The relevance of this study is due to the low rate of development of the downstream sectors of Russian oil companies. Against a background of the sale of significant volumes of oil and gas raw materials, Russia lags behind world leaders in the production and consumption of petrochemical and chemical products, with their share in the gross domestic product of the country being only 1.1%. Connected to this is the issue of substantiating strategies of development for the downstream sectors of Russian oil companies, which requires detailed research. In this light, it is necessary to take into account current trends in the worldwide demand on petroleum products and also the opportunities and competitive advantages of Russian oil and gas companies in the creation and development of refineries with a consideration of modern technological, environmental, social and market criteria. The paper tests hypotheses about modernisation as a process of increasing efficiency in the development of the industry as a whole. The results of the study show that the planned pace of development in the industry by means of modernisation proves to be insufficient and requires additional investments in innovative development and new construction. The value of the research lies in the modelling of modernisation strategy options by the example of a large oil company, the estimation of results by the criteria of world average indices of technological efficiency of production and the analysis of these results by state indicators of branch development. The theoretical significance of the research lies in the possibility of using this research approach as an analogue.

Nadym-Pursk oil and gas region has been one of the main areas for the production of hydrocarbon raw materials since the sixties of the last century. A significant part of hydrocarbon deposits is at the final stage of field development. An increase in gas and oil production is possible subject to the discovery of new fields. The search for new hydrocarbon deposits must be carried out taking into account an integrated research approach, primarily the interpretation of seismic exploration, the creation of geological models of sedimentary basins, the study of geodynamic processes and thermobaric parameters. Statistical analysis of geological parameters of oil and gas bearing complexes revealed that the most promising direction of search are active zones — blocks with the maximum sedimentary section and accumulation rate. In these zones abnormal reservoir pressures and high reservoir temperatures are recorded. The Cretaceous oil and gas megacomplex is one of the main prospecting targets. New discovery of hydrocarbon deposits are associated with both additional exploration of old fields and the search for new prospects on the shelf of the north. An important area of geological exploration is the productive layer of the Lower-Berezovskaya subformation, in which gas deposits were discovered in unconventional reservoirs.

The explosive development of the human society in contrast to the limited character of resources determines the need for successful implementation of mathematic models in the decision-making process concerning the use of available resources. The oil industry includes a series of global processes such as mining, extraction, refining, transport (road, rail, ship and pipeline) and oil products. The products of this industry with the highest degree of utilization are gasoline and diesel but the portfolio is much broader, kerosene, bitumen, fuel and raw materials for other chemicals such as solvents, pesticides, fertilizers and materials plastic. The oil industry comprises three major areas: "upstream" extraction; refining - "midstream" and transportation and marketing of downstream products. In most cases refining is considered to be part of downstream, Oil and petroleum products are essential for many industries and their importance is vital in maintaining and developing the industrial area in the current configuration.


Oil slurries are a complex organic mixture consisting of hydrocarbon and non-hydrocarbon parts formed during oil and gas production, processing and transportation of oil and petroleum products, and are dangerous environmental pollutants. The purpose of this work is to study the physical and chemical composition of oil sludge taken from various sampling sites of Pavlodar petrochemical plant LLP to study the possibility of their further effective utilization.

Based on the multivariate spatial model, the paper shows the relationship between the factors of the oil industry (oil production, oil refining, consumption of basic petroleum products) and the main economic indicator (gross regional product) of the Novosibirsk region. It is revealed that with the increase in the capacity of the MIC-oil and subject to further exploration of oil fields with the use of new technologies, revenues to the regional budget from oil companies in the region can be about 5 %. The measures aimed at increasing the level of social responsibility and improving the quality of the environment at the enterprises of the oil industry of the Novosibirsk region are defined.

