the Internet and airports, to create a model of regional and international cooperation.       It is essentially a long-term development strategy, launched by the Chinese president in 2013 to become the main engine of Chinese domestic policy and foreign diplomacy and within the framework of the soft power strategy, to enhance its position and influence in the world as a peaceful and responsible country.   The study includes identifying the initiative and setting goals for China, as well as the challenges and difficulties that hinder the initiative.

Modern trends in the development of the oil and gas infrastructure of the Russian Far East are considered. The main threats in the operation of oil and gas pipelines are described. The technology of complex protection of pipeline surfaces is proposed. Protection of the inner surface is achieved through the use of silicate enamel coatings, protection of the external surface – through the use of foam glass. On the basis of local silicate raw materials the technology of the described materials is developed, and their main properties are determined. Recommendations on the application of the developed technology for the protection of pipelines are given.

Nadym-Pursk oil and gas region has been one of the main areas for the production of hydrocarbon raw materials since the sixties of the last century. A significant part of hydrocarbon deposits is at the final stage of field development. An increase in gas and oil production is possible subject to the discovery of new fields. The search for new hydrocarbon deposits must be carried out taking into account an integrated research approach, primarily the interpretation of seismic exploration, the creation of geological models of sedimentary basins, the study of geodynamic processes and thermobaric parameters. Statistical analysis of geological parameters of oil and gas bearing complexes revealed that the most promising direction of search are active zones — blocks with the maximum sedimentary section and accumulation rate. In these zones abnormal reservoir pressures and high reservoir temperatures are recorded. The Cretaceous oil and gas megacomplex is one of the main prospecting targets. New discovery of hydrocarbon deposits are associated with both additional exploration of old fields and the search for new prospects on the shelf of the north. An important area of geological exploration is the productive layer of the Lower-Berezovskaya subformation, in which gas deposits were discovered in unconventional reservoirs.

Violation of industrial safety rules during the operation of offshore facilities for the production, storage and transportation of the hydrocarbon raw materials leads in the most cases to pollution of the marine environment with oil and its components. The works on localization and elimination of such pollution are carried out with the help of vessels of the technical support fleet and booms. When developing oil spill response plans at such facilities, a calculated determination of the technical characteristics of vessels and booms is required that are sufficient to carry out the planned activities. The basic design principles for determining the towing capacity of the technical fleet vessels involved in the localization and elimination of oil and oil product spills by trawling methods are given in the article. The calculation is based on theoretical studies performed by the authors of the physical processes occurring during the movement of objects of a mobile trawling order in the sea area. The results obtained during the course of theoretical studies were confirmed by the experimental studies carried out by the authors personally using the real pieces of equipment in the actual development of tasks for training spill containment by trawling. As a result, the empirical dependencies were obtained and experimentally confirmed, which can be used to calculate technical characteristics of the ships as part of the mobile orders and anchor systems as part of stationary orders intended for the localization and elimination of oil pollution. These results can be used, among other things, for the calculated substantiation of the technical characteristics of the technical fleet vessels designed to ensure safety of the offshore facilities for production, storage, and transportation of the hydrocarbon raw materials.

The problem of dependence of the Russian economy on raw materials remains. The growth of non-primary non-energy exports was approved as one of the priorities in Russia. Updating the national project increases the importance of its institutional support in legislation. The question arises of the sufficiency of institutional reflection of non-resource exports. The purpose of the article is to generalize approaches to the priorities of non-resource exports, to develop methodological tools and to assess the representation of the topic in conceptual documents on the example of the regions of the North-Western Federal District. The research methodology is based on the content analysis of documents using the Istio service. The basis of the study was the conceptual documents of the NWFD regions with export topics. The categories of non-primary exports are highlighted. The socio-economic Development Strategy is the main document approving the region’s non-resource exports. A research program and methodological support for assessing the representation of non-primary exports in documents have been developed. The differences in the institutional support of non-primary exports are revealed. Of the 11 regions, 8 contain a target indicator of non-primary non-energy exports. Kaliningrad and Murmansk oblasts are recommended to include it in the Strategy in order to form institutional support for overcoming the problem of commodity dependence. A classification of regional documents providing institutional support for the export strategy has been developed. For the first time, the assessment contains scientific novelty and can help to understand the need to form a scientific concept of non-resource exports.

Abstract The middle eastern countries including United Arab Emirates (UAE) have enjoyed the energy production from hydrocarbon resource for a very long period. Indeed, now various countries in this region has shifted to alternative resources of power generation with cheaper and cleaner sources. Geothermal is the top of the list among those sources. Therefore, this study presents an ultimate model converting abandoned oil and gas wells into subsurface geothermal recovery points. Fundamentally, this study offers a geo-thermo-mechanical model of abandoned wellbore which can help in developing an optimistic geothermal energy not only from subsurface thermal reserve but also from abandoned casing and pipes installed in Wellbores. In this approach the source of heat is thermally active rock formations and the metallic pipes that are present in wellbores drilled through hot dry rocks. In the model the already drilled wells are incorporated as medium of heat flow in which water in injected and brought back to surface along with thermal impact. The results of this study revealed that, at the depth of 6000 m of high temperature wellbore the temperature is above 85°C and at this temperature the metallic casings further rise the reserve temperature thus the conversion of water into steam can be processed easily. Moreover, at high depths the stability of wellbore is also issue in high temperature formation, so mechanical model suggests that injection of water and conversion into steam in already cased wellbore can sustain up to 6 MPa stress at around 100C. Thus, the geo-thermo-mechanical model of wellbore will illustrate the possibility of converting water into steam and it will also reveal the average amount of heat that can be generated from a single well. henceforth, the thermal recovery from abandoned wells of UAE is best fit solution for clean energy. The abandoned wells are used as conduit to transport heat energy from subsurface by using water as transport medium, as water at surface temperature is injected in those wellbores and let thermal energy convert that water into steam. Later the steam is returned to surface and used as fuel in turbines or generators.