The formation of vertically integrated companies, on the one hand, is an important stage in describing the scale of market changes, and secondly, the formation of significant structural issues of oil refining and oil transportation, as well as petrochemical enterprises. Such a complex technological decline can be explained by the lack of sufficient investment in the oil refining industry. Especially petrochemical enterprises are in a difficult situation, the lack of a stable link with raw materials suppliers, instability in the world market of petrochemical products, lack of investments hamper the development of enterprises in this field. The world market showed that in the field of oil refining and petrochemical companies their consolidation at the corporate level, as a result of which there are no prospects for the development of private oil companies, without which their competitiveness can not be increased. From this point of view, the topic of the article is relevant. Theoretical and practical bases of competitiveness of oil and gas enterprises and its management were considered. The study of the theoretical bases of competition, competitiveness and management of competitiveness, as well as factors influencing competitiveness, allowed to describe competitiveness in a comparative degree. You can note such factors that affect the competitiveness of the enterprise, as the competitiveness of products, the competitiveness of technology and the competitiveness of personnel.

The increasing role of transport communications’ constructive improvement in the Black Sea region’s real economy development is inextricably linked with the need to ensure it by hydrocarbon exports’ infrastructure under the conditions of limited international cooperation and differentiation of services provided. In this paper have been marked groups of problems characterizing factors of demand creation for energy resources in modern world economy, has been revealed the Black Sea economic cooperation role in development of oil and petroleum products’ export infrastructure, has been assessed the energy policy influence on the Russian Federation´s position at the global energy market. A development strategy of vertically integrated oil company "Rosneft" at the national and international markets has been described, Russian vertically integrated oil companies’ competitive advantages and weaknesses have been considered.

Modern tendencies of development of world and domestic oil and gas processing involve deep processing of heavy oil and condensate residues for the production of motor fuels and other petroleum products and minimizing the production of energy boiler fuel. Modern technological processes of deep recycling of oil and gas condensate residues are conventionally divided into four large groups: direct processes consisting of one main standard process; combined processes consisting of two or more interconnected generally used refining processes including possible pre-refining of raw materials; processes using slurry reactors and reactors with a suspension catalyst bed for nanoheterogeneous catalysis; processes of deep processing of hydrocarbonic residues using wave impacts. Processes of the first group are most widely used in industry, combined processes of the second group are used much less often. After successful completion of pilot testing processes of the third group (slurry technology and nanoheterogeneous catalysis) are much forward-looking. The process of the fourth group can become promising for industrial implementation only after experimental analysis of their actual energy efficiency.

Currently, the economic modernization effective directions issue in countries with developed economies, including countries exporting oil and gas, is topical. Some examples of the modernization model in these countries have already taken shape. One example, despite the local conditions difficulties and uniqueness, was the modernization model of the United Arab Emirates (UAE). The starting conditions for the development of which were based on raw materials exports narrow base. An economic modernization the history and mechanism analysis in the UAE shows that here in the formation of the process strengths of economic modernization, the creation of infrastructure, both production and transport, commercial, service, and technological, played a crucial role. In the UAE, an effective contribution of infrastructure has been achieved by clearly linking the strategic areas of increasing the competitiveness of the country's economy with the priorities of infrastructure development. This allowed the UAE to acquire new factors of competitiveness. The Belt and Road Initiative is an initiative to revive the ancient Silk Road, through networks of land and sea roads, oil and gas pipelines, electric power lines, the Internet and airports, to create a model of regional and international cooperation.       It is essentially a long-term development strategy, launched by the Chinese president in 2013 to become the main engine of Chinese domestic policy and foreign diplomacy and within the framework of the soft power strategy, to enhance its position and influence in the world as a peaceful and responsible country.   The study includes identifying the initiative and setting goals for China, as well as the challenges and difficulties that hinder the initiative.

As onshore oil and gas deposits are becoming more difficult to locate, and as the world demands for energy continue to increase at an alarming rate, oil companies are channeling much of their exploration activities towards offshore operations, and in particular, towards operations centered off Canada's coast lines. Because of the environment, offshore drilling presents problems which are novel to the onshore-geared oil industry. J. M. Killey discusses in detail many of the considerations involved in drafting the offshore drilling contract, concentrating on problems such as the liability of the various parties; costs; scheduling; pollution; conflict of laws; etc. Similarly, he discusses service contracts (such as supply boat charters; towing services; helicopter services; etc.^ which are necessity to the operation of an offshore drilling rig. To complement his paper, the author has included number of appendices which list the various considerations lawyer must keep in mind when drafting contracts for offshore operations.
